SOLAS II-1/3-10 (GBS)
 Application:
Oil tankers & Bulk carriers of 150 m in length and above
 Goals:
Safe and environmentally friendly Ship design
 Structural Requirements :
Goals shall be achieved through
Structural Requirements of ROs (Class)
conforming to GBS Functional Requirements
 Ship Construction File (SCF):
Information on how the functional requirements have been
applied in the ship design and construction to be kept on board
Enter into force on 1 Jan. 2012, and apply to ships:
1. building contract on or after 1 July 2016; or
2. keel lay on or after 1 July 2017; or
3. delivery on or after 1 July 2020
5
Goal-Based Ship Construction Standards
for Bulk carriers and Oil Tankers

Tier I, Goals - SOLAS II-1/3-10 Para 2

2. Ships shall be designed and constructed

for a specified design life
to be safe and environmentally friendly,
when properly operated and maintained
under the specified
operating and environmental conditions,
in intact and specified damage conditions,
throughout their life.
6
Goal-Based Ship Construction Standards
for Bulk carriers and Oil Tankers

Tier I, Goals - SOLAS II-1/3-10 Para 2

2.1 Safe and environmentally friendly means the ship shall
have adequate strength, integrity and stability to minimize
the risk of loss of the ship or pollution to the marine
environment due to structural failure, including collapse,
resulting in flooding or loss of watertight integrity.
2.2 Environmentally friendly also includes the ship being
constructed of materials for environmentally acceptable
recycling.
2.3 Safety also includes the ship’s structure, fittings and
arrangements providing for safe access, escape,
inspection and proper maintenance and facilitating safe
operation.
7
Goal-Based Ship Construction Standards
for Bulk carriers and Oil Tankers

Tier I, Goals - SOLAS II-1/3-10 Para 2

2.4 Specified operating and environmental conditions are
defined by the intended operating area for the ship
throughout its life and cover the conditions, including
intermediate conditions, arising from cargo and ballast
operations in port, waterways and at sea.
2.5 Specified design life is the nominal period that the ship is
assumed to be exposed to operating and/or
environmental conditions and/or the corrosive
environment and is used for selecting appropriate ship
design parameters.
However, the ship’s actual service life may be longer or
shorter depending on the actual operating conditions and
maintenance of the ship throughout its life cycle.
8
Goal-Based Ship Construction Standards
for Bulk carriers and Oil Tankers

Tier I, Goals - SOLAS II-1/3-10 Para 4

4 A Ship Construction File with specific information on
how the functional requirements of the Goal-Based Ship
Construction Standards for Bulk Carriers and Oil Tankers have
been applied in the ship design and construction shall be
provided upon delivery of a new ship, and
kept on board the ship and/or ashore* and
updated as appropriate throughout the ship’s service.
The contents of the Ship Construction File shall, at least,
conform to the guidelines developed by the Organization.*
* Refer to the Guidelines for the Information to be included in a Ship
Construction File (MSC.1/Circ.1343).

The Guidelines for Verification of Conformity

with Goal-Based Ship Construction Standards
for Bulk Carrier and Oil Tankers - Res. MSC.296(87)

1. Documentation Package incl. Self-assessment:

• “Rule set” to be verified,
all items required by the Guidelines etc.
• In Self-assessment Rule Developers (Class)
demonstrate that “Rule set” conform to GBS
2. Audit Team: conduct Audit Documentation Package
• be established under MSC; and
• be composed of 3 to 5 experts nominated by
Administrations etc. & selected by the IMO S-G

Guidelines for the information to be included in
a Ship Construction File - MSC.1./Circ.1343:

Ship Construction File (SCF):

Aim: to facilitate safe operation, maintenance,
survey, repair and emergency measures.

1. to be provided upon delivery

of new bulk carriers and oil tankers
contracted on or after 1 July 2016.
2. to be kept on board the ship and/or
3. to be kept ashore (i.e. Archive Centers)
4. to be updated as appropriate throughout the
ship’s life
15
Guidelines for the information to be included in
a Ship Construction File - MSC.1./Circ.1343:

Examples of information to be included in SCF

Information stored on board ship
 General arrangement, midship section, key construction plans,
loading manual, coating technical file
 Documents to be developed especially to meet the
requirements of SCF Guidelines (SCF-specific) such as:
 note on design life on midship section
 construction quality standard
 list of materials used for hull structure
Information stored on shore archive
 yard plans, lines plan, fatigue life calculation

 Developed Separately
 Based on Different
Technical Approaches

Industry requested IACS to adopt

Common Technical Approach for two CSRs

IACS committed to harmonize two CSRs

19
IACS Common Structural Rules (CSR)

Objectives for IACS CSR Development

 Develop common minimum structural

requirements for the design and construction of
robust ships
 Based on transparent methods
 Supported by published technical background
documents
 Provide a rational link between the requirements
for newbuildings and ships in service
 Inclusion of the concept of IMO GBS
20
IACS Common Structural Rules (CSR)

 Compliance with IMO GBS under development

 Design Life and Fatigue Life: 25 years
 Environmental conditions: North Atlantic Sea
 Ultimate Hull Girder Strength
 Net scantling concept

22
Gaps between GBS and Class Rules

 Some GBS Functional Requirements -

not fully covered by IACS CSR
• Structural Redundancy
• Residual Strength after Damage
• Hull Dynamic Effects on Fatigue Life
• Design Transparency
• ・・・

Develop New Requirements;

Revise Current Requirements; and/or
Prepare/Revise Technical Backgrounds and
Consequence Assessments
23
Gaps between GBS and Class Rules

Gaps not to be covered by IACS Harmonised CSR

1. Requirements for structural arrangements
(windows, openings, location, isolation) to
facilitate lighting, ventilation and
reduce vibration in manned spaces
(9.3.2 and 9.3.4 of the Guidelines + MLC 2006)
2. Requirements for updating SCF in service
( 10.2.1.5 and 10.3.1 of the Guidelines)
3. Requirements for the creation of the list of
materials used for construction of the hull
( 15.3.1 of the Guidelines)
