More Ambitious Climate Actions for Low Carbon,
Resilient and Inclusive Transport
Description
This event will showcase the efforts made by various transport stakeholders to create the building
blocks for a low carbon, sustainable pathway to 2050. It will demonstrate the immediate, bold and
ambitious actions that are currently being implemented across the world and discuss the ways to
maintain the momentum through 2020 and beyond. It will focus on both mitigation and adaptation
measures, as well as cross-cutting issues such as gender and accessibility.

Background
With 23 percent of carbon emissions stemming from fuel combustion worldwide, transport is a vital
part of the solution to solve the puzzle of a net zero emission-economy. Transport carbon emissions
are set to increase by 60 percent in 2050 from 2015 levels, while they should decrease by over two
thirds in a below 2°C scenario. The goal is both visionary and challenging. However, there are many
examples of immediate, bold and ambitious transport actions that are currently being implemented to
align with the desired pathways for 2050 and limit the lock-in effects of a high-carbon business-as-
usual (BAU) scenario.

These pre-2020 actions span across policy, regulatory and operational solutions for both passenger
mobility and freight movement, thus providing a balanced toolbox to ramp up needed actions across
transport themes and modes. Mitigation measures also need to be coupled with adequate adaptation
measures especially for low-lying coastal zones and small island states.

In addition, an inclusive, accessible and gender-neutral transport system is critical to sustainable


development and climate change mitigation efforts in both developing and developed countries.
Transport is central to the empowering of daily living and livelihoods. It is the engine of the global
economy and helps spur economic development and determine different levels of well-being. Access
to goods, jobs, services and other opportunities is a fundamental condition for ensuring the well-being
of citizens. An accessibility-based approach to transport decision making can thus benefit the society as
a whole and create more equity in the society. As economies transition to low carbon transport
infrastructure and services, countries must gain a better understanding of the factors that influence
different individual travel behaviour and patterns, in order to improve mobility planning, provide
infrastructure and services that are fit-for-purpose, and ultimately better design and implement low-
carbon, resilient and inclusive transport policies that will meet emissions reductions goals.

This thematic event provides an opportunity to build upon existing initiatives and foster innovations by
connecting multiple stakeholders from governments at all levels, intergovernmental organisations
(IGOs), non-government organisations (NGOs), multilateral development banks, the private sector and

academia. Participants will discuss how transport is a key building block for climate action both locally
and globally.
