The location of the Macabebe Public market is the main factor that causes flood, which reflects to the inefficiency of the market,
which then demands to redevelop structures and facilities to provide comfortable market and flexible structures for the market users,
which can be used even on poor environmental conditions. Flooding in the market can be associated with the convenience of the
vendors and consumers and it can affect the market stability.

II. Causes of flood in Pampanga


The Pampanga river basin system is the 4th largest basin in the Philippines covering an aggregate area of 10,434 km2 that
encompasses the provinces of Nueva Ecija, part of Bulacan, Tarlac and Quezon; and almost whole of Pampanga.
One of the main resources of livelihood in Pampanga is farming and fishing. The breeding ponds in Pampanga are one of the
causes of flooding in the city. Because during high tide the chances of the water in the ponds to overflow will increase the risk of
flood.
Macabebe is second to the most flood prone areas Pampanga, with 23 flood-prone barangays; it is also the most populated
municipality that are being affected by flood with the population of 215,610.

III. Public market accessibility during flood days


The Pampanga public market is barely accessible during flood. The people who will need to go to the market will need to surpass the
risk of flood to buy their necessities. And the vendors in the public market are risking their health and the safety of their products.
IV. Impacts of flood in the livelihood of the people
Some of the impacts of flood in the livelihood of the people in Macabebe, Pampanga are aggravating living standards of the residents;
it causes them anxiety due to the fear of flooding of their homes, their earnings related changes. The risk of waterborne diseases like
leptospirosis, sanitation dilemma, access of the people to necessary places impact on the local economy, especially on the main
livelihood of the people in Macabebe which is Agriculture and Fisheries, because of the flood, food production are affected, it also
impacts the condition of the surrounding environment.

V. Food security during flood


Food security is “a situation that exists when all people, at all times, have physical, social and economic access to sufficient, safe and
nutritious food that meets their dietary needs and food preferences for an active and healthy life” (FAO, 2002;1996). The basic
features of food security are accessibility, affordability and absorption (Kurien, 2004). Situation that food security appears are usually
during or after calamities and natural disasters. High tides in Macabebe Pampanga that causes vast flooding affects the lives of the
locals and causes food security mainly because their livelihood are normally comes from agriculture and aquatic resources like
farming different crops but gets damaged due to the flood. It also limits planting options, and breeding ponds that gets greatly
affected too due to seawater incursion and causes seafood scarcity. During flooding these livelihoods greatly affects the production of
food for the locals that generates the food security of the municipality.
VI. Conclusion
In conclusion, the problems of flood in public market have different factors. The climate change causes flood when there is a typhoon
and the other one is the high tide due to the fishing farms that are common in the city of Pampanga. The fisheries and aquatic
resources is one of the main resources of the livelihood aside from the agriculture, this kind of livelihood is one of the main product
in the market. During high tide, the fisherman deals with the interference of the fishing schedule. Since high tide are inconsistent,
their fishing are being delayed and by that, supplying the public markets are also affected.
The Pampanga river basin that almost covered the whole city of Pampanga is one of the reasons of high flooding in the city.
Because the Philippines is situated in the Pacific typhoon belt, our country is prone to typhoons that causes heavy rainfall that result
to flood/flashflood. When there is flood, the access of the people to their necessities are getting limited like the public market. Almost
all of their necessities can bought in the market especially the food. When the market is inaccessible, the food supply or the food
security in the local area will be vulnerable. Because the different product resources in the public market are affected due to the
different factors, the products that being purchase by the people are limited. These issues affects not just the entrepreneurs and locals
but also the people who live off farming and fishing. Generating and planning solutions for the stated problems can help the people to
adapt to the flood in the public market without the inconvenience and it will not greatly affect the economy even during flood.

VII. Significance of Study


The study would be highly beneficial to the people living along the zone, specifically on building Sustainable Climate Responsive
Public Market that is relevant to the safety and convenient living of the community of Macabebe, Pampanga against flooding during
high tides and typhoons. Through research and connection with the locals for definite information to a more precise observation of
the situation, the study would seamlessly create innovative and significant contributions to various sectors of the society including
the entrepreneurs, local residents, farmers, fishermen, animal breeders, and other researchers. These beneficiaries and how the study
will help them are stated:

The residents would be the top beneficiary of the conducted study, as the expected outcome of the research will indicate the
appropriate course of action that will help solve the problem. It will be significant to the residents since it may help them alleviate
the problem of flooding in their community.

This study will also benefit the community officials of the community as it imparts information and data which can alleviate the
problem in their community. It can help them make research-based projects that would be effective to the alleviation of the issue. The
generated data in the study could also be used to monitor the conditions of improvement of the surrounding facility and flooding in
their area.

Future Researchers
Future researchers will benefit from this study since the generated data in this paper will provide additional information about the
flooding situation in the Philippines, specifically in the community of Macabebe, Pampanga. moreover, the study will establish the
impact of the high tides and typhoon to flooding in the community which future researchers could utilize these gathered data to
develop more comprehensive analysis of other communities with the same issue of flooding and other factors that poses an impact on
it.

develop their skills in collecting information. It will improve their knowledge in the generated data, their understanding in the
community, and their ethics in doing research. It would give them innovative techniques on how to gather credible data and expand
