Final Evaluation

SOS – Solidarity, Outreach and Support


for Pakistan COVID-19 Response

April to December 2020

1. Background
COVID-19 has many negative impacts on the lives of the people, especially
most vulnerable and low-income population globally, and Pakistan is among
one of the most severely affected countries. Due to the COVID-19
management strategy e.g. lockdown, restrictions on movement and closure
of the business activity, the livelihoods and food security were badly affected.
This overall issue of access to food commodities and basic hygiene material
has been worsened for the most vulnerable families, who have either their
breadwinner in quarantine or their area is sealed due to a certain number of
COVID-19 cases in their locality. PRCS branches and NHQ has received
requests from local governments to provide humanitarian assistance of food
commodities and hygiene material to these vulnerable families at least for
the period of 2 weeks, which is the length of time applied to quarantines and
sealing off neighbourhoods with COVID-19 surges.
The key objectives of SOS project include;

i. Vulnerable families affected by the COVID-19 situation have improved


access to food.
ii. Vulnerable families affected by the COVID-19 situation have
acquainted hygiene knowledge and have access to appropriate hygiene
materials
iii. The communities have access to preventive health care services
iv. The communities have access to curative health care services

2. Purpose, Objectives and Scope


2.1 Purpose
The purpose of the evaluation of SOS project mainly aims to assess the
results generated in response to the intervention, contributing to the key
objectives/outcomes of SOS project. The evaluation is deemed to highlight
the short-term impact of the intervention. The findings are expected to give
in-depth reflections on the key elements of evaluation including the
relevance, efficiency, effectiveness and sustainability of the project which will
focus on the extent to which the project has been successful in achieving its
purpose. So the purpose mainly include;

 The Evaluation study is expected to inform the donor and the


implementing partner of the anticipated impact of the intervention on
target beneficiaries for which the project was designed;
 The study (evaluation) envisages to assess the performance of
the project, capture key achievements, challenges and best practises.

2.2 Objectives
The key objectives of the evaluation include;

1. To assess the relevancy and appropriateness to the needs of
community and alignment of the key activities of the project;
2. To carefully study the efficiency (immediate results/outputs, processes
& approaches adopted for implementation, the inclusion of gender,
age-groups, persons with disabilities (PWDs) and utilisation of
resources of the project);
3. To evaluate the extent to which the effectiveness of the project
(objectives/outcomes) is achieved;
4. To analyse the extent to which the project has achieved the
anticipated impact on the community;
5. To explore the potential challenges during the course of project cycle
management (Planning, implementation, monitoring and closure) and
extract the key learnings of the project for the organisational
development, coordination mechanism and future interventions.

2.3 Scope
The scope of the study will focus on the following key areas;

Relevance:

 To assess the relevance and appropriateness of the intervention with


respect to the needs of the most vulnerable community;

Effectiveness:

 To assess the extent to which project implementation has been


successful in achieving its objectives and outcomes;
 To evaluate how best the outputs have been contributed to the
anticipated objectives and outcomes;
 To analyse the mechanism and approaches involved/adopted during
quality implementation to contribute to the outcomes;
 To have an account of the inclusion of different vulnerable groups
including the gender, age and persons with disabilities (PWDs);

Efficiency:

 To assess the degree to which the resources (inputs - funds, expertise,


time, etc.) have been converted into activities;
 To analyse the degree to which the activities directly contributed to the
results/outputs;
 To Assess how different approaches and measures were adopted to
make sure the optimum utilisation of resources (management,
structures, coordination mechanism at a different level and monitoring
and reporting set-up, selection of beneficiaries, community
engagement, the inclusion of vulnerable groups, mode/methodology of

implementation) and quality parameters to obtain the results and
output of the project;

Impact:

 To analyse the anticipated change (short/medium-term) and produce


quality impact stories;
 To grab key learnings (best/worse practices, challenges) for future
interventions

The scope will mainly include the following, in addition to the key targets
mentioned above;

 Development and approval of proposal (technical and financial)


 Awarding and Signing of contract
 Desk review: it will include the revision of secondary data and
interviews with staff members involved in the process of planning and
implementation of the project;
 Development to tools (Review by PRCS/GRC teams)
 Data collection
 Data analysis
 The first draft of the report
 Final draft

3. Methodology
To enhance learning, a participatory approach is expected to be adopted in
engaging all the main stakeholders i.e. GRC and PRCS in gathering and
analysing data during the process of evaluation. The mission shall consist of
three stages, including the preparatory work in Islamabad/Peshawar as well
as a field visits to the project area. During this time, a minimum sample of
communities identified by the project team in consultation with the team
leader as per the MOU will be consulted. The tentative plan is attached,
reflecting the number of days for the proposed study. The applicants are
expected to provide a detailed methodology with the approach of analysis
while keeping in consideration of the key stakeholders including PRCS-NHQ,
GRC, PRCS Provincial and district branches;

The methodology is expected to cover;

 Interviews/consultation of partners such as local government


 Data collection guidelines, detail methodology and tools vs templates
will be developed by the consultant who will be subject to the
approval of GRC and PRCS;
 Desk review of project documents including project proposal, log
frame, plan of action, monitoring reports, progress reports;

 Focus group discussions (FGD) with community groups as appropriate
(for instance, the inclusion of vulnerable groups, gender, age, PWDs).
 Key informant interviews (KIIs)
 In-depth interviews as per the approved methodology of data
collection
 While in the field, the evaluation team members will meet daily to brief
and debrief in order to gather the data and main findings;
 The software/ tools used to analyse the collected data;
 Triangulation of data and compilation to develop the report;

4. Roles & Responsibilities


Programme Delegate - Islamabad

The evaluation will be coordinated by programme delegate in GRC


Islamabad. The programme delegate will oversee the evaluation and ensure
that there is good communication between all parties.

Team lead

The consultant, hired by GRC, will take on the role of the team lead. He/she
will be assisted by GRC technical staff in review and finalisation of the
questionnaire and interview formats. The consultant will be responsible for
collecting, analyse the gathered data and produce the quality report. The
overall team lead will be responsible for ensuring compliance with the
commitments as per contract.

PRCS provincial and district branch will facilitate the whole exercise in
coordination with PRCS NHQ and GRC. Provincial/district branches will
provide assistance at the communities’ level for the following:

 Identify volunteers ( male and female) with whom the interviews will
be conducted;
 Coordinate transport and organisation of volunteers;
 Liaise with village residents to find a good location for focus groups
and ensure that people are informed about them and willing to join;

6. Skills & Qualifications


 Demonstrated experience in planning, monitoring and evaluation of
projects/programme required;
 University degrees at the post-graduate level;
 Demonstrated competence in managing quantitative data and the
ability to carry out inferential statistics required;
 Experience in qualitative data collection and data analysis techniques
(especially in the design of coding schemes);
 Proven track record of conducting qualitative research including the
development of interview schedules and qualitative data analysis
required;
 Excellent written and spoken English skills required in addition to the
excellent analytical, writing and presentation skills;
 Experience in training local staff to serve as data collection agents
required;
 Knowledge and experience working with the Red Cross Red Crescent
Movement will be preferred;

7. PAYMENT
 A contract will be signed between GRC and qualifying consultancy firm
or individual consultant with clauses including the amount to be paid,
mode of payment and taxes etc.
 The GRC shall pay the consultant/consultancy firm in PKR within 15
days upon receipt of the invoice and successful completion of the
assignment/deliverables.
 The amount shall be disbursed through crossed cheque or online
transfer in favour of the consultant/consultancy firm. Kindly note that
all applicable government taxes will be deducted at source.

8. ARRANGEMENTS
GRC will manage logistics and accommodation for members of the
consultancy team during work in the field. GRC will pay expenses and any
fees for data collectors directly to them.

10. Application/Proposal

Interested applicants/consultancy firms are requested to submit the following


information as part of the initial bid/proposal.

 Profile of consultancy firm, CVs of lead and team member(s), and only
CVs of persons in case of individuals to carry out the assignment.
 Technical proposal outlining the approach to be followed in designing
and conducting the assignment (including key deliverables and tools).
 Detailed financial proposal excluding logistical and accommodation
costs. The budget proposed will be evaluated alongside the technical
proposal, and we reserve the right to make alternative suggestions on
costings. Financial Proposals should be inclusive of all applicable
government taxes.
 Three references (at least two of whom must be familiar with your
work).
 An example of a recent/relevant assignment report.
 The Consultants/consultancy firms are requested to mention the mode
and terms of payment in their financial proposals.
 Financial Proposals should be inclusive of all applicable government
taxes.
 The Consultants/consultancy firms are requested to mention the
validity of their bids/proposals which should at least be valid for 60
days.
 Sealed bids/proposals should reach this office of the undersigned
through a registered courier or by hand by 1600 hrs, on or before

11. Evaluation / Selection criteria for Consultant:

Selection of consultant/consultancy firm will be finalised after evaluation on


the basis of the following criteria:

 Educational Qualification.
