I. REFERENCES:

a. IMPLAN April 14 to April 21, 2019 “OPLAN SUMVAC” (LAKBAY ALALAY 2019)

Office; and
c. Memo from the Provincial Governor’s Office

II.SITUATION:

In compliance with the directive from the governor and PDRRMC chairman Hon. Susan A. Yap the
Provincial Government of Tarlac thru our office will be implementing “OPLAN SUMVAC” (LAKBAY ALALAY
2019) that will take effect from April 14 to April 21, 2019 in preparation and anticipation for the possible exposure
to various hazards that may either result to human induced or natural disasters during the observance of the
Lenten season and summer vacation

III. MISSION:

The Tarlac Provincial Disaster Risk Reduction and Management Office (PDRRMO), in line with
its present mission and functions coordinated and collaborated with LGU’s, LDRRMO’s, frontline agencies
(GO/NGO’s) volunteers, Civil Society Organization and other stakeholders during the holy week to establish a
Unified Incident Command System to ascertain a standard command and control procedure and to ensure the
safety and security of influx of travelers/motorist/commuters and of the general public this coming Lenten
season and summer vacation.

IV. EXECUTION:

a. CONCEPT OF OPERATIONS

“OPLAN SUMVAC” LAKBAY ALALAY 2019 shall be implemented effective April 14 to April 21, 2019 in
close and constant coordination with LGU’s, LDRRMO’s, FRONTLINE AGENCIES (TPPO/3rd Mechanized Inf.
BN. /BFP /DPWH/ LTO/ HPG/SCTEX/TPLEX), volunteers, Civil Society Organizations and other stakeholders
ensuring safety and security of the general public in the observance of the holy week.

The concept of operations involves utilization & deployment of manpower, assets and equipment of the
following composed tasked unit of the Provincial Government supervised by the PDRRMO for close
monitoring and provision of collaborative emergency response actions by means of ensuring prompt
delivery of essential services and assistance in situations of Medical emergencies, vehicular accidents, Fire
incidents, mechanical/engine breakdowns and other occurrence of untoward incidents, to wit;
V. TASKED UNITS

1. PDRRMO

- Ensure maximum deployment and utilization of all PDRRMC assets and personnel
- conducts roving inspection and road and traffic monitoring ( documentation and coordination
purposes)
- prompt emergency response action, to provide proper medical care and intervention to any
emergencies or untoward incidents
- Ensure the safety of all members of the tasked units and Ensure the availability and provision
of Logistical support to all tasked unit

2. PHO/TPH

- ENSURE THE READINESS OF HOSPITAL PERSONNEL TO PROVIDE PROPER MEDICAL


CARE AND INTERVENTION
- AVAILABILITY OF THE HOSPITAL PREMISES INCLUDING MEDICINES AND
MEDICAL SUPPLIES FOR ADMISSION OF EMERGENCY CASES DURING THE
DURATION “OPLAN SUMVAC” LAKBAY ALALAY 2019
- Perform other related task

3. PLECS – in charge of communications

4. PEPO/PEO

- Ensure the availability and maximum deployment of PERSONNEL (engineers/mechanic/


operators) & EQUIPMENT
- conducts roving inspection and road and traffic monitoring ( documentation and coordination
purposes)
- Provision of essential services and assistance during vehicular accidents, mechanical/engine
breakdowns and other occurrence of untoward incidents

5. CSO/volunteers (ECC/EMS)

- Ensure the availability and maximum deployment of VOLUNTEER MEMBERS AND ASSETS
- Deliver prompt emergency response action and provide proper pre hospital care and medical
intervention in any emergencies case or untoward incidents
- Perform other related tasks

For effective Incident monitoring and swift provision of assistance, the following PDRRMC ASSISTANCE
CENTERS for OPLAN SUMVAC” LAKBAY ALALAY 2019 shall be established on strategic places and
manned 24/7 by composite personnel of the tasked units, to wit;

In order to effectively carry out and supervise various emergency response plan of actions for OPLAN SUMVAC”
LAKBAY ALALAY 2019, OVERALL SUPERVISION is hereby designated to the PDRRM officer.
VI. TASKS

1. Team ICP (Incident Command Post)

- Ensure maximum deployment and utilization of all PDRRMC assets and Tasked personnel
- conducts roving inspection and road and traffic monitoring (documentation and coordination
purposes)
- Ensure the availability and provision of Logistical support for the tasked unit
- Coordinates with concerned agencies/stakeholders with regards to the
implementation of the mission
- Issue appropriate schedule of duty and detail orders to all tasked units and stakeholders
involved.
- Provide Timely information and prepare situational report for dissemination
- Ensure the safety of all members of the tasked units

2. Team SIERRA and Team YANKEE (Advance Command Post)

- conducts roving inspection and road and traffic monitoring ( documentation and coordination
purposes)
- ensure prompt delivery of essential services and assistance in situations of Medical
emergencies, vehicular accidents, Fire incidents, mechanical/engine breakdowns and other
occurrence of untoward incidents
- Ensure the safety of all members of the tasked units

3. Team TRP and Team MONASTERIO (Medical/First Aid Station)

- conducts roving inspection and road and traffic monitoring ( documentation and coordination
purposes)
- Deliver prompt response action and provide proper first aid intervention and pre-hospital care
and to any cases of medical emergencies or untoward incidents
- Ensure the safety of all members of the tasked units

VII. COORDINATING INSTRUCTIONS:

1. All PDRRMC DART/EMS members must observe the Standard Operating Procedure of the
office.
2. Each detailed ambulance operator shall coordinate with the traffic team to maintain the smooth
flow of traffic in case of any emergencies.
3. Occurrence of any major/significant incidents must be immediately relayed to this office.
4. Respect for people and courtesy must be observed at all time.
5. Lateral coordination among units, other department and civic Organizations are encouraged.
6. Signage/tarpaulins shall be displayed at the medical command post for identity.
7. Wear the assigned uniform for the day.
8. Hydrate yourself at all times.
9. Avoid smoking and unnecessary texting while in the performance of duty.
10. Always follow the doctrine of RESCUE.

VIII. COMMAND AND SIGNAL

1. SIGNAL - Aside from PLDT, SMART AND GLOBE, provided communication services, this
years “OPLAN SUMVAC” LAKBAY ALALAY 2019 is also hooked in 911 Public Safety
Answering Point to address the emergency needs of Tarlaqueños
