FLOOD DETENTION POND FOR LWERA RICE FIELDS ON KAMPALA-
MASAKA HIGHWAY

1.0 INTRODUCTION

1.1 Background

According to the daily Monitor on the 22nd of January 2020, the Lwera rice fields which have
dug trenches directly connected to L Victoria had been affected by floods with about 350 of the
1000acres of land destroyed.

1.2 Problem Statement


There is a problem of destruction of rice fields on the Lwera Swamp by floods due to increase of
Lake Victoria’s water level. Despite the fact that environmental activists and the public have
consistently questioned the viability of sand mining and growing rice in a wetland which filters
water that pours into Lake Victoria, trenches directly connected to L Victoria were dug in the
Lwera rice fields. This has resulted into destruction of the fields by floods and posed a high risk
of floods extending into residents’ houses and displacing them too. A study to evaluate the
possibility of using a flood detention pond on Lake Victoria as irrigation storage for the Lwera
rice fields is being carried out to counterfeit this problem.

1.3 Justification
Settlement on wetlands in Uganda has become the order of the day and this has resulted into
continued flooding in such areas which results into destruction of property and loss of lives.
However, Uganda has continued destruction of wetlands for various purposes like settlement,
industrialization, agricultural farming as seen in this particular case study. Since controlling of
such mass destruction has become difficult, it is necessary that we come up with ways to still
savor the environment despite our continued destruction. It is also important to find new surface
water volumes satisfying agricultural water demand, finding new ways and areas to store them as
well as control floods .Therefore, the results of this study will control flooding due to such
destructions and furthermore provide water for irrigation of agricultural lands in such areas.

1.4 Objectives

1.4.1 Main Objective


To determine the feasibility of irrigation storage in a flood detention pond for the Lwera rice
fields on Kampala-Masaka highway
1.4.2 Specific Objectives
 Design a detention pond for the area
 Get a simulation model to aid in evaluation, in a phase of design feasibility analysis
 Determine whether a flood detention pond can be adapted to act as water storage for
irrigation
 Detention pond response to floods and droughts under different hydraulic conditions and
reservoir management rules.
 Maintain the stored volume within the maximum admissible for flood safety.
 Maintain a minimum flow in the swamp and to satisfy irrigation water demand.

1.5 Scope of study


The study will focus on designing a flood detention pond to control floods on the rice fields due
to increased water level of Lake Victoria and the determine the possibility of this pond acting as
a water storage for irrigating the fields and other agricultural farms in the area.

1.6 Study Area


Lwera swamp stretches about 20kms on the Kampala–Masaka highway, and is a major water
catchment area that connects several rivers and wetlands in Gomba, Mpigi and Kalungu districts
and drains directly into Lake Victoria. The Lwera rice fields are Owned by Zhong industries Ltd,
a Chinese company, the farms sits on a leased 700-acre-land in the swampy Lwera stretch near
Lake Victoria in Lukaya town council, Kalungu district, about 100 km south of Kampala city.
