Constitution of the

Iglesia Filipina Independiente Student Association

PREAMBLE
We, the members of the Iglesia Filipina Independiente Student Association imploring the aid of
Almighty God, through Jesus Christ and the Holy Spirit, affirming the distinct heritage and
tradition of our revered nationalist Church, binds together to establish a strong and united
Iglesia Filipina Independiente Student Association, and fellowship that will foster unity among
us, nurturing us all to be active participants in promoting, advancing and upholding the
teachings and mission of the Iglesia Filipina Independiente and to commit ourselves in the
student ministry, to prepare ourselves for a more meaningful and relevant service to our church
and society, do hereby, promulgate and abide this constitution.

ARTICLE 1
Name and Location

Section 1. The organization shall be known as the IGLESIA FILIPINA INDEPENDIENTE


STUDENT ASSOCIATION, hereinafter referred to us as IFISA.

Section 2. The organization is under the umbrella of the Youth of the Iglesia Filipina
Independiente – Committee on Organization and Membership of the
Diocesan Youth Executive Council which has a principal office at the IFI
Cathedral of Saint Vincent Ferrer, Odiongan, Romblon

Section 3. The IFISA shall be a recognized student organization of different schools and
educational institutions, and be entitled to conduct business on or near
any of the school’s campuses or operations.

ARTICLE II
Declaration of Principles and Objectives

Section 1. The IFISA acknowledge Jesus as Lord and Savior, affirm and commit itself to the
Lord teachings as proclaimed and implied in the Declaration of faith and
article of Religion of the Iglesia Filipina Independiente.

Section 2. It shall faithfully adhere to the official policies, programs and structure of the
church and teachings of the Bible and play a vital and integral part in the
total ministry of the church.
Section 3. It shall provide an opportunity for student ministry, to deepen and strengthen the
spiritual life of its members and develop them to become a person with a
well-
rounded personality.
Section 4. It shall foster ecumenism to student and to promote the spirit of understanding
and cooperation with other groups of student as it seeks to serve God
and society.

Section 5. It shall help safeguard the rights, welfares and interest of the student.

Section 6. It shall offer counsel support and assistance to the students in any form.

Section 7. It shall respond and uphold the interest, rights and well being of those who are
downtrodden in spirit, poor, deprive and oppress in affirmation of the
mission of Jesus Christ ( Luke 4: 18 ff.)

Section 8. It shall not engage in any hazing and other forms of violence.

Section 9. It commits itself to the total development of the student for more responsive and
effective leadership and service in the Church and the society.

ARTICLE III
Membership

Section 1. IFI Students from all parishes are encouraged and entitled to join the Iglesia
Filipina Independiente Student Association.

Section 2. The IFISA is open to all bonafide IFI members (baptized, confirmed and admitted
in the Iglesia Filipina Independiente), however, student who are not
bonafide IFI member can join the IFISA, provided they fully embrace the
Declaration of Faith and Articles of Religion, Constitution and Canons of the IFI
and passed the prescribe requirements set in the constitution and by-laws
of the organization.

Section 3. All new members must undergo IFISA orientation program.

ARTICLE IV
Rights and Privileges

Section 1. Every bonafide members of the Iglesia Filipina Independiente Student


Association shall have the following rights and privileges:

1.1 The right to vote and to be elected.


1.2 The right to know the records, documents and information regarding the
organization.
1.3 The right to participate and involve in any activities, programs and
projects of the Iglesia Filipina Independiente Student Association.
1.4 The right of having free expression provided it is not contrary to the
teachings and principle of the Iglesia Filipina Independiente Student
association.
ARTICLE V
Officers

Section 1. The officers of the IFISA shall be President, Executive Vice Prisedent, Area Vice
President, Secretary, Treasurer, Auditor and Coordinators.

Section 2. To qualify as an officer of the IFISA, one must:


2.1 Demonstrate an interest in the foundational purposes of the IFISA as
stated in the preamble.
2.2 Be officially enrolled student in any learning institutions.

ARTICLE VI
Election of Officers

Section 1. Election of the IFISA Officers shall be made within the month of June, one week
after the conduct of IFISA Orientation or Reception.

Section 2. There shall be a COMELEC created by the Committee on Organization and


Membership of the Diocesan Youth Executive Council – Youth of the
Iglesia Filipina Independiente who will set the rules and guidelines of election.

Section 3. Election is by a simple majority of a quorum, a quorum being the total number of
voting members present.

Section 4. Officers shall be selected to serve for one year or until their successors are
` elected.

ARTICLE VII
Amendments

Section 1. Two-thirds thereof may amend this Constitution or any portion (2/3) votes of the
members of the Iglesia Filipina Independiente Student Association.

ARTICLE VIII
Effectivity
Section 1. This Constitution and By-Laws was formulated and approved by the members of
Iglesia Filipina Independiente Student Association on the 24 th of June in
the year of our Lord, 2012

CHAPTER 1
The Iglesia Filipina Independiente Students Association

Section 1. The Iglesia Filipina Independiente Student Association shall be represented by


the President or in his/her absence or incapacity by the Executive Vice–
President.

Section 2. The official acts of the Iglesia Filipina Independiente Student Association shall be
under the joint signature of the President and the Secretary and attested
by their advisers.

Section 3. The Iglesia Filipina Independiente Student Association shall be under the direct
supervision and care of the Committee on Organization and Membership
of the Diocesan Youth Executive Council of the Youth of the Iglesia Filipina
Independiente.

CHAPTER II
Responsibilities of the Iglesia Filipina Independiente Student Association

Section 1. To serve as a direct linkage of the Youth of the Iglesia Filipina Independiente
(YIFI) to the different schools to safeguard the rights and welfares of the
general membership of the youth sector.

Section 2. To call conferences and forums on specific issues/subjects as the occasion may
arise.

Section 3. To provide support and assistance to the students in the forms of tutorials,
financial assistance, peer guidance and counseling.

Section 4. To serve as alternative and best choice of wholesome organizations inside


school campus.

Section 5. To provide a venue for student ministry to further develop the leadership
potentials, talents and skills of the students.
Section 6. To hold worthwhile programs and activities to develop the spiritual well-being of
the students through Holy Mass, fellowship, bible study, prayer, retreat,
mentorship, and other means.

CHAPTER III
Application for Membership

Section 1. Application for registration shall be accepted by the officers of the Iglesia Filipina
Independiente Student Association respectively, provided he/she
complies with the requirements prescribed by the IFISA Contitution.

Section 2. Regular membership is open to any bonafide IFI students coming from the
different parishes/missions.

CHAPTER IV
Officers and their Duties

Section 1. The IFISA President shall preside over all meetings of the organizations, sign
together with the secretary in all official correspondence, disbursement
and represent the organization in all functions.

1.1 He/she is required to attend any meetings called by the Diocesan Youth
Executive Council (DYEC) of the Youth of the Iglesia Filipina
Independiente.
1.2 He/she shall submit quarterly reports to the DYEC about the progress of
IFISA works, situations and programs implemented.

Section 2. The Executive Vice – President shall act as the President when the former is
absent or incapacitated.

Section 3. The Area Vice – President will serve as the chairperson and convenors of their
respective Area (school/ campus).

Section 4. The Secretary shall keep all files, minutes of all proceedings of the Iglesia Filipina
Independiente Student Association and all records, documents and
transactions of the organization.

Section 5. The Treasurer shall collect and receive all dues from members as well as other
payments accruable to the Iglesia Filipina Independiente Student
Association, pay out funds for all property and approved expenditures of the
organization, and shall act as the custodian of all properties and funds of the
organizations as a whole, together with the auditor.
1.1 He/she shall make periodic financial reports.

Section 6. The Auditor shall see to it that all disbursement made by the treasurer are in
order and have complete receipts, voucher’s and lists of expenditures
used by the whole organization.

Section 7. The IFISA Coordinators shall also take charge of giving proper publicity,
advertisement, and information to all youth of the Iglesia Filipina
Independiente activities.

CHAPTER V
Resignation, Non-qualification and Impeachment of Officers

Section 1. If an officer wishes to resign, he/she must submit a letter to the Iglesia Filipina
Independiente Student Association. Upon receipt of the letter, the officer
will be freed from his/her duties.

Section 2. An officer may be expelled from the organization by two thirds (2/3) votes of the
general membership or majority of the officers of the organization for
detrimental and prejudicial or contrary to the basic principle and interest of the
organization, provided that an erring member shall have been properly notified
in writing and sufficiently heard by the Iglesia Filipina Independiente Student
Association.

Section 3. Any resigned or expelled officer ceases to enjoy the right and privileges accorded
to regular membership. However, it may reapply for membership provided
that it complies with the admission requirements prescribe in these by-laws.

CHAPTER VI
Meetings

Section 1. Regular meetings shall be held every month while school is in sessions except
when cancelled by the president or advisor(s).

Section 2. Special meetings may be called at the discretion of the president or advisor(s).

CHAPTER VII
General Provisions
Section 1. The ratification and approval of this constitution shall require two-thirds votes of
the total number present in the convention.

CHAPTETR VIII
Amendments

Sections 1. Amendments to the constitution may be adopted by a majority vote of the


members present at any regular meeting.

CHAPTER IX
Effectivity

Sections 1. The affirmative vote of two-thirds (2/3) of the members of the accredited
delegated of the conference in sessions shall be necessary for the
ratification of the Constitution.

Section 2. This Constitution By-Laws was ratified and approved by the members held at the
Cathedral of Saint Vincent Ferrer, Odiongan, Romblon on the 25 th of June
in the year of Our Lord, 2012.
