PROJECT PROPOSAL
READSTER I CARE

ICARE – I can Concentrate and Read Effectively

D. Project Rationale:
The No Child Left Behind Policy of the Department of Education encompasses the very idea
of finding ways and means to establish academic community that addresses all the weakest points that
hinder the learning of the students. In the light of literacy program, the said policy can also be applied.
Common is that reading takes the large portion of the bigger problem faced by the education sector and it
brings forth various issues and concerns pertaining to students’ proficiency across all learning areas.
Various undertakings are made to take measures for this deterring factor in the reading performance of
our learners today. One way to bring back the almost losing culture of reading is the administration
of Revised Philippine Informal Reading Inventory (PHIL IRI/ DepEd Order No. 014 s. 2018). Other
thrust to make this goal close to succeeding is the creation of Division – Led program called Readster
which rallies the foundation of pleasure reading and the love for it. Over the years of its implementation,
the program has proven its capacity building among our students. However, the need to intensify and bring
this endeavor to the next level are on its high esteem these days. So, Project ICARE in Readster is
crafted. This is a modest attempt to bring closer both our readers and reading advocates to certain
level of FOCUS or CONCENTRATION. The learners are brought to a new horizon of reading habits
and that is to familiarize and master themselves with skills and targets of what they read, and eventually
make reading easier, comprehensible and pleasurable.

The Project ICARE in Readster is designed to expose students to variety of selections that
develop reading skills. Anchored by the Readster program which is basically a pleasure reading activity,
Project ICARE banks on varied reading techniques and skills to enable students strengthen their
comprehension and be more at ease in their reading habits. The project will cover four grading periods.
Each quarter will center on at least three reading skills with special consideration to the level of difficulty
and demands of grade level learning competencies. Under each reading skill are three or four selections
with five questions each for students to answer. Students’ scores are monitored to see the progression or
otherwise. Computation of the average scores will also be done to determine the level of proficiency and
for further intervention. Writing remarks for each student is also required.
Project ICARE believes in the principle of concentration, that is, proper exposure,
involvement and practice to what seems to be deteriorating reading skills among our students can
possibly address and resolve this problem.
