    Our Solution:
    - Additional stopper to stage board/panels, test with Throughput
    Multiplier or Advanced Throughput Multiplier
    - Advantage for board with test time > loading time, throughput
    increase by 1.5x (96s / 64s)
    Example:
    loading/unloading per board: 8s
    Test time/board: 40s
    TM for 2 boards (assume 80% reduction): 40 x 1.2 = 48s

    Non-DBST: (40 + 8) x 2 = 96s


    DBST: 8x2 + 48 = 64s
