A. World Forum for Harmonization of Vehicle Regulations


(WP.29)

I. Attendance
1. The World Forum for Harmonization of Vehicle Regulations (WP.29) held its 182nd
session from 10 to 12 November 2020,1 chaired by Mr. A. Erario (Italy). The following
countries were represented, following Rule 1 of the Rules of Procedure of WP.29
(ECE/TRANS/WP.29/690/Rev.1): Australia, Belgium, Bosnia and Herzegovina, Canada,
China, Czech Republic, Egypt, Finland, France, Germany, Hungary, India, Ireland, Israel,
Italy, Japan, Kazakhstan, Luxembourg, Malaysia, Netherlands, Nigeria, Norway, Pakistan,
Poland, Republic of Korea, Romania, Russian Federation, Slovakia, South Africa, Spain,
Sweden, Switzerland, Tunisia, Turkey, United Kingdom of Great Britain and Northern
Ireland and the United States of America. Representatives of the European Union
participated. The following international organization was represented: International
Telecommunication Union (ITU). The following intergovernmental organization was
represented: EuroMed Transport Support Project. The following non-governmental
organizations were also represented: Association for Emissions Control by Catalyst (AECC),
Consumers International (CI), European Association of Automotive Suppliers
(CLEPA/MEMA/JAPIA),2 Federation Internationale des Grossistes, Importateurs et
Exportateurs en Fournitures Automobiles (FIGIEFA) / International Federation of
Automotive Aftermarket Distributors, Global New Car Assessment Programme (Global
NCAP), International Motor Vehicle Inspection Committee (CITA), Fédération International
de l’Automobile (FIA), International Automotive Lighting and Light Signalling Expert
Group (GTB), International Motorcycle Manufacturers Association (IMMA), the
International Organization for Standardization (ISO), International Organization of Motor
Vehicle Manufacturers (OICA), International Road Transport Union (IRU), Motor and
Equipment Manufacturers Association (MEMA), European Tyre and Rim Technical
Association (ETRTO) and SAE International. Other non-governmental organizations were
represented following Rule 1(d): American Automotive Policy Council (AAPC), Secure
America’s Future Energy (SAFE) and World Bicycle Industry Association (WBIA). Other
non-governmental organizations, private sector entities, independent experts and observers
were represented: European Committee for Standardization (CEN).

II. Opening statements


2. The Chair of WP.29, Mr. A. Erario (Italy) welcomed delegates to the 182nd session
of WP.29 and opened the meeting. He recalled the exceptional circumstances of this session
due to the Covid-19 outbreak. He invited the Director of the UNECE Sustainable Transport
Division Mr. Yuwei Li, to deliver the opening remarks.
3. The Director of the UNECE Sustainable Transport Division welcomed delegates to
the 182nd session of the World Forum and announced that the Deputy Administrator of the
National Highway Traffic Safety Administration (NHTSA - United States of America
Department of Transport) would be taking part in the session.
4. He welcomed Dr. Owens, emphasizing the position of the United States of America
as member of UNECE and one of the founding contracting parties of the UN 1998
Agreement, commending the leadership of the United States of America in the development
of UN Global Technical Regulations (GTRs) under the 1998 Agreement.
5. He thanked the United States of America delegation to WP.29 for strong cooperation
in the harmonization of vehicle regulations to make vehicles safer and more environmentally
friendly worldwide, for the diplomacy, technical approach and professionalism together with

all other delegations to contribute to the worldwide recognition of WP.29 as a vector of


vehicle safety and the world economy.
6. The Director stressed that the 2030 Strategy of the Inland Transport Committee (ITC),
adopted in 2019, fully recognized the role of ITC and its working parties as the UN platform
for inland transport, enabling policy dialogue, harmonizing legal frameworks, promoting new
technologies and enhancing connectivity. He concluded by stating that the full
implementation of the Strategy will enable ITC and its working parties to significantly
contribute to further development of inland transport in a sustainable way - safe,
environmentally friendly, resilient, efficient, low cost and socially inclusive.
7. The representative of the United States of America, Dr. James C. Owens, Deputy
Administrator of NHTSA extended greetings to WP.29 delegates on behalf of the
Transportation Secretary of the United States of America, and thanked Director Li for
enabling his participation at the session by videoconference.
8. In his address (WP.29-182-20), he highlighted the work of the World Forum, its global
reach and the resulting worldwide impact on vehicle and pedestrian safety, emphasizing the
unique position of WP.29 to build a coalition around efforts to improve the safety of all road
traffic participants by bringing countries together to share their knowledge, their expertise,
and their perspectives.
9. The Deputy Administrator stated that automated vehicle technologies hold the
promise to help prevent fatal crashes, save lives, and reduce the severity of the crashes that
do occur, and that the United States of America is accelerating innovation and facilitating the
smooth deployment of automated driving systems (ADS).
10. He highlighted that NHTSA rulemaking processes are based on the principles of
sound science, transparency and inclusive and open consultative processes, explaining that
NHTSA has yet to issue performance standards for ADS technologies as they are still very
new, rapidly evolving and not fully understood – as such unsuitable for being the subject
matter of performance standards and regulations.
11. Mr. Owens emphasized that all motor vehicles are subject to an existing standard in
the United States as a result of which they cannot create an unreasonable risk to safety. He
stressed however that implementing performance standards prematurely on developing
technologies may limit their potential to improve safety performance of vehicles and could
lead to unexpected negative consequences of their applications.
12. He underlined that performance standards if implemented prematurely will hamper
innovation, limit testing in different environments, and ultimately serve as an unwarranted
barrier to trade. The auto industry is global in nature and has significant impact everywhere.
Promising lifesaving technology should be allowed to develop and reach its potential and
should not be constrained by trade barriers.
13. The Deputy Administrator advised WP.29 to consider NHTSAs approach in the
development of a globally harmonized technical regulatory framework, concluding by
reiterating the commitment of the United States of America to continued collaboration on
activities of the World Forum.
14. A question and answer session ensued with questions addressed to the Deputy
Administrator by representatives from Germany, Canada and the European Commission.

III. Adoption of the agenda (agenda item 1)

IV. Coordination and organization of work (agenda item 2)

A. Report of the session of the Administrative Committee for the


Coordination of Work (WP.29/AC.2) (agenda item 2.1)

17. The 134nd session of WP.29/AC.2 (09 and10 November 2020) was chaired by Mr.
A. Erario (Italy) and was attended**, in accordance to Rule 29 of the terms of reference and
rules of procedure of WP.29 (TRANS/WP.29/690/Rev.1) by the Chairs of GRBP (France),
GRE (Finland) GRPE (Netherlands), GRSG (Italy), GRSP (represented by United States of
America delegate), GRVA (Germany), the Vice-Chairs of GRE (Netherlands), GRPE
(United Kingdom of Great Britain and Northern Ireland), GRSG (Canada), GRSP (Republic
of Korea), GRVA (China and Japan), the Chair of the Executive Committee (AC.3) of the
1998 Agreement (United States of America), the Co-Chair of the Administrative Committee
(AC.1) of the 1958 Agreement (Russian Federation) and by the representatives of the
European Union and the United States of America.
18. Prior to its scheduled meeting on 9 November 2020, AC.2 held two ad-hoc virtual
informal meetings. The first, held on 15 October 2020, related to the special procedures
during COVID-19 period in order to enable business continuity for WP.29 and its subsidiary
bodies. The second, held on 23 October 2020, focused on the activities related to
automated/autonomous vehicles.
19. AC.2 took note of the special procedures during COVID-19 period, which had been
adopted by all members of the World Forum and all Contracting Parties to the 1958, 1997
and 1998 Agreements under a silence procedure on 30 October 2020, and was informed about
the results of the written voting procedures, which took place from November 3 to 6, 2020,
for WP.29, AC.1 and AC.3 items envisaged for voting in accordance with the agenda of the
182nd session of the World Forum.
20. The representative of the Russian Federation, Chair of WP.29 and AC.2, Mr. Boris
Kisulenko, informed AC.2 that he is stepping down from his roles in WP.29 and AC.2. He
recommended Mr. Sergey Anikeev as Vice-Chair candidate for WP.29. AC.2 warmly
welcomed Mr. Anikeev at AC.2 and supported Mr. Kisulenko’s recommendation. AC.2
sincerely thanked Mr. Kisulenko for his years of service and the exceptional leadership
during the last decades.
21. AC.2 recommended WP.29 to consider updating the expiry date of mandates of
WP.29 subsidiary Informal Working Groups (IWG) listed in Informal Document WP.29-
182-01.
22. AC.2 took note of the communication from the UNECE Executive Secretary sent to
Permanent Representatives of UNECE member States containing an update on the
operational arrangements in place at the UNECE in response to combined impacts of the
COVID-19 pandemic, financial constrains triggered by the liquidity crisis facing the UN
Organization, and the ongoing renovation work at the Palais des Nations (Strategic Heritage
Plan (SHP) on the conduct of business and mandate delivery. AC.2 considered the revised
calendar of sessions for 2020 (WP.29-179-02/Rev.3), and the proposed calendar of sessions
for 2021 (WP.29-182-02), taking note that the 2020 calendar had been impacted and that the
2021 calendar may need to be revised in light of circumstances described in the
communication from the UNECE Executive Secretary. Following discussions, AC.2 decided
to recommend to WP.29 that GRVA would hold one additional session on 14-16 December
2020 and one additional session in 2021, to take place in late May or early June. AC.2
recommended that WP.29 endorse a communication addressed to the UNECE Executive
Secretary, requesting priority access to resources necessary for the conduct of business and
mandate delivery of WP.29 during the ongoing crises.
23. AC.2 took note of the mapping of the implementation of the ITC Strategy by WP.29
and GRs, and recommended that WP.29 consider the mapping as an informal document at its

182nd session, and, if endorsed, to submit it to the ITC Bureau November 2020 session for
consideration.
24. AC.2 recommended WP.29 to consider endorsing the proposal for the coordinated
application of the definition of Rechargeable Electrical Energy Storage System (REESS).
25. AC.2 recommended issuing the proposal for amendments to the guidelines on
transitional provisions as an informal document for the 182nd session of WP.29, and its
consideration under agenda item 4.3 of the World Forum.
26. AC.2 discussed the draft revised Programme of Work (PoW) for 2020
(ECE/TRANS/WP.29/2020/1/Rev.2) that reflects both the relevant elements from the ITC
Strategy as well the priorities of the work for the GRs.
27. AC.2 took note of the draft update of the UNECE Road Map on Intelligent Transport
Systems (WP.29-182-12), and recommended that WP.29 consider endorsing the document,
and submitting it to the ITC Bureau November 2020 session for consideration.
28. AC.2 reviewed and adopted the revised annotated provisional agenda for the 182nd
session and reviewed the draft of the 183rd session of the World Forum, scheduled to be held
in Geneva from 9 to 11 March 2021.
29. AC.2 approved the requests of NGO’s, European Association for Electromobility,
AVERE, and the International Association of the Body and Trailer Building Industry,
CLCCR, to take part in WP.29 sessions in accordance with Rule 1(d) of the Terms of
Reference of the World Forum.
30. AC.2 was informed on a dispute between contracting parties related to one type
approval for a device that was deemed to perform as a child restraint system. AC.2 noted that
the discussion on the dispute would be resumed at the December 2020 session of GRSP, at
which more data would be shared. AC.2 concluded that it should wait for the outcome of the
discussion in GRSP.
31. AC.2 decided to hold an ad-hoc informal session during December 2020, in order to
discuss matters related to patent applications for test procedures under development by an
IWG.
32. AC.2 recommended that AC.4 is not convened.
33. The Chair of AC.2 reported on the conclusions of AC.2 regarding the continuation of
GRVA activities concerning ALKS. AC.2 agreed that a group of interested experts reporting
to GRVA could continue to work on the ALKS regulation development to address the scope
extension to heavy vehicles, increased speeds and lane changes. AC.2 agreed that this work
should not diverge from the outcome of the activities at the IWGs on FRAV and VMAD, and
that if these two groups needed more time than the group of interested experts, then the
outcome of these two IWGs would amend the ALKS regulation, as needed.
34. AC.2 did not complete the discussion on the revision of the Framework Document on
Automated Vehicles and planned to finalise discussion in March 2021 on the GRVA
priorities of work. It was noted that GRVA, at its December 2020 ad-hoc session, could
provide input to guide this discussion.

35. The Secretary of WP.29 presented the revised programme of work with a strategic
introduction on the main priorities of the WP.29 work, which are related to the
implementation of the ITC strategy 2030 and among others, to vehicle automation and
environmental protection. (ECE/TRANS/WP.29/2020/1/Rev.2).
36. WP.29 adopted the revised programme of work of WP.29 and Subsidiary Bodies
based on document ECE/TRANS/WP.29/2020/1/Rev2. Further amendments may be

introduced in the 2021 programme of work for consideration at the March 2021 WP.29
session, based on input to be provided by GR Chairs.
37. The expert of the European Union introduced WP.29-182-17, the European Union's
proposal for amendments to the programme of Work related to GRVA priorities for the year
2021. WP.29 proposed GRVA to consider this proposal at its December 2020 ad-hoc session
when discussing the revision of the Framework Document on Automated Vehicles.
38. WP.29 took note of the communication from the UNECE Executive Secretary sent to
Permanent Representatives of UNECE member States containing an update on the
operational arrangements in place at the UNECE in response to combined impacts of the
COVID-19 pandemic, financial constrains triggered by the liquidity crisis facing the UN
Organization, and the ongoing renovation work at the Palais des Nations (Strategic Heritage
Plan (SHP) on the conduct of business and mandate delivery (WP.29-182-15).
39. WP.29 endorsed the revised calendar of sessions for 2020 (WP.29-179-02/Rev.3), and
the proposed calendar of sessions for 2021 (WP.29-182-02), taking note that the 2020
calendar had been impacted and that the 2021 calendar may need to be revised in light of
circumstances described in the communication from the UNECE Executive Secretary.
40. WP.29 supported the proposal that GRVA hold one additional session on 14-16
December 2020 and one additional session in 2021, to take place in late May or early June.
41. WP.29 supported the proposal that GRSG hold one additional session on 11 January
2021.
42. WP.29 requested that the UNECE leadership facilitate priority access to resources
necessary for the conduct of business and delivery of mandate of working parties dealing
with legal instruments and regulations annexed to them, during the ongoing disruptions
stemming from the Covid-19 pandemic and the liquidity crisis that the UN was experiencing.
43. The World Forum took note of the list of Working Parties and Chairs
(WP.29-182-01), requesting the update of expiry date of mandates of WP.29 subsidiary IWG.
44. The 2021 revised calendar of meetings and the list of Working Parties, IWGs and
Chairs are reproduced in Annexes II and III to this report.
45. WP.29 considered informal document WP.29-182-16, the progress in the
implementation of the ITC Strategy by WP.29 and GRs, and endorsed it for submission to
the ITC Bureau November 2020 session for consideration.
46. The Secretary informed WP.29 that these additional sessions for GRSG and GRVA
were not yet confirmed by the administration.

C. Intelligent Transport Systems and coordination of automated vehicles


related activities (agenda item 2.3)

47. WP.29 received the oral report of the representative of United Kingdom of Great
Britain and Northern Ireland, Co-Chairs of the IWG on ITS, mentioning that the group, at its
second session on 6 November 2020, (i) reviewed the draft revised UNECE Road Map on
Intelligent Transport Systems and recommended its endorsement by WP.29, (ii) discussed
the offer of UNECE and the International Telecommunications Union (ITU) to organize the
first session of the 2021 Future Networked Car event, which will be dedicated to regulatory
activities on automated and connected vehicles and (iii) received a presentation on Vehicle-
to-Everything (V2X) communication for Cooperative Driving Automation from the expert
from Japan, Mr. N. Ogawa, working for ITS research in Technical Research department of
Mazda Motor Corporation Tokyo HQ and member of the Strategic Innovation Promotion
Program (SIP) Automated Driving System for Universal Service (ADUS) initiative, which is
a project of the Japanese Government.

48. WP.29 considered and endorsed the draft revised UNECE Road Map on Intelligent
Transport Systems (ITS) proposed in WP.29-182-12. WP.29 requested the secretariat to
submit it, as amended during the session, to ITC and its Bureau at its November 2020 session,
for preparation of the eighty third session of ITC.
49. WP.29 proposed that delegates of the IWG on ITS and delegates of GRVA IWGs
working on relevant topics, represent the World Forum at annual Future Networked Car
events that are organized by the International Telecommunications Union (ITU).
50. WP.29 noted the information mentioned by the representative of ITU concerning the
allocation of frequencies dedicated to vehicle to vehicle communication and decided to
further discuss this point at its March 2021 session.
51. WP.29 endorsed the extension of the mandate of the IWG on ITS until November
2025.

54. The World Forum approved the report of the Chair of GRSG on its eighty-first session
(ECE/TRANS/WP.29/GRPE/81).

D. Highlights of the recent sessions (agenda item 3.6)

1. Working Party on Pollution and Energy (GRPE) (eighty-first session, 9-11 June 2020)
(agenda item 3.6.1)
55. The Chair of GRPE (Netherlands) reported to WP.29 on the results achieved by GRPE
during its eighty-first session (for more details see the report of the session
ECE/TRANS/WP.29/GRPE/81).
56. GRPE endorsed a proposal for a new UN Regulation on Global Real Driving
Emissions (RDE), along with proposals for Supplements 13, 15 and 12 to the 05, 06 and 07
series of amendments to UN Regulation No. 83 (Emissions of M 1 and N1 vehicles) and
Supplement 9 to UN Regulation No. 115 (LPG and CNG retrofit systems). GRPE also
endorsed a proposal for a new UN GTR on the Determination of Electrified Vehicle Power
(DEVP), along with new Amendments 6 and 1 to UN GTR No. 15 and 18 respectively.

Finally, GRPE endorsed a proposal to amend Mutual resolution No. 3 (M.R.3) on Vehicle
Interior Air Quality (VIAQ).
57. The Chair of GRPE clarified that the vote on the new UN Regulation on RDE had
been withdrawn as discussions related to the conformity factor were still ongoing.
58. GRPE agreed to enlarge the scope of the activities of the IWG on PMP to include on-
road measurements, and to extend the mandate to the IWGs on VIAQ and EPPR until
November and December 2025 respectively. GRPE paid tribute to the work and
achievements of the IWG on WLTP which ceased its activities with its mandate having
expired.
59. WP.29 gave its consent to the above extensions and thanked the tremendous effort of
the IWG on WLTP over the years.
60. GRPE agreed to create a dedicated section for "Documents for reference only" on the
GRPE website, as already existing for other GRs. A clarification document for UN
Regulation No. [154] on WLTP issued by the IWG on WLTP will be uploaded to assist
Contracting Parties willing to apply this UN Regulation.
61. GRPE re-elected Mr. André Rijnders of the Netherlands as a Chair, and Mr. Duncan
Kay of the UK as a Vice-Chair for the year 2021.

2. Working Party on Passive Safety (GRSP) (Sixty-seventh session, 20-24 July 2020)

62. The representative of the United States of America, Chair of GRSP, informed WP.29
about the results made by his group during its sixty-seventh session (for details see the session
report ECE/TRANS/WP.29/GRSP/67)
63. The World Forum noted that GRSP recommended proposal for Supplement 1 to UN
Regulation No. [153] (Fuel system integrity and safety of electric power train in the event of
a rear-end collision) as binding from its establishment, in order to have a consistent
application of the UN Regulation by all contracting parties to the Agreement. Finally, WP.29
recommended that all Contracting Parties to the 1958 Agreement agree to consider
Supplement 1 to UN Regulation No. [153] (ECE/TRANS/WP.29/2020/114) when issuing
type approvals.

3. Working Party on Noise and Tyres (GRBP) (Seventy-second session, 7-9 September
2020) (agenda item 3.6.3)
64. The GRBP Chair reported on the results achieved by GRBP during its seventy-second
session (for details, see the report of the session ECE/TRANS/WP.29/GRBP/70).
65. He mentioned that GRBP had adopted proposals for new series of amendments to UN
Regulations No. 41 (Noise emissions of motorcycles), 141 (Tyre pressure monitoring system)
and 142 (Installation of tyres). These proposals would be introduced to WP.29 and AC.1 at
their March 2021 sessions for consideration and possible adoption.
66. He added that GRBP had not finalized its work on the new 01 series of amendments
to UN Regulation No. 141 and would consider at its next session in January 2021 a
Supplement on the communication interface between the towing vehicle and the trailer. In
case of adoption by GRBP, he proposed to exceptionally submit this Supplement to the
March 2021 session of WP.29, in a proper form, with the aim to merge it with the draft 01
series of amendments to UN Regulation No.141. WP.29 supported this idea.
67. He pointed out that, in view of the COVID-19 situation and delay in the activities of
various IWGs, GRBP agreed to extend their mandates as follows:
• Quiet Road Transport Vehicles (QRTV) for GTR December 2021;
• Additional Sound Emission Provisions (ASEP) January 2022;
• Measurement Uncertainties (MU) January 2022;
• Wet grip performance for tyres in worn state (WGWT) September 2021.

68. WP.29 gave its consent to the above extensions.


69. WP.29 noted that GRBP had re-elected Mr. Serge Ficheux (France) as Chair and Mr.
Andrei Bocharov (Russian Federation) as Vice-Chair for the sessions of GRBP scheduled for
the year 2021.

4. Working Party on Automated/Autonomous and Connected Vehicles (GRVA) (Seventh


session, 21–25 September 2020) (agenda item 3.6.4)

70. The GRVA Chair reported on the results achieved by GRVA during its virtual
informal session in lieu of the seventh session, held in accordance with the special procedures
defined by the Executive Committee of UNECE. He informed that the decisions made by
GRVA in September were submitted after the session for adoption by silence procedure. (For
details, see the note by the Chair of the session ECE/TRANS/WP.29/GRVA/7).
71. He informed WP.29 that GRVA endorsed the principles listed in the WP.1 document
ECE/TRANS/WP.1/2020/3, prepared by the representative of Canada and recommended it
to WP.29.
72. He reported that GRVA had consulted AC.2 on the way forward for dealing (a) with
amendment proposals to UN Regulation No. 157 in relation with the existing activities of the
IWG on Functional Requirement for Automated Vehicles, (b) with amendment proposals to
Automatically Commanded Steering Functions (ACSF), (c) with amendment proposals
related to “hands off “ level 2 and level 2 plus and (d) with Artificial Intelligence.
73. He informed WP.29 on the GRVA activities on Electro-Mechanical Braking systems
and endurance braking performance applicable to some vehicles of Category M 3, N3 and
vehicles subject to Agreement concerning the International Carriage of Dangerous Goods by
Road (ADR), which are important developments to support the electrification of the goods
transport. GRVA prepared an amendment proposal regarding endurance braking for Battery
Electric Vehicles, which will be tabled for adoption in March 2021. WP.29 requested the
secretariat to inform the Working Party on the Transport of Dangerous Good about these
activities (WP.15).
74. WP.29 endorsed the proposal to restart activities on AEBS for heavy vehicles and
supported the establishment of an IWG on AEBS for Heavy Vehicles.
75. WP.29 discussed the way forward for amendments to UN Regulation No. 152 and the
two alternatives prepared by GRVA (WP.29-182-19). WP.29 requested the secretariat to
prepare a draft new 02 series of amendments to UN Regulation No. 152, based on
ECE/TRANS/WP.29/GRVA/2020/27 for consideration and vote at the March 2021 session.
WP.29 invited GRVA to review that document at its December 2020 session.
76. WP.29 noted the very busy agenda of GRVA and therefore requested the secretariat
to organize an ad-hoc GRVA session on 14-16 December 2020, following AC.2’s
recommendation. WP.29 agreed that only an official provisional agenda would be prepared
and that GRVA would work on the basis of informal or existing official documents.
77. WP.29 endorsed informal documents WP.29-182-05 and WP.29-182-06. WP.29
requested the secretariat to issue them with an official symbol for the March 2021 session of
WP.29.
78. WP.29 congratulated Mr. Richard Damm (Germany) on his re-election as Chair of
GRVA for 2021 as well as Ms. Chen Chunmei (China) and Mr. Takao Onoda (Japan) on
their re-election as Vice-Chairs for 2021.

5. Working Party on General Safety Provisions (GRSG) (118th session, 15-17 July 2020
and 119th session, 6-9 October 2020) (agenda item 3.6.5)
79. The GRSG Chair reported on the results achieved during the 118th and 119th session
of GRSG (for more details see the report of the session ECE/TRANS/WP.29/GRSG/97 and
ECE/TRANS/WP.29/GRSG/98).

80. He informed WP.29 that GRSG had agreed to request withdrawal of documents
ECE/TRANS/WP.29/2020/100 and ECE/TRANS/WP.29/2020/123 from the agenda (item
4.7.1) of this session of WP.29 in order to resume considerations.
81. WP.29 endorsed the request to hold an additional GRSG session on 11 January 2021.
82. WP.29 agreed to extend the mandate for the IWG on EDR and DSSAD until March
2021.
83. WP.29 agreed to extend the mandate of the IWG on Awareness of Vulnerable Road
Users Proximity until April 2022 and of the IWG on BMFE until October 2021.
84. WP.29 noted that GRSG had re-elected Mr. Antonio Erario (Italy) as Chair and Mr.
Kyle Hendershot (Canada) as Vice-Chair for the year 2021.

6. Working Party on Lighting and Light-Signalling (GRE) (Eighty-third and eighty-


fourth sessions, 19-23 October 2020) (agenda item 3.6.6)
85. The Chairman of GRE reported on the results of the eighty-third session of GRE (for
details, see the report in ECE/TRANS/WP.29/GRE/83).
86. In particular, he informed WP.29 about GRE activities towards preparing new series
of amendments to UN Regulation No. 48 with new requirements for the headlamp aiming
and levelling and for the switching conditions of various lamps. He pointed out that GRE
intended to finalize these amendment proposals at its next session in April 2021.
87. He also mentioned amendment proposals to various UN Regulations that had been
prepared by the IWG on Simplification of Lighting and Light-Signalling UN Regulations
(SLR) and subsequently approved by GRE. He added that, for the use of the Unique Identifier
(UI), GRE had agreed with the IWG on SLR proposal to include new information in DETA
and to provide access to this information to new categories of stakeholders and mandated
IWG on SLR to bring this proposal to IWG on DETA for consideration.
88. WP.29 noted that GRE had elected Mr. Timo Kärkkäinen (Finland) as Chair and Mr.
Derwin Rovers (Netherlands) as Vice-Chair for the year 2021. WP.29 thanked Mr. Michel
Loccufier (Belgium), who had chaired GRE from 2015 to 2020, for his contributions.

VI. 1958 Agreement (agenda item 4)

A. Status of the Agreement and of the annexed Regulations

89. The secretariat informed the World Forum about the latest update of the status of the
1958 Agreement, based on ECE/TRANS/WP.29/343/Rev.28, available at
www.unece.org/trans/main/wp29/wp29wgs/wp29gen/wp29fdocstts.html. WP.29 noted that
contracting parties should notify the secretariat about any amendments needed to the status
document via the new established online data base (/343app) only. The secretariat invited
those Contracting Parties who had not yet notified their Single Points of Contact, to gain
writing permission for the database, to do so as soon as possible.

92. The Chair of the IWG on IWVTA presented the proposal for amendments (WP.29-
182-11) to the General Guidelines for United Nations regulatory procedures and transitional

93. WP.29 endorsed WP.29-182-11 and requested the secretariat to issue a new Revision
3 of the General Guidelines for United Nations regulatory procedures and transitional
provisions in UN Regulations, based on WP.29-182-11, for consideration and vote at its
March 2021 session.
94. The World Forum considered the proposal for the 03 series of amendments to UN
Regulation No. 0 (ECE/TRANS/WP.29/2020/101) and recommended its submission to AC.1

95. The Expert from ETRTO informed the World Forum that ETRTO was preparing a
guidance document on implementation of the 1958 Agreement, which would be tabled for
consideration at the March 2021 session of WP.29.

E. Development of an electronic database for the exchange of type

96. The representative from Germany, Chair of the IWG on DETA, updated the World
Forum concerning the work of the IWG at its thirty-ninth session, held on 04 November
2020. He proposed that WP.29 consider and endorse the Guidelines for the use of DETA
with regard to the exchange of information on Cyber Security (WP.29-182-07)
97. WP.29 endorsed informal document WP.29-182-07.
98. The Secretary updated WP.29 on the situation for hosting DETA at UNECE recalling
the blocking of regular budget funding at the Administrative and Budget Committee (Fifth
Committee) of the UN General Assembly. He proposed to seek alternative funding
possibilities in close cooperation with interested Contracting Parties and stakeholders.
99. WP.29 noted that the development of additional functionalities, Unique Identifier, UI,
and Declaration of Conformity, DoC, funded by private sector stakeholders was blocked due
to contractual issues. OICA, CLEPA, ETRTO and CITA confirmed their continued
availability to fund these developments but asked for support from UNECE to overcome
contracting issues as soon as possible; OICA referred to the WHDC (World Harmonised
Driving Cycle for heavy duty vehicles) which included, some 20 years ago, a test programme
funded by industry and suggested that it could be useful to review the contracting procedures
that were used at that time.

124. The secretariat presented WP.29-182-09, the Inland Transport Committee and Road
Safety Progress Report of the ECE Road Safety Action Plan 2011-2020. WP.29 took note of
the document and extended its support to activities and achievements described. WP.29 noted
the great extent of WP.29 work contribution in enhancing road-safety and that the document
would be presented at the 2021 session of the Inland Transport Committee. Finally, the World
Forum requested that a similar document would be performed by the secretariat for the next
decade of action proclaimed by the General Assembly Resolution (A/74/L.86) for the period
2021-2030.

125. WP.29 noted the overview of proposals, adopted at the 182st session, and their

were held in an online format due to the COVID-19 pandemic between June and October
2020.

E. Election of officers (agenda item 8.5)

126. The World Forum elected Mr. Antonio Erario and Mr. Sergey Anikeev as Chair and
Vice-chair, respectively, of the WP.29 for its 2021 sessions.
127. WP.29 commended the outgoing Chair of the World Forum, Mr. Boris Kisulenko, for
his more than 15 years of leadership and outstanding contribution to the activities,
achievements and worldwide recognition of the World Forum. Delegates extended their best
wishes to Mr. Kisulenko in his future activities.

F. Tributes

128. The World Forum paid tribute to the delegate from Austria, Mr. Franz Wurst, who
had passed away in October 2020, praising his outstanding contribution to the work of WP.29

129. The World Forum adopted the report on its 182nd session and its annexes based on a
draft prepared by the secretariat under COVID-19 special procedures. The report included
sections related to the seventy-sixth session of the Administrative Committee (AC.1) of the
1958 Agreement, to the fifty-ninth session of the Executive Committee (AC.3) of the 1998
Agreement and to the fifteenth session of Administrative Committee (AC.4) of the 1997
Agreement.

130. The AC.1 voting followed the special proceedings during COVID-19 period, which
had been adopted by all Contracting Parties to the 1958 Agreement under a silence procedure
on 30 October 2020. The written procedure, had been initiated on 03 November 2020 13:00h
CET and had lasted for 72 hours, ending on 06 November 2020 13:00h CET. The seventy-
sixth, online, session of AC.1 was held on 11 November 2020.
131. Of the 56 contracting parties to the agreement, 39 were represented by taking part in
the written procedure and at the online AC.1 session, its seventy-sixth session, on 11
November 2020.
132. AC.1 invited the Vice-Chair of WP.29 to chair the online session.

134. The fifty-ninth session of the Executive Committee (AC.3) was held on 11 November
2020 and chaired by the representative of the United States of America. Decision taking and
voting followed the special proceedings during COVID-19 period, which had been adopted
by all Contracting Parties to the 1998 Agreement under a silence procedure on 30 October
2020. The representatives of 14 of the 38 contracting parties to the agreement attended:

135. AC.3 noted the information, as of 3 November 2020, on the status of the Agreement
of the Global Registry and of the Compendium of Candidates
(ECE/TRANS/WP.29/1073/Rev.28), the status of the priorities of the 1998 Agreement
(based on WP.29-182-10 as reproduced in Annex IV to this report) and items on which the
exchange of views should continue. AC.3 noted that notifications and the mandatory reports
on the transposition process through their Permanent Missions in Geneva to the secretariat,
are publicly accessible at: https://wiki.unece.org/display/TRAN/Home. AC.3 recalled its
agreement to always send the above-mentioned reports and notifications through their
Permanent Missions in Geneva and directly to the secretariat (email:
[email protected]) to ensure updating of the status document, which is the monitoring
tool of the agreement. AC.3 noted that since March 2020, no status reports or final
notifications were submitted. Therefore, AC.3 warmly reiterated its request to its Contracting
Parties to send the above-mentioned status report and notifications as one of the main
obligations of the 1998 Agreement. Moreover, it was noted that this action would imply that
representatives would provide the secretariat with the coordinates of their corresponding
focal points to the agreement, appointed in their capitals to draft the reports and notifications
to keep them informed in the exchange of information through the above-mentioned website.

156. The representative of the European Union announced that the activities on updating
Amendment 4 to UN GTR No.2 had faced some delays because of the sanitary situation but
that improvements to Amendment 4 are still planned for 2021 to correct editorial mistakes
and to simplify some provisions as requested by Contracting Parties. He also highlighted that
further updates would be considered in the near future to extend the scope of UN GTR No.2
to include powered three-wheelers.

160. The representative of the Republic of Korea reported on the progress activities of IWG
on Panoramic Sunroof Glazing (PSG), stating that the IWG had completed work on a new
Mutual Resolution No. [4]. The document had been adopted at the October 2020 session of
GRSG (ECE/TRANS/WP.29/GRSG/2020/3) and would be submitted for consideration and
adoption at the March 2021 session of WP.29. He thanked, on the behalf or the Chair of the
IWG on PSG, all members who participated actively in the IWG.

G. UN GTR No. 7 (Head restraints) (agenda item 19.7)

161. The representative of the United Kingdom of Great Britain and Northern Ireland, on
behalf of the vice-chair of the Informal Working Group (IWG) on UN Global Technical
Regulation (UN GTR) No. 7 - Phase 2, informed AC.3 that GRSP is expected at its December
2020 session to resume consideration of a proposal of Addendum to M.R.1. to incorporate
drawings, specifications and manual of the BioRID test tool.

H. UN GTR No. 8 (Electronic stability control systems (ESC))

162. The representative of the Republic of Korea introduced the progress of the work on
an amendment to UN GTR No. 8. He recalled that AC.1 adopted, at its June 2020 session,
amendments to UN Regulation No. 140 (ESC) for allowing new innovative steering system
which has a significantly lower steering gear ratio (e.g. steering-by-wire system). He added
that, for the sake of keeping the consistency between the UN Regulation No.140 and UN
GTR No.8, the Republic of Korea had submitted a proposal for amendments to UN GTR
No.8 at the September 2020 GRVA session and that the document was being further
developed to harmonize remaining minor language discrepancies between the UN Regulation
and the UN GTR. AC.3 noted that GRVA would continue to discuss this proposal at its
February 2021 session.

I. UN GTR No. 9 (Pedestrian safety) (agenda item 19.9)

163. AC.3 noted that the Committee was expected to vote on Amendment 3 to the UN GTR
concerning the headform testing, at its March 2021 session.
164. The representative of the Republic of Korea, on behalf of the Chair of the IWG on
Deployable Pedestrian Protection Systems (DPPS), informed AC.3 about the progress of the
work of the IWG on Amendment 4 to the UN GTR. He added that due to limitation caused
by the COVID-19 pandemic, some issues still remained open, such as DPPS definition (e.g.:
width, structural parts), detection area of impact, etc. He announced that the eighth IWG
meeting would be held as a web-conference on 18 November 2020.

J. UN GTR No. 10 (Off-cycle emissions (OCE)) (agenda item 19.10)

M. UN GTR No. 13 (Hydrogen and Fuel Cell Vehicles (HFCV) – Phase 2)

168. The representative from the United States of America, on behalf of the co-sponsors
(Japan, Republic of Korea and European Union) informed AC.3 about the work progress of
IWG on Hydrogen and Fuel Cells Vehicles (HFCV) UN GTR No. 13, Phase 2. He explained
that IWG has held only limited, virtual meetings with the most recent one held on 23, 26, and
27 of October 2020. He added that the group assessed the current status, informed each other
of any developments in the domestic regulatory or research side, and discussed in detail the
work in the task forces. He clarified that the IWG assessed its progress and identified the
remaining challenges, such as for example: (a) the sled test criteria for heavy duty vehicles,
(b) direction of the thermo-pressure release device/valve release in Heavy Duty Vehicles but
also in light vehicles, (c) reduction of Nominal Work Pressure from 225 per cent to 200 per
cent for containers under 35 MPs and 70 MPs. Moreover, he informed AC.3 that despite the
constraints limiting round robin testing or face to face meetings, the IWG has begun drafting
the text of the amendments to the UN GTR, but due to the delays beyond the Group's control,
IWG needed an extension of the current mandate by 18 months. He also informed AC.3 that
the outgoing Co-Chair Mr. Ito of Japan has taken on another position and at the October
meeting, the IWG welcomed the new Co-Chair, first Co-Chairwoman, of the IWG, Ms. Yuko
Sakamoto, also from METI of Japan. The Chair asked the Secretariat that the next iteration
of the current WP.29 -182 -01e document, which lists the leaders of the WP.29 bodies and
groups, be amended to reflect that change. Chair concluded by thanking formally to Mr. Ito
for his leadership and contribution.
169. AC.3 endorsed the extension of the mandate of the IWG on HFCV until June 2022.

adopted by AC.3, in which the new provisions were developed by the IWGs on WLTP and

172. He emphasized the main modifications to UN GTR No. 15, among other
improvements, offered new test procedures on a cold ambient temperature test and sub-23nm
particulate number measurement.

177. The representative of the United States of America, on behalf of the co-sponsors
(China, Japan, European Union and the members of IWG GTR No. 20, Phase 2), reported on
the progress of the IWG meeting of EVS-GTR, Phase 2. He explained that IWG has held two
virtual meetings via Webex with one more meeting of Co-Sponsors and all contracting
parties, taking place on 13 November 2020, with the intention to schedule a full IWG meeting
in mid-January 2021. He added that the IWG will continue to share information on

Contracting Parties' regulatory and research developments. He clarified that the IWG will
focus on remaining technical issues, especially those requiring additional research and
validation tests; continue to evaluate a proposal from OICA concerning in-use low energy
criteria and also, like in the hydrogen IWG, study the sled test, because the acceleration
values were too low and deemed inappropriate for heavy-duty vehicles. He also reported that
the United States of America shared with the IWG research reports on battery diagnostics,
battery thermal runaway triggering techniques, and management of stranded energy in a
Rechargeable Electric Energy Storage System (REESS). Moreover, he informed AC.3 that
even with the good progress made by the IWG, the Chair alerted the forum that an extension
of the mandate may be needed and the IWG would inform AC.3 in advance. Finally, he
thanked the Secretariat and Secretaries of WP.29 and IWGs for their continued diligent work
and excellent professional support.

U. Draft UN GTR on Quiet Road Transport Vehicles (QRTV) (agenda


item 19.21)

178. The representative of the United States of America, Chair of IWG on Quiet Road
Transport Vehicle GTR (QRTV GTR), reported that the work of IWG would be resumed
once several petitions to FMVSS No. 141 on Minimum Sound Requirements for Hybrid and
Electric Vehicles had been considered. Meanwhile, AC.3 agreed with the WP.29 decision to
extend the mandate of IWG until December 2021 (see paras. 67 and 68 above).

V. Draft UN GTR on Global Real Driving Emissions (GRDE) (agenda


item 19.22)

179. The representative of the European Union informed AC.3 that the work to develop a
new UN GTR on Global RDE had shifted focus, as the procedure that was initially envisaged
for the phase 1 of the UN GTR was based on the EU approach that had been widely included
in the new UN Regulation No. [XXX] on RDE. He emphasized the IWG on RDE would
discuss a new approach to better engage all parties involved during the next session of GRPE
in January 2021. He expected a revised authorization to develop the new UN GTR would be
submitted to AC.3 in the forthcoming sessions.

W. Draft UN GTR on determination of electrified vehicle power (Electric


vehicles and the environment) (agenda item 19.23)

180. Following the adoption of the new UN GTR on Determination of Electrified Vehicle
Power (DEVP) during this session of AC.3, the representative from the United States, Chair

vehicles.

1958 and 1998 Agreement Resolutions or Regulations (ECE/TRANS/WP.29/2020/100) -
which would be further developed and which was expected to be adopted at the March 2021
session of WP.29 along with the proposal for a new UN Regulation on EDR.
