TITLE: INSPECTION AND TEST PLAN FOR EARTHWORKS

1.SCOPE

This Inspection & Test Plan covers the tests and inspections to be performed on the Earth
Works –Excavation and Backfill at the site for the Building and Civil Engineering Work
for Depot Building Including Related Infrastructure and Track Work Ballast The
Inspection & Test Plan is to be considered as a summary of information necessary for a
correct performance of these tests and examinations and as an interface document for
the SUBCONTRACTOR, CONTRACTOR, the ENGINEER and any other organizations
concerned to clarify the relevant interventions and duties.

Routine checks, examinations and inspection activities, which do not require the issue of
final records are not covered by this Inspection & Test Plan. They shall in any case be
carried out to the extent necessary to satisfy the contractual requirements and to ensure
correct work execution and control.

Any Inspection & Test Plan updates will take into account any changes to the reference
documents (testing procedures, qualification records, etc.) and recording forms, and any
additional requirements that may be requested by CONTRACTOR and/or the ENGINEER,
or other organization involved, for test witnessing and acceptance.

2. DEFINITIONS / ABBREVIATIONS

OWNER: Means the ENGINEER

CONTRACTOR: Means POSCO E&C

SUBCONTRACTOR: Means an agreement entered into between CONTRACTOR and a


SUBCONTRACTOR for the supply of execution works or services in connection with the
Work

ACCEPTANCE CRITERIA: Specified limits placed on characteristics of an item, process,


or service defined in codes, standards, or other requirement documents.

INSPECTION: Inspection is defined as the examination of product design, product,


service, process or plant, and determination of their conformity with specific requirements
or on the basis of professional judgement to confirm that it meets the standards of the
Contract. E.g. confirmed activity performed by the relevant discipline QA/QC Engineer on

the examination and testing for conformity and acceptance as identified in the Inspection
and Test Plan (ITP) during the stages of work activity.

EXAMINATION: An element of inspection consisting of investigation of materials,


components, supplies, or services to determine conformance to the specified
requirements; examination is usually non-destructive and includes simple physical
manipulation, gauging and measurement.

TEST: An element of inspection for the determination of the capability of an item to meet
specified requirements, by subjecting the item to a set of physical, chemical,
environmental or operating conditions.

NON-CONFORMANCE: The non-fulfilment of specified requirements to verify

3. RESPONSIBILITIES

a. Responsibilities of SUBCONTRACTOR
SUBCONTRACTOR shall perform all checks; examinations and tests required for
acceptance of the work and report to CONTRACTOR the results unless otherwise
specified.

SUBCONTRACTOR shall perform all preparation for checks, examinations and tests
including scaffolding necessary for witness by CONTRACTOR/ENGINEER.

CONTRACTOR/ENGINEER shall have access at any time to the SUBCONTRACTOR’s


working area to check the ENGINEER’s inspection activities.

SUBCONTRACTOR shall perform the following:

Raise Inspection Request form for each inspection activity, 1(one) working days in
advance.
Checks, examinations and tests which are defined to be in SUBCONTRACTOR’s scope
of work in this Inspection & Test Plan.
Interpret and evaluate the results.

b. Responsibilities of CONTRACTOR
CONTRACTOR shall perform the following:

Make sure that SUBCONTRACTOR raises Inspection Request form for each
inspection activity at beginning of each shift.
Witness and approve the checks, examinations and tests which are defined to be in
CONTRACTOR’s scope of work in this Inspection & Test Plan.
Interpret, evaluate and submit the results.

c. Responsibilities of the ENGINEER


ENGINEER will have the right to witness and/or review tests and inspections performed
at any time.

ENGINEEER shall review the proposed classification of checks / examinations and


identify the items, which are listed in Attachment, for witness and/or review tests and
inspection.

4. CLASSIFICATION OF CHECKS / EXAMINATIONS AND TESTS

Involvement of the parties to each check/examination and test activity given in


Attachment should be marked prior to issuance of this Inspection & Test Plan.

Definitions of codes used for involvement are as follows:

R – REVIEW: Review of documentation, qualification, project certification relating to


examinations, tests etc,

W – WITNESS: QA/QC organization shall be notified of the timing of Inspection or test in


advance. However, the inspection or test shall be performed as scheduled if the QA/QC
organization representative is not present

M-Monitoring Point: An identified point in the installation work during which an activity,
work or function is observed by the Engineer. Formal notice is not required to be given.:
To monitor work in progress without notice to SUBCONTRACTOR

H – HOLD: QA/QC organization shall be notified of the timing of inspection or test in

advance. Inspection or test shall not be carried out without the QA/QC organization
representative in attendance

APP – APPROVE: Approval by endorsement of project certification

If SUBCONTRACTOR delegates the assigned responsibility to another


SUBCONTRACTOR, then the SUBCONTRACTOR will have the same degree of
responsibility as assigned to CONTRACTOR.

5. APPLICATION FOR REQUEST FOR INSPECTION

SUBCONTRACTOR shall formally request the relevant parties to the witness inspection
of the items marked as W (Witness) and H (Hold Point) in the column of Attachment 1 of
this Inspection & Test Plan. Notice for Inspection should be in writing detailing item to be
inspected, location, time and anticipated duration.
