1.1. ATIS

1.2. LOW VISIBILITY PROCEDURES (LVP)


LVP will be implemented when RVR reduces below 750m and/or ceiling is less than
200’.
Though LVP is implemented when RVR is less than 750m, ILS CAT I operations will
continue till TDZ RVR is not less than 550m.
RVR reduces below 200m, all operations will be stopped.
The following may be included in D-ATIS: "LVP in force".
On cancelling LVP, tower shall include "LVP are cancelled" in ATIS broadcast.

1.3. ADVANCED SURFACE MOVEMENT GUIDANCE AND CONTROL


SYSTEM (A-SMGCS)
1.3.1. TRANSPONDER OPERATING PROCEDURES ON GROUND
1.3.1.1. GENERAL
A-SMGCS using Mode S multi-lateration has been commissioned.
When on ground, ACFT must squawk Mode C, in order to provide altitude informa-
tion to the surveillance system, and thereby prevent clutter on RADAR display
and false automatic detection of departure for ACFT still on ground.
1.3.1.2. ARRIVAL
When on RWY, keep TCAS selected.
After vacating RWY, select transponder or equivalent and AUTO if available.
TCAS shall be deselected when vacating RWY.
When parked on stand, select STBY.
1.3.1.3. DEPARTURE
At gate/stand, select STBY.
Enter discrete SSR code received. Enter three letter ICAO designator followed by
flight identification number (e.g. AIC748) through FMS or transponder control
panel, depending on the avionics.
On requesting push-back/taxi (whichever is earlier), select transponder or equiv-
alent and AUTO if available.
After receiving clearance to line up, select TCAS when lining up.

1.4. SECONDARY RWY OPERATIONS


Secondary RWY 09L/27R is compatible for day and night operations for up to
code E ACFT in favorable weather conditions with visibility 3000m or above.
ACFT operations shall be restricted to RWY 09L/27R and not be extended to main
RWY 09R/27L for taxiing purpose during night operations. Markings for
180^ turn are provided at intersections A2-B2 and B6-A8 at either end
portions of the secondary RWY.
When secondary RWY 09L/27R is active and used for landing and take-off entire
length of TWY B will be suitable for operations of ACFT having MAX wing span of
213'/65m or less (i.e. upto code E).
When secondary RWY 09L/27R is used as parallel TWY then portion of TWY B
between TWY B4 to TWY B6 till west side upto Cargo Apron end is suitable for
operations of ACFT having MAX wing span of 263'/80m or less (i.e. upto code F)
and remaining portion between east of TWY B4 to TWY B2 will remain restricted
for ACFT having MAX wing span 213'/65m (i.e. code E).
High power engine run shall not be permitted on TWY B.
No code F ACFT movement accepted during secondary RWY operation.
TWY B2 and MRO will not be available for ACFT operations.

In case of isolation bay (stand 100) not available for parking during secondary
RWY operations, as an alternate, portion of RWY 09R/27L between TWY A1 and
A2 or TWY A8 and A9 shall be used for parking of ACFT under contingency in coor-
dination with ATC.
Operation from cargo apron stand C1 to C8 will continue by keeping stand C9 and
C10 vacant and holding departure at holding position B6.
When secondary RWY is activated during night, TWY edge lights of TWY A1, A2,
A3, A8, A9 and A10 will be off.

1.5. TAXI ROUTINGS


1.5.1. ARRIVAL
From RWY 09R:
- Vacate RWY via TWY A5, cross RWY 27R, then B3 to stand NP7.
- Vacate RWY via TWY A4, then RWY 27R, then B3 to stand NP7.
- Vacate RWY via TWY A5, cross RWY 27R, then B3, then taxilane E1 to stand
NP8 thru NP11.
- Vacate RWY via TWY A4, then RWY 27R, then B3, then taxilane E1 to stand
NP8 thru NP11.
From RWY 27L:
- Vacate RWY via TWY A6/A7, then RWY 09L, then B3 to stand NP7.
- Vacate RWY vie A6/A7, then RWY 09L, then B3, then taxilane E1 to stand NP8
thru NP11.
1.5.2. DEPARTURE
To RWY 09R:
- Taxi from stand NP11 via B4, RWY 27R, holding position RWY 09R.
- Taxi from stands NP7 thru NP10 power out facing West on taxilane E1, B4,
RWY 27R, holding position RWY 09R.
- Taxi from stands NP7 thru NP10 power out facing East on taxilane E1, B3,
RWY 27R, holding position RWY 09R.
To RWY 27L:
- Taxi from stands NP7 thru NP10, power out facing East on taxilane E1, B3,
RWY 09L, holding position RWY 27L; or
- Taxi from stands NP7 thru NP10, power out facing East on taxilane E1, B3,
RWY 09L, holding position RWY 27L.
- Taxi from stand NP11 via RWY 09L, holding position RWY 27L.

1.6. PARKING INFORMATION


Stands 45 thru 53, 54L thru 56R, 57, 57R, 58, 58R and 79 thru 87 equipped with
Visual Docking Guidance System (VDGS).
For proper response from VDGS pilots are advised not to exceed a taxi speed of
7 KT while docking.
On stands C1 thru C10, 15 thru 38, 59L thru 63R and 70 thru 87 push-back required.
ACFT to taxi on minimum throttle to avoid jet blast effect on opposite apron/
stands.

2. A R R I V A L
2.1. SPEED RESTRICTIONS
2.1.1. SPEED CONTROL PROCEDURES IN THE PROVISION OF RADAR CONTROL
SERVICE
For detailed information, affecting several major APTs, refer to ATC pages
INDIA.

2.2. NOISE ABATEMENT PROCEDURES


Pilots should minimise the use of reverse thrust after landing to reduce distur-
bance in areas adjecent to the aerodrome.

2.3. RWY OPERATIONS


2.3.1. RWY CAPACITY ENHANCEMENT MEASURES
The speed control measures published under 2.1. SPEED RESTRICTIONS shall be
followed.
Pilots are reminded that rapid exit from RWY enables ATC to apply minimum
spacing on final approach that will achieve maximum RWY utilization and will
minimize the occurrences of ‘go around’.
ACFT are expected to vacate the RWY via first available HST depending on ACFT
performance to reduce delays and maximize utilization. Pilots unable to comply
should notify APP/TWR as early as feasible.

2.4. TAXI PROCEDURES


For arriving ACFT Tower controller shall issue STANDARD TAXI ROUTES (STR) con-
troller instructions.
STR shall not be used when Low Visibility Procedure (LVP) is in force.
If the pilot is unable to comply with the STR issued, then the pilot must advise
Tower controller as the case may be on initial contact.
If the pilot for any reason becomes uncertain of the correct STR, a request should
be made for progressive taxi instructions.

3.1. PUSH-BACK AND START-UP
REMOTE EAST APRON
When an ACFT is on TWY D, short of TWY K, it will prohibit ACFT parking/push-
back from stand 15 and 16 and vice versa.
Similarly when an ACFT holding on TWY C, short of TWY K, it will prohibit ACFT
parking/push-back from stands 38 and 37 and vice versa.
Simultaneous push-back from alternate stand is permitted subject to both ACFT
facing same direction, ACFT facing opposite direction to maintain two stand
separation.
Power in/power out provision for code B ACFT up to wing span of 66'/20m and
length 69'/21m has been provided on stands 26B and 27A. Separate ground mark-
ing has been provided on these stands for power in/power out guidance. Details
for code B power in/power out stands are as follows:

Simultaneous push-back from adjacent stands is not permitted.


Deployment of wing walkers/wing guards by airline is mandatory prior to under-
taking push-back from any stand.
The pilot may start one engine, on idle power, before commencing push-back on
stand.
Starting of second engine on idle power, before commencing push-back, shall be
permitted after pilot confirms to ATC that second engine is being started with
appropriate power unit and necessary ground precautions have been ensured.
No cross-bleed start-up by ACFT is permitted till push-back and/or pull-ahead
procedure is completed and ACFT is aligned with taxilane/TWY centerline mark-
ing. Prior to starting the cross-bleed, pilot shall seek confirmation from ground
crew for hazard-free zone.
Pilots shall adhere to push-back and start-up procedures and will use minimum
breakaway power.

STANDS PROCEDURES
- ACFT on stand 40 shall push back on TWY E1.
- ACFT on stand 40, while pushing back facing West, shall
pull forward till abeam lead-in line stand 41 to maintain
clearance from TWY K1. In this case no simultaneous push-

back can be permitted on stand 42.
- ACFT on stand 40, while pushing back facing East, shall pull
forward till abeam lead-in line stand 40. In this case simul-
taneous push-back can be permitted on stand 42.
- ACFT on stands 41 to 49 shall push back on TWY E1.
- ACFT on stands 41 to 49 shall push back and pull forward
till abeam lead-in line of respective stand irrespective of
41 to 49 facing East/West.
- Simultaneous push-back can be permitted on alternate
stands 41 to 49. All ACFT shall pull forward till abeam
lead-in line of their respective stands.
- ACFT on stand 50 shall push back and pull forward abeam
lead-in line of respective stand irrespective of facing East/
West.
- ACFT on stand 50, during push-back facing East: ACFT shall
push back till abeam lead-in line of stand 51 for taxiing out
from TWY B4. In this case no simultaneous push-back per-
50 mitted from stand 52.
- ACFT pushing back from stand 50 facing West shall deep
push-back and join TWY E1 for startup.
- ACFT on stand 50, during push-back facing West: ACFT shall
push back till abeam lead-in line of stand 49 for taxiing out
from TWY B4. In this case no simultaneous push-back per-
mitted from stand 48.
- ACFT on stands 51 to 53, 54R, 54L, 55R, 55L, 56R and 56L
shall push back and pull forward till abeam lead-in line of
respective stand irrespective of facing East/West.
- ACFT on stand 57R shall push back till abeam lead-in linie
of 58R, during push-back facing East, for taxiing out from
51 to 53, 54R, TWY B5, else pull forward till abeam respective stand.
54L, 55R, 55L, - ACFT pushing back from stand 51 facing West shall deep
56R, 56L and 57R push back and join TWY E1 for startup.
ACFT on stand 57R shall push back and pull forward till
abeam respective stand, during push-back facing West.
Simultaneous push-back can be permitted in alternate
stands. All ACFT shall pull forward till abeam lead-in line
of respective stand.
ACFT on stands 54, 55 and 56 shall push back and pull for-
ward till abeam lead-in line of respective stand
irrespective of facing East/West.
- Simultaneous push-back (Code C ACFT only) can be permit-
ted in alternate stands. All ACFT shall pull forward till
54, 55 and 56
abeam lead-in line of respective stand.
- Simultaneous push-back (Code E ACFT only) can be permit-
ted from stand 54 and 57, 55 and 58 stands, i. e. separation
of two ACFT stands. All ACFT shall pull forward till abeam

- Simultaneous push-back can be permitted on stands 58R and
59 and 57L and 58L in case on 57L ACFT is pulling forward
till abeam 57L.
- ACFT on stands 59L/R to 60R shall push back facing East or
West and pull abeam exited stand, then start up approved.
- ACFT on stand 61 shall push back deep facing East on TWY E
and pull forward till stand 60L, or deep push back facing
West till stand 60L, or push back facing South on TWY M till
59L/R to 63R designated start-up position/tug disconnect position, then
start up approved.
- ACFT pushing back from stands 62 and 63R shall push back
deep straight up to TWY M1 till the push-back limit line and
then pull forward on TWY M, South of stand 62 at desig-
nated engine start-up position/tug disconnect position.
- ACFT on stands C1 to C10 shall push back facing South irre-
spective of RWY in use.
- ACFT on stands C1 and C8, while pushing back facing South,
shall push up to TDP-3 for engine start.
- ACFT parked on stands C2, C3 and C7 shall push back facing
South and position nosewheel at TDP-2 for engine start.
- ACFT on stands C4, C5 and C6 shall push back facing South
C1 to C10 and position nosewheel at TDP-1 for engine start.
- ACFT on stands C9 and C10 shall push back facing South and
position nosewheel at TDP-4 for engine start.
- Simultaneous push-back can be permitted from alternate
blocks, i. e. TDP-1 and TDP-3 and TDP-2 and TDP-4, however
since single taxilane B7 is serving all the stands C1 to C10,
at a time only one ACFT can taxi in or taxi out at any given
point of time.
- ACFT on stands 15 to 25 shall push back facing East or West
and pull forward abeam lead-in line of respective stand
irrespective of RWY in use.
- ACFT on stands 20 and 21 shall push back on TWY D facing
East and pull abeam stand 21 till designated TDP for engine
startup approved and follow further instructions of ATC.
- Simultaneous push-back is permitted from alternate stands
15 to 25 at stand 15 to 25. All ACFT shall pull forward abeam lead-

East Apron - To utilise dynamic traffic pattern, opposite direction push-
back is permitted subject to maintaining two-stand separa-
tion, where two simultaneous push-backs have to face
opposite direction (nose facing away from each other in
opposite direction), i. e. stand 15 facing West and stand 18
facing East in this scenario simultaneous push-back is per-
mitted, in both the scenario ACFT shall pull forward abeam
lead-in line of their respective stands for engine start.

- ACFT on stands 26A, 26B, and 27A, 27B, shall push back
facing South and pull abeam respective stand and follow
further instructions of ATC.
- Simultaneous push-back can be permitted on alternate
stands 26A, 26B, to 27A, 27B. All ACFT shall pull forward
abeam lead-in line of their respective stands.
26A, 26B to - Push-back is permitted subject to maintaning two-stand
27A, 27B separation, where two simultaneous push-backs have to

East Apron - Push-back is permitted subject to maintaning two-stand
separation, where two simultaneous push-backs have to
face opposite direction. Simultaneous push-back is permit-
ted, in both the scenario ACFT shall pull forward abeam

- Only one movement (arrival or departure) shall be
permitted.
- Intermediate holding position is provided on taxilane J3
South of stand 72 and on TWY B for efficient traffic
management.
- ACFT pushing back from stand 70 facing South shall pull for-
ward abeam stand 71 for engine start.
- ACFT pushing back from stand 72 facing North shall pull for-
70 to 78 ward abeam stand 71 for engine start and follow further
New Remote instructions from ATC.
South East - ACFT pushing back from stand 75 and 76 facing South shall

- ACFT pushing back from stand 73 and 78 facing North shall

3.2. TAXI PROCEDURES


For departing ACFT surface movement controller shall issue STANDARD TAXI
ROUTES (STR) instructions.
STR shall not be used when Low Visibility Procedure (LVP) is in force.
If the pilot is unable to comply with the STR issued, then the pilot must advise
surface movement controller as the case may be on initial contact.
If the pilot for any reason becomes uncertain of the correct STR, a request should
be made for progressive taxi instructions.

3.3. RWY OPERATIONS
3.3.1. RWY CAPACITY ENHANCEMENT MEASURES
Taxiing ACFT should maintain a minimum taxiing speed of not less than 15 KT on
the straight portion of TWYs and between 8-12 KT during turning maneuvers dur-
ing fair weather conditions.
ATC may alter the departure sequence of an ACFT which is not adhering to the
above mentioned procedure to optimise RWY utilization.
Based on ACFT type and its performance characteristics GND will issue taxi
instructions so as to depart from the nearest RWY intersection from where ade-
quate take-off run is available for departure. Pilots unable to accept departure
from intersection may request GND for alternate take-off position.
Pilots shall complete all mandatory pre-departure checks before entering the
active RWY for departure so that the ACFT is in a position to take-off immedi-
ately upon receipt of take-off clearance. Pilots unable to comply must notify
GND/TWR before reaching the holding point. When the ACFT is issued with a line-
up and take-off clearance at the taxi holding point it shall be in a position to line
up and initiate an immediate take-off in one continuous movement, if unable
advise ATC.
When the ACFT is issued with a take-off clearance after lining up on the RWY it
shall commence take-off roll immediately. If the controller observes a delay in
respect of the departing ACFT commencing its take-off run after issuance of
take-off clearance, the take-off clearance shall be cancelled and the ACFT shall
be advised to vacate the RWY immediately at the nearest TWY to make way for
the subsequent arrival or departure. Necessary entries in this regard shall be
recorded in the log book.

3.4. COMMUNICATION FAILURE


When intending to return
ACFT intending to return shall maintain the FL appropriate to its direction and
establish nearest inbound ATS route to HIA VOR. Descend in HIA VOR holding to
4600’ and carry out the instrument APCH procedure for RWY in use.
ACFT requiring to burn/dump fuel
In order to burn/dump extra fuel prior to land, ACFT after reaching HIA VOR shall
proceed to HIA R-230/25 DME maintaining FL 100. Orbit between HIA R-225 to
HIA R-240 and between HIA 25 DME to HIA 40 DME to burn/dump the extra fuel.
Then proceed to HIA VOR via HIA R-230. After reaching HIA VOR descend in HIA
VOR holding to 4600’ and carry out the instrument APCH procedure for RWY in
use.

3.5. DATALINK DEPARTURE CLEARANCE (DCL)


Pilots using DCL shall maintain a listening watch on the frequency published for
clearance delivery. In the event of any doubts or system-related difficulties,
voice procedures shall be resumed.
Pre-Departure Clearance issued by voice procedures always supersedes pre-depar-
ture clearance transmitted via DCL service.
Prior to departure, pilots shall verify that the departure route assigned via DCL
logically refers to the RWY in use and to the route indicated in the current flight
plan. In the event of any deviations or doubts, voice procedures shall be used.
After DCL is obtained pilots shall confirm via data link and once the ACFT is
