The Kkottongnae Philippines Inc. (KPI) - Pope Francis Complex Center
for Poor of the Archdiocese in Palo is home for abandoned and
disadvantaged elderly established after the onslaught of Typhoon Yolanda
(Haiyan). Kkottongnae’s vision states that “Kkottongnae strongly believe in the
world where Kkottongnae is deliberately responsible in: a) a world where no
one is forsaken; b) world where everyone loves himself; c) world where
everyone is respected as God is. The agency functions on its values which
include: 1) God- centered- the acknowledgement that God is the center of
every human being, making them to be like God himself. They believe that
what every human being does is for God and for his history. 2) Kkottongnae

The PH- Haiyan Advocacy Cooperative is a non- government organization for
climate adaptation and mitigation in Tacloban City. It started as a Haiyan
survivors’ project and continued in Tacloban City with the belief on building
resiliency of interdependent systems to appropriately respond to typhoons
such as Yolanda and other extreme events brought by climate change. It
envisions strengthening the adaptive mechanism of the different ecosystems
along elevation gradients following nature- based landscape approach from
ridge- to- reef. It addresses the need for improving the adaptive capacities of
vulnerable groups e.g informal settlers, fishers, urban poor, farmers and
others through proper responses institutionalized by the development and
implementation of plans and projects such as early warning systems,
resettlement to safer grounds, continuous training on disaster preparedness
and response and relief operations. It is implemented in Tacloban City
covering both the interacting biophysical and socio- economic systems where
adaptation strategies are geared towards addressing social, economic and
environmental conditions for a climate resilient city.

The Yolanda Kids Survivors Tacloban is a local, non- government
organization established as a response to the difficulties and poverty
experienced by the children especially in Tacloban area after the destruction
of the Typhoon Haiyan. The organization engaged into the community and
lives of the children through programs which includes religious activities such
as praying the rosary, feeding programs, backyard gardening and livelihood
activity of pouch- making using coffee sachet wrappers. YKS envisions a
renewed world for the children of poor families to rise after a disaster. One of
their activities includes the Family- Based Micro- Business Program which is a
livelihood intervention that would help the indigent families in the
accumulation of support for their daily needs especially amid the COVID-19

BJMP was created to address growing concern of jail management and

Brief Description about the agency/ organization:
The Department of Justice acts as the principal law agency and legal counsel
of the national government. It serves as the prosecution arm and administers
criminal justice of the government through investigating crimes, prosecuting
offender, and overseeing correctional system. Part of the agencies attached
to DOJ is the Parole and Probation Administration. The PPA is mandated to
conserve and/ or redeem convicted offenders and prisoners who are under
the probation or parole system which offers services such as post- sentence
investigation, pre-parole executive clemency investigation, supervision of
offenders, suspended sentence investigation, voluntary confinement and
release on recognizance. The attached branch includes therapeutic
community, restorative justice and volunteerism as part of their rehabilitation
programs. The PPA’s mission is to rehabilitate and reintegrate persons on
community- based corrections for peace and social justice and the agency
envisions a model component of the Philippine Correctional System that shall
enhance the quality of life of its clients through multi- disciplinary programs
and resources, and efficient organization, and highly professional and
committed workforce in order to promote social justice and development. The
PPA revolves around the two objectives of promoting the reformation of
criminal offenders and reduce the incidence of recidivism and to provide a
cheaper alternative to the institutional confinement of first- time offenders who
are likely to respond to individualized and community- based treatment

Brief Description about the agency/ organization:
Home for Girls is a residential treatment facility located in Pawing, Palo and
started its operation on April 1999. This agency is mainly concerned on the
safety, protection treatment, rehabilitation and recovery of children who have
been sexually abused and exploited. Home for Girls admit female children
aged 7 years old and below 18 years old who have been removed from their
families due to sexual abuse or exploitation and have been granted custody
by the state. Home for Girls also consider children who are victims of other
forms of abuse such as physical and psychological, children in situation of
armed conflict, victims of child labor, child trafficking in consideration to the
lack of caring agencies.
The vision of Home for Girls is “optimized social protection and
promote the rights of abused and exploited girls in RVIII”. Its mission is “to
