Introduction:

Republic Act 7796 known as TESDA Act of 1994 , Section 22 of this act state that the Establishment and Administration of the National Trade Skills Standards” of the RA
7796 known as the TESDA Act mandates TESDA to establish national occupational skills standards. The Authority shall develop and implement a certification and
accreditation program in which private industry group and trade associations are accredited to conduct approved trade test, and the local government units to promote such trade
testing activities in their respective areas in accordance with the guidelines to be set by the Authority.

What is Training Regulation?

u Training Regulation- is a promulgated document that serves as guiding policy for Philippine TVET offerings and establishment of assessment and
certification requirements for mid-level manpower in order to earn a qualification.

The Training Regulation (TR) serves as basis for the:

· Development of curriculum and assessment instrument

· Registration and delivery of training programs; and

· Competency assessment and certification

Basis for Prioritization of Qualification

STEP 1 – Prioritization of Qualification

· Priority needs of the industry sector

· National application in terms of public interest/welfare

· Employment generation and investment opportunities

· Need for standardization and certification

Criteria for skills standardization

Requiring long period of education and training


Performance of the competency affecting and endangering people’s lives and limbs

§ Competency involving the handling of complex equipment, tools and supplies

Each TR has four (4) sections:

Section 1:

Definition of Qualification – refers to the group of competencies that describes the different functions of the qualification.

Section 2:

Competency Standards – gives the specifications of competencies that describes the different functions of the qualification

Section 3:

Training Arrangements – contains the information and requirements in designing training program for certain qualification. It includes curriculum design, training
delivery, trainee entry requirements, tools and equipment, training facilities and trainer’s qualification

Section 4:

National Assessment and Certification Arrangements – describe the policies governing assessment and certification procedures.
