Section 6: Implement Decision

Monitoring the Results


When the monitoring team gets involved, it should create a project plan. Many of the elements of this plan would
have been identified by the implementation team when the project plan was created to implement the decision. While
the implementation team’s project plan focused on how the organization’s processes, systems and people would need
to change to accept the decision, the monitoring team’s plan should focus on how the organization’s processes,
systems and governance will need to change to measure and report the effects of the decision.
Once the monitoring project plan is completed, the implementation team should execute the plan to monitor the
results of the decision and then discuss the results with the original decision-making team in a post-implementation
review.

Develop the Monitoring Project Plan


Except for the initial activities, the process to develop a monitoring project plan is very similar to the process the
implementation team used to develop the implementation project plan. This is because the monitoring team is
essentially going through an implementation process to install new organizational tracking and reporting protocols to
monitor the results of the decision.
To develop the monitoring project plan, the monitoring team should:
1. Review the performance measures and protocols established by implementation team during Plan Ahead and
refine as needed.
2. Determine effects of new protocols on the systems, processes and governance.
3. Identify the deliverables and associated tasks that must be completed to ensure that the results of the decision
are effectively tracked and reported.
4. Assign responsibility for completing the deliverables and tasks.
5. Identify required resources (both budgetary and non-budgetary).
6. Establish target due dates for each deliverable.
7. Document additional notes or comments to help guide the monitoring team.
8. Obtain confirmation from the decision-making team.
We describe the first two actions below. The remaining actions will be unique to each decision. Many items set out in
the “Develop the Implementation Project Plan” document may be adopted for use in completing these tasks.

1. Review Performance Measures and Protocols; Refine as Needed


During the Plan Ahead step, the implementation team identified measures by which to judge the success of the
decision. Based on the criteria that the decision-making team used to assess each option in the Investigate Options
stage, the performance measures should help the team answer questions such as:

How do we know if our decision was a good decision?


Did we solve the problem?
How do we know if we achieved the team’s shared hopes?
What is the gap between our actual performance and our optimal performance?

The monitoring team should review the performance measures that the implementation team identified and confirm
that each will help answer the above questions.
During the Plan Ahead step, the implementation team also identified and completed some of the high-level tasks to
identify proper protocols to collect and report data. The monitoring team should review and expand on the work of
the implementation team by confirming that the protocols will be sufficient to collect information on all performance
measures. If not, the monitoring team should refine the protocols and add new ones as needed.

2. Determine Effects of New Protocols on Systems, Processes and Governance


Based on the performance measures and protocols identified, the monitoring team should specify:
How the current systems, processes and governance may need to change to adopt the tracking and reporting
protocols.
If new systems, processes or governance will need to be installed.

Execute the Monitoring Project Plan


As with the implementation project plan, executing the monitoring project plan is a matter of:
Completing each of the specified deliverables and tasks.
Reporting progress to the rest of the monitoring team and to the decision-making team (who is now acting as a
steering team).
If changes to the monitoring project plan are made, obtaining approval for each change from the decision-making
team.

Conduct a Post-Implementation Review


Once the monitoring methods have been established, the results of the decision should be tracked and reported.
Based on the results, it should now be clear if the team’s decision was a good decision, if it solved the problem, if the
decision helped to achieve the team’s shared hopes and if there are gaps between actual performance and optimal
performance.
The monitoring team should conduct a post-implementation review with the original decision-making team to assess
the successes and opportunities for improvement.
