3 Rails, Transition rails


Transition Rails are used in any case that from Rail UIC60 it is necessary to continue with
rail of lower profile, in this case 49E1 (S49). Those units are factory-produced and are
welded together.
The length of the heavier rail 60E1 (UIC 60) cannot be less than 8.40 m, while the length
of the lighter one 49E1 (S49) – 6 m.
Measurement – Payment
Measurement and payment are per piece of a transition rail."

I. Technically
 The "Aluminothermic welding system" by Electro-Thermit, already had been
submitted evaluated by the Engineer and is not approved for the moment,
despite the Engineers letters (ref. S0178, S0600, S0609, S0705) due to lack of
Contractor's actions taken regarding the quality check of the welding procedure
and the acceptance of the authority as per CS required.
 There is no methodology submitted regarding the on Site preparation of the
transition rails, which reduces the weldings, reduces time, and increases the
quality.
 The transition rail as per Design is 14.40m and is imperative. Regarding the
installation time, the required two weldings per piece of transition rail, factory
welded and prepared, need less time than the three weldings, cutting time, etc.
 The proposed welding for acceptance and use “Allegato 1: saldature promiscue
60E1/50E5”, is for the Connection of rails profiles UIC 60E1 and 50E5. The rail
profile UIC 50E5 differs from the profile S49E1. Specifically there significant
differences between the two profiles (pelm witdth: 125mm vs 135mm).
(Comment: What is in the Contractor's mind? to connect the rail UIC 60E1 directly with
the S49 without using the transition piece.

 Contractor’s possible proposal: turnout UIC60E1 + transition welding + S49 )
 The Contractor forgot that the products "Electro thermit welds" as welding
material already had been submitted, pending only the system's final acceptance
as in detail stated in our letters (ref. 0178, S0600, S0609, S0705) and as per EN
14730-1 and EN 14730-2 required.
II. Contractually
Regarding the use of Sub-Clause 13.2 [Value Engineering], your proposal is not
adequately substantiated as per the SC's provisions.

Following all previously mentioned, please proceed and submit all the required
documents for approval of the material "transition rails," as clearly requested in CS para
2.6.3, and in Engineer's letter ref. S0458 dated 15.7.20.
It is obvious that any delay from not respecting the Contract is on the Contractor and
not on the Engineer who tries to overcome the continuous shortfalls of the Contractor
related to the CS requirements and QA and other procedures..
