1. Purpose
To ensure a uniform approach to the Inspection, Certification and Testing of lifting gears &
accessories owned by Daqing Petroleum. To ensure the lifting gears & accessories in good or
acceptable condition. To ensure lifting operations safe.
2. Scope
This procedure covers all lifting gears & accessories owned by Daqing Petroleum. It presents the
minimum requirements of inspection, testing and certification of all lifting gears & accessories
owned and operated by Daqing Petroleum.
3. Management Responsibilities
To ensure all lifting gears & accessories are maintained and certified in accordance with this
procedure.
To take care that the lifting gears & accessories are cleaned prior to the inspection, the personnel
are appointed for visual inspection and after satisfactory results of the inspection the lifting gears &
accessories will be marked with appointed colors.
To require the third party to inspect the lifting equipments once a year.
Any item whatsoever which is used or designed to be used directly or indirectly to connect a load
to a lifting appliance or lifted equipment (e.g. a crane, chain block, air hoist, hydraulic winch) and
which does not form part of the load, but which is not itself able to lift, or lower a load e.g.
Plate Clamps
Shackles
Swivels
Beam Clamps
5. Inspection personnel
The personnel for lifting gears & accessories visual inspection in rigs should be appointed by rig
managers, rig mechanic or HSE supervisor are available as usual. In Daqing base HSE manager will
appoint inspectors, HSE or equipment officer can be as the inspectors.
Thorough inspection will be done by third party company, rig manager make an inspection
requirement to Daqing logistical department, HSE officer will do it in Daqing base. Logistical
department will find the special inspection company.
6. Inspection Frequency
The next thorough inspection for Daqing rigs should be undertaken in second quarter in 2012.
And then it will be repetitious in same time in next year.
7. Thorough Inspection
All items of lifting gears & accessories shall be subject to a thorough inspection giving critical
appraisal of the item in question, in accordance with this procedure. All inspections of lifting gears
& accessories shall be undertaken by a Lifting Inspector, who shall assess the fitness for its
intended use in accordance with the relevant item.
Certificates will be provided to rigs or base by the inspection company after the inspection.
All lifting gears & accessories, which have been inspected and found fit for purpose shall be color
coded.
All lifting gears & accessories will be marked by painting with color coding after every inspection,
slings will be marked with color circle on their neck, and others accessories will be paint whole
body.
The color of paint for marking & coding is changed quarterly, and it is appointed at time interval
yearly as follow:

RED color will be used to unorderly paint all unserviceable items which have some non-acceptable
defects. All lifting gears & accessories with unorderly RED paint will not permit to use anymore.
All items that are found unserviceable, but considered repairable shall be placed in a quarantine
area designated and a tag tied to the item giving details of the repairs required.
All proposed repairs to damaged items of lifting accessories must have the approval of the Lifting
inspector.
Items of lifting tackle that have been repaired shall be proof load tested before being taken back
into service. Then marked with current color.
Any repaired items which are failed to repair or test, should be ruined or destroyed immediately.
No repairs shall be carried out on any sling, shackle, ring or eyebolt. These types of defective lifting
items MUST be destroyed immediately to avoid to misuse again.
No maximum service life is specified for any item of lifting tackle, serviceability is determined by the
findings of the inspections.
d) Date of Inspection
