PROCLAMATION NO. 803

MANILA
WHEREAS, the construction, development, and operation of golf courses may result in the
disturbance of the environment and the ecology, utilization of vast amounts of water and other
scarce natural resources, withdrawal of lands from agricultural production, application of
harmful chemicals and substances, and disposal of waste products into the environment;
WHEREAS, under Section 4 of PD 1586, the President may, by proclamation, declare certain
projects, undertakings, or areas in the country as environmentally critical for the purpose of
securing an Environmental Compliance Certificate;
WHEREAS, to address the foregoing concerns, all golf-courses projects, regardless of location,
should be considered as environmentally critical;
NOW, THEREFORE, I, Fidel V. Ramos, President of the Philippines, by virtue of the powers
vested in me by law, do hereby declare the construction, development, and/or operation of golf
courses as an environmentally critical project.
DONE in the City of Manila, this 6th day of June, in the year of our Lord nineteen hundred and
ninety-six.
