1. Give one ethical issue in the Philippines
One of the national issues prior to President Duterte’s assumption to office was the prevalence of illegal drugs in the country. Between 2008 and 2016, 14.8 million Filipinos had used illegal drugs at least once (Dangerous Drugs Board, 2016). In his State of the Nation Address on July 25, 2016, Duterte vowed to launch an intensified the battle against illegal drugs. Drug abuse is the excessive, maladaptive, or addictive use of drugs for non- medicinal purposes. It also defines an emotional and sometimes physical state characterized by compulsion to take drugs on a constant basis in order to experience its mental effects. Drug abuse gives rise to dependence both physical and psychological leading to mental, emotional, biological or physical, social and economic instability. 2. What are the cause and effect of this issue in our country especially in the people? Shabu is the illicit drug most abused in the Philippines. More than 90 percent of villages near Metro Manila are drug affected neighborhoods. The drug is composed of hazardous chemicals which include acetone, lithium, toluene, hydrochloric acid, sodium hydroxide and ammonia. (UN World Drug Report, 2009) Based on the 2014 survey data of the Dangerous Drugs Board (DDB), men, 30 years of age, single and unemployed but with college education are affected at a rate much higher than other men and women. They come from lower middle-income levels (with an average monthly family income of P15, 423) and reside in urban areas, particularly Metro Manila. The levels of violence among the population are at an epidemic level. Based on DDB data, there has been an increasing hospital admission over drug use through the years. In 2014 alone, a 34-percent increase in drug-dependent admissions was recorded from the previous year. This is a significant change from the 19-percent increase in admissions in 2013. (Lanzone, 2016). Furthermore, the drug problem assumes epidemic proportions across the regions. In the current administration’s war on drugs, more than 4,000 users and peddlers of drugs surrendered in Tagum City, Davao; 1,592 across the Bicol region; and 762 in Taytay, Rizal. Called the “Duterte effect,” several hundreds have also emerged from faraway places, like Palawan, Isabela and Western Visayas. President Duterte revealed that the Philippines is facing an impending disaster due to the illegal drug problem. “If you have three million addicts, it means that you have at least 30,000 drug pushers". Considering this number, it will have to be bloody to win the war. Duterte is passionate in his concern over the proliferation of illegal drugs (Penol, 2015). 3. How can you help to give solution in personal way this ethical issue? If I suspect or know that my friend and someone I know is experimenting with or misusing drugs, I will: Talk to him or her. I can never intervene too early. Casual drug use can turn into excessive use or addiction and cause accidents, legal trouble and health problems. Encourage honesty. Speak calmly and express that I am coming from a place of concern. I’ll share specific details to back up my suspicion. Verify any claims he or she makes. Focus on the behavior, not the person. Emphasize that drug use is dangerous but that doesn't mean he/she is a bad person. Get professional help. If I think someone I know is involved in significant drug use, I’ll contact a doctor, counselor or other health care provider for help. It's never too soon to start talking to your friends and acquaintances about drug abuse. The conversations you have today can help them make healthy choices in the future.
