CHAPTER I

THE PROBLEM AND IT'S SCOPE

Introduction

Senior high school (SHS) refers to Grades 11 and 12, the last two years of the K-

12 program that DepEd had been implemented in 2012. Students begin to study in SHS

where their subjects introduces them to their preferred career path .

K to 12 Program covers 12 years of basic education (six years of primary

education, four years of Junior High School, and two years of Senior High School) to

provide sufficient time for mastery of concepts and skills, develop lifelong learners, skills,

development, employment, and entrepreneurship.Grade12 Senior High School

graduates are job-ready due to the work immersion program where it was included in

their curriculum according to the Department of Education (DepEd).The first batch of

Grade 12 students are expected to graduate in March, completing the K to 12 Basic

Education Program. The department made the statement following the concern of the

Philippine Chamber of Commerce and Industry (PCCI) on the minimum number of

training hours required from SHS graduates (Arayata,2018).

In other countries,(such as Japan, USA and Philippines)the availability of qualified

teachers is still an issue. This situation is serious in the Philippines because other

problems in SHS program include the need to construct . Other problems includes the

need to construct a huge number of classrooms and facilities. These were all addressed

by the government that secondary education has increasingly becoming a centralized

policy concerning the developing countries, particularly among those that have made

rapid progress in universalizing primary education.


Senior high-school students in our country are being prepared by our education

system for college and their respective careers. Most senior high-school students hope

to find a job after completing its course, especially those who came from poor families.

There is a study by the advocacy group Philippine Business for Education(2018) stating

that even if most of the senior high-school students are ready to work, the market is not

as prepared to receive employment for them. Only 20 percent of the 70 leading

companies in the country are open to hire these graduates. Senior high school becomes

mandatory in the Philippines that affects all the schools. There is one thought about the

adding of two years to basic education in order to decongest its curriculum and would be

a straight forward task. Another strategy of adding two years to basic education where it

invited colleges immerse they subjects they require to Basic Education. The Philippine

Business for Education (PBED) reported on the state of Philippine education and noted

that there is still a need to encourage more businesses to be open to hiring K to 12

graduates. Unfortunately, while a large number of entry level jobs are capable of being

filled with K to 12 graduates, many companies are still hesitant (Geronimo,2017). The

Philippine Institute for Development, studies also has a research on the country's senior

high-school program, the graduates, as well as the hiring companies. Their research

showed that many graduates are not satisfied with the jobs they get after graduating

from senior high school. Companies, however, want to hire graduates armed with the

skills the job market needs. The senior high school program was rolled out with the

intention of making all graduates become productive and employable. But the DepEd

alone cant make this program succeed. It needs the support of other stakeholders.

Hiring companies must also trust the program, which needs all the support it can get

from the private sector (Pascual,2019). The Philippine Daily Inquire carries today a full-

page ad published by the Coordinating Council of Private Educational Association

(COCOPEA) appealing to legislators to pass the K-12 legislative reform into law.
Understanding that the global situation today already does not just look at end degrees

in the assessments of graduates from the Philippines for properly paying jobs, but also

for twelve years of basic education, the Aquino administration through it's Department of

Education, has begun implementing the K-12 reform based on a wide consensus of it's

necessity and anticipating this legislation (Tabora, 2012).

The researchers observed, that here in Pagadian City most of the Senior high-

school graduates are not capable of getting a decent job with a high salary. Most of the

employer have a high standard on hiring their employees for they are much more prefer

to a college graduate that have more knowledge and skills to the chosen profession.

DepEd state that they are preparing senior high school students for college and to be

hirable for any works, but most of the time senior high school graduates who choose

working over being enrolled in college cannot get a job that best suits to their profession.

The objective of the study is to give a clarification to the readers and to the

listeners, of why there are some senior high school graduates are still jobless. Even

though the Department of Education announced that if someone completed senior high

school, the students will be able to get a suitable job, but base on the research there are

still SHS graduates students are unemployed.

Conceptual Framework

K-12 program is a part of the propose educational reforms of the Philippines

present President which shifts Philippine Basic Education system to 12 years plus kinder

from the current 10 years. This study was anchored on the point of view and theories of

the following well-known authorities which are closely relevant to researchers study.
Applying Social Cognitive Theory is self-regulated learning refers to the

processes use by learners to systematically and actively attain their personal goals.As

such,it involves an individual's use of cognition,behavior,and affect to sustain this pursuit

(Zimmerman & Schunk, 2011).Bandura's (2012) social cognitive theory explains

individual learning,development,acquisition of knowledge and self-regulated competency

within a social context,in which parents,peers,and teachers play a significant role as

social models.

Social Cognitive Career Theory states the implementation of the additional two

years in the Philippine high school system began in the school year 2016-2017 as part of

the k-12 program of the Department of Education. The two years of senior high school is

envisioned to provide ample time to acquire sufficient knowledge and mastery of skills

that will prepare students for higher education and future employment. With several

factors to consider, it may be difficult for a student to select a career path. This study

aims to create a tool that will guide students in choosing a particular career track using

social cognitive career theory (SCCT) analytic hierarchy process (AHP)

In Cognitive Development Theory , Planet (1980) says that the children will

through actively constructing knowledge through hands-on experience. He suggested

also that the adults role in helping the child learn was to provide appropriate materials for

the

child to interact and construct.

Statement of the problem

This study seeks to identify why senior high school graduates cannot get a job

easily. Specifically, the study sought to answer the following question:

1.Why are companies still hesitant to hire K-12 graduates?

2.Why did the government implemented the K-12 program?

3.What would be the assurance that K-12 graduates will be employed?

4.Is K-12 program really the solution of unemployment rate?

Assumption

This study will premised on the following assumptions.

1.For they prefer to hire a college graduate that has capabilities that can reach the

standard of the employer

2.K-12 will help the students to get a job after completing senior high school for they are

trying to lower down the unemployment rate.

3.The K-12 program will be sufficient to prepare students for works . Students will

acquire Certificates of Competency and National Certificate .

4.This program may help the students to enhance their abilities for better future.

Significance of the Study

The study bears great importance on the ground that it's findings shall give

knowledge to individuals, parents, specially Senior High School graduates.


Student. Found this study beneficial as it helps them understand the standards

of the qualifiers for the employer of the certain job which makes them strive to

proceed college.

Parents. This result gave the parents awareness that if their daughter/son will

complete senior high school , it won't be enough to get a decent job

Future Researchers. It enables future researcher and students to be

manifested with this research and to imply great understanding with k-12 students in

complying this solution to their lives.

Scope and Delimitation of the Study.

The data presented implied that the parents were also evaluating the

advantages and disadvantages of the implementation of the K-12 program.

Subject matter. The research respondents of the study of the students of

Zamboanga del Sur national high school -senior high school stand alone

Research Environment. The research team conducted the study at Zamboanga

del Sur National High School stand alone .

Research Participant. The research respondents comprises Students ,

Company and DepEd Officials.

Timeline. The research timeline of this study was started on June 2019 until

August 2019.

Research Design. The researchers use narrative methods and measures of the

variable specified in the problem research.


Research instruments. The research instruments used in the study are

questionnaires,cellular phones and laptops.

Data Gathering Technique. The data gathering of the study is to gather all the

statement of the respondents and tabulates the overall statement of the respondents.

Data Gathering Procedure. The research measuring information on variables of

interest and established systematic fashion the enables one to answer stated

research questions 

Data Analysis. Thematic analysis can be used to make sense of seemingly

unrelated material. 

Definition of Terms.

The following terms were used in the study and hereby defined theoretically:

Demographic. Relating to the study of changes that occur in large groups of

people over a period of time

Decongest. The process of relieving congestion

Acquisition. The act of acquiring something acquisition of property the acquisition

of knowledge.

Pursuit. The act of pursuing a job
