wide range of bachelor and masters programs in engineering and technology, economics and
management, as well as natural and health sciences. Since September 2015 all study programs in the
field of healthcare are restructured under the newly established Faculty (Institute) of Applied Health
Sciences, including new international bachelor and master programs with English-language instruction
at the European Campus Rothal-Inn in Pfarrkirchen, South-Eastern Bavaria. Dr. Chaltikyan is a full

AATM is a non-governmental, non-profit organization founded in December 2008 in Yerevan,
Armenia. The mission of AATM is to promote development of Telemedicine and eHealth field in
Armenia, via cooperation with central and local governmental structures, centralized coordination of
and assistance in Telemedicine and eHealth initiatives, promotion of cooperation between interested
stakeholders locally, collaboration with major international organizations, institutions and companies,
and development of educational activities. As the founding president and chief executive of the NGO,
Dr. Chaltikyan has been instrumental in developing the organization's mission, vision, policies and
strategy, in networking and collaboration, as well as in design and successful implementation of
AATM's projects and programs.

Healthcare ICT Projects ▪ AATM Pilot Telemedicine Project, supported by a grant through the USAID-funded Primary Health
(as the Principal or Country-Level Care Reform (PHCR) program (ca $45,000) - March-June 2010. Consisted of four major
Project Manager) segments: capacity building and expansion of the Association; research on the role of
Telemedicine and eHealth in improving quality, accessibility and cost-effectiveness of health care
system in Armenia; demo telemedicine system; evaluation and dissemination of the outcomes,
including public awareness campaign. The actual telemedicine system (a prototype of the
telemedicine network) consisted of PC-based stations, equipped with video-conferencing devices
and commercially available medical peripherals, connected via broadband link. Direct
teleconsultations were available in several specialties; teleconsultations also provided the primary
care physicians with CME content. During the period of operation of the system and upon
completion, systematic assessment was conducted, evaluating project’s feasibility and impact on
primary health care. The system reduced by 60-70% patients’ visits to remote specialists, allowing
timely diagnosis, improving treatment outcomes, increasing patients’ satisfaction, ensuring primary
care personnel’s professional growth, reducing health care costs, and contributing to overall
development of the target rural community.

▪ Support for Armenian National eHealth Program (Integrated Health Information System). AATM’s
leadership participated in multidisciplinary working group (eHealth Council) with inclusion of
government authorities, NGOs, academic and research centers, ICT representatives, and leading
experts in the field, and share their expertise and that of their international partners, to provide
professional input in elaboration of the key elements of the program, including: detailed analysis of
the current state of healthcare sector in the country, international experience in eHealth
development, country specific health policies and expected impact of eHealth on existing medical
practice, education and research in Armenia; cost analysis of implementing eHealth and budget for
each stage of development; national standards of interoperability, security and privacy; proposed
legislative and administrative measures, and other issues.

▪ Development of Telemedicine Network in Armenia – September 2010-present. Such network is


expected to function as a basis for distant medical consultations, electronic patients’ database,
virtual educational programs, electronic medical libraries, and platforms for continuing medical
education and international collaboration. AATM collaborated with local stakeholders, as well as
with international academia and industry partners (such as leading US telemedicine company
Medweb, and telemedicine software development and project management company from
Germany Klughammer), to establish and expand the telemedicine network in Armenia and make
telemedicine services incorporated into the mainstream of local healthcare.

▪ Mobile ECG Telemonitoring Project – October 2012 – June 2013. The system consisted of the
central data server connected via dedicated lines with monitoring workstations installed at
cardiology institutions and clinics, and lightweight portable single lead ECG sensors coupled via
Bluetooth with Android smart phones with special application preinstalled. The system allows any
person with heart problem to remain under ECG-surveillance 7/24, as long as necessary. The
system has successfully been installed and tested in a series of patients, demonstrating technical,
clinical and logistical feasibility.

▪ Development of Cloud Based Telemedicine and eHealth Platform – September 2011 – present.
The platform is a web-based application for delivering telemedicine and eHealth services to local
and international healthcare institutions, individual healthcare practitioners and general population
(individual citizens). Initial work on the Platform has been supported by joint business development
grant from CRDF Global (US Civilian Research and Development Foundation) and the Ministry of
Economy of Armenia.

▪ 1st Armenian International Congress on Telemedicine and eHealth ARMTELEMED: Road to the
Future – October 14-16, 2011. AATM in partnership with Russian-Armenian (Slavonic) University
(RAU) and Union of Information Technology Enterprises (UITE) organized and hosted the event
that, for the first time in the country and region, bringing together 287 Health ICT specialists and
enthusiasts from 20 countries.

▪ TEMPUS IV Project BME-ENA – Biomedical Engineering Education Initiative in Eastern


Neighboring Area (Country Coordinator) – 2013 – present. The project funded by the European
Commission through its higher education reform program (TEMPUS), involves besides AATM 16
universities from 7 EU countries (Belgium, Bulgaria, Greece, Italy, Poland, Romania, and Slovenia),
and 4 countries of the Eastern Neighboring Area (ENA) – Armenia, Georgia, Moldova and Ukraine,
is set to run for 3 years (December 2013 through November 2016), is initiated and coordinated by
the University of Patras in Greece, and aims to develop and establish at the participating
universities in Armenia, Georgia, Moldova and Ukraine a joint MSc program in Biomedical
Engineering, including Healthcare ICT, eHealth and telemedicine.

▪ Evaluation of Scientific, Educational and Practical Cooperation between German and Armenian
Institutions in Healthcare Information and Communication Technologies (Country Coordinator) –
2014-2015. The project jointly funded by the Federal Ministry of Education and Research of
Germany (BMBF) and the State Committee of Science of Armenia (SCS), aims at establishing
collaboration in the field of Healthcare ICT between the University Medical Center of Regensburg
(UKR), Deggendorf Institute of Technology (DIT), and telemedicine company Klughammer,
Russian-Armenian (Slavonic) University (RAU), and Armenian Association of Telemedicine
(AATM). The project further advanced collaboration between the two countries in the field of
Healthcare ICT. Within the frameworks of the project three German-Armenian Workshops on
Telemedicine and eHealth were organized in Yerevan on November 17-20, 2014; in Deggendorf
on April 13-17, 2015; and in Yerevan on June 19-21, 2015. The Workshops featured presentations,
discussions and practical sessions on current status and perspectives of development of
telemedicine and eHealth in Germany and Armenia, presented by experts from both countries.
