SCOPE
This Section covers the general requirements of the automatic capacitor control panel (ACCP). The contractor
shall provide all materials, labor, equipments, scaffoldings, etc., as required for the work of ACCP.
Unless conflicting, the requirements of this section shall be in addition to the particular requirements set out in
schedule of quantities.
STANDARDS APPLICABLE
The design, manufacture, supply, erection, testing and commissioning of the capacitors
covered by this specification shall comply with the latest editions of the Indian Standards,
unless otherwise specified in this specification.
In the event of offering equipment conforming to any standard other than Indian Standards, the salient points
of comparison between standards adopted and Indian Standards shall be indicated in the proposal.
CONSTRUCTIONAL FEATURES
ACCP shall be free standing, indoor type sheet metal panel with modular construction and suitable for
top/bottom entry of power/control cables. Thickness of sheet/steel shall not be less than 2.0mm. CRCA sheets
shall be used for the enclosure.
The capacitor portion should be modularly separate and segregated from rest of the portion of ACCP and shall
form one vertical portion of ACCP, to prevent and contain the damages in case of the unlikely event of
capacitors bursting.
The capacitor units shall be easily accessible and removable and interconnected to individual contractor
modules using PVC insulated multistrand copper wires whose continuous current carrying capacity is not less
than 150% of rated current of each capacitor unit.
The capacitor section shall be provided with generous cooling vents, with fine mesh screw-fitted from inside,
with louvers from outside.
These louvers shall be provided at front and back, generously dimensioned to provide adequate cooling and
when multi units are deployed in one module adequate cooling space all round each unit shall be ensured.
ACCP shall be provided with hinged doors, neoprene gasket fitted with twist type (L & T type) holding down
bolts, with concealed hinged construction and flush front with uniform panel depth through out the length.
An earth bus of size not less than 25 x 6mm aluminium shall be provided on the top with earth studs on either
side for safety earthing of ACCP.
Each individual module mounting plate, CT's etc., shall be separately grounded to this earth bus using PVC
insulated copper flexible wires of 4 Sq.mm (min).
Each door shall be earth bonded to the main-frame by providing braided flexible copper round tails, across the
hinged edge of each door. These earth bonds shall be bolted or screw fitted.
The ACCP construction shall ensure ease of access for maintenance at all times which is most important and
shall conform to national/international standards and good engineering practices.
A tentative G.A drawing of the ACCP showing the configuration and construction offered by vendors is
necessary at the tendering stage to assess the suitability of offer to the site conditions.
All aluminium bus bar joints shall be cleaned with fine emery paper, wiped clean with cloth, and special anti
corrosive paste like "Dowells" applied before making joints or tap-off.
Wherever copper to aluminium connections are to be made, copper-aluminium bi-metal spacers shall be used
(minimum 2mm thickness). At all electrical connections, proper size plated flat washers of min 2mm thick and
flat section plated spring washers shall be used, whether at bus bars or devices.
Further all bolts used in such connections shall be coated with a thin film of petroleum jelly before assembly
to prevent seizing and to make effective connections.
All hardware used in the assembly of panels shall be similarly thinly coated with petroleum jelly for ease of
removal even after a long period and to prevent corrosive seizing.
The bus-bars shall be PVC sleeved with heat shrinkable tubes with appropriate color codes as per standards,
except at joints and tap off where black non-adhesive PVC tapes shall be used.
All control wires shall be of PVC insulated multistrand copper conductors of 650V grade, ISI approved,
ferruled as per IS at both ends with Elmex type TB's with termination numbers etc., present.
All devices like switches, indication lamps etc., are to be provided with index labels of uniform length, size
and type of letters, which are fixed by screws to give aesthetically pleasing appearance.
Further all modules shall be fitted with labels like Bank 1, Incomer, ACCP Feeder etc., to identify the same.
All index plates etc., shall be of engraved type, white letters on black background, except equipment label
which shall be with engraved red letters on white background.
All devices like contractors, terminal blocks etc., shall have device reference label fixed next to them by
araldite and these shall correlate with the drawings. Paper labels are not acceptable.
Danger plates, earthing labels etc., are to be appropriately provided to meet the statutory requirements.
15mm thick rubber mat of an approved make shall be provided in front of the full length of the panel.
Operation :-
By selection of `Mode Selector Switch' MSS, in the panel it shall be possible to operate ACCP either in `Auto
Mode' or Full `Manual Mode'.
For `Auto Mode', 8/4 step PF control relay unit to be provided in ACCP Incomer portion. This relay shall have
following features :
b. The relay shall have feature to provide an adjustable delay of about 0-120 seconds from change over
from "Capacitor Off" signal to `Capacitor On' signal, to ensure
the capacitors are fully discharged before they are switched in, to prevent
dangerous transient over voltages.
c. The relay shall provide "LED" indications, to indicate to the operator the full
status of relay,
d. The relay shall be flush mounting type on the ACCP door and shall have
conveniently removable transparent glass or acrylic cover, also avoiding
inadvertent/ unauthorized tampering of relay controls, once set.
If MSS is kept in `Manual' Mode it shall be possible to switch the capacitor banks on and off in any sequence,
through push buttons provided for each bank. Each bank shall also be provided with `On' Indication lamp.
b. The `Manual' operation of ACCP shall be available as described even in the case of failure of PF
control relay.
An emergency, stay put type mushroom-head push button "Emergency Off" shall be available to de-energise
all the contractors and also switch off the incoming MCCB both in Auto and Manual positions of MSS.
The control voltage of ACCP shall be 240V AC, with all operating coils of contractors etc. rated for 240V
AC.
HRC fuses shall be used in the control circuits for protection and isolation.
TESTING
The capacitor bank shall be subject to tests as specified in relevant Indian Standards at the factory and the test
certificates shall be furnished in quadruplicate. The contractor shall be responsible in getting the approval
Certificate from Relay testing division of the relevant Electricity Board.
INSTALLATION
1) ACCP Capacitor banks shall be installed as per installation manual of supplier and shall conform tor relevant
Indian Standards.
2) All interconnections in the control panel shall be checked before commissioning.
3) Cable end cores shall be sealed after cable connections to prevent absorption of moisture.
4) Testing and commissioning :
5) Insulation resistance shall be tested with a 1000 volts meggar between phases and phase
to earth.
6) Residual voltage shall be measured after switching off of the capacitors and the same shall not be more than
50 volts after one minute.
7) Each discharge resistor shall be tested for its working.
