1. ALL BUILDINGS MUST BE DESIGNED, CONSTRUCTED, AND EQUIPPED TO PROVIDE LIGHT AND
VENTILATION OF A QUALITY THAT IS NECESSARY IN ACCORDANCE WITH THE PROVISIONS OF THE
CIVIL CODE OF THE PHILIPPINES ON EASEMENTS OF LIGHT AND VIEW.
2. ALL BUILDINGS ARE REQUIRED FACING A STREET, OR A PUBLIC ALLEY, OR EVEN A DULY
APPROVED PRIVATE STREET.
3. IT IS NOT PERMISSIBLE FOR A BUILDING TO UNDERGO STRUCTURAL CHANGES REDUCING THE SIZE
OF ANY ROOM, OR THE AREA OF WINDOWS, LESS THAN THE DIMENSIONS PROVIDED FOR
BUILDINGS. CREATING ADDITIONAL ROOMS MAY BE ALLOWED IF AND ONLY IF IT CONFORMS TO
WHAT IS REQUIRED UNDER THIS RULE.
4. NO STRUCTURE SHALL BE EXTENDED WITH THE GOAL THAT THE COMPONENTS OF THE
NECESSARY COURT OR YARD WOULD BE NOT AS MUCH AS WHAT IS RECOMMENDED FOR SUCH
BUILDING LOTS.
1. THE COMPUTATION OF SITE OCCUPANCY OR LOT OCCUPANCY WILL BE TAKEN AT THE GROUND
LEVEL AND WILL BE EXCLUSIVE OF COURTS, YARDS AND LIGHT WELL.
2. THE DIMENSION OF COURTS, YARDS, AND LIGHT WELLS IS THE AREA COVERED BY THE WALLS
ENCLOSING THEM. THIS RESTRICTION DOES NOT INCLUDE ROOF LEADERS, WALL COPINGS, SILLS,
OR STEEL FIRE ESCAPES NOT EXCEEDING 1.20 METERS IN WIDTH.
1. TO GET THE MEASUREMENT OF THE PERCENTAGE OF SITE OCCUPANCY, IT SHOULD BASE ON THE
GROUND LEVEL AND THE COURTS, YARDS AND LIGHT WELLS ARE NOT INCLUDED BECAUSE THESE
SHOULD BE MEASURED CLEAR OF ALL PROJECTIONS FROM THE WALLS ENCLOSING THEM WITH
THE EXCEPTION OF ROOF LEADERS, WALL COPINGS, SILLS, OR STEEL FIRE ESCAPES NOT
EXCEEDING 1.20 METERS IN WIDTH.
3. THE MAXIMUM SITE OCCUPANCY SHOULD DEPEND ON THE USE, TYPE OF CONSTRUCTION, AND
HEIGHT OF THE BUILDING AND THE USE, AREA, NATURE AND LOCATION OF THE SITE; AND
SUBJECT TO THE PROVISIONS OF THE LOCAL ZONING REQUIREMENTS AND IN ACCORDANCE WITH
THE FOLLOWING TYPES OF OPEN SPACES:
A. PUBLIC OPEN SPACES – SOME OF THESE ARE THE STREETS, ALLEYS, EASEMENTS OF
SEA/LAKESHORES, RIVERS AND ETC.
B. TOTAL OPEN SPACES WITHIN LOT (TOSL) – SOME OF THESE ARE COURTS, YARD AND ETC.
CONSISTING OF TWO TYPES: PAVED OR TILED SUB-CLASSIFICATION OF OPEN SPACE THAT
WILL FALL UNDER MAXIMUM ALLOWABLE IMPERVIOUS SURFACE AREAS (ISA) WITHIN
THE TOTAL LOT AREA (TLA) AND UNPAVED AREAS WITHIN THE LOT THAT ARE WITH
EXPOSED SOIL AND PLANTED.
4. THERE IS AN ALLOTTED DATA TO DETERMINE THE MAXIMUM ALLOWABLE PERCENTAGE OF SITE
OCCUPANCY (PSO), MAXIMUM ALLOWABLE IMPERVIOUS SURFACE AREA (ISA), MAXIMUM
ALLOWABLE CONSTRUCTION AREA (MACA), MINIMUM UNPAVED SURFACE AREA (USA), AND THE
TOTAL OPEN SPACE WITHIN LOT (TOSL) WITH REFERENCE TO TYPE OF LAND USE ZONING PER LOT.
A. TOTAL OPEN SPACES WITHIN LOT (TOSL) ARE PART OF THE TOTAL LOT AREA (TLA) IS NOT
OCCUPIED BY THE MAXIMUM ALLOWABLE PSO. THE TOSL MAY CONSIST OF EITHER THE
MAXIMUM ALLOWABLE OR THE USA OR MAY ALSO BE THE COMBINATION OF THOSE
TYPES OF OPEN SPACES.
II. THERE SHOULD BE NO FIREWALLS IN FRONT AND REAR PROPERTY LINES FOR R-2
LOT TYPE AND IT IS ONLY ALLOWED AT ONE SIDE.
III. ABUTMENTS ARE ALLOWED ON TWO SIDES ONLY OR ON ONE SIDE AND THE REAR
PROPERTY BUT THERE SHOULD BE NO ABUTMENT IN FRONT PROPERTY LINE FOR
ANY R-3 LOT TYPE.
V. ABUTMENTS ARE ALLOWED ON TWO SIDES ONLY OR ON ONE SIDE AND THE REAR
PROPERTY BUT THERE SHOULD BE NO ABUTMENT IN FRONT PROPERTY LINE FOR
ANY R-5 LOT TYPE.
VI. THERE SHOULD BE NO ABUTMENT IN FRONT PROPERTY LINE FOR ANY C-3 LOT
TYPE AND ABUTMENTS ARE ONLY ALLOWED ON TWO SIDES OR ON ONE SIDE AND
THE REAR PROPERTY.
D. LOT TYPE/LOCATION
THERE ARE SEVEN TYPES OF LOTS AND THEY ARE DESCRIBED ACCORDING TO
THEIR LOT POSITION WHETHER IT IS IN THE CORNER, BESIDE THE STREET, INSIDE LOT AND
ETC.
E. VARIANCE
FOR LOTS ABUTTING ON ONLY ONE PUBLIC OPEN SPACE, THE DEPTH OF THE OPEN
SPACE TO BE PROVIDED SHOULD BE 8.00 METERS AT MOST AND FOR THOSE LOTS
ABUTTING TWO OR MORE PUBLIC OPEN SPACES, THE DEPTH OF THE OPEN SPACE TO BE
PROVIDED SHOULD BE LESS THAN 12.00 METERS.
1. COURTS AND YARDS SHOULD HAVE A MINIMUM EASEMENT OF 2.00 METERS STARTING FROM THE
PROPERTY LINES TOWARDS THE OUTERMOST FACE OF THE BUILDING (FOR THE REASON OF
NATURAL LIGHT OCCURRENCE AND VENTILATION). IN ADDITION TO THIS, ALL INNER COURTS
MUST BE CONNECTED TO A STREET OR YARD WITH A MINIMUM WIDTH OF 1.20 METERS, EITHER
THROUGH A PASSAGEWAY OR BY A DOOR THROUGH A ROOM OR ROOMS.
2. AS PART OF THE GENERAL PROVISIONS FOR LIGHT AND VENTILATION, A REQUIRED OPEN SPACE
WILL CONFORM TO PROVIDING THE MAXIMUM LIGHT AND VENTILATION IN THE BUILDING IF THE
SPACE ITSELF IS TO BE LOCATED TOTALLY OR DISTRIBUTED ANYWHERE WITHIN THE LOT WHICH
CAN BE SEEN FROM FIGURE VIII.12 THROUGH FIGURE VIII.15.
3. YARD IS THE REQUIRED OPEN SPACE LEFT BETWEEN THE OUTERMOST FACE OF THE
BUILDING/STRUCTURE AND THAT OF THE PROPERTY LINES (E.G. FRONT, REAR, RIGHT, AND LEFT
SIDE YARDS) WHEREAS THE WIDTH OF A YARD IS CALLED A SETBACK. THE YARDS PRESCRIBED
VARIES FROM THE TYPE OF BUILDING:

Note:
(a) THE SETBACK REQUIREMENTS SHOWN ABOVE ARE APPLICABLE TO NEWLY-
DEVELOPED REQUIREMENTS.

PURPOSES) BUT HAVING SETBACKS AT TWO SIDE IS CONSIDERED OPTIONAL.

CERTAIN CONDITIONSE NUMERATED UNDER SECTION 804, SUBSECTION 10 OF THIS

5. FOR ONE OR TWO STOREY BUILDINGS, A COURT WIDTH OF NOT LESS THAN 2 METERS IS A MUST.
HOWEVER, IF IT WILL BE TREATED AS A YARD OR VICE VERSA, ONLY THEN THAT IT MAY BE
REDUCED TO NOT LESS THAN 1.50 METERS IN ANY CLUSTER LIVING UNITS WITH AN AREA OF NOT
LESS THAN 3.00 SQ. METERS. SEPARATION WALLS/FENCES SHALL BE HIGHER THAN 2.00 METERS.
ONLY IRREGULAR-SHAPED LOTS WILL BE EXEMPTED FROM HAVING A MINIMUM WIDTH OF NOT
LESS THAN WHAT IS REQUIRED.
6. BUILDINGS OF MORE THAN TWO STOREY IN HEIGHT SHALL HAVE THEIR MINIMUM WIDTH OF THE
REAR OR SIDE COURT INCREASED WITH 300 MILLIMETERS FOR EACH ADDITIONAL STOREY UP TO
THE FOURTEENTH STOREY IN HEIGHT. THE REQUIRED WIDTH OF THE COURT WILL THEN BE
COMPUTED BASED ON THE FOURTEENTH STOREY THAT WILL SHOW INCREMENTAL SETBACKS.
7. OPEN SPACES SHALL BE UNOBSTRUCTED FROM THE GROUND TO HIGH UP FOR LIGHT AND AIR TO
PASS THROUGH SINCE, THIS IS ESSENTIAL FOR DAILY PUBLIC ACTIVITIES MAKING IT MORE
CROWDED NOR POLLUTED.
9. INDIVIDUAL LOT HAVING A FRONT YARD UNDER THE OCCUPANCY OF BASIC R-2/R-3/R-4 CAN BE
USE AS CARPORT WHENEVER NEEDED WITHOUT OBSTRUCTING ANY WALKWAYS BUT RESTRICTED
TO BE A PARKING SPACE USE.
10. ABUTMENTS WHICH COULD BE CLASSIFIED AS RETAINING WALLS, SUPPORT OR FIREWALLS MAY
BE PERMITTED WHEN FULFILLED THE RULES UNDER THE TOPIC OF OPEN SPACES, WINDOW
OPENING AND MINIMUM FIRE RESISTIVE. ABUTMENT TO BE FAMILIAR WITH, LOOK LIKES
FIREWALL AND COULD ACT AS ONE NOR SUPPORT WHICH HIGHLY OBSERVED IN COMMERCIAL
SUBDIVISION ZONES HERE IN PHILIPPINES.
11. THIS PART ONLY TACKLES ABOUT THAT STRICT RESTRICTIONS MUST BE SUBJECTED WHENEVER
CONFLICTS OR CONFUSIONS EXIST FOR THE UTMOST EFFICIENCY OF THE GOALS OF ITS RULES AND
REGULATIONS.
1. ROOMS WITH ARTIFICIAL VENTILATION SHOULD HAVE MORE THAN 2.40 METERS CEILING HEIGHT
AND IF THE STRUCTURE IS MORE THAN ONE-STOREY, THE CEILING HEIGHT OF THE FIRST FLOOR
SHOULD NOT BE LESS THAT BE 2.70 METERS, 2.40 METERS FOR THE SECOND FLOOR AND THE
SUCCEEDING FLOORS SHOULD HAVE A MORE THAN 2.10 METERS ABOVE THE FINISHED FLOOR.
ABOVE STATED ROOMS WITH NATURAL VENTILATION, ITS CEILING HEIGHTS SHOULD BE MORE
THAN 2.70 METERS.
2. MEZZANINE FLOORS SHOULD HAVE A CEILING OF 1.80 METERS AT THE VERY LEAST ABOVE AND
BELOW IT.
A. SCHOOL ROOMS ARE REQUIRED TO HAVE AT LEAST 3.00 CU. METERS WITH 1.00 SQ. METER
OF FLOOR AREA PER PERSON.
B. WORKSHOP, FACTORIES AND OFFICES MUST HAVE A MINIMUM OF 12.00 CU. METERS PER
PERSON.
C. HABITUAL ROOMS SHOULD HAVE A MINIMUM OF 14.00 CU. METERS OF AIR SPACE PER
PERSON.
2. IT IS POSSIBLE FOR WINDOWS OPEN INTO A ROOFED PORCH WHERE THE PORCH:
A. ABUTS A COURT, YARD, PUBLIC STREET OR ALLEY, OPEN WATER COURSE AND OTHER
PUBLIC OPEN SPACES;
C. HAS ONE OF THE LONGER SIDES AT LEAST 65% OPEN AND UNOBSTRUCTED.
3. EAVES, CANOPIES, OR AWNINGS OVER REQUIRED WINDOWS SHALL NOT LESS THAN 750
MILLIMETERS FROM THE SIDE AND REAR PROPERTY LINES.
4. IN ALL TYPES OF ABUTMENTS (SUCH AS FIREWALLS) THAT IS PLACED ALONG PROPERTY LINES
SHALL NOT HAVE ANY OPENINGS ON/AT/THROUGH/WITHIN EXCEPT FOR PERMITTED VENT WELLS.
THIS RULE STRICTLY APPLIES TO ALL NEW AND EXISTING DEVELOPMENTS.
A. THEY CAN BE OPENED FROM THE INSIDE WITHOUT THE USE OF ANY TOOLS;
B. A WIDTH OF NOT LESS THAN 820 MILLIMETERS AND A HEIGHT OF 1 METER IS THE
MINIMUM CLEAR OPENING;
C. THE BOTTOM OF THE OPENING SHOULD NOT BE MORE THAN 820 MILLIMETERS FROM THE
FLOOR;
D. IF THE STORM SHUTTERS, SCREENS, OR IRON GRILLES ARE USED, IT MUST BE PROVIDED
WITH QUICK OPENINGS AND DESIGNED NOT TO DROP IN THE GROUND WHEN OPENED
FROM THE INSIDE FOR EMERGENCY EXIT;
E. ALL AREAS OUTSIDE A FIRE EXIT WINDOW/GRILLE MUST BE FREE OF OBSTACLES AND
LEAD DIRECT ACCESS DOWN INTO THE GROUND OR STREET LEVEL.
1. ALL VENT SHAFTS OR VENTILATION SHALL HAVE A HORIZONTAL CROSS-SECTIONAL AREA NOT
LESS THAN 1.00 SQ. METER FOR EACH METER OF HEIGHT OF SHAFT HOWEVER FOR NO SITUATION
WILL THE AREA BE UNDER 1.00 SQ. METER. NO VENT SHAFT WILL HAVE ITS LEAST DIMENSION
UNDER 600 MILLIMETERS.
3. AIR DUCTS SHALL OPEN TO A ROAD OR COURT BY A HORIZONTAL DUCT. SUCH DUCT MUST HAVE A
MINIMUM CLEAR CROSS-SECTIONAL AREA OF AT THE VERY LEAST 0.30 SQ. METER WITH A
MINIMUM DIMENSION OF 300 MILLIMETERS. THE OPENINGS TO THE DUCT WILL BE AT LEAST 300
MILLIMETERS OVER THE ROAD SURFACE.
1. VENTILATION SKYLIGHTS REPLACING WINDOWS MUST HAVE A GLASS AREA OF AT LEAST EQUAL
TO THE LATTER. MOVABLE SASHES OR LOUVERS MUST HAVE A NET FREE AREA IN CLOSE
PROXIMITY TO THAT OF THE WINDOWS REPLACED. ARTIFICIAL VENTILATION OF EQUIVALENT
EFFECTIVENESS IS ALLOWED.
A. FOR ROOMS ENTIRELY ABOVE GRADE AND USED FOR OFFICE, CLERICAL, OR
ADMINISTRATIVE PURPOSES, OR AS STORES, SALES ROOMS, RESTAURANTS, MARKETS,
FACTORIES, WORKSHOPS, OR MACHINERY ROOMS, NOT LESS THAN THREE CHANGES OF
AIR PER HOUR SHALL BE PROVIDED.
B. FOR ROOMS ENTIRELY ABOVE GRADE AND USED AS BAKERIES, HOTEL OR RESTAURANT
KITCHENS, LAUNDRIES OTHER THAN ACCESSORY TO DWELLINGS, AND BOILER ROOMS
NOT LESS THAN TEN CHANGES OF AIR PER HOUR SHALL BE PROVIDED.
C. FOR AUDITORIUM AND OTHER ROOMS USED FOR ASSEMBLY PURPOSES, WITH SEATS OR
OTHER ACCOMMODATIONS NOT LESS THAN 0.03 CUBIC METER OF AIR PER MINUTE SHALL
BE SUPPLIED FOR EACH PERSON.
D. FOR WARDS AND DORMITORIES OF INSTITUTIONAL BUILDINGS NOT LESS THAN 0.45 CUBIC
METER OF AIR PER MINUTE SHALL BE SUPPLIED FOR EACH PERSON ACCOMMODATED.
3. FOR OTHER ROOMS OR SPACES NOT SPECIFICALLY COVERED UNDER THIS SECTION OF THE CODE,
APPLICABLE PROVISIONS OF THE PHILIPPINE MECHANICAL ENGINEERING CODE, SHALL BE
FOLLOWED.
EXCEPTION:
1. IF YOU FOLLOWED THE TERM AND CONDITIONS, VARIANCES, EXCEPTION, OR DEVIATIONS
IS ALLOWED FROM THE PROVISION OF LIGHT AND VENTILATION.
