A1: CONNECTION APPLICATION PROCEDURE
1. Introduction
State Grid Code specify the minimum technical and design criteria to be complied with by a
Transmission Licensee and Users connected to or seeking connection to the intra-State
transmission system. Section 13 lays down methodology for establishing or modifying
existing arrangement of connection with intra-State Transmission System. Application for
establishing or modifying existing arrangement of connection to and/or use of intra-State
transmission system is to be submitted to the State Transmission Utility in the prescribed
form and in accordance with prescribed procedure specified by STU. This document
describes the procedure for establishing new connections or modifying existing arrangement
of connection to and/or use of the intra-State Transmission System.
2. Objectives
The objective of this procedure is to ensure that minimum technical and design criteria as
specified in the State Grid Code are fully complied with by each Transmission Licensee
(including MSETCL and others) and Users connected to or seeking connection to intra-State
transmission system.
3. Background
The state power system is bound to expand with the addition of new transmission lines and
users and it should continue to perform with specified reliability, security, and quality
standards at any point of time. It should be ensured neither that neither a new connection to
the transmission system adversely affects the Grid nor that any existing system adversely
affects any new connection.
Procedures are required to be laid down in order to ensure that
(a) a prospective user is well informed, in advance, of the standards and
conditions that his system has to meet for being integrated into the existing
power system, the standards and parameters of the existing system with which
his system has to be interfaced and the electrical environment in which his
system has to operate
This procedure shall apply to all new applications for establishing or modifying existing
arrangement of connection to and/or use of intra-State transmission system.
Transmission Licensees, forming part of the InSTS, and Users, having connection(s) to the
InSTS are required to comply with these Procedures within a maximum period of one year as
allowed in the MERC (State Grid Code) Regulations, 2006.
CONNECTION APPLICATION PROCEDURE
5. Definitions
In this procedure unless the context otherwise requires the definitions of terms used shall be
as follows:
2. ‘Apparatus’ means all equipment in which electrical conductors are used, supported
or of which they form a part;
3. ‘CEA or Authority’ means the Central Electricity Authority constituted under Sub -
Section (1) of Section 70 of the Act;
7. ‘Electrical Plant’ means any plant, equipment, apparatus or appliance or any part
thereof used for, or connected with, the generation, transmission, distribution or
supply of electricity but does not include-
a. an electric line; or
8. ‘Grid Entry Point’ means a point at which a generating unit is connected to the Grid;
9. ‘Grid Supply Point’ is a point of supply from the transmission system to a distribution
system or to a Bulk consumer;
10. ‘Intra-State Transmission System’ (InSTS) means any system for conveyance of
electricity by transmission lines within the area of the State and includes all
transmission lines, sub-stations and associated equipment of transmission licensees in
the State;
11. ‘Isolating Device’ means a device for achieving isolation of one part of an electrical
system from the rest of the system;
12. ‘Protection’ means the system whereby abnormal conditions on a system are detected
and fault clearance, actuating signals or indications are initiated;
13. ‘Site Common Diagram’ means drawings prepared for each Connection Point, which
incorporates physical layout drawings, electrical layout drawings, common
protection/control drawings and common service drawings;
16. ‘Single Line Diagram’ means diagrams which are a schematic representation of the
HV/EHV apparatus and the connections to all external circuits at a Connection Point
incorporating its numbering nomenclature and labelling;
17. ‘State Grid Code’ means the MERC (State Grid Code) Regulations, 2006 specified by
the Commission under Section 86 (1) (h) of the Act;
19. ‘User’ means a person, including in-State Generating Stations, Distribution Licensees
Consumers of the Distribution Licensees directly connected to intra-State
transmission system and persons availing of Open Access, who are connected to
and/or use the intra-State transmission system.
The words and expressions used and not defined herein shall have same meaning as assigned
to them under State Grid Code.
6. Operational responsibility
Nodal officer nominated by State Transmission Utility shall have operational responsibility
for maintaining this procedure and ensuring that the process is carried out on a continuous
basis.
A prospective user and transmission licensee proposing a new connection shall comply with
the following conditions:
(a) The user shall meet the requirements in accordance with the provisions of
State Grid Code, Standards on Grid Connectivity and Grid Standards specified
by the Authority and IEGC specified by CERC.
(b) Requisite protections shall be provided in the user’s system to protect the
intra-State transmission system from the faults originating in the user’s
systems
(d) The User shall furnish requisite data to STU and the transmission licensee as
the case may be for enabling it to conduct interconnection studies.
(e) The User is obliged to cooperate with the transmission licensee, STU and
SLDC in respect of the operational matters listed below, but not limited to: -
(v) Furnish data to the STU / transmission licensee, State Load Dispatch
Centre, Western Regional Power Committee and any committee
constituted by appropriate Government or Authority for disturbance
analysis and other studies
(f) The user shall provide meters for accounting and audit purposes as per the
standards specified by Authority under Section 73(e) of the Act.
(g) The user shall make arrangements for integration of the controls and tele-
metering features of his system into the Automatic Generation Control,
Special Protection System, Energy Management Systems and SCADA system
of the respective state / region.
(h) The user shall be required to provide the voice and data communication
facilities as decided by SLDC or WRLDC as the case may be.
8. Connection Standards
The applicable technical standards for construction of electrical plants, electric lines and
connectivity to the InSTS shall be as per the standards notified by the Authority under clause
(b) of Section 73 of the Act:
Provided that the prevailing guidelines of the Authority shall be considered until the
standards are notified under clause (b) of Section 73 of the Act by the Authority.
9. Safety Standards
The applicable safety requirements for construction, operation and maintenance of electrical
plants and electric lines shall be as per the standards notified by the Central Electricity
Authority under clause (c) of Section 73 of the Act. And till the time Central Electricity
Authority notifies standards under clause (c) of Section 73 of the Act, prevailing guidelines
of the CEA will be followed.
All equipment at connection point whether of Transmission Licensee or of User shall comply
with minimum technical and design criteria specified in the State Grid Code. Minimum
requirement of connected equipment is given at Annexure-1.
(b) The copy of Application Form and Procedure for Connection with intra-State
Transmission System can be obtained from Nodal Officer of STU as given
below. The copy of application form and the procedure is also available at
MSETCL web-site htpp://www.mahatransco.com and can be downloaded
from website.
(c) In case any User desires to establish connection of his system or desires
modification of his existing connection with system of other Transmission
Licensee other than STU, he shall send copy of the application to the such
other Transmission Licensee also.
(d) The application shall be submitted to the Nodel Officer of STU at the address
given below:
(e) The concerned Transmission Licensee or User as the case may be shall
forward copy of application to the State Load Despatch Centre at the

(a) After initial scrutiny the State Transmission Utility shall forward a copy of the
application to the following:
(b) The STU or Transmission Licensee in whose system the connection is being
sought may carry out the power system studies as considered appropriate to
study and analyse the effect of such new connection / modification on his
system and the systems of other Users connected with its system.
(c) The Transmission Licensee in whose system the connection is being sought
and other Transmission Licensees and other Users if their system is likely to
be affected as a result of such new connection/ modification may make their
suggestion / comments on the proposed new connection or modification of
existing connection.
(d) The State Transmission Utility within 30 days of receipt of application after
considering all comments and suggestions from Transmission Licensee in
whose system the connection is being sought and other Transmission
Licensees and Users if their system is likely to be affected as a result of such
new connection/ modification shall either:

(e) The voltage level at which the applicant is offered to be connected to the
InSTS shall be governed by the standards notified by the Authority and
prevailing guidelines adopted by the State Transmission Utility.
(f) The applicant and the Appropriate Transmission Licensee, in whose system
the connection is being sought, shall finalise a Connection Agreement on
acceptance of the offer by the applicant. Provided that the State Transmission
Utility shall be provided with a copy of the Connection Agreement:
(g) Provided further the State Load Despatch Centre shall be provided with a copy
of the above mentioned Connection Agreement by the State Transmission
Utility on request.
(h) The State Transmission Utility shall, upon compliance of the required
conditions by the concerned Transmission Licensee/ User, shall notify the
concerned Transmission Licensee/User that it can be connected to the InSTS.
Annexure-1
Sub-station Equipment
All Extra High Voltage (EHV) sub-station equipments shall comply with Bureau of Indian
Standards/ International Electro-Technical Commission/prevailing Code of practice.
All equipment shall be designed, manufactured and tested and certified in accordance with
the quality assurance requirements as per the standards of International Electro technical
Commission or the Bureau of Indian Standards.
Each connection between a User and InSTS shall be controlled by a circuit breaker capable of
interrupting, at the connection point, at least the short circuit current as advised by State
Transmission Utility in the specific Connection Agreement.
Fault Clearance Times
The fault clearance time for primary protection schemes, when all equipments operate
correctly, for a three phase fault (close to the bus-bars) on Users’ equipment directly
connected to InSTS and for a three phase fault (close to the bus-bars) on InSTS connected to
Users’ equipment, shall not be more than:
(a) 100 milli seconds for 800 kV class & 400 kV
Back-up protection shall be provided for required isolation/protection in the event of failure
of the primary protection systems provided to meet the above fault clearance time
requirements. If a Generating Unit is connected to the InSTS directly, it shall be capable of
withstanding fault, until clearing of the fault by back-up protection on the InSTS side.
Protection
Protection Systems shall be provided by all Transmission Licensees and Users to isolate the
faulty equipments and protect the other components against all types of faults,
internal/external to them, within specified fault clearance time with reliability, selectivity and
sensitivity:
Provided that all Users or Transmission Licensees shall provide protection systems as
specified in the Connection Agreement.
Relay setting coordination shall be done at regional level by Regional Electricity
Board/Regional Power Committee for inter-State and important intra-State transmission lines
affecting regional grid .
Reactive Power compensation and/or other facilities shall be provided by Users, as far as
possible, in the low voltage systems close to the load points thereby avoiding the need for
exchange of Reactive Power to/from the InSTS and to maintain the InSTS voltage within the
specified range. Line Reactors may be provided to control temporary over voltage within the
limits as set out in connection agreements. The additional reactive compensation to be
provided by the User shall be indicated by State Transmission Utility in the Connection
Agreement for implementation.
Users shall endeavour to minimize the Reactive Power drawal at an interchange point when
the voltage at that point is below 95% of rated voltage, and shall not inject Reactive Power
when the voltage is above 105% of rated voltage. Interconnecting Transformer taps at the
respective drawal points may be changed to control the reactive power interchange as per a
User’s request to the State Load Despatch Centre, but only at reasonable intervals.
Switching in/out of all 400 kV bus and line Reactors throughout the grid shall be carried out
as per instructions of State Load Despatch Centre. Tap changing on all 400/220 kV
Interconnecting Transformers shall also be done as per the instructions of State Load
Despatch Centre only.
Communication Facilities
Reliable and efficient speech and data communication systems shall be provided to facilitate
necessary communication and data exchange, and supervision/control of the State Grid by the
State Load Despatch Centre, under normal and abnormal conditions.
All Users and Transmission Licensees shall provide the required facilities at their respective
ends as specified in the Connection Agreement:
Provided that the equipments/devices for communication and data exchange shall be
provided considering the guidelines of State Load Despatch Centre, the interface
requirements and other such guidelines/specifications as applicable.
All Users and Transmission Licensees shall provide all the requisite recording instruments as
specified in the connection agreement in accordance with the agreed time schedule.
