E-tenders are invited from the experienced contractors/firms for “Construction of 220 KV D/C Transmission Line on Single Zebra (Rudrapur-
Srinagar via Ghansali)” Under Package-II (Construction of 220 KV D/C Line on Single Zebra conductor from Chakrada (near Ghansali, Dist.
Tehri Garhwal) to Rudrapur (near Guptkashi Dist. Rudraprayag) against Tender Specification no. PTCUL/E-Tender/C&P-II/TL-11/2017-18.

The Tender document can be seen & downloaded from the e-tender website www.tenderwizard.com/PTCUL and Tender can be submitted on or before
due date along with requisite cost of tender documents/tender fee (Non refundable) shall have to be paid by crossed demand draft in favour of MD,
PTCUL, Payable at Dehradun. The Cash, cheque or postal orders shall not be accepted.

PART- A
1 The entire Works under the Contract shall have to be completed in all respects within 15 months from the date of issue of Letter of Award.
2 The EMD can be submitted in the form of Bank Demand Draft/BG/FDR/CDR in favour of MD, PTCUL payable at Dehradun from any Scheduled Bank
/nationalized Bank.
3 The prospective bidders are advised to obtain their user ID, Password, Company ID from website www.tenderwizard.com/PTCUL by clicking on hyper link
“Vendor Registration” for registration on e-tender website.
4 The bidder can freely view and download the e-tender document from the website www.tenderwizard.com/PTCUL on or before the date as mentioned in column
No. 7 of above table. However, for participation in the tender, the bidder shall have to upload the details of DD (tender fee as mentioned above) at the time of
request of the e-tender. The tender fee shall be as mentioned above in the shape of DEMAND DRAFT of any scheduled bank payable at Dehradun in favour of
“MD, PTCUL, Dehradun” which must reach Superintending Engineer (C&P-II), PTCUL, Vidyut Bhawan, Near ISBT crossing, Majra, Saharanpur Road,
Dehradun along with EMD and Schedule-C in separate envelope on or before the due date & time of submission & opening of technical bid. The scanned copy
of tender FEE shall also be uploaded on e-tender website at the prescribed place.
5 The tender document can be seen/downloaded from e- tender website www.tenderwizard.com/PTCUL. The price bid format and PQR Excel sheet in PDF format
is given for ready reference only.
The price bid format in excel sheet and PQR excel sheet (in soft not in PDF) may also be downloaded from e-tender website after uploading the details of
requisite tender fee/ DD along with scanned copy of the tender fee/DD.
The bidder has to quote their prices in ‘price bid format in excel sheet’ only as given on e-tender website. The price bid in PDF is strictly not to be
submitted/uploaded.
The bidder has also to upload the duly filled ‘PQR sheet in excel’ on e tender website.
All the tender documents will be carried out only through E-tendering mode and the bidder has to submit all his tender documents (Like PQR Excel Sheet and
Price Bid) in the e-tendering website http://www.tenderwizard.com/PTCUL and in the mean time the bidders has to scan their Earnest Money Deposit (EMD),
and all the pre-qualifying documents/Supporting Documents for uploading and also submit the hard copy of the same (at least Two set) to the office within the
last date and time of the submission of tender.
This office is not responsible if the tender fee, EMD and Schedule-C is delayed in transit or is not made available by the Postal Department / Courier at the
address prescribed above.
6 The bidders shall scan EMD to be given as DD in favour of MD, Power Transmission Corporation of Uttarakhand Ltd., Dehradun on any Scheduled Bank in
Dehradun or by Bank Guarantee from any Nationalized Bank in the format provided in the tender document. The scanned EMD as mentioned must be uploaded
in PDF/ .gif or .jpg format in addition to sending the original as stated above.
It is mandatory for the bidders to submit the tender fee in the form of DD (Non refundable), original hard copy of the EMD and schedule “C”
(all should be in a single separate envelope) and the hard copy (at least two set) of all other the pre-qualifying documents/Supporting Documents/certificates
of tender document to SE (C&P-II) office on or before due date & time of opening of technical bid.
7 The Bidders who are not already registered with PTCUL shall take the printout of the Vendor Registration form which is given at the end of this notice and shall
submit the same duly filled along with Vendor Registration fee of Rs.10000/- (plus 18% GST) to be paid as DD in favor of MD, PTCUL, Dehradun. The
Vendor Registration form, along with supporting documents and vendor registration fee must reach at Superintending Engineer (C&P-II), PTCUL, ‘Vidyut
Bhawan’, Near ISBT crossing, Majra, Saharanpur road, Dehradun.
8 E-Tenders will be received and opened on the date as mentioned above or any extension thereof. In case the above date is holiday, the tenders will be received
& opened on the next working day.
9. It is mandatory for the bidder to submit the hard copy of Schedule-C (Bid validity declaration) and ‘Declaration’ regarding correctness of the documents, in
Rs.100 stamp duly notarized, as per the format given in the PQR excel sheet of the tender documents and also upload the copy of the same on e-tender website
with the supporting document of your technical bid proposal.
10 As per guidelines/circular dated 31.08.2011 and dated 18.04.2010 by Directorate STQC, IT Department, New Delhi and CVC, Govt. of India, the use of class-3
Digital Signature, procured from any certifying authority, is made mandatory for the firms to login on the website www.tenderwizard.com/PTCUL of Power

11 The bidders are requested to read all the instructions/conditions of the bid documents & NIT carefully and submit their bid accordingly. Be insured that all the
required and supporting documents has to be uploaded on e-tender website.
PART B
Pre Qualifying Criteria
A. Technical Qualifying Requirement
Qualification of the bidder

Qualification of bidder will be based on meeting the minimum pass/fail criteria specified below regarding the Bidder’s Technical Experience, Manufacturing
Facilities and Equipment Capabilities as demonstrated by the Bidder’s responses in the corresponding Bid Schedules. The bid can be participated by any
individual firm or a joint venture of firms (specific requirements for joint venture are given in SBD).
Owner reserves the right to waive minor deviations if they do not materially affect the capability of the Bidder to perform the contract.
Part-A Technical Experience

i) The bidder shall have completed physical construction of 220 KV or higher voltage class double circuit transmission line project(s) involving supply of
material, tower foundation, erection and stringing not less than cumulative line length of 46.5 KM as a prime contractor in hilly terrain within the last seven (7)
years as on the originally scheduled date of bid opening:

ii) The bidder should have its own design or access to design, drawing and testing facilities for towers upto 220 KV or higher voltage class with
single/twin/triad/quad conductor per phase.

iii) The bidder should have satisfactorily completed 220 KV or higher voltage class double circuit transmission lines project involving river crossing/valley
crossing.

iv) The bidder must comply the GTP of various items along with vendor name for supply of items in case of bought out items. All items should be type tested
during last five (5) years.

v) It is binding to the bidders to submit all the supporting documents at the time of bid.

Part-B Manufacturing Facilities

a) The Bidder should have its own manufacturing facilities for the Transmission Line towers and tower parts having the following minimum manufacturing
capacities and manufacturing experience:-

i) Manufacturing capacity per financial year:

4462 MT

ii) Manufacturing experience: Average quantity of latticed steel structures(transmission line tower parts, microwave tower parts, substation structures etc.)
manufactured per financial year, during the last three financial years should not be less than :

2231 MT
or
b) Alternatively, the Bidder should have assured access from tower manufacturer(s) meeting the requirement of Part-B (a) (i) & (ii) above. In such a case, the
bidder shall furnish the list of proposed manufacturer(s) alongwith Undertaking in the bid to guarantee quality & timely supply of tower parts. The manufacturer(s) of
tower parts should be approved vendor in PTCUL/PGCIL or bidder may also propose the other vendor already approved in PGCIL subject to approval of PTCUL.

Note: For bidders to qualify in more than one package, the technical experience and manufacturing capability shall not be less than the sum of requirements
stipulated for the packages he proposes to qualify for.
B. Financial Qualifying Requirement
1. Minimum Average Annual Turnover:- The minimum average annual turnover of the tenderer for the best three years (36 months) out of the last five years
should not be less than Rs. 78.50 Crores.
2. Access to Finances:– The Bidder must demonstrate availability of access to finance for Rs. 15.70 Crores at the time of bidding through a certificate (as per
Annexure-A) duly certified by a Chartered Accountants/ Auditor of the company which shall not be more than one month old as compared as compared to the date
of submission of the bid.
For Financial Qualification Criteria, lead partner of JV Firms should meet minimum 50% of Financial Qualification Requirement (FQR) and collectively meet total
Financial Qualification Requirement of the respective tender. All partners of JV Firms should have the experience for activities of Construction/Manufacturing of
items or equipments/Supply of items or equipments or products, meant for transmission utilities only.
3. Experience of having successfully completed similar works during last 7 years ending last day of month previous to the one in which applications are invited
should be either of the following:
(a) Three similar completed works costing not less than the amount equal to Rs. 26.20 Crore.
OR
(b) Two similar completed works costing not less than the amount equal to Rs. 32.71 Crore.
OR
(c) One similar completed works costing not less than the amount equal to Rs. 52.33 Crore.

In the above criteria, the “Similar Work” is defined as "Construction of transmission line of voltage 220KV or above".
Note: For bidders to qualify in more than one package the financial qualification requirements as given above shall not be less than the sum of
requirements stipulated for the packages he proposes to qualify for.
3.0 E.P.F. Registration certificate is mandatory to be submitted with the technical bid (part-I).

The other details, terms & conditions are given in tender documents.
Under signed reserves the right to reject the offer of one or all the tenderers without assigning the reason thereof.
E-Tenders will be received and opened on the dates as mentioned above. In case the above date is holidays, the tenders will be received & opened on the next
working day at same time. This office is not responsible if the tender documents are delayed in transit or are not made available by the Postal Department /
Courier. The under signed reserve the right to reject any or all tenders without assigning any reason thereof and no claim on this account shall be acceptable.
The tenders received after the date & time as mentioned above shall not be considered. All other details and terms & conditions are available in tender
document.
