Autogate Application

Technologies employees authorized by the nature of their duties to receive such information, or individuals
or organizations authorized by Assimilated Technologies in accordance with existing policy regarding
release of company information.
1. Introduction
1.1 The objective of this document is to provide the system and functional
specification for a set of custom-designed automated border clearance
autogate (hereinafter called “autogate”), inclusive of software for the
operation, monitoring and management of autogates.
2. Background
2.1 The autogate is intended to mitigate and off-load the increasing volume of
air passengers transiting through the borders via the traditional manual
clearance process. It is expected for the autogate to complement, fully
support and exceed the performance of existing security measures for
manual clearance of air passengers entering and exiting Indonesia.
2.2 The autogates will be used only by Indonesia citizens who have been
issued with the Indonesian biometric passport (hereinafter called the
“e/passport”) or non-biometric machine readable passports (MRP).
However, the autogate must be able to be expanded to include support for
certain classes of permanent residents, e/passport holders e.g. APAC
Travel Card Holders, ASEAN nationals, etc. in a future phase to be
determined by the authorities.
2.3 For MRP, the passport information and fingerprint will be obtained from
the backend SPRI system.
2.5 The autogate system will be implemented at a multiple sites within ports
throughout Indonesia.
3. Common Terminology
The following section shall declare the terminology used through this
specification paper to promote commonality in usage and understanding.
3.1.2 Door-A (or entrance door) Set of 2 door flaps located at the
entry point at the front of the autogate channel.
3.1.3 Door-B (or exit door) Set of 2 door flaps located at the
exit point at the rear of the autogate channel.
3.1.5 Gate Side Panel The panel forming the lateral side
of the autogate, with a panel on the left and one on the right, forming the
secure channel in-between. Side by side parallel autogates share the
same panel between them, for e.g. a left side panel is also the right side
panel of the next autogate to the right, and vice-versa.
4. Functional Requirements
4.1.1 When the autogate is powered up, it must run an automatic initialization
sequence to self-test the workability all its critical components. An
alert shall be made when failure of any of these occur.
4.1.2 The autogate must perform a handshake to the back-end to ensure that it
can send transactions to it. If the back-end is not contactable, the
autogate shall not start up.
4.1.3 A monitoring officer responsible for the autogate must login before
operation. This login step ensures that the manning officer is audited
as the officer responsible for the autogate’s operations.
5.1.1 Each Control Stations shall be able to monitor multiple the operational
status of autogates. The monitoring system must be accessible
through the use of a smart phone, tablet or tablet PC acting as mobile
monitoring station.
5.1.2 In the event of any irregularities, the System shall alert the Control Station
indicating the type of irregularity;
5.1.3 The System shall provide means for the officer to remotely stop the
operation of the autogate.
5.3.1 The system shall support the following immigration clearance workflow:
5.3.1.1 Allow the traveller to scan his/her passport at the entry gate door;
5.3.1.3 Send traveller information such as image of the passport biodata page
and information extracted from the Machine Readable Zone to back-
end preliminary immigration checks;
5.3.1.4 Upon successful immigration checks, Door-A shall open to allow the
traveller to enter the gate;
5.3.1.5 The entry gate door shall close as soon as the traveller has entered
Door-A;
5.3.1.6 The traveller shall proceed to scan his/her fingerprint at the BPU;
5.3.1.8 Upon successful fingerprint matching and photo capture, Door-B shall
open to allow the traveller to exit;
5.3.1.9 Door-B shall close after the traveller has successfully exit the gate;
5.4.1 The System must be able to handle irregularities, it may be necessary for
the autogate monitoring officer to intervene and manually resolve a
condition to assist a user at the autogate.
Autogate Dimension
6.1.1.1 The gates shall have a slim and sleek facade of autogate body no
wider than 273mm and no higher than 1680mm. The passageway
width between autogate bodies shall be no wider than 700mm to
900mm;
6.1.1.2 The gates shall have a simple and timeless design such that they look
approachable and easy to use. They shall look slim, light and sleek
with no bulky parts. Where possible, edges shall be rounded for safety
and for a mild look;
6.1.1.5 There shall be no unnecessary exposed nuts and bolts. Key holes for
access into the equipment casing shall be easily accessible, yet
cleverly hidden from passenger view or kept sleek.
6.1.2.1 The gates shall be a 2-door model, i.e. a set of entrance doors and a
set of exit doors with a secure channel in-between. The minimum
height of the entrance doors and the exit doors is 1.1m. The space
below the doors must prevent a human being of height 1.2m or taller
from being able to crawl under it when the doors are closed. There
shall be a minimum safety gap of 80mm between the closed autogate
doors to prevent fingers from getting caught when the autogate doors
close;
6.1.2.2 The autogate doors shall open and close smoothly with minimal noise;
6.1.2.3 The autogate doors shall be made of durable, high quality scratch-
resistant polycarbonate material that is easy to maintain. The Supplier
shall indicate the estimated mean cycle before failure of the autogate
doors, taking into account the high passenger traffic volume. The gates
shall not shatter. The doors must be easily replaceable;
6.1.2.5 The time taken to open the autogate doors shall be no more than 1
second, the same shall apply for the time taken to close the autogate
doors; and
6.1.2.6 For security purposes, the autogate door shall also be high enough to
prevent jump/slide and low enough to prevent slip-through by the
passenger;
6.1.2.7 The autogate system must be able to detect attempted forced opening
of any of the doors and generate an alarm.
6.1.3.1 Each side panel of the autogate shall have a minimum height of
1300mm. The side panel shall be installed with half-height glass panels
with a minimum height of 1300mm;
6.1.3.2 The passageway between the two panels shall be adjustable according
to the customers’ requirement. The recommended normative width is
700mm to 900mm;
6.1.3.3 Where relevant, any side walls shall also be made of durable material
that is scratch-free, easy-to-maintain and firm and sturdy enough to
withstand heavy knocking/leaning;
6.1.3.4 The side walls shall allow immigration officers and authorities a clear
view as passengers pass through the gates; and
6.1.3.5 For security purposes, the side walls shall be high enough to prevent
evasion by the passenger.
6.1.4.1 The exterior finishing of the autogate metal body shall be of hairline
finishing, imparting an aesthetically pleasing “grained” or “brushed
metal” look-and-feel;
6.1.4.2 The finishing shall minimize the retention of fingerprints and scruff
marks.
6.1.5 Signal
6.1.5.2 Any lighting or flash equipment proposed shall not be overly glaring
and can be integrated seamlessly into the autogate design without
compromising the aesthetic requirements of the autogate.
6.2.2.2 LED status indicator display facing the front of the autogate displaying
green or red to prompt the movement of travellers;
6.2.2.3 Door drive motors shall be of the swing type, rotating on a vertical axial
plane to swing horizontally forwards and rearwards;
6.2.2.5 2 x TFT LCD monitors, located at the FGU and in-channel BPU, for
user interfacing and prompting. The LCDs shall provide instructional
display to guide the traveller on the proper use of the autogate at the
entry door and when inside the secure channel;
6.2.2.6 1 x TFT LCD monitors touch-screen type, located at the RGU, for
officer monitoring, control, supervision and resolution of alarm
conditions;
6.2.2.7 LED alarm light to indicate various alarm conditions and flashes during
an error or irregular case situation so that an immigration officer can
investigate and assist;
6.2.2.8 Passport scanner, optical full page capture, full ”lay-on” design,
supports reading of ICAO-9303 compliant passports, including
integrated ISO14443A/B contactless smartchip reading support for
ICAO LDS 1.7-compliant e/passports;
6.2.2.9 Facial image capture camera with at least 2 megapixel resolutions, for
the capture of travellers’ face image photographs;
6.2.2.12 A Help call button within the secure channel, for traveller to press in
case he faces difficulty and requires assistance;
6.3.1.1 The autogate system’s door motors and their driving controllers shall
be durable and reliable;
6.3.1.2 The ramping and running speed of the motor shall be programmable.
This allows maintenance personnel to balance the door speed and
torque force with its mass to ensure fast and yet safe operation;
6.3.1.3 Left and right side flaps of the doors can be synchronized under 50 ms
delay;

6.3.2.1 The passport scanner shall be installed at the entry of the autogate for
reading the passports and other travel documents;
6.3.2.2 The proposed passport scanner shall meet, but not limited to, the
following requirements;
6.3.2.5 The support for contactless ICs in travel documents must minimal
support the following:
6.3.2.6 The passport reader must be able to scan and access data contained
in e/passport IC regardless of their location within the passport book
i.e. embedded in the data page, in the passport cover, sandwiched in
the middle spread of the book pages, etc. The IC chip must be read
concurrently with the optical data in a single pass;
6.3.2.9 The passport reader shall have the following minimal imaging
capability:
Image resolution capacity must be at least 400dpi (dots per inch), with
an average effective output resolution of at least 380dpi
Supports multiple wavelength illumination including broadband white
visible light (430 - 700 nm), NIR light (at B900 specifications of 890 nm
as per ICAO 9303 specification Parts 1-4), UV-A (365 nm +/- 5%)
using LED light sources
Reads 1D barcodes (2 of 5 interleaved, 2 of 5 industrial, Code 128,
Code 39)
Reads 2D barcodes (PDF 417, QR, DataMatrix and Aztec formats)
Supports retro-reflective laminate detection and imaging in both visible
and IR illumination using LED coaxial light sources
Images provided as BMP, TIFF, JPEG and PNG in 24-bit depth format
6.3.2.10 The passport reader must support the OCR data capture of all ICAO
9303 compliant machine readable passports with machine readable
zones (MRZ). Additionally, the passport reader must be configurable
or trainable to read and OCR other types of non-ICAO 9303
documents, including ID-1 sized cards, ID-2 sized travel documents,
ID-3 sized travel documents such as visas, etc.
6.3.2.11 The passport reader should have a low profile not exceeding 123 mm
in height and 162 mm in width, in order to reduce the bulk of the
autogate. The passport reader should be a model that is designed for
kiosk usage and includes designed-in mechanical mounting points,
rails, screw bosses, etc. for ready installation into a kiosk interior
chassis;
6.3.2.13 The passport reader must provide complete access to images, OCR,
RFID and device event data using an included Software Development
Kit (SDK);
6.3.2.14 The SDK, drivers, tools, utilities and associated software provided must
be compatible with the following environments: Windows 2000 SP4,
XP SP3, Vista, Windows 7 (32-bit & 64-bit);
6.3.2.18 The passport reader shall have the following minimal certification
compliance:
6.3.3.1 The proposed fingerprint scanner shall meet, but not limited to, the
following functional requirements:

6.3.5.2 The proposed processor shall be tamper resistant, durable, safe and
shall function effectively and accurately under both normal and adverse
environmental conditions, e.g. temperature and humidity changes,
dusty surroundings.
6.3.5.3 The proposed processor shall be compact in size and housed securely
inside the autogate chassis interior.
6.3.5.4 The proposed processor installed at the autogate channel, if any, shall
support all the attached autogate equipment.
6.3.5.5 The proposed processor shall receive inputs from various devices at
the channel such as OCR scanners and fingerprint scanner.
6.3.5.7 The proposed processor shall monitor the status of the autogate
equipment, including the autogate embedded controllers, fingerprint
scanner, passport scanner, etc., so that officers are appraised of the
condition of the operating equipment.
6.3.5.9 If the Site Server is offline or unavailable, the processor shall be able to
continue its clearance process in a standalone mode.
