1. Introduction

1.1 The objective of this document is to provide the system and functional
specification for a set of custom-designed automated border clearance
autogate (hereinafter called “autogate”), inclusive of software for the
operation, monitoring and management of autogates.

Description of Indonesia Autogate Application Ver 1.1 Dtd 30 Sep 2015

2. Background

2.1 The autogate is intended to mitigate and off-load the increasing volume of
air passengers transiting through the borders via the traditional manual
clearance process. It is expected for the autogate to complement, fully
support and exceed the performance of existing security measures for
manual clearance of air passengers entering and exiting Indonesia.

2.2 The autogates will be used only by Indonesia citizens who have been
issued with the Indonesian biometric passport (hereinafter called the
“e/passport”) or non-biometric machine readable passports (MRP).
However, the autogate must be able to be expanded to include support for
certain classes of permanent residents, e/passport holders e.g. APAC
Travel Card Holders, ASEAN nationals, etc. in a future phase to be
determined by the authorities.

2.3 For MRP, the passport information and fingerprint will be obtained from
the backend SPRI system.

2.4 An enrollment system may be offered as an option. It will be implemented

to allow non e-passport MRP holders such as foreigner to be enrolled for
autogate use.

2.5 The autogate system will be implemented at a multiple sites within ports
throughout Indonesia.

3. Common Terminology

The following section shall declare the terminology used through this
specification paper to promote commonality in usage and understanding.

3.1.1 Gate orientation To standardize the orientation of the

autogate and the associated terminologies like “left side”, “right side”,
“front” or “rear”, the standard orientation shall always be standing facing
the autogate at the entrance of the autogate looking towards the exit of the
autogate.

3.1.2 Door-A (or entrance door) Set of 2 door flaps located at the
entry point at the front of the autogate channel.

3.1.3 Door-B (or exit door) Set of 2 door flaps located at the
exit point at the rear of the autogate channel.

3.1.4 Secure channel The space in-between the 2

doors where the traveller (hereinafter called the “autogate user”) is
securely enclosed during biometric verification; specifically the channel is
considered secure when both sets of doors are closed, confining the
autogate user in the channel.

3.1.5 Gate Side Panel The panel forming the lateral side
of the autogate, with a panel on the left and one on the right, forming the
secure channel in-between. Side by side parallel autogates share the
same panel between them, for e.g. a left side panel is also the right side
panel of the next autogate to the right, and vice-versa.

3.1.6 Front gate unit (FGU) A part of the autogate located at

the right hand side of the entry point at the front of the autogate housing
the Passport Reader, LCD display panel and LED visualizer display.

3.1.7 Rear gate unit (RGU) A part of the autogate located at

the right-hand side of the exit point at the rear of the autogate.

3.1.8 Biometric payload unit (BPU) A part of the autogate located

inside the secure channel housing the facial capture cameras, fingerprint
scanner, LCD display panel and associated peripherals associated with
the capture of the traveller’s biometric credentials.

3.1.9 LED Status Indicator Panel consisting of LEDs (red

and green colors) mounted at the FGU for the purpose of guiding traveller
traffic through the autogate.

3.1.10 System Governing operating system

software and embedded firmware that controls the autogate mechanisms
and attached peripherals.

3.1.11 Monitoring System (MS) Administrative client software that

receives status messages and events from the System to allow the
monitoring of the operating status and error conditions of the autogate in
real time.

3.1.12 Administration System (AS) Administrative client software that

allows the autogate managers to set configuration parameters to
customize the operational behavior of the autogate.

3.1.13 Industrial PC (IPC) An Industrial PC located inside

the RGU. For high-level autogate control through the System & other
applications

4. Functional Requirements

4.1 Autogate Initialization

4.1.1 When the autogate is powered up, it must run an automatic initialization
sequence to self-test the workability all its critical components. An
alert shall be made when failure of any of these occur.

4.1.2 The autogate must perform a handshake to the back-end to ensure that it
can send transactions to it. If the back-end is not contactable, the
autogate shall not start up.

4.1.3 A monitoring officer responsible for the autogate must login before
operation. This login step ensures that the manning officer is audited
as the officer responsible for the autogate’s operations.
