1.0 INTRODUCTION

1.1 General

The Assa North - Ohaji South (ANOH) project is a Greenfield Nigerian gas development aimed at
supporting the domestic market and production initially targeting for Q2 2020. Assa North field is
located in block OML 21 and is operated by Shell Petroleum Development Company.

The field extends into block OML 53, where it is called Ohaji South and is operated by SEPLAT
Petroleum Company. In combination, the unitized field is called ANOH. ANOH is located in Imo
State, close to Owerri and about 70 km North-West of Port Harcourt. ANOH will be developed by a
Joint Venture (JV) consisting of the Nigerian Government holding 57.5%, SEPLAT holding 20%,
Shell holding 15%, TOTAL holding 5% and AGIP holding 2.5%.The JV will be operated by Shell
Petroleum Development Company (SPDC).

The midstream will be operated and developed by ANOH Gas Processing Company Ltd. (AGPC).

The Midstream facility will be developed and delivered into the market in two phases:

 Phase 1: 300mmscfd subject to offtake agreements being in place.


 Phase 2: 300mmscfd Future subject to offtake agreements and feed stock gas being in place
from ANOH/Unit, OML 53 and other adjoining fields.

The plant will be designed for 600 mmscfd on plot suitable for 900 mmscfd.

The overall purpose of the ANOH Gas facilities is to receive wet gas from the ANOH field, deliver
processed gas into the OB3 pipeline and evacuate the resulting condensate to the export terminals in
Brass, Bonny or for local refining.

PROJECT LOCATION

1.2 Purpose

The purpose of this method statement is to describe the procedure which shall be followed for
Installation of chain link fence and the fabrication procedure for the steel gates to comply with
schedule of finishes, the General, Architectural & Civil Specifications for the Project and Owner /
Engineer requirements.

The following sections identify and describe the key objectives and scope of services relating to
specific project responsibilities and execution activities.

1.3 The Task

This task and activity deals with the installation of chain link fence, fabrication and installation of steel
gates as per approved drawings and project specifications.

1.4 Key Objectives

The overall key objective of this plan is to demonstrate the step by step methodology for the
installation of chain-link fence and the steel gates being part of the minor civil works for the provision
of construction worksite ancillary services at anoh project site)

2.0 ROLES & RESPONSIBILITIES AND ORGANIZATION CHART

 Project Manager
o Site construction and his team will report to project manager.
 Construction Manager
o Make arrangement for availability of all relevant documents.
o Ensure the availability of necessary documents & resources available with
Subcontractor.
o Liaison with Owner/Engineer & Subcontractor in-charges for necessary test &
inspection.
o Tracks the schedule & plan work accordingly.
o Liaison with all Electrical/MEP work in-charges for all interfaces works and plans
the work accordingly at site.

o Ensures the control at work spots in person.
o Verifying the percentage compliance as per risk assessment.

Subcontractor’s TBT (Tool Box Talk)

3.0 SEQUENCE OF ACTIVITIES WITH RESPONSIBILITIES


3.1 Pre-commencement Requirements

 Approved drawings and work procedures shall be obtained from O/E prior to the start of
activity.
 Safety regulations as per specifications and standard.
 All HSE activities related to the project will be based on the company issued HSE
Management System Guidelines
 Area clearance obtained from other discipline / sub-contractor

3.2 General Requirements

Before start of the work the following shall be ensured:


 Tools, Equipment & Machinery is suitable and approved for use.
 Availability of suitable quantity of approved material for the works as per specification and
O/E requirements.
 Area clearance obtained from other discipline/subcontractor.
 Erection of scaffolding shall be installed by certified scaffolders.
Proper erection of scaffolding shall be inspected by HSE before using

3.3 Delivery, Storage & Handling of Materials

 All materials shall comply with the specifications regarding quality, dimensions, strength etc.
 The material shall be approved and shall be used as per the Approved drawings

3.4 Execution

3.4.1 Surface Preparation


 Clean the surfaces of the area where to start the installation of Chain link fence.
 Installation of scaffolding for work place shall be inspected and marked by green tag prior to
use.

 Layout markings including coordinates and levels shall be done by the surveyor for the
execution of work.

3.4.2 Installation/Erection of Beams and Channels


 Prior to start of the activity, the location of intermediate / straining / corner post & temporary
gate post shall be marked all around the proposed AGPC Office area
 Excavate post bases (450mm x450mm) to a minimum depth of 600mm and remove the
excavated materials from site where applicable.
 Intermediate / straining / corner post & temporary gate post welded with base plate shall be
properly aligned over the excavated holes and shall be fixed rigidly with mass concrete.
 The frames shall be fixed with approved hinges and screws to the gate posts.
 Gate setting out shall be aligned to the line, level and elevation as per the approved
drawings.
 The line wires shall be provided and fixed to the posts with approved accessories as per
approved drawings.
 The line wires shall be strained between straining post to straining post, end post to straining
post and gate post to straining post by fixing clamps & short winders to strain the wires.
 Once the line wires are strained, then it shall be secured to the posts by means of stirrup
wire.
 Unroll the fence fabric near the line posts and weave the end mesh to get the required length
from straining post to straining post.
 Weave stretcher bars through the end mesh and secure it to the first straining / end / gate
posts (whichever is applicable). The other end of the fence fabric shall be pulled to the
required tension and then in a similar way stretcher bars shall be weaved through the mesh
and secured to the next straining post.
 Once the fencing is strained between straining posts, it shall be tied to the line wire at every
300 mm centres throughout the fence line and also to the posts additionally to give maximum
reinforcement to the structure.

3.4.3 Inspection and Testing


 Before steel structures erection works to be started, Client shall be notified through
inspection request.
 Client comments on work shall be rectified and notified for re-inspection, if any.

3.4.4 Fabrication of Steel Gates


 Reception and unloading of materials always take place as near as possible to the place of
erection, the lay down area are cleansed and levelled
 A suitable forklift or mobile crane is use for unloading
 Care are e6ecuted in handling the various components and bundles to minimize damage to
paint
 Any damaged material, which should be repaired or returned, shall be separated
immediately after arrival and documented
 The project engineer shall be informed, to allow him assess what effect this might have on
the construction programme
 When handling individual members the following shall be noted"
 Parts with different reference marks shall not be mixed or packed together
 All parts that can be easily damaged shall be adequately protected during transport and
handling
 Components in the storage area shall be kept off the ground, protected from damp and dirt
by means of sleepers or battens.
 Regarding the storage and use of welding consumables, the following shall be noted"
 The electrodes shall be packed in closed and sealed packages or tins.
 Storage shall be in closed and dry place to prevent condensation and special care shall be
taken to avoid damaging the coating.
 When basic type electrodes are used, they shall be dried or baked in accordance with the
 welding procedure
 Once the sealed packets have been opened, the electrodes shall be placed in a portable
 drying oven
 Mobile drying ovens shall be provided with an insulated quiver in which the electrodes taken
from the nearest oven are kept.
 Surface cleaning: Structural sections from the rolling mills may require surface cleaning to
remove mill scale prior to fabrication and painting.
 Cutting and Machining: Following surface preparation, cutting to length is always the first
process to be carried out, and this is done by the use of Flame Cutting or Burning.
 All cutting and machining shall be in accordance with drawing dimensions supplied in the
project drawings.

3.4.4.1 Erection of Steel Gates

 An inspection of the foundation, to check the levelling and alignment of the gate supports,
shall be made before erection commences
 A fixed levelling point and three fixed alignment points shall be established for this purpose

 Errors in the foundation identified at this stage, shall be corrected using packer plates.
 The structure shall be braced and true as the erection proceeds
 Works at a height shall be minimised by the use of sub assembly units where practicable
where sub assembly shall be carried out on site, it shall be done behind the lifting equipment
in order that the assembly can be lifted straight off the ground and into position
 During lifting damage shall be minimised on the paint treatment by the use of softwood
packers and to ensure that the load will not slip as it is being lifted and that the sling chains
or wires are not damaged.
 Where the structure needs additional rigidity during erection temporary stiffening shall be
used to ensure the rigidity of structure until the permanent connections are made

3.4.4.2 Paint Application

Before paint is applied, clean dust and dirt and other contamination from the freshly painted
surfaces.
Apply primer and subsequent coats immediately after inspection and acceptance of the
surface.
Apply primer the same day the metal is cleaned. If the metal is blast cleaned and remains
unpainted overnight, blast clean it again prior to priming
Spray apply primer in accordance with the manufacturer’s recommendations
For application for intermediate and finish coats, wet stripe all edges, bolts, welds, rivets,
corners, and other irregularities either by brush or by a separate and distinct spray operation,
prior to the application of the full coat
Provide safe access for inspection, as required by the Client Engineer, prior to application of
the full coat over the striped areas
Apply intermediate and final coats to areas of steel that will be inaccessible prior to the stage
of construction that prevents access.

4.0 REQUIREMENTS

4.4.3 Risk Assessment


 Risk assessment to be ensured that it is available in the work spot
 All control measures as per risk assessed to be implemented and ensured before start of
work
All workers shall be made aware of the risk involved in carrying out the activity and requirement of
control measures during toolbox talk

5.0 EMERGENCY PROCEDURES

 In case of any emergency situation the workmen should follow the emergency response
procedure and must gather in the assembly point. The emergency response procedure
should be conveyed to the work men through the toolbox talk in prior to the carrying out of
the activity.
 The necessary safety measures will be taken to prevent the accident or injury all the times.
This may include barriers, warning tape, net, signage, watchman, flashing & rotating lights at
night.
 MSDS shall be made available prior to the start of the job
 Heat stress training will be provided during summer season.
 Provision of adequate cool drinking water, shades if necessary and salt tablets will be in
place.
 Plants & equipment will be provided with back up lights and all other applicable safety
devices.
5.1 In case of major Injuries

 Do not panic. Call ambulance and notify emergency team at site


 Do not move the injured unless he is in danger
 If danger exists, he shall be assessed by a trained and qualified first aider before
moving. Use a stretcher.
 Do not crowd around the victim. Do not give anything to eat or drink. Ensure adequate
air and lighting.
 Only trained and qualified first aider shall treat the victim and ensure that his airway is
kept clear.
 Victim shall be transported to hospital in an ambulance.
 Preserve the accident scene for further investigation.
