1 INTRODUCTION
CICO CONSTRUCTION & LEASING COMPANY LIMITED is an indigenously-driven and
professionally managed multi-facet Construction Company that provides comprehensive Building
and Engineering services, in line with international standard, to a rapidly growing list of clients
(Governments, private organizations and individuals).
The company has her corporate office in Port Harcourt where she is involved in infrastructural
development such as Civil Engineering, Electrification & Building. The company adopts modern
engineering techniques on all her projects and employs experienced professional staff:
academicians, technicians and management experts. She has in her employ tested professionals
that have participated in numerous construction projects, such as Pipeline and facility
construction, Housing units, Office blocks, Highways, Bridges & Dredging.

One of the keys to effective contracting, coordination, risk allocation, and conflict resolution is the
effective management of interfaces between the various organizations, facilities, systems,
activities, and services on the Project. An established Interface Management Process will
facilitate timely identification, resolution, and communication of all technical, execution, and
organizational interfaces.
CICO has established the following objectives for the overall Interface Management:
Achieve early identification of internal and external interfaces to avoid or mitigate project issues
such as design conflicts, installation clashes, project delays, rework, etc.
Specifically focus on internal interfaces between the five sub-projects, which impact the
successful delivery of the overall Project.
Document all material interfaces for effective management and close-out.
Facility early communication of interface information needs and promote clear, accurate, timely
and consistent communication with other organizations.
Enable and foster development of working relationships between Mobil and it’s Subcontracts,
CICO, vendor and other relevant personnel involved in Interface Management activities.
Assign specific individuals responsibility for interfaces to promote accountability.
Track, manage, and report on interfaces in a manner consistent with other key Project
activities.
1.2. Purpose
The purpose of this document is to address all aspects of the construction process to
support the overall execution philosophy performed by CONTRACTOR to meet the agreed
schedule for a safe completion, and as per quality requirements, of the UZU Gbaran 3B gas
pipeline project.
This has to be read and interpreted in conjunction with the Project Specification and
established Quality Control Plan together with other related Contractual documents.
1.3. Scope
Performance of Construction is a critical part of the Project execution and is a driver for
many of the Engineering and Procurement aspects of the projects, The CONTRACTOR
shall put in place a construction strategy that shall be in line with main objectives of the
project.
The execution of the works shall consider the particularities of each Worksites and the risks
proper to the sole execution of the construction activities, with regards to safety of every
personnel mobilized and the SPDC operating facilities.
The scope of this document shall cover all the operation activities, Procedures to give /
provide general description of site activities for construction mobilization, live camp
installation, Right of Way construction activities, construction coordination and delivery of
project requirement within the construction scope of the project and as related general
project execution.

1.2.2 Definitions
Company/Shell/SPDC Shell Petroleum Development Company of Nigeria Limited
EXECUTE CONTRACTOR: The party who carries out all or part of the engineering,
procurement, Construction and commissioning of a project.
INSPECTING AUTHORITY: The body or organization, appointed to carry out an Independent
Design Review, and ensure compliance to Quality
Assurance processes, as required by the Codes and Specifications.
MAY: Indicates an acceptable course of action
PRINCIPAL: The party who initiates the project and ultimately specifies the
Technical requirements, which is SPDC. The principal may
also include an agent or consultant, authorized to act for the
principal.
PURCHASER The party who buys the equipment, its auxiliaries and all
associated
Equipment for its own use or as agent for the
owner. SHALL: Indicates a mandatory requirement
SHOULD: Indicates a preferred course of action or strongly r e c o m m e n

SUB-CONTRACTOR: The party who supplies services and/or the equipment to
perform the duties specified by the CONTRACTOR. The party
shall also be considered synonymous with the term manufacturer

perform the duties specified by the VENDOR.

INSTALLATION
The project construction objectives are defined taking into consideration COMPANY project objectives,
COMPANY Safety and Quality objectives. The general construction project objectives include, but are not limited
to:
Ensure that the PROJECT is completed within the target of zero lost time incidents and minimize
the impact upon the environment.
Ensure the creation of a quality, reliable and productive asset for COMPANY, in accordance with
the contract requirements.
Optimize the construction time, within the contract schedule.
Optimize utilization of the allocated resources to achieve the Project targets within the contractual
milestones.
Establish a trusting relationship with COMPANY
Maintain proper coordination with local authorities
Proper management of the risks related to construction
Identify and Maintain proper and smooth interface internally and with other CONTRACTORS
Implementation of best construction practices
Achieve target manpower training
Achieve required local content
Achieve phased completion in line with plant start up requirements
Smooth handover from Construction to Commissioning
Ensure involvement of Communities workforces in the Construction of the PLANT,
These objectives are communicated to all the Project Construction Supervisors whose responsibility is to adopt the
Project objectives at their level and ensure that they are met.

The structure of FOC has been adapted to the project requirement, environmental conditions and the length, in line
with to be approved contractor survey plan which shall be complied with latest and approved DEP for the project.

3.2.1 Preparation
The installation of FOC shall be done considering proper selection of cable drums; weight and length, trenching and
SAT.
3.2.3 Trenching
The cable trench shall be as shown in appendix A below; this drawing shows trench section and the detailed
installation principles. For detailed installation information refer to section 4.2.4 and Appendix A.
The cable shall be laid at 12’ O clock position at specified depth for dry and agricultural areas, as indicated in the
drawings. Before laying the cable the trench shall be filled with stone free material (sharp sand)
When cable crosses a road at both nodes in the facilities, manhole shall be provided at both ends of the duct bank to
accommodate sufficient coils of cable to replace the portion of cable under the road, in case of damage,

INSTALLATION
3.3.3 Laying
Cable shall be reeled out from drum, suspended by side boom or from a turn table, for easy laying.
Padding shall be in layer of 0.2 m(or as approved by DEP) above the crown of pipe, within which the FOC is to be
laid. And each layer shall be uniformly compacted to avoid settlements. The cable shall be laid directly above the
crown of the pipe.
• Bending Radius – Care must be taken to avoid exceeding the bend radius during laying, as this could cause
unseen damage like expensive restringing at later date. The cable bending radii shall be followed at all time as
specified by VENDOR.
• Twisting – This must be avoided as it increases stress and the chance of cable breakage. There shall also be no
traction on the cable.
Cable end Protection - Cable end shall be protected with end caps from factory. The cable ends shall also be protected
after laying prior to splicing and termination; this will prevent ingress of moisture / water.
Warning netting shall be distanced from the top of the pipe at 0.20 m minimum and to be installed throughout the
length of the pipeline.
3.4 Backfilling
The trench bedding material shall be fine grade material with a maximum particle size of 5mm. Backfilling material
shall be obtained from sieved excavated trench material or from other sources approved by COMPANY.
Provision shall be made that the FOC trench shall be backfilled as soon as possible. Company approval shall be
obtained before any backfilling will be done.

The FOC trench shall be covered and compacted down the sides within the same day of laying, in order that the FOC
is secured and to avoid long time exposure.
To ensure proper functionability after installation special care shall be taken in compacting backfill material in areas
prone to flooding..

INSTALLATION
FAT procedures (part of detailed engineering) shall be mandatory and shall be a hold point.
The following documents shall be required during FAT:
• Construction and tests documentation
• Type Test Procedures
• Construction Test Procedures
The measurement files of all the cables shall be provided by the CONTRACTOR during the FAT, in standard format
(text, excel, Bellcore OTDR format…), or with appropriate software.
Site acceptance tests to be done (attenuation tests) based on site acceptance tests procedure (to be developed in detailed
engineering) after cable delivery in Nigeria to validate that the cable has not been damaged during shipment.
The following parameters shall be measured and the corresponding optical values will cope with those stated on
specifications:
Requirements for the radio disturbance level and immunity requirements of the equipment are described in CISPR 22
standards and shall be in compliance with the EMC requirements for equipment intended to be used within a
telecommunications network shall be in accordance with ETSI - EN 300 386 standard.

INSTALLATION
Exact position of the cable and splices recorded during topographical survey, Distances between ODF, and splices
shall also be provided.
Precommissioning and commissioning will be carried out with the systems with which the FOC is connected; the
methodology will be in line with approved DEP (Precommissioning and Commissioning Specification).
