Background

SCILaid is a Non-Governmental Organization (NGO) and has focussed its activities on emergencies.
SCILaid is presently working in more than 20 countries around the world affected by natural or man-
made disaster. In some of these countries, there is a total breakdown in authority – this can pose a
particular challenge because response may be compromised by the interaction of violent conflict, internal
and external political objectives and insecurity.

SCILaid does not want to specialize in one specific activity. SCILaid is seen as an excellent partner for
relief distribution. However, SCILaid is also willing to be recognized in health and water and sanitation.

The most important thing is to respond to the needs, whatever they are, wherever they are. For that
SCILaid needs to develop its capacities. One of the main objectives of SCILaid is to build these capacities
by emphasising the preparedness phase.

SCILaid's funding base is a mixed portfolio of private, corporate and governmental donors. 

Current SCILaid Operation


SCILaid distributes food to 60,000 refugees in 3 camps: Bagor (12,000), Nator (13,000) and Parna
(35,000).

At the beginning of the operation, SCILaid was also responsible for shelter distribution, under the
coordination of UNIRP. Now the shelter program is over. No more refugees are coming. At the moment,
there is no fighting in Alphaland and the border is now closed. UNIRP and SCILaid have just a stock of
basic items, just in cas

DISASTER PREPAREDNESS FOR THE ISLANDS REGION

Executive Summary: Some of the most devastating hurricanes in the world occur in the Islands
region, often referred to as one of the world's most disaster prone areas. With about 80 percent of
its 298 million people living in rural areas, Islands region is amongst the most densely populated
in the world. The combination of these factors means the impact of any natural disaster is usually
immense and often exceeds local people’s ability to cope.

The tasks of the mission were as follows:

• To consult with all stakeholders and, in particular, with the Ministries of Health
and Disaster Management to identify the needs and constraints in implementing
the programme.
• To develop a comprehensive logistics preparedness plan, recognising that
preparedness is key to rapid and effective response.
• To prepare a financing proposal taking into account the financial and
procurement procedures of the DPR donor.

Affected population

Betaland which have population 15millions ,84% of the population is rural dwellers. A number of
conflicts have occurred since 1974 in Betaland and in neighboring countries, which has resulted in an
influx of refugees to the south of the country.

Although about 55% of the people, rural and urban, still live below the poverty line, there has been an
improvement in living standards over the past decade.
The population in Betaland Refugee Camps is 100,747

Target population
SCILaid distributes food to 60,000 refugees in 3 camps: Bagor (12,000), Nator (13,000) and Parna
(35,000).

Recruitment Process

The HR department is the department responsible for hiring staff. At all level, the role of the hiring
manager is to define his/her needs. All the recruitment process is then managed by the HR department.

In field operations, the Head of Country office is the sole responsible to hire any staff. The recruitment
process will be conducted by the finance/administration Department.

For hiring International staff, the request should come from the field operation, then the HR department at
SCILaid Head office will start the recruitment process.

The role of the HR department is to ensure a fair recruitment process. HR department role is to propose
suitable candidates to the hiring manager. The definitive choice remains with the hiring manager
