3. Integrated Change Control


3.1. Integrated Change Control Approach

Performing Integrated Change Control is the process of reviewing all change requests; approving
changes and managing changes to deliverables, project documents, and the project management
plan; and communicating the decisions 1. This process reviews all requests for changes to project
documents, deliverables, or the project management plan and determines the resolution of the
change requests. The performing change control process in the Burj Khalifa will be conducted from
project start through completion. MPM Project Manager will have the ultimate responsibility for
change control process. Changes may be requested by any stakeholders involved with the project
and may occur at any time throughout the project life cycle. Once the project is baselined such for
scope, schedule and cost or project management plan, any change deviating from the baseline plan
or any other deviation in the Project Management Plan must go through the change control
process. All the change request must be recorded in writing as recommended in this process
document.

The Burj Khalifa will categories the change in two main category for delegating the authority for
making decision. The first category of change which does not affect the Project Management plan,
baselines, policies and procedure, project charter, contracts and statement of works, the project
manager will have the authority to make decision on such changes. In the other hand, the second
category of change which does affect those key elements ( Project Management plan, baselines,
policies and procedures, project charter etc.), such change request will be approved, deferred or
rejected by Change Control Board comprising of Project Sponsor, Project Manager and senior
representative from relevant stakeholder entity like customer, experts and others as per relevance.

3.2. Definition of Change

The Burj Khalifa’s definition for change for key area will be as follows:

 Schedule change: Any deviation from schedule plan of the activity which may deviate
outside the range of acceptable level of tolerance;
 Budget change: Any deviation from project budget or cost of the item which may deviate
outside the range of acceptable level of tolerance in cost and budget;
 Scope change: Any deviation from scope of project in product, service or results which may
have impact on the project objective and goals;
 Project document change: Any change or modification in the project documentation

3.3. Change Control Board (CCB)

The Burj Khalifa Project will form a Change Control Board comprising of as follows personnel:
 Project Sponsor
 Project Manager
 Authorized representative of stakeholder
 Subject Matter Experts (SME)
 Functional Managers
 Others ( as per need)

Project Manager will function as member secretary of the Change Control Board. All the
communication and administrative functions are managed by Project Manager.

3.4. Change Control Procedure
