SUBJECT: ORDER TO STOP AND REFUND UNJUST 20 % RECOVERY FROM PENSION

Sir:

With profound respect I take the privilege to submit that due to high level of incompetence &
dereliction on the part of one ZEHR SHAH, Deputy Registrar, Establishment Section, 20 % recovery from
my monthly pension began to recover Rs.1,28,984 from April 2020 on the pretext that I had “not
submitted” my Master Degree from the University of Missouri, Columbia, USA in 1988.

In fact, I had submitted my degree in 1988 well before the expiry of my two-year study leave period
(1986-1988). In the year 2011, I got the retirement. Strange enough that in 2018 I got a letter from
Estt.Section wherein I was asked to submit the degree once again. I complied. Then once again in 2019
the Estt.Section asked me to submit the degree & then again I complied.

Despite these facts, 20% recovery from my monthly pension started vide office letter NO. 2257-
63/GU/Estt. Section Dated 03-3-2020 signed by ZEHR SHAH. I was at a loss to understand as to what has
happened in the Estt. Section. In this respect, I had made an APPEAL to your goodself in March,2020
and the said appeal was also received by ZEHR SHAH. In the said appeal I had requested your goodself to
please order the deletion of my name from the recovery list since I had submitted my degree not once
but three times. Enough time has passed neither I was informed about any action taken nor the 20%
recovery has stopped till to- date.

Therefore, I request your goodself to please look into the matter of this unjust & baseless recovery in
the light of appeal already submitted on 05-3-2020. Please direct the concerned section to let me know
the decision taken in this regard. Thank you.
