1. NOTICE INVITING TENDER
E-tender under two bid systems (Bid I Prequalification & Techno Commercial bid and Bid II Price bid)
are invited from eligible contractors for the following work at Technopark Trivandrum campus:

2 . A. Minimum Eligibility Criteria
1. The Tenderer should be well established and reputed contractors/firms who have
minimum 3 years experience in execution of civil works.
2. The bidder, on their own, should have successfully completed an interior fit out work or Annual
Civil Maintenance Contract inclusive of tile flooring, False ceiling, Partitions etc. complete in the
following format.
a. Three similar completed works costing not less than the amount equal to 40% of the
estimated cost ( ie Rs 18,00,000/-).
or
b. Two similar completed works costing not less than the amount equal to 50% of the estimated
cost (ie Rs 22,00,000/-)
or
c. One similar completed work costing not less than the amount equal to 80% of the estimated
cost(ie Rs 36,00,0000/-)
5. The Pre-qualification of contractors will be strictly based on the evaluation of the details furnished
herein. Copies of testimonials and other documentary evidences must be submitted along with the pre-
qualification application for evaluation and confirmation of qualifying requirements. Applications of
those contractors who do not satisfy the above requirements will not be considered.

3.0 INSTRUCTIONS TO TENDERER
GENERAL INSTRUCTIONS
Following Special instructions are being issued to the Vendors for the e-submission of the
bids on line through the respective tender site:
3.1.1 Bidders shall get themselves registered in the Kerala Government e-Procurement
System through the portal https://etenders.kerala.gov.in
3.1.2 Digital Signature certificate / registration of Class II/III has to be obtained from one of
the authorized Certifying Authorities.
3.1.3 The registered e-token should be used by the bidder only and should not be misused
by others.
3.1.4 Bidders may submit the bid documents online through the portal
https://etenders.kerala.gov.in
3.1.5 Bidders should login to the portal with the user credentials obtained during
registration.
3.1.6 Bidders can upload well in advance, the documents such as certificates, company
credentials etc., under relevant option and these can be selected as per tender
requirements and then sent along with bid documents during bid submission.
3.1.7 Bidders can download the tenders from the portal and after downloading the same,
the Bidder should go through them carefully and then submit the documents as required.
3.1.8 Bidders have to upload the filled up price bid format available along with the
respective tenders.

3.1.9 In case any clarification is needed, this may be obtained online through the tender
site, or through the contact details. Bidder should also take into account the corrigendum
published, if any, before submitting the bids online.
3.1.10 Bidders should keep ready the bid documents that have to be submitted as
indicated in the tender schedule and they should be in PDF/xls. formats. If there is more
than one document, they can be clubbed together.
3.1.11 Bidder should make the EMD and Tender Fee payment through the online facility.
3.1.12 Bidders shall read the terms & conditions and accept the same to proceed further to
submit the bids.
3.1.13 Bidders have to submit the tender document online well in advance before the
prescribed time to avoid any delay or during the submission process.
3.1.14 After the bid submission, a print out of the acknowledgment number, given by the
e-tendering system should be kept as a record of evidence for online submission of bid for
the particular tender.
3.1.15 The Tender Inviting Authority would not be responsible for any sort of delay or
other difficulties whatsoever faced during the submission of bids online by the bidders.
3.1.16 The tendering system will provide a successful bid updating message after
uploading all the bid documents & then a bid summary will be shown with the bid no,
date & time of submission of the bid with all other relevant details.
3.1.17 The documents uploaded by the bidders should be digitally signed using the e-
token of the bidder and then submitted.
3.1.18 Bidder should log into the portal well in advance for bid submission so that the bid
is submitted on time i.e. on or before the bid submission end time (as per Server System
Clock). Bidder would be solely responsible for any such delay on their part.
3.1.19 Maximum size of any single document that can be uploaded through the portal is 20
MB.
3.1.20 Bidders should see that the bid documents submitted should be free from virus and
if the documents could not be opened, due to virus, during tender opening, the bid is
liable to be rejected.

3.1.21 The time settings fixed in the server side & displayed at the top of the tender site,
will be valid for all procedures of requesting, bid submission, bid opening etc., in the e-
tender system. The bidders should follow this time during bid submission.
3.1.22 All the data being entered by the bidders would be encrypted to ensure the secrecy
of the data. The data entered cannot be viewed by unauthorized persons during bid
submission & also remains so until the time of bid opening. In short, the submitted tender
documents become readable only after the tender opening by the authorized personnel.
3.1.24 The portal https://enters.kerala.gov.in has user manuals with detailed guidelines on
enrollment and participation in the online bidding process. The user manuals can be
downloaded for ready reference.
3.1.25 Bidders can also attend the training/familiarization program on e-tendering system
conducted by the Kerala Govt Tenders information system in association with NIC at the

GENERAL TENDER TERMS & CONDITIONS FOR E-PROCUREMENT
This tender is an e-tender and is being published online for the ‘ANNUAL
MAINTENANCE WORK FOR THE YEAR 2020-21 (CIVIL WORKS) AT ZONE A OF
TECHNOPARK PHASE-1 CAMPUS, TRIVANDRUM’. The tender is invited in two
cover system from the registered and eligible firms through e-procurement portal of
Government of Kerala (https://www.etenders.kerala.gov.in). Prospective bidders willing
to participate in this tender shall necessarily register themselves with above mentioned e-
procurement portal.
The tender timeline is available in the critical date section of this tender published in
www.etenders.kerala.gov.in.
Bidders should have a Class II or above Digital Signature Certificate (DSC) to be procured
from any Registration Authorities (RA) under the Certifying Agency of India. Details of
RAs will be available on www.cca.gov.in. Once, the DSC is obtained, bidders have to
register on www.etenders.kerala.gov.in website for participating in this tender. Website
registration is a one-time process without any registration fees. However, bidders have to
procure DSC at their own cost.

shall not be accepted under any circumstances.
IV. Opening of Technical Bid and Bidder short-listing: The technical bids will be opened,
evaluated and shortlisted as per the eligibility and technical qualifications. All documents
in support of technical qualifications shall be submitted (online). Failure to submit the
documents online will attract disqualification. Bids shortlisted by this process will be
taken up for opening the financial bid.
V. Opening of Financial Bids: Bids of the qualified bidder’s shall only be considered for
opening and evaluation of the financial bid on the date and time mentioned in critical
date’s section.
Exact details may be referred from the e-tender portal for this tender. The department
doesn’t take any responsibility for any technical snag or failure that has taken place during
document upload.
ii. The Second Stage (Financial Cover or as per tender cover system):
The Bidder shall complete the Price bid as per format given for download along with this
tender.
Note: The blank price bid should be downloaded and saved on bidder’s computer without
changing file-name otherwise price bid will not get uploaded. The bidder should fill in the
details in the same file and upload the same back to the website.
Fixed price: Prices quoted by the Bidder shall be fixed during the bidder's performance of
the contract and not subject to variation on any account. A bid submitted with an
adjustable/ variable price quotation will be treated as non - responsive and rejected.

3.2.4 TENDER DOCUMENT FEES AND EARNEST MONEY DEPOSIT (EMD)
The Bidder shall pay, a tender document fees of Rs.2,950/- (including 18% GST) and
Earnest Money Deposit or Bid Security of Rs. 50,000/-. The EMD is required to protect the
purchaser against risk of Bidder’s conduct, which would warrant the forfeiture of security.
The tender document fees and EMD can be paid in the following manner through e-
Payment facility provided by the e-Procurement system:

required to avail Internet Banking Facility in any of below banks for making tender
remittances in eProcurement System.

During the online bid submission process, bidder shall select SBI MOPS option and
submit the page, to view the Terms and Conditions page. On further submitting the same,
the e-Procurement system will re-direct the bidder to MOPS Gateway, where two options
namely SBI and Other Banks* will be shown. Here,Bidder may proceed as per below:
a) SBI Account Holders shall click SBI option to with its Net Banking Facility.,
where bidder can enter their internet banking credentials and transfer the
Tender Fee and EMD amount.

b) Other Bank Account Holders may click Other Banks option to view the bank
selection page. Here, bidders can select from any of the 54 Banks to proceed
with its Net Banking Facility, for remitting tender payments.
*Transaction Charges for Other Banks vide SBI Letter No. LHO/TVM/AC/2016-17/47 – 1% of
transaction value subject to a minimum of Rs. 50/- and maximum of Rs. 150/-
Any transaction charges levied while using any of the above modes of online payment has
be borne by the bidder. The supplier/contractor's bid will be evaluated only if payment
status against bidder is showing “Success” during bid opening.
For submission of bids, all interested bidders have to register online as explained above in
this document. After registration, bidders shall submit their Technical bid and Financial
bid online on www.etenders.kerala.gov.in along with online payment of tender document
fees and EMD.
It is necessary to click on “Freeze bid” link/ icon to complete the process of bid
submission otherwise the bid will not get submitted online and the same shall not be
available for viewing/ opening during bid opening process

4.0 EMD/ PERFORMANCE SECURITY DEPOSIT
4.1 EMD
4.1.1. The EMD of Rs.50,000/-( Rupees Fifty Thousand only) shall be remitted through
online payment mechanism for e-procurement system of Govt. of Kerala
www.etenders.kerala.gov.in. As per present system EMD should be remitted
through SBI MOPS.
4.1.2. Bidders shall remit the tender fees and EMD by using the online payment options
of e-Procurement system only. Bidders are advised to visit the “Downloads” of e-
Procurement website (www.etenders.kerala.gov.in) for detailed instructions on
making online payment using internet banking facility of SBI or by using NEFT
facility. Bidders opt for NEFT facility of online payment are advised to exercise this
option at least 48 hours before the bid submission closing date to ensure that
payment towards tender fees and EMD are credited and a confirmation is reflected
in the e-Procurement system. KSITM/NIC/SBI/ TCC shall not be responsible for
any kind of delay in payment status confirmation
4.1.4. EMD of the successful bidder will be refunded without any interest to the
Contractor after remittance of the performance security deposit and execution of
the agreement.
(a) If the Bidder withdraws the Bid after bid opening during the period of bid validity
including extended period of validity ;
Or
(b) If any modifications is effected to the tender documents
Or;
(c) In case of successful bidder, if the bidder fails within the specified time limit to :

3. In the eventuality of failure on the part of the lowest successful bidder to
produce the original documents or submit the additional performance
security/guarantee , the bidder shall be debarred in future from participating in all
the Bids for one year and will be recommended for blacklisting by the competent
authority as per the standard procedures followed by Technopark. In such cases,
the L2 bidder will be asked to execute the works at the quoted price of L1 bidder
and in the event of non-acceptance of the L2 bidder, the work will be retendered.
4.2.1 The successful bidder shall deposit an amount of 5% of the awarded contract value
as Performance Guarantee (attached as Annexure-I). The Performance
Guarantee shall be from a scheduled or Nationalised Bank in favour of Chief
Executive Officer, Technopark payable at Trivandrum. Performance guarantee, the
amount collected at the time of executing contract agreement, will be 5% of the
contract value (agreed PAC) and the deposit will be retained till the expiry of the
defect liability period of 12 months.
4.3 The above Guarantee amounts shall be payable to the Employer without any
condition whatsoever.
4.4. Failure of the successful Bidder to comply with the requirements of sub-clause
4.2.1&4.2.2 shall constitute sufficient grounds for cancellation of the award and
forfeiture of the Bid Security.
4.5. The Agreement Authority shall be at liberty to deduct/appropriate amount from the
Contract Performance Guarantee/additional Performance guarantee such sums as
are due and payable by the contractor to the Employer as may be determined in
terms of the contract, and the amount appropriated from the Performance
Guarantee/Performance Security Deposit shall have to be restored by Contractor
subsequently.

4.6. All the deposits of EMD, PERFORMANCE GUARANTEE AND ADDITIONAL
PERFORMANCE GAURANTEE will not bear any interest whatsoever.
6. STATUTORY PAYMENTS
6.1. All statutory payments in connection with the employment of the Workmen &
Employees State Insurance for this work will be borne by the Contractor at the
prevailing rates.
6.2. The contractor is the employer of all the workers engaged for this work and should
therefore take all required registrations and pay premiums correctly to labour
welfare funds/Employees State Insurance, PF, CESS Act 1996 etc. All employees
shall be covered under ESIC/PF.
6.3. The contractor will be responsible for the payment of minimum wages and
compliance under the various enactments regarding the workers deployed by him.
9. PERIOD OF VALIDITY
The tender shall remain valid for acceptance for a period of 120 days from the date
of opening of techno-commercial bid. If any tenderer withdraws his tender before
the said period or makes any modifications in terms and conditions of the tender,
then the “TECHNOPARK” has the liberty to forfeit the said Earnest Money
Deposit.
10. INSPECTION OF SITE : Every tenderer is expected to inspect the site of the
proposed work and acquaint himself with the site conditions approaches,
availability of raw materials, geological and weather conditions etc. before quoting
his rates. He must go through all the drawings, specifications and other tender
documents. Any further clarifications in the drawings and documents can be had
from the Technopark at the above mentioned address.

11. QUANTUM OF WORK: A schedule of approximate quantities for various items
accompanies this tender. It shall be definitely understood that "TECHNOPARK”
do not accept any responsibility for the correctness or completeness of this
schedule in respect of items and quantities and this schedule is liable to alteration
by deletions, deductions, or additions at the discretion of the Technopark/
"TECHNOPARK" without affecting the terms of the contract. “TECHNOPARK”
reserves the right to increase or decrease the quantum of work at site without
assigning any reason.
The contractor's rate must be firm and include the cost of transportation of material to the
site, all taxes such as GST at applicable rates and the fixing or placing in position for which
the item of work is in tender to be operated. The rates quoted by the Contractor shall be
firm throughout contract period and there shall be no upward revision of the rates quoted
by the contractor for any reason whatsoever. In addition to the statutory deductions
towards Income Tax shall be deducted on the state government at the current rates. And
also deductions shall be made towards any other tax imposed by the government prior to
the last date for submission of Tender. It should be clearly understood that any claims for
Sales Tax, Excise duty, Construction tax or any other tax existing as on the last date for
submission of Tender, shall not be entertained in any case what so ever once the tenders
are opened. Also, any claim on account of variation in the rates of taxes prevailing as on
the last date for submission of Tender, will not be considered.. However, it shall be the
responsibility of the contractor to ensure that all the statutory requirements like filing of
returns etc. are met with as per the prevailing norms.

Matters not covered by the specifications given in the contract as a whole shall be
covered by the relevant Indian Standard Codes. If such codes on a particular
subject have not been framed, the decision of the Technopark shall be final.

14. No alterations shall be made by the tenderer in the Notice Inviting Tenders,
Instructions to the contractors, Contract form, Conditions of the Contract,
Drawings and Specifications and if any such alterations are made or any special
conditions attached, the tender is liable to be rejected.
15. The acceptance of a tender shall rest with the Authorized Representative of the
“TECHNOPARK”, who does not bind himself to accept the lowest tender and
reserves to himself the authority to reject any or all the tenders received without
assigning any reason(s) whatsoever.
17. The work shall be carried out under the direction and supervision of the
TECHNOPARK or their representative at site. On acceptance of the tender, the
contractor shall intimate the name of his accredited representative who would be
supervising the construction and would be responsible for taking instructions for
carrying out the work.
18. The TECHNOPARK's decision with regard to the quality of the material and
workmanship will be final and binding, any material rejected by the
TECHNOPARK shall be immediately removed by the contractor.
19. SUB-LETTING: No part of the contract shall be sublet without the written
permission of the Technopark and the TECHNOPARK nor shall transfers be made
by 'Power of Attorney' authorizing others to carry out the work or receive payment
on behalf of the tenderer.
The defect liability period of a maintenance work is fixed as 12 months from the
date of completion of the work. Any defect on the work developed within 'Defect
Liability Period' of 12 months will have to be rectified by the contractor at their
own cost. In case the defects are not rectified by the contractor in time, the
”TECHNOPARK” or their representative shall get the work done at the risk and
cost of the contractor.
The contractor shall not be entitled to any compensation for any loss suffered by
him on account of delays in commencing or executing the work, whatever the
cause for such delays may be including delays in procuring Government
Controlled or other materials.

22. OCCUPATION IN PART:
If the TECHNOPARK wants to occupy areas in part, the contractor shall complete
the work of these areas in conjunction with the TECHNOPARK and hand over the
same to the TECHNOPARK without affecting any of the clauses of contract
agreement.
23. The contractor should inspect the source of material, their quality, quantity and
availability. The material must strictly comply with the relevant I.S. specifications.
24. The contractor must co-operate and co-ordinate with other contractors involved in
other works on the site.
The period of completion of the work shall be as mentioned in the Notice Inviting
Tender.
The work has to be completed and handed over within the stipulated time as per
tender conditions. If the contractor fails to complete and hand over the work
within the specified period, the penalty shall be charged at 0.5% of the contract
amount per day of delay till it is handed over or till the penalty reaches 5% of the
contract amount, after which the Owner shall have the right to terminate the
contract and the balance work will be arranged at the risk and cost of the
contractor unless and until the period of completion is suitably extended by the
owner due to valid reasons
Suitable area near the site of work to the extent available shall be allotted to the
contractor free of cost for storing his tools and plants, materials and for his site
office and cement go-down. However, the structure will be provided by him at his
own expense and he will be solely responsible for guarding his property and shall
cover his property with requisite insurance against theft, fire etc. The contractor
however will have to dismantle the sheds and vacate the land of all debris etc. at
his own expense after completion of work.

27. PROCEDURE FOR PREPARATION AND SUBMISSION OF CONTRACT
CERTIFICATES AND OTHER BILLS FOR PAYMENT
(A) Contract Certificate: When the Contractor has carried out works to such extent to
justify calling for an interim contract certificate referred as ‘RA Bills’ as per the provisions
of the contract, he shall proceed to prepare and submit for payment papers the following
manner.
All papers should carry the name of work, the date of the measurement recording, the
contract no., chronological serial no. of the contract, page numbers should be serially
marked.
The contractors shall be paid payment by Technopark from time to time by installments
under Interim Certificates to be issued by the Technopark, to the contractor on account of
the works executed.
i. Technopark shall have power to withhold any Certificate if the works or any parts
thereof are not being carried out to his satisfaction.
ii. Technopark shall have power to withhold any Certificate for making any correction in
any previous Certificate which shall have been issued by him.
iii. No payment shall be made to the Contractor if the Contractor fails to insure the works
and keep them insured till the issue of the Virtual Completion Certificate.

(D). Right of Technical Scrutiny:
Technopark shall have a right to cause a technical examination of the works by any of the
persons or organizations as appointed by the Technopark and all bill of the contractor
including all supporting vouchers, abstracts etc. of all bills. If as a results of this
examination or otherwise any sum is found to have been over paid or over certified it shall
be lawful for the Technopark to recover the sum from any payment due to the contractor
this works or any other work or works being carried out by the contractors elsewhere
under the Technopark.
If at any time after the acceptance of the tender, Technopark shall, for any reasons
whatsoever not require the whole or works any part of the works to be carried out,
Technopark shall give notice in writing to the contractor who shall have no claim to any
payment of compensation or otherwise whatsoever on account of any profit or advantage
which he might have derived from the execution of the whole works.
The contractor is not eligible for interest in the case of delayed payments on account of any
force majure conditions.
The contractor shall make his own arrangement for water and electricity required for the
works. The TECHNOPARK takes no responsibility for the supply of either electricity or
water.
I/We hereby declare that I/We have read and understood the above instructions and the
terms and conditions mentioned above are binding on me/us.

5. GENERAL CONDITIONS OF CONTRACT
1. DEFINITIONS
The following terms shall have the meaning hereby assigned to them except where
the context otherwise requires:
a). TECHNOPARK
c) CONTRACTOR,
d) SUB-CONTRACTOR,
Company or any person to whom any part of the contract has been sublet with
the consent in writing by the Technopark and the legal representatives, successors
and assignees of such person.
e) CONTRACT,
shall mean and include the following:-

The actual place in, over or under which work is to be done, allotted by the
TECHNOPARK for Contractor's use.
g) WORK,

of the Contractor shall mean and include materials or labour or both.
h) CONTRACT PRICE,
The sums referred to in the formal agreement, if any or the work order.
i) SCHEDULE OF QUANTITIES,
j) SCHEDULE OF RATES,
The schedule showing unit rates, against specification of various items of works.
2.1 ASSIGNMENT:
The Contractor shall not assign the contract or any part thereof or any benefit or
interest therein or there under without the written permission of the Technopark.
2.2 SUB-CONTRACTING:
The Contractor shall not sub-contract the whole of the contract. The Contractor
shall not sub-contract any part of the works without the written consent of the
Technopark and such consent, if given, shall not relieve the Contractor from any
liability or obligation under the contract and the Contractor shall be responsible for
the acts, defaults and neglects of the sub-Contractor, his agents, employees or
workmen as fully as if they were the acts, defaults or neglects of the Contractor
or his agents, servants, or workmen.
3. DRAWINGS
The TECHNOPARK shall have full power and authority to supply to the
Contractor from time to time through his representative, during the progress of
the works such further drawings and instructions as shall be necessary for the
purpose of proper and adequate execution and maintenance of the works and
the Contractor shall carry out and be bound by the same.
All drawings supplied to the Contractor are deemed to be the property of the
Technopark. The Contractor agrees not to divulge or use, except for the purpose of
this contract, any information contained in the drawings.
The Contractor must not vary or deviate from the drawings in any respect while
executing the work or executing any extra work of any kind whatsoever duly
consulting the Technopark.
All royalties or other sums payable in respect of the supply and use in carrying
out the work as desired by or referred to in the schedule of quantities of any
patented articles, process or inventions shall be deemed to have been included in
the contract sum and the Contractor shall indemnify the “TECHNOPARK” from
and against all claims, proceedings, damages, costs and expenses which may be
brought or made against the “TECHNOPARK” or to which he may be put by
reason of the Contractor infringing or being held to have infringed any patent
rights in relation to any such articles, process and inventions.
4. GENERAL OBLIGATIONS
The Contractor shall inspect and examine the site and its surroundings, and shall
satisfy himself before submitting his tender, as to the nature of the ground, form

and nature of the site, the quantities and nature of work and materials required
for the completion of the works, the means of access to the site, the local labour
conditions, the facilities available at site, the accommodation he may require and
in general shall obtain all necessary information as to the risks, contingencies and
other circumstances which may influence or affect his tender.
Should the Contractor notice any discrepancy or error in the statement made, or
quantities or units shown against items, he shall immediately bring to the notice of
the “TECHNOPARK” and obtain the clarification before submitting the tender.
The tender shall be based on such clarifications received and shall be recorded as
such in the covering letter to the tender, failing which the “TECHNOPARK” shall
have the right to ask the Contractor to execute the work according to the statement
made or quantities or units shown in the tender, without any compensation.
4.3.1. It is specifically understood that the moment the tender is submitted the contractor
shall be deemed to have complied with the conditions in clause 4.1 and 4.3 and has
also satisfied himself about the requirement therein.
The rates quoted in the tender by the Contractor must be for the finished work as
per the drawings and specifications. The rate shall remain firm throughout the
period of contract, including extended period if any, granted by the Technopark.
Unless specifically mentioned in the item, the work described there-in may be at
any location or elevation.

The tender shall remain open for acceptance for a period of 120days from the date
of opening of the Techno-commercial bid.
The Contractor shall commence the work at site, within 7 days of issue of formal
work order or date of handing over of the site whichever is later or being
advised by the TECHNOPARK unless otherwise specified, and shall proceed
with the same with due expedition.
The Contractor shall provide and employ at site in connection with the execution
and maintenance works.

4.11 OCCUPATION AND USE OF LAND:
All materials required for the execution of the works shall be supplied by the
Contractor. Materials so supplied shall have the approval of the Technopark
before using on the works. All the rejected materials shall be removed at once from
the site of work at the Contractor’s own cost.
4.13 HOUSE KEEPING
a) The Contractor shall be required to maintain the site, works and surroundings in a
neat and orderly manner, free of accumulating debris, haphazard stacking of
materials, unhygienic and unsafe environment ,cleaning of the site at all levels inside
and outside, removal of unwanted materials, packing cases etc, shall be undertaken
atleast once on daily basis. Unwanted material and debris shall be carted away from
site and disposed off on a daily basis.
b) If in the opinion of the owner/consultant/architect that the house keeping is not
carried out to acceptable standards, then the owner/architect/consultant have the right
to engage an outside agency for the same at the cost and risk of the Contractor.
d) The arrangement for suitable de-watering system shall be the responsibility of the
Contractor, so that the construction site particularly the area to be concreted for the
basement foundations, retaining walls or other structures etc is kept sufficiently dry
and fit for concreting. Arrangement for any additional means of de-watering as may
be required depending on the exigencies shall be the responsibility of the Contractor
without any extra/additional claims.
4.15 TOLLAGES ETC.:
The Contractor shall pay all tollages and other royalties, rent and other payments
or compensations, if any for getting stone, gravel, sand, clay and all other materials
required for the works.
The Contractor shall be responsible for the true and proper setting out of the

works and for the correctness of the position, levels, dimensions and alignment
of all parts of the works and for the provision of all necessary instruments,
appliances and labour in connection therewith. If at any time during the
progress of the works any error shall appear or arise in the position, level,
dimensions or alignment of any part of the works, the Contractor on being
required to do so by the Technopark or Technopark's representative, shall at his
own cost rectify such error to the satisfaction of the Technopark/Technopark
or his representative. The checking of any setting out or of any line or level by
the Technopark or his representative shall not in any way relieve the Contractor of
his responsibility for the correctness thereof. The Contractor shall provide all
necessary instruments, appliances and labour required by the Technopark or
his representative for checking, if any, of the setting out. The Contractor shall
carefully protect and observe all bench marks, site levels, pegs and other things
used in setting out the works. The rates quoted for the work shall also include the
cost of reference and level pillars and their dismantling, when no longer required.
The Contractor shall indemnify and keep indemnified the TECHNOPARK against
all losses and claims for injuries or damages to any person or property
whatsoever which may arise out of or in consequence of the construction and
maintenance of works and against all claims, demands, proceedings, damages,
costs, charges, expenses, whatsoever in respect thereof in relation thereto.
4.18 CO-OPERATION WITH OTHER AGENCIES:
The Contractor shall co-operate with the work of other agencies or Contractors that
may be employed or engaged by the TECHNOPARK and as far as it relates to the
Contractors' work. The sequence of work shall be so arranged that the works of
other agencies are also in progress simultaneously.
4.19 BARRICADING AROUND EXCAVATED TRENCHES ETC:
The Contractor shall at his own cost provide around excavation, temporary
barricading with bellies and bamboos with warning signals during day and
night and shall maintain it so long as the trenches are not filled up. Similar
barricades shall also be provided at all dismantling work, erection of structurals,
sheeting work etc. No extra claim shall be entertained for providing, maintaining
and removing such barricades.

capacities, dimensions, arrangement of fabrication etc. should be clearly indicated
on these drawings.
4.21 PROTECTION OF UNDERGROUND SERVICES:
The Contractor must take precautionary measures to protect the underground
and other services lines viz. cables, water and sewer lines, etc. and observe any
specific instructions which may be given in this regard by the Technopark.
4.22 DEWATERING TRENCHES AND PITS:
The tendered rates shall always be deemed to have taken into account the cost of
removal of silt and materials that may slip in the trenches and pits and de-
watering the trenches or pits of water accumulated or collected through seepage
or subsoil water or rain water. The Contractor shall in no case be entitled to claim
any extra amount for the above work. The Contractor shall remain prepared with
necessary pumps and equipment for de-watering the trenches or pits so as to
avoid unnecessary delay and possible damage to the property etc.
Where the work is being carried out in or around an operating plant where
the plant must run uninterrupted, the Contractor shall work only at
specified places and times as mutually arranged between the Contractor and
the TECHNOPARK. Similar arrangement must be made while executing works
inside the offices, buildings etc. without causing disturbance to the office work.
For this the work may be required to be done during off-hours and Sundays. No
extra will be allowed beyond the rates quoted for doing work in the manner
described above.

labour may not remain idle nor there by any other claim due to or arising from
delay in obtaining the materials.
The Contractor shall be responsible for the safe storage of materials supplied
by the TECHNOPARK for execution of the works. Surplus materials or materials
lost or damaged or unaccounted for or made unserviceable by the Contractor
shall be charged as specified in the special conditions.
4.28 TRANSPORT OF MATERIALS:
a) The Contractor shall protect and preserve the work from all damage or accident by
providing any temporary coverings, boxing or other construction required by the
owner/architect/consultant. This protection shall be provided for all property adjacent to
the site as well as on site.
b) The Contractor shall properly clean the work as it progresses and shall remove all
rubbish and debris from the site from time to time as is necessary and as directed. On
completion the Contractor shall ensure that the premises and or site are cleaned of surplus
materials, debris, sheds etc. removed, areas under floor cleared of debris, gutters and
drains cleared and handed over to the owner so that the whole complex is left fit for
immediate occupation or use and to the satisfaction of the owner.
c) The surplus spoil and dismantled debris shall be removed to a place as
directed by the Technopark and stacked, leveled and dressed as directed.
The schedule of rates shall be read in conjunction with the specifications, and in
the event of conflict in meaning between the two, the corresponding item in the
unit rate specification shall always have precedence over the specifications.

5. LABOUR
5.1.1. Contractor shall at all times take all reasonable precautions to prevent any
unlawful, riotous or disorderly conduct by or amongst its employees and for
the preservation of peace and protection of persons and property in the
neighborhood of the site against the same.
5.1.2. Upon the outbreak of any strike or labour dispute involving any of
Contractor’s personnel engaged on the services, Contractor shall forthwith give
details thereof to Technopark. If any dispute arises between the contract
labour/ labour/ employees and Contractor agency, Technopark will not be
responsible in any manner. The Contractor shall not stop or cause stoppage of
work on account of strike or other agitation during the period of contract.
5.1.3. Contractor shall immediately report any occurrence of any accident at or about
the site or in connection with the execution of the services or any injury, loss or
damage to any personnel or to property of Contractor, Technopark or of a third
party, report such occurrence to the competent authority.
5.1.4. The contractor shall engage his labour as per the provisions of relevant labour
acts. In case the contractor engages migrant laborers their data shall be verified
by contractor and police clearance certificate shall be submitted to Technopark.
5.1.5. The minimum age limit for employment of labour shall be 18 years.

5.2 REPORTING ACCIDENT OF LABOUR:
The Contractor shall be responsible for the safety of all employees and/or workers
employed or engaged by him on and in connection with the works and shall
forthwith report all cases of accidents to any of them, however caused and
whenever occurring, to the Technopark or his representative and shall make
every arrangement to render all possible assistance and aid to the victims of the
accident.
5.3 INDUSTRIAL DISPUTE
It is laid down that in case any industrial dispute has arisen or is apprehended
between the CONTRACTOR and the employee/ Workmen, the CONTRACTOR is
liable to see that the dispute is settled or to submit himself to legal proceedings
arising out of such industrial dispute and TECHNOPARK shall not be liable or
responsible, in any manner whatsoever, in this regard.
5.4 INSURANCE
The CONTRACTOR shall take necessary insurance to cover the entire provisions of
Workmen's Compensation Act and public liability and also in respect of any other
person on account of accident at site.
The Contractor shall at all times indemnify and keep indemnified the
TECHNOPARK against all claims for compensation under the provisions of the
Workmen's Compensation Act 1923 or any other law for the time being in force
by or in respect of any workmen employed by the Contractor in carrying out the
contract and against all cost and expenses or penalties incurred by the
TECHNOPARK in connection therewith. In any case in which, by virtue of the
provision of the said Act, the TECHNOPARK is obliged to pay compensation to a
workman employed by the Contractor in executing the works, the
TECHNOPARK shall recover from the Contractor the amount of the compensation
so paid and without prejudice to the rights of the TECHNOPARK under the said
Act. The TECHNOPARK shall be at liberty to recover such amount or any part
thereof by deducting it from the security deposit or from any amount due by the
TECHNOPARK to the Contractor, whether under this contract or otherwise
without prejudice to any other remedy that may be available to the
TECHNOPARK in law. The TECHNOPARK shall not be bound to contest any
claim made against it under the said Act, except on the written request of the
Contractor and upon his giving to the TECHNOPARK full security for all cost for

which the TECHNOPARK might become liable in consequence of contesting such
claim.
5.6 ACCIDENT OR INJURY TO WORKMEN:
The Contractor shall take requisite precautions to prevent any riotous or unlawful
behaviour by or amongst his workmen and/or others employed on the works by
him, for the preservation of peace and protection of the inhabitants and security
of property in the neighborhood of the works.
The age limit for employment of labour shall be in strict accordance with the
existing labour legislation.

All materials and workmanship shall be of the respective kinds described in
the contract and in accordance with the TECHNOPARK or their representative's
instructions and shall be subjected, from time to time, to such tests as the
Technopark or his representative may direct at the place of manufacture or
fabrication or on the site or at all or any of such places. The Contractor shall
provide such assistance instruments, machines, labour and materials, as are
normally required for examining, measuring and testing any work and the quality,
weight or quantity of any material used and shall supply samples of materials
before incorporation in the works for approval as may be required by the
TECHNOPARK. A fully equipped Testing laboratory shall be available at site to
conduct routine tests on cement, concrete etc.
The Contractor shall construct prototypes or samples of work as laid down in the
contract or as instructed by the Technopark. Such prototypes or samples of work,
after approval by the TECHNOPARK, shall serve as the standards to be achieved
in the final construction.
The cost of making any test as per specifications shall be borne by the Contractor,
and the Contractor should arrange for all facilities like testing equipment’s, meters,
instruments as required for carrying out such tests.
The TECHNOPARK or their representative shall at all times have access to the
works and to the site and to all workshops and places where materials,
manufactured articles or machinery are being obtained for the works and the
Contractor shall afford every facility for every assistance in obtaining the right
to such access.
No work shall be covered up or put out of view without the approval of the
Technopark or the Technopark's representative and the Contractor shall afford

full opportunity to the Technopark or the Technopark's representative to
examine and measure any work which is about to be covered up or put out of
view and to examine foundations before permanent work is placed thereon.
The Contractor shall give due notice to the Technopark'/ TECHNOPARK’s
representative wherever any such work or foundations is or are ready or about
to be ready for examination and the Technopark'/ TECHNOPARK’s
representative shall without unreasonable delay, unless he considers it
unnecessary and advises the Contractor accordingly, attend for the purpose of
examining and measuring such work or of examining such foundations.
The Contractor shall uncover any part or parts of the works or make openings in
or through the same as the Technopark may, from time to time, direct and shall
reinstate and make good such part or parts to the satisfaction of the
TECHNOPARK . If any such part or parts have been covered up or put out of
view after compliance with the requirements of clause 6.6 hereof and found to
be executed in accordance with the contract, the expenses of uncovering,
making in or through, reinstating and making good the same shall be borne
by the TECHNOPARK, but in any other case all such expenses shall be borne
by the Contractor and shall be recoverable from him by the TECHNOPARK and
deducted by the TECHNOPARK from any money due, which may become due to
the Contractor, without prejudice to any other remedy that may be available to the
TECHNOPARK, by law.
Technopark or his representative shall during the progress of the works have
power to order in writing from time to time:
a) The removal from the site within such time or times as may be specified in
the order of any materials which in the opinion of the Technopark or his
representative are not in accordance with the contract.

6.9 SUSPENSION OF WORK:
The Contractor shall, on the written order by the TECHNOPARK suspend the
progress of the works or any part thereof for such time or times and in such
manner as the Technopark may consider necessary and shall during such
suspension, properly protect and secure the work, so far as is necessary in the
opinion of the Technopark.
Save in so far the contract may prescribe, the extent of portions of the site of which
the TECHNOPARK is to give possession from time to time and the order in
which such portions will be available to him and subject to any requirement in
the contract as to the order in which the work shall be executed, the
TECHNOPARK shall give to the Contractor possession of so much of the site as
may be required to enable the Contractor to commence and proceed with the
construction of the works in accordance with such reasonable proposals of the
Contractor as he will make in writing to the Technopark and shall, from time to
time as the work proceeds give the Contractor possession of such further
portions of the site as may be required to enable the Contractor to proceed with
the construction of the works in accordance with the said programme or proposal.
Neither party shall be liable for any failure or delay in performance under this
agreement if the failure/delay is caused by natural calamity, general strike, curfew,
riot, war, or any act of god which prevents normal activities or reasons beyond the
control of the party. In such cases, the party affected by this clause shall give
written notice to the other party with full details, within a week of the occurrence
of the cause. If the force majeure condition affects the completion schedule, the
time of completion shall be revised to the extent of loss of time caused by force
majeure.
i) The site is clear from all materials, site shed, etc. and the Technopark is
satisfied with the job done by the Contractor

ii) All equipment, tools, plant taken from the TECHNOPARK have been
returned by the Contractor.
iii) Rectifications of any damage done by the Contractor to the work executed
have been satisfactorily done by the Contractor.
vi) The works shall not be considered as completed until the Technopark has
certified in writing that they have been completed.
7.6 MAINTENANCE:
For a period of 12 months commencing immediately after the completion of
work done by the contractor, the Contractors liability shall be to replace the
defective parts, rectify/reconstruct the defective work that may develop of his
own construction or those of his sub-contractors approved by the
TECHNOPARK arising solely from faulty materials or workmanship.
If it is necessary for the Contractor to rectify/ reconstruct any defective portions
of the work under the contract, the provision of this condition shall apply to
the portions of work so replaced or renewed until the expiration of three months
from the date of such replacement or renewal or until the end of the above
mentioned period of 12months, whichever may be later. If any defects be not
remedied within a reasonable time the TECHNOPARK may proceed to do the
work at Contractor's risk and expense, but without prejudice to any other rights
which the TECHNOPARK may have against the Contractor in respect of such
defects.

The Contractor shall bear the cost of such repairs/rectifications carried out on his
behalf at site. Immediately upon satisfactory completion of the maintenance period
the Company shall issue a final certificate indicating that the Contractor has
completed his obligation under the contract.
8. TERMINATION OF CONTRACT:
8.1 TERMINATION OF CONTRACT:
If the Contractor has abandoned the contract or has failed to proceed with the
work due to negligence or the progress on any particular item or items is slow or
has failed to execute the work in accordance with the terms and conditions of the
contract, is persistently or frequently neglecting to carryout his obligation
under the contract, then it shall be lawful for the TECHNOPARK to terminate
the contract forthwith under written notice and to proceed with the balance of
the work through any other agencies. During the course of execution of the job,
in case the Contractor has done any substandard work, he shall be asked in writing
to dismantle and redo the same at his own expenses. If the Contractor fails to
comply with the above instructions immediately, then the TECHNOPARK shall
proceed with the above rectification work, through another agency or agencies.
Similarly, if the Contractor goes slow on any particular item or items of work, the
TECHNOPARK shall have the right to execute this item or items through another
agency or agencies, including its own department.
Extra cost and expenses incurred for completing the work or balance work or
carrying out the rectification of any work as mentioned above through another
agency or agencies including its own department, shall be debited to
Contractor's account and shall be recovered from any money due or that may
become due to the Contractor without prejudice to any other remedy that may
be available to the TECHNOPARK in law. If there is any savings in cost due to re-
arrangement or supplementing through other agencies the original contractor will
not have any claim on this.
9.1 VARIATION:
Technopark/Technopark shall be entitled to make any variation of the quality or
quantity of the works or any part thereof that may in his opinion, be necessary and

for that purpose, or if for any other reason it shall, in his opinion be desirable, he
shall have power to order the Contractor to do and the Contractor shall do any of
the following:
d) Change the levels, lines, position and dimensions of any part of works and,
e) Execute additional work of any kind necessary for the completion of the
works, and no such variation shall in any way initiate or invalidate the
contract but the value, if any, of all such variations shall be taken into
account in ascertaining the amount of the contract price.
Rates for authorised extra items, additional, altered or substituted work as may be
ordered shall be determined by the Technopark/TECHNOPARK as follows:
a. In the case of all extra items whether additional, altered or substituted, if accepted rates for
identical items provided for in the contract, such rates shall be applicable..

b. In the case of extra items whether altered or substituted, for which similar items
exists in the contract, the rates shall be derived from the original item by
appropriate adjustment of cost of affected components. The percentage excess or
deduction of the contract rate for the original item with reference to the estimated
rate shall be applied in deriving the rates for such items.
c. In the case of extra items, whether altered or substituted, for which similar items
do not exist in the contract, the rates shall be arrived at on the basis of provisions of
DSR-2016.
d. In the case of extra items, whether additional, altered or substituted, for which the
rates cannot be derived from similar items in the contract, and only partly from
similar items in the contract, and only partly from the public work departmental
rates, the rates for such part or parts of items as are not covered in the schedule of
rates shall be determined by the Consultant /TECHNOPARK on the basis of the
prevailing market rates giving due consideration to the analysis of the rate
furnished by the contractor with supporting documents, including Contractor's
profit. This shall be added on to the DSR-2016. (Including contractor's profit and
applicable Cost index as on the last day of submission of bids) for the other part or
the items for which the rates can be derived from the schedule of rates of DSR-2016
adjusting the percentage quoted for this part alone.
e. In the case of extra item whether additional, altered, substituted, for which the
rates cannot be derived either from similar item of work in the contract or from the
departmental schedule of rates, the Contractor shall within 14 days of the receipt of
order to carry out the said extra item of work, communicate to the Engineer the
rate which he proposes to claim for the item, supported by analysis of the rate
claimed and the TECHNOPARK/Consultant shall within one month thereafter,
determine the rate on the basis of the market rate giving due consideration to the
rate claimed by the Contractor.
a) For items not covered in the schedule, rebate/extra shall be derived based on
observation/analysis of labour and materials involved in such items with the prior
approval of the Technopark.
9.6 CLAIMS:

account, giving full and detailed particulars with proper analysis of all claims for
any additional expense to which the Contractor may consider himself entitled
and of all extra items of work ordered by Technopark, which he has executed,
within one month of execution of such work, and no claim for payment for any
such work will be considered which has not been included in such particulars.
Provided always that the Technopark shall be entitled authorize payment to be
made for any such work notwithstanding the Contractor's failure to comply
with this condition, if the Contractor has at the earliest practicable
opportunity notified the Technopark in writing, that he intends to make a claim for
such work.
10. MEASUREMENTS
10.1 QUANTITIES:
The quantities set out in the bill of quantities are the estimated quantities of
the work. They are not to be taken as the actual and correct quantities of the
works, to be executed by the Contractor in fulfillment of his obligations under the
contract.
11.2 Disputes if any arising out of or in any way connected with this Agreement shall
be deemed to have arisen in Thiruvananthapuram and only the courts in
Thiruvananthapuram shall have jurisdiction to determine the same.

12. NOTICES
All notices to be given to the TECHNOPARK under the terms of the contract shall
be served by sending by post or delivering the same to the TECHNOPARK’s
address.
13. The contractor shall strictly observe the safety codes and labour laws as detailed
under:

SAFETY CODE
1. First aid appliances including adequate supply of sterilized dressings and cotton
wool shall be kept in a readily accessible place.
2. An injured person shall be taken to a public hospital without loss of time, in cases
where the injury necessitates hospitalization.
3. Suitable and strong scaffolds should be provided for workmen for all works that
cannot safely be done from ground.
4. No portable single ladder shall be over 8 meters in length. The width between the
side rails shall not be less than 30cm.(clear) and the distance between two adjacent
rungs shall not be more than 3 cm. When a ladder is used an extra mazdoor shall
be engaged for holding the ladder.
5. The excavated material shall not be placed within 1.5metres of the edge of the
trench of half of the depth of trench whichever is more. All trenches and
excavations shall be provided with necessary fencing and .lighting.
7. Those engaged in welding works shall be provided with welder’s protective eye-
shields and gloves.
8. Hoisting machines and tackle used in the works, including their attachments,
anchorage and supports shall be in perfect condition.
10. All workers employed for any kind of work shall be provided with safety helmet
and safety shoes.
11. Signeages, barricades etc. to be provided at site as per requirement and as directed
by the safety officer.
12. Fire extinguisher should be placed where welding and other electrical works are
carried out.

ACCIDENTS HOARDING LIGHTING – OBSERVATIONS WATCHMAN
(a) When excavations have been made obstacles have been put in public through faces
or in places where there is any like hood of accidents, the contractor shall comply
with any requirements of law on the subject, and shall provide suitable boarding
lighting and watchman as necessary.
(b) It shall be the contractor’s sole responsibility to protect the public and his
employees against accident from any cause and shall indemnify Governments,
against any claims for damages for injury to person or property, resulting from any
such accidents and he shall where the provisions of the Workmen’s Compensation
Act - apply, take steps so properly insure against any claims there under.
(c) On the occurrence of an accident which results in the death of any of the workmen
employed by the contractor which is so serious as to be likely to result in the death
of any such workmen the contractor shall within 24 hours of the happening of such
accident intimate in writing to the Owner, the fact of such accident. The contractor
shall indemnify Owner against all loss or damage sustained by Owner resulting
directly or indirectly from his failure to give intimation in the manner aforesaid,
including the penalties or fines if any payable by Owner as a consequence of
Owner’s failure to give notice under the Workmen’s Compensation Act or
otherwise conform to the said Act in the regard to such accident.
(d) In the event of an accident in respect of which compensation may become payable
under the Workmen’s Compensation Act VIII of 1973 whether by the contractor
such sum or sums of money as may be, in the opinion of the Technopark shall be
final in regard to all matters arising under this clause.
(a) The Contractor shall pay not less than fair wage to labourers engaged by him on
the work.
“Fair Wages” means wages whether for time or piece work notified at the time of
inviting for the work and where such wages have not been so notified the wage
prescribed by Kerala PWD for the District in which the work is done.
(b) The Contractor shall notwithstanding provisions of any contract to the Contract
cause to be paid fair wage to labourers indirectly engaged on the work including

any labour engaged by his sub-contractor in connection with said work as if
labourers had been immediately employed by him.
(c) In respect of all labour directly or indirectly employed in the work for performance
of the contractor’s part of the Agreement the Contractor shall comply with or cause
to be complied with provisions of the Contract Labour (Regulations and Abolition)
Act 1970, Minimum Wages Act 1948, Payment of Wages Act 1936 and Any
Amendments thereof and all Legislations and Rules of this State and / or Central
Govt. or other Local Authority framed by time to time, Governing the protection of
Health, Sanitary Arrangements wages, Welfare, Safety Bonus, Retirement benefits,
Retrenchment/Layoff compensations to payment of wages not paid and deduction
unauthorisly made maintenance of wage register other terms of employment,
inspection and submission periodical returns and all wage cards, publications of
scale of wage and returns and all other matters of like nature and shall indemnify
Technopark from all or any claims coming under the above Acts and Rules.
(d) The Technopark shall have the right to deduct from the money due to the
Contractor and any sum required or estimated to be required for making good the
loss suffered by a worker or workers by reason of nonfulfillment of the Conditions
of the Contract for the benefit of the works no payment of wages or deductions
made from his or their wages which are not justified by the terms of the Contractor
of non-observance of the regulations.
LABOUR LAWS
The Contractor shall comply with the provisions of all Labour Legislation including the
requirements of:

The Contractor shall keep the Owner saved harmless and indemnified against claims, if
any, of his workmen and all costs and expenses as may be incurred by the Owner in
connection with any claim that may be made by any workmen.
The Contractor shall have to obtain license under the said Act and rules and comply with
all provisions and obligations. The Contractor shall furnish all information required by the
Owner and also indemnify the Owner against any penalties / claims arising from any
default on his part.

8. TECHNICAL SPECIFICATIONS
SCOPE OF WORK
1.00 SCOPE
1.01 This specification deals with plain and reinforced cement concrete for general use and
in structures and covers the requirements for concrete, materials, their properties,
storage, handling, grading, mix design, strength and quality, batching, mixing,
transporting and pouring at all levels, testing, casting, protecting, curing, finishing, etc.
1.02 The work shall include providing of materials, all necessary plant and equipment,
providing adequate engineering supervision and technical personnel, skilled and
unskilled labour, etc. as required to carry out the entire work as indicated on the
drawings and/or described herein subsequently and/or as directed by the Engineer.
1.03 They shall carry out all works meant within the intent of this specification even if not
explicitly mentioned herein. All works shall be executed to the satisfaction of the
Engineer.
2.01 The provision of IS: 456 / 2000 shall be followed as general guidance, along with
all other relevant Indian Standards, unless otherwise specifically mentioned.
2.02 Before starting a concrete pour, the Contractor shall obtain the approval of the
Engineer on a ‘Pour Card’ maintained for this purpose. He shall obtain complete
instructions about the materials and proportions, water cement ratio, etc. to be used,
slump/workability, number of test cubes/samples to be taken, type of finishing to be done,
any admixture to be added, any limitation on size of pour and location for interruption of
a pour in case of premature stopping of pour, etc.

2.03 The batching plant/ mixers /weigh-batchers shall be maintained in clean and
serviceable condition. Accuracy of all equipment shall be periodically checked. All
concrete shall be mixed in mechanically operated batching plant/ mixers/weigh batchers
complying with relevant IS codes and these shall be of approved make, with suitable
provision for correctly controlling the water delivered to the drum. Weigh batchers shall
conform to IS:2722 and shall be capable of controlling the weights to within one percent of
the desired value.
2.04 The Contractor’s procedures for casting massive concrete sections (as noted on the
drawings or as identified by the Engineer) shall take account of the release of the heat of
hydration, drying shrinkage behavior. The procedures shall be such that cracking or loss of
strength of the concrete from these effects is prevented. At least one week before
commencing the construction of any massive concrete section, the Contractor shall submit,
for approval of the Engineer, detailed proposals for placing the concrete together with
supporting calculations to demonstrate the suitability of the methods.
2.05 The Contractor shall furnish all skilled and unskilled labour plant, equipment,
scaffolding all materials etc. required for complete execution of the work in accordance
with the drawings and as described herein and / or as directed by the Engineer.
2.06 The Contractor shall strictly follow, at all stages of work, the stipulations contained
in the Indian Standard Safety Code and the provisions of the safety code and the provision
of the safety rules as specified in the General Conditions of the Contract for ensuring safety
of men and materials.
2.07 Any approval, instructions, permission, checking, review, etc. whatsoever by the
Engineer, shall not relieve the Contractor of his responsibility and obligation regarding
adequacy, correctness, completeness, safety, strength, quality, workmanship, etc.
3.01 All applicable standards, specifications, etc. and codes of practice shall generally be
the latest editions, including all applicable official amendments and revisions. A complete
set of all these documents shall generally be available at site, with the Contractor.
3.02 All work shall be carried out as per the stipulations contained in various sections of
these specifications and the latest Indian Standards, Acts, Codes and best practices.
3.03 In case of conflict between the stipulations contained in various sections of these
specifications and stipulations of Indian Standards, Codes, etc. the requirements of
stipulations contained in various sections of these specifications, shall prevail over that of
Indian Standards, Codes, etc.

4.00 MATERIALS
4.01 All materials proposed for use in the work shall conform to the requirements laid down in
this section, and also subject to the approval of the Engineer. After specific materials have
been accepted, the source of supply of such materials shall not be changed without prior
approval of the Engineer.
Approval of any material by the Engineer, shall not relieve the Contractor of his
responsibility, for the requisite quality and performance of the material used.
4.03 Representative samples shall be procured by the Contractor and submitted to the
Engineer, for approval before bulk procurement. The representative samples shall be retained
by the Engineer for future comparison and reference.

4.04 The Engineer shall have the right to inspect the sources of materials, method of
procurement and storage of materials, quality control procedures, etc.
4.05 Generally, all materials shall be stacked and stored by the Contractor as described in IS:
4082 unless otherwise mentioned and in a manner affording convenient access for
identification and inspection at all times. The storage area and arrangements shall be subject
to the approval of the Engineer. Any material rendered unserviceable during the Contractor’s
custody, shall be replaced or repaired by the Contractor as determined by the Engineer.
4.06 All materials shall be so stored as to prevent deterioration or intrusion of foreign matter
and to ensure the preservation of their quality and fitness for the work. Any material which
has deteriorated or has been damaged or is otherwise considered defective by the Engineer,
shall not be used and shall be removed and the cost thereof, shall be realized from the
Contractor’s dues. The Contractor shall maintain up-to-date accounts of receipts, issue and
balance (stockwise) of all materials.
4.07a) Cement
The cement used shall be the Ordinary Portland cement conforming to IS: 12269 (Grade -
53 or IS:8112 (Grade - 43) or Portland Pozzolana cement conforming to IS:1489 or Portland
slag cement conforming to IS:455 or any other type of cement, specified in IS:456/2000 with
the prior approval of the Engineer. However, any special type of cement such as High
strength cement or sulphate resisting cement may be used under special circumstances.
Unless otherwise specified ordinary Portland cement of 53 grade conforming to latest IS –
12269 brand of Ultra-Tech, Dalmia, Ambuja or other brands approved by the employer
only shall be used for all concrete works.
4.07b) The Contractor shall make his own arrangements for the storage of adequate
quantity of cement. Cement in bulk may be stored in bins or silos which will provide
adequate protection against dampness, contamination, etc. The bins or silos shall be cleaned
periodically. All the cement bags shall indicate the date of production and batch number. The
test certificate shall be conforming to the relevant batch/ date of production. Manufacturers
test certificate corresponding to the date of manufacturing printed on the bag shall be
furnished for each consignment of cement.
Test certificates from the manufacturers to show that the cement brought by the
Contractor to site for use in the works fully complies with the relevant IS specification shall
be submitted to the Engineer at the Contractor’s own cost. In addition, field test shall be
conducted for every consignment of cement for the purpose of concrete design mix.
4.07c) Cement shall be stored and neatly packed in piles not exceeding 10 bags high in
weather proof closed sheds well away from walls with raised wooden plank flooring to
prevent deterioration by dampness or intrusion of foreign matter. Storage under tarpaulins
shall not be permitted. It shall be stored in such a way as to allow the removal and use of
cement in chronological order of receipt, ie.The FIRST IN – FIRST OUT basis. Cement

deteriorated and / or clotted shall not be used on work but shall be removed at once from the
site. Daily record of cement received and consumed shall be maintained by the Contractor in
an approved form and a copy submitted to the Engineer once a week. Not withstanding the
above, the Engineer, for any reasons whatsoever, may at his discretion order to retest, the
cement brought to site in an approved testing laboratory and fresh certificate of its soundness
shall be produced at the Contractor’s own cost. Cement ordered for retesting shall not be used
for any work pending results of re-test.
Any type and grade of cement more than 3 months old shall invariably be tested to
ascertain that it satisfies the acceptability requirements.
4.08 Aggregates
4.08a) Aggregates mean both coarse and fine inert materials used in the preparation of
concrete. Aggregates shall consist of natural sands, crushed stone and gravel from a source
known to produce satisfactory aggregate for concrete and shall be chemically inert, hard,
strong, durable against weathering of limited porosity and free from such quantities of
deleterious materials as may cause corrosion of reinforcement or may impair the strength and /
or durability of the concrete. Total percentage of all deleterious materials, including coal,
lignite, clay lumps, and materials finer than 75 microns, soft fragments and shale but
excluding mica shall not exceed 5%. However, for crushed fine aggregate, total percentage of
coal and lignite and clay lumps shall be limited to 2%. Both coarse and fine aggregates shall
conform to IS: 383 for concrete, shotcreting etc. unless otherwise mentioned.
Sample of aggregates for mix design and determination of their suitability shall be sent to
the laboratory well in advance in scheduled placing of concrete. Sampling, testing, and
interpretation of test results shall be subject to the approval of the Engineer. Aggregates shall
be properly graded.
For reinforced concrete work, aggregates conforming to IS:383 & IS:2386 having a
maximum size of 20 mm shall be used. For certain reinforced concrete works, aggregates
having a maximum size other than 20 mm size shall also be used as called for in the drawings.
However, for lean concrete provided as mud mat below structural concrete, maximum size
upto 40 mm shall be used.
b) Aggregates (coarse or fine) with a specific gravity below 2.6 shall not be used without
special permission of the Engineer. Machine-made sand will be acceptable provided the
constituent (rock/gravel) is sound, hard, dense and is acceptable to the Engineer. Sand,
natural gravel and crushed rock shall be prepared for use by such screening or washing, or
both, as necessary to remove all objectionable foreign matter.

c) Type of aggregates: Petrographic examination shall be carried out to ascertain the
structure and rock type of aggregate including presence of strained quartz and other reactive
minerals. Moreover, in case the coarse aggregate sample is of composite nature, the
proportions (by weight) of different rock types in the composite sample and petrographic
evaluation of each rock should also be ascertained. While determining different rock type in
the composite sample, special emphasis should be given on identification of known reactive
rocks like chalcedony, opal etc. and procedure laid down in IS:2430 for sampling of
aggregates may be followed. The sample should not contain weathered rock and reduced to
required quantity by quartering and coning.
The results of petrography test shall be submitted to the Engineer. The Engineer shall
review the results on consultation with some specialist agencies, if required, to determine
potential activity of the aggregate (siliceous minerals) which may lead to reaction of silica in
aggregate with the alkalis of cement. In addition, potential of some aggregates like lime stone
to residual expansion due to repeated temperature cycle is also to be reviewed. Further, the
Contractor shall submit the results of Alkali aggregates reactivity carried out as per IS:2386
(Pt. VII).
In case of any apprehension about the properties of the aggregate, the Engineer shall ask
the Contractor to send samples of coarse and fine aggregate to any of the established approved
research laboratory for further testing. However, the Owner shall fix the agency and bear the
cost of such testing.
In case, it is established from the tests that the aggregates contain reactive silica which
would react with alkalis of the cement, the Contractor shall be asked to change the source of
supply of the aggregate and take additional measures as suggested. In case aggregates
indicate residual expansion, under repeated temperature cycle test, the material shall not be
used for concreting of equipment foundations which are likely to be subjected under repeated
temperature cycle. The Contractor shall use different type of aggregate as approved by the
Engineer.
d) Fine Aggregate : Sand shall conform to IS : 383. It shall pass through I.S. Sieve 4.75
mm (3/16 B.S.) test sieve, leaving a residue not more than 5%. It shall be from a natural
source approved by the Engineer. It shall be washed if directed to reduce the percentage of
deleterious substances to acceptable limits at Contractor’s own cost. Sand shall not contain
any trace of salt and sand containing any trace of salt shall be rejected.
The fine aggregate for concrete shall be graded within limits as specified in IS : 383 and
the fineness modules shall range between 2.60 to 3.20. The fine aggregate shall be stacked
carefully on a clean hard dry surface so that it will not get mixed up with deleterious foreign
materials. If such a surface is not available a platform of planks or corrugated sheets or brick
floor or concrete floor shall be prepared.

Unless otherwise specifically stated, for all RCC works the size of coarse aggregate shall
be 20 mm and down size.
4.09 Coarse and fine aggregates shall be stacked separately. Contamination with foreign
materials and earth during storage and while heaping the materials shall be avoided. Coarse
aggregates shall be stacked in layers not exceeding 120 cm in height such that corning and
segregation do not occur. Each layer shall cover the entire area of the stock pile before
succeeding layers are placed. Segregated aggregates from stock-pile shall be rejected.
Aggregates shall be stored on brick soling or an equivalent platform so that they do not
come in contact with dirt, clay, grass or any other injurious substance, at any stage. For lifting
aggregates from stock piles, rakers shall be used. Aggregates of different sizes shall be kept
in separate and easily measurable stacks. If so desired by the Engineer, aggregates from
different source shall be stacked separately with proper care to prevent intermixing.
4.10 Admixtures
Admixtures in concrete for promoting workability, improving strength, entraining air for
similar purposes may be used only after the written permission from the Engineer is obtained
and his decision in this regard shall be final. These shall be free from injurious amount of
chloride, etc. Addition of admixtures should not reduce the specified strength or durability of
concrete and should not have detrimental effect on reinforcement. The admixtures shall
conform to IS: 9103 and shall be of proven make and from a reputed manufacturer. Calcium
chloride as accelerating admixture is not permitted to be used other than in mass concrete
works. The Contractor shall produce latest test results carried out at approved Government
Test Houses for the approval of the Engineer, before use.
4.11 Water
a) Water used for mixing and curing shall be clean and free from injurious amounts of oils,
acids, alkalis, sugar, organic materials or other substances that may be deleterious to concrete
or steel. Potable water is generally considered satisfactory for mixing concrete. The
maximum permissible values of impurities shall be as given in clause no. 5.4 of IS:456 / 2000.

b) In case of doubt regarding development of strength, the suitability of water for making
concrete shall be ascertained by the compressive strength and initial setting time tests
specified in IS:456/2000.
c) Average 28 days compressive strength of at least three 150 mm concrete cubes prepared
with water proposed to be used shall not be less than 90% of the average strength of three
similar concrete cubes prepared with distilled water. The cubes shall be prepared, cured and
tested in accordance with IS: 516.
d) The initial setting time of a concrete test block made with the appropriate cement and the
water proposed to be used shall not be less than 30 minutes and shall not differ by + 30
minutes from the initial setting time of control test block prepared with the same cement and
distilled water. The test shall be carried out as per IS:4031.
e) Where concrete, made from water proposed to be used, does not satisfy the above
requirements and/or contains an excess of acid, alkali, sugar, salt or other deleterious
substances, then the Engineer may refuse to permit its use. Sea water shall not be used for
curing besides mixing in concrete.
f) The Contractor shall produce test results of water proposed to be used on the job for
approval by the Engineer before using for concrete works.
5.00 CONCRETE
All concrete shall be “design mix concrete” as defined in IS:456/2000, unless a nominal
mix concrete such as 1:2:4, 1:3:6, 1:4:8 or 1:5:10 proportion is specified. The proportion
referred to is by weight (mass). The grades for ‘design mix’ concrete shall be designated M-
15, M-20, etc. as specified in IS:456/2000.
a) Nominal mix concrete shall be used only for plain cement concrete works and where
shown on drawings or specifically allowed by the Engineer. Such concrete shall not require
preparation of trial mixes and all such concrete shall be mixed in a mechanical mixer.
Proportions for nominal mix concrete shall be according to Table-9 of IS:456/2000. In
addition, standard proportion by volume shall be used wherever specified.

maintained properly, to the satisfaction of the Engineer.

d) Nominal mix concrete 1:5:10 shall correspond to grade M5, 1:4:8 shall correspond to
grade M7.5, 1:3:6 to grade M10 and 1:2:4 to grade M15 of IS:456 / 2000.
e) If nominal mix concrete made in accordance with specified proportions does not yield the
specified strength of the corresponding grade and fails to satisfy the requirements of
“acceptance criteria for concrete” as specified in IS:456/2000 such concrete shall be treated in
the following manner :
i) In case the Engineer is satisfied that lower strength of concrete is attributed to material
and workmanship of the Contractor, then such concrete shall be replaced by concrete of
specified strength. The Engineer may, however, also accept such lower strength concrete but
such lower strength concrete shall be classified as belonging to the appropriate lower grade
proportion.
ii) In case the Engineer is satisfied that lower strength of concrete is not attributable to the
Contractor, he may direct in writing to increase the cement content to obtain specified
strength. Such extra cement shall also be considered for reconciliation purposes. The use of
richer mix shall be continued until the Engineer instructs otherwise.
f) Nominal mix proportion shall not be classified as higher grade proportion either on the
ground that the test strengths are higher than the minimum specified or in the case where

the Engineer directs use of additional cement over the quantity specified for the particular
mix proportion to achieve the minimum specified strength.
The Contractor shall design the mix and submit for the approval of the Engineer. No
concreting works shall be commenced without the approval of the design mix of concrete.
The Contractor is responsible for the design of the concrete mix.
a) Design Mix Concrete shall be used on all concrete works, except where specified
otherwise or specially permitted by the Engineer. The mix shall be designed for all grades of
concrete (except those specified under Nominal Mix Concrete) such as to obtain for works
cubes, the required workability and the characteristic strength not less than the appropriate
values given in Table 2. Using Standard Deviation specified in IS:10262 corresponding to
good quality control, the minimum value of target strength of design mix of various grades of
concrete shall be as per Table 2.
However, the Engineer may allow to change the target strength values based on
adequate numbers of works test results.

b) In proportioning concrete, the quantity of both cement and aggregates shall be
determined by mass. However, only in some exceptional cases including concreting in some
isolated areas, the Engineer may allow the quantity of aggregates to be determined by an
equivalent volume basis after the relationship between weight and volume is well established
by trials and the same shall be verified frequently. Water shall be either measured by volume
in calibrated tanks or weighed. All measuring equipment at site, shall be maintained in a
clean and serviceable condition, and their accuracy shall be periodically checked.
c) To keep the water-cement ratio to the designed value, allowance shall be made for the
moisture contents in both fine and coarse aggregates and determination of the same in
accordance with IS:2386 Part (III) shall be made as frequently as directed by the Engineer.
In some of the structures, water-cement ratio shall be restricted even below 0.45. To
increase the workability, plasticizer may have to be used in such cases. Trial mix shall be
carried out accordingly.
d) With the permission of the Engineer, for any of the above mentioned grades of concrete,
if the water quantity has to be increased, proportionately cement quantity shall also be
increased, to keep the ratio of water to cement same as adopted in Preliminary tests for the
corresponding grade of concrete. The extra cement required on account of this shall also be
considered for reconciliation purposes.
a) IS:10262 shall be followed as general guidance for mix design. Preliminary tests/trial
mix, as specified or as required by the Engineer, shall be carried out sufficiently ahead of the
actual commencement of the work with different grades of concrete made from representative
samples of aggregates and cement expected to be used on the works. These tests are to be
conducted to arrive at the grading of aggregates, water cement ratio, workability and the
quantity of cement required to give Preliminary (target) compressive strengths as specified in
Table-2.
b) The minimum cement content has been specified in the BoQ for each grade of concrete.
The minimum cement contents for design mix concrete of various grades shall be as per IS
456 .
The highest of the values of the cement requirement in kg/m3 of cement as specified in
the BOQ or obtained as per the design mix or from durability consideration as per IS
456/2000 shall be used.
c) At least four trial mixes are to be made and minimum six test cubes taken for each trial
mix noting the slump for each type of mix. The cubes shall then be properly cured and three
cubes for each mix shall be tested in a laboratory (approved by the Engineer) at 7 days and
others at 28 days for obtaining the compressive strength. The test reports shall be submitted
to the Engineer. The design mix particulars shall indicate, with the help of graphs and curves
etc. the extent of variation in the grading of aggregates which can be allowed. While
designing mixes, over wet mixes shall be avoided. For chimney, natural draft cooling tower,
etc. where assessment of early strength is required, the concrete cubes shall also be tested for
early age strength at 1 day and 3 days for establishing the values.
d) The Contractor shall submit the test reports of mix design to the Engineer for his view,
indicating design criteria, analysis and proportioning of materials, etc. On the basis of the
above test reports, a mix proportion by mass and the water cement ratio, shall be determined
by the Contractor such that concrete prepared with this mix yield the desired characteristic
strength and shall have suitable workability. The mix design to be adopted on the works shall
be subject to the approval of the Engineer. The proportions, once decided for different grades
of concrete, shall be adhered to, during all concreting operations as long as the quality of the
materials does not change. If, however, at any time, the quality of materials being used has
changed from those for Preliminary mix design, or there is a change either in the required
strength of concrete, or water cement ratio or workability, the Contractor shall have to make
similar trial mixes and Preliminary tests to ascertain the revised mix proportions and water
cement ratio to be used for obtaining the desired strength and consistency.
e) In the situations, like casting of piles, where the compaction of concrete is not possible by
vibration, the method of compacting concrete cubes of Preliminary/ trial mixes and work tests
shall be in the same manner as the method of compacting concrete at site is proposed.
a) Number of test results - The total number of test results required to constitute an
acceptable record for calculation of standard deviation shall be not less than 30. Attempts
should be made to obtain the 30 results as early as possible, when a mix is used for the first
time.

b) Standard deviation to be brought upto date - The calculation of the standard deviation
shall be brought upto date after every change of mix design and at least once a month.
b) The standard deviation of concrete of a given grade shall be calculated using the
following formula from the results of individual tests of concrete of that grade obtained as
specified in sub-section “Sampling and strength test of concrete”.

The Contractor shall submit for the Engineer’s approval, prior to the supply of any
designed mix, the following information.
ii. either ;
b) full details of tests on trial mixes carried out in accordance with the specification or
c) alternatively, for ordinary structural concrete, a statement that, for initial production, the
appropriate mix proportions given for nominal mix concrete will be used.
iii. the quantities of each material per cubic meter of fully compacted concrete.
Any change in the source of material or mix proportions (except changes in cement
content of not more than 20 kg./m3) should be subject to the Engineer’s prior approval.
During production the Contractor shall carry out trial mixes and tests, if required by the
Engineer, before substantial changes are made in the material or in the proportions of the
materials to be used, except where adjustments to the mix proportions are carried out in
accordance with clause.
When required by the Engineer, the Contractor shall recalculate the standard deviation in
accordance with sub-section 5.04. The recalculated value shall be adopted as directed by the
Engineer, and it shall become the standard deviation for concrete produced subsequently.
All these preliminary tests, approvals etc., shall be completed well in advance by the
Contractor before any concreting is contemplated. Failure on the part of the Contractor to do
so and the consequent delay in the completion of the works will not entitle him for any
compensation whatsoever, either financially or by way of extension of time.

b) The degree of workability necessary to allow the concrete to be well compacted and to be
worked into the corners of formwork and round the reinforcement to give the required surface
finish shall depend on the type and nature of the structure and shall be based on experience
and tests. The suggested ranges of values of workability for concrete for some placing
conditions, as stipulated under clause No. 7.0 of IS:456/2000, are given below in Table-3, for
guidance only. In addition, in some special cases like casting of pile, very high degree of
workability (upto 180mm slump) shall be used.

5.14a) Batching and Mixing of Concrete : Unless otherwise specified the concrete
mixing shall be carried out in batching plant The contractor shall erect a batching plant
of at least 18 M3 per hour capacity at site within one month from issue of work order.
The batching plant shall be conforming to all relevant IS Standard and shall be kept in
good condition. The location of batching plant shall be jointly decided at site.
a) All materials for controlled concrete shall be batched as per approved design mix in
weigh batchers of adequate capacity in the event of mechanical breakdown of batching plant
and of approved design. Mixers for concrete may be stationary mixers of either the tilting or
non-tilting type, or truck mixers of approved design. Mixers are to have a fitted water tank

complete with suitable arrangement for dispensing a measured quantity of water. Thorough
mixing of the concrete is essential and mixers shall be capable of combining the materials into
a uniform mixture, uniform colour and of discharging this mixture without segregation. The
mixers should always be operated at the speed and time recommended by the makers.
However, in no case shall the minimum mixing time for each batch be less than 2 minutes
after the addition of all the ingredients. The mixers shall be maintained in satisfactory
operating condition, and mixer drums shall be kept free of hardened concrete. The
consistency of the concrete produced from the mixers should have sufficient workability to
enable it to be well consolidated, to be worked into the corners of the shuttering and around
the reinforcements. Standby mixers, as required by the Engineer, must be provided. Hand
mixing will not be permitted.
In proportioning concrete, the quantity of both cement and aggregate shall be determined by
weight. Water shall either be measured by volume in calibrated tanks or weighed. All
measuring equipment shall be maintained in a clean, and serviceable condition. Their
accuracy shall be periodically checked.
It is most important to keep the specified water - cement ratio constant and at its correct value.
To this end, moisture content in both fine and coarse aggregates shall be determined as
frequently as possible, frequency for a given job being determined by the Engineer according
to the weather conditions. The amount of mixing water shall then be adjusted to compensate
for variations in the moisture content. For the determination of moisture content in the
aggregates, IS-2386 (Part - III) shall be referred to. Suitable adjustments shall also be made in
the weights of aggregates to allow for the variation in weight of aggregates due to variation in
their moisture content.
The slump for concrete as determined by slump tests as per Indian Standard 1199 latest
edition, shall not exceed the maximum slumps indicated below for each type of construction
using high frequency vibration unless otherwise approved or directed by the Engineer.

The Contractor shall not place concrete having a slump outside the limits specified without the
approval of the Engineer.
At least one slump test shall be made for every compressive strength test carried out.
More frequent tests shall be made if there is a distinct change in job conditions, or if required
by the Engineer.
c) Water shall not be added into the drum of the mixer, until all the cement and aggregates
constituting the batch are already in the drum and dry mixed for at least one minute and are
uniformly distributed. Water shall then be added and mixing of each batch shall be continued
until there is a uniform distribution of the materials and the mass but in no case shall mixing
be done for less than two minutes and for at least 40 revolutions after all the water and
materials are in the drum. When absorbent aggregates are used or when the mix is very dry,
the mixing time shall be extended as directed by the Engineer. Mixers shall not be loaded
above their rated capacity as this prevents thorough mixing.
d) The entire contents of the drum shall be discharged before the ingredients for the next
batch are fed into the drum. No partly set or remixed or excessively wet concrete shall be
used and it shall be immediately removed from site. Each time if the work stops for more than
30 minutes, the mixer shall be thoroughly cleaned and when the next mixing commences, the
first batch shall have 10% additional cement.
e) In exceptional circumstances and/or work in remote areas, hand mixing may be allowed
by the Engineer, subject to adding 10% extra cement which shall be considered for
reconciliation purposes. The mixing shall be carried out on watertight platform and mixing
shall be continued till a uniform colour and consistency of the mix is achieved.
5.15 Concrete Conveying
Unless otherwise allowed for bulk conveyance of concrete, concrete pumps of adequate
capacity shall be used. The pumps and accessories shall be always kept in good working
condition. If any admixtures are added to increase the workability of concrete for placing
concrete by pumping the same shall be done only with the written permission of the
Employer.

a) Concrete shall be handled and conveyed as rapidly as practicable, from the place of mixing
to the place of final laying, by approved means, before the initial setting of the cement starts.
Normally not more than 30 minutes shall lapse between mixing and consolidation in position.
Concrete shall be conveyed in such a way that there is no segregation or loss of any of the
ingredients and maintaining the required consistency and workability. If segregation does
occur during transport, the concrete shall be remixed before being placed.
Concrete shall be transported by transit mixers if RMC is permitted. Concrete shall not be
conveyed over uncured concrete previously laid.
During very hot or cold weather, if directed by the Engineer, concrete shall be transported
in deep containers which will reduce the rate of water loss by evaporation in hot weather and
heat loss in cold weather, at no extra cost to the Owner.
b) Conveying equipment for concrete shall be mortar tight, well maintained and thoroughly
cleaned before commencement of concrete mixing. Such equipment shall be kept free from
set concrete. Chutes shall not be used for transport of concrete without the written permission
of the Engineer. The chute in case permitted to be used shall be of such size and design as to
ensure practically continuous flow. Slope of the chute shall be so adjusted that the concrete
flow without the use of an excessive quantity of water and without segregation of its
ingredients. The delivery end of the chute shall be as close as possible to the point of deposit.
c) Concrete may be conveyed and placed by mechanically operated equipment, e.g. pumps
or pneumatic placers only with the written permission of the Engineer, who shall also review
the entire scheme for which comprehensive details shall be furnished by the Contractor.
Formwork, reinforcement inserts etc., and the method of placing of concrete shall be
approved in writing by the Engineer before concrete is placed. Concrete shall be placed only
after all preparations for casting have been approved by the Engineer and approval given to
proceed with the casting in writing on pour card to be maintained by the Contractor for this
purpose and to be submitted along with the Contractor’s bills.
The Contractor is to give the Engineer 24 hours notice of any requirement for approval or
inspection of the works. If concreting does not commence within 24 hours of approval being
given, re-approval is to be sought by the Contractor.
Approval by the Engineer of any of the materials and/or work as required herein shall not
relieve the Contractor of his obligation to produce finished concrete in accordance with the

drawings and specifications. Slots, openings, holes, pockets, etc. shall be provided in the
concrete as directed by the Engineer.
b) Concrete shall be placed and compacted in its final position before the cement reaches the
initial set and normally concrete shall be compacted in its final position within minutes of
leaving the mixer.
c) Where direct placement is not possible, the Contractor shall provide suitable
arrangements such as chutes, tremie, elephant trunks, etc. to confine the movement of
concrete as directed by the Engineer. Concrete shall not be dropped from a height or handled
in a manner which may cause segregation.
d) If concrete is placed by pumping, the consistency shall be the minimum necessary for
such conveyance of concrete. Before commencement of regular pumping, the pipeline shall
be lubricated by cement mortar (1:2), and once pumping commences, stoppages shall be
avoided.
e) Concrete shall not be placed in foundations on soft areas or where there is standing water
or debris. Such soft areas shall be removed and filled with 1:4:8/1:3:6 nominal mix concrete,
as directed by the Engineer.
f) For rock surfaces, it shall be ensured that the rock is not unsound. On sloping rock faces,
rough steps or benches shall be formed and concrete shall not be placed on a sloping rock
surface. Prior to pouring concrete, the rock surface shall be cleaned with a high pressure
water and air jet and kept wet for three hours. Also, before placing concrete, water shall be
removed from depressions, the rock surface shall be dried and a 10 mm thick cement sand
mortar (1:6) layer shall be placed and worked into all crevices, cracks, depression, etc.
h) Slabs, beams and similar members shall normally be poured in one operation. In special
circumstances, with the approval of the Engineer, these can be poured in horizontal layers, but
it must be ensured that the under layer is not already hardened. Bleeding of under layer, if
any, shall be effectively removed. Moulding, throating, drip course, etc. shall be poured as
shown on the drawings or as desired by the Engineer.
i) After the concrete has been placed to achieve maximum density, it shall be spaded and
thoroughly compacted by approved mechanical vibrators to a maximum subsidence without
segregation and thoroughly worked around reinforcement or other embedded fixtures into the
correct form and shape. The concrete should be placed a little in excess of its specified depth
so that after proper compaction its final desired depth is obtained. At corners, obstructions,

embedded fixtures and congested reinforcement areas, the vibrators shall be manipulated with
the utmost care and handled only by the most experienced workmen. Manual rodding and
hand tamping in some cases may be allowed subject to the approval of the Engineer. Care
must be taken to ensure that the inserts, fixtures, reinforcement and formwork are not
displaced or disturbed during placing of concrete.
j) Whenever vibration has to be applied externally, the design of formwork and the
disposition of vibrators shall receive special consideration to ensure efficient compaction and
to avoid surface blemishes. Surface vibrators and form attached vibrator shall not be
permitted under normal conditions. Their use shall require written approval of the Engineer.
k) Vibrators shall penetrate both the layer poured and the under layer to ensure good bond
homogeneity and to prevent the formation of cold joints. Immersion vibrators shall not be
allowed to come in contact with steel reinforcement after start of initial set. Also, they shall
not be allowed to come in contact with forms or finished surfaces.
l) The number of type vibrators to be used shall be subject to the approval of the Engineer
and in general immersion type vibrators shall be used. Consolidation by using immersion
vibrators will be in accordance with IS code : 3558. Immersion vibrators shall have a ‘no
load’ frequency, amplitude and acceleration as per IS:2505 depending upon the size of the
vibrator. Immersion vibrators shall be operated by experienced men. These vibrators shall be
immersed not more than 450 mm apart and withdrawn when air bubbles cease to come to the
surface. Such vibrators shall in no case be used to push concrete inside the forms and
vibrators shall be withdrawn slowly. Sufficient number of reserve vibrators in good working
condition shall be kept on hand at all times, so as to ensure that there is no slacking of
interruption in compacting.
m) No concrete shall be placed in wet weather or on a water covered surface. If there has
been any sign of washing of cement or sand, the concrete shall be entirely removed
immediately. Suitable precautions shall be taken in advance to guard against possible rains
before leaving the fresh concrete unattended.
n) Mass concrete shall be poured in lifts not exceeding 1.0 m in height unless otherwise
indicated on drawings or as directed by the Engineer. Horizontal lift shall not be more than
150 cm in thickness, according to provision of IS:457.
o) Special care shall be taken in accordance with latest IS-456/2000 while laying concrete
under extreme weather. Concrete, when deposited, shall have a temperature of not less than 5
degrees Centigrade and not more than 40 degree Centigrade. When depositing concrete in
very hot weather, precautions shall be taken so that the temperature of wet concrete does not
exceed 40 degrees Centigrade while placing. This shall be achieved by stacking aggregates

under the shade and keeping them moist, starting curing before concrete dries out, etc.
However, before mixing / placing concrete, when the above temperature conditions vary on
either side, approval of the Engineer shall be obtained for the method of execution.
All freshly placed concrete surfaces shall be protected from damages by workmen equipment
or any other cause.
a) Newly place concrete shall be protected by approved means from rain, sun and wind.
Concrete placed below ground level, shall be protected from falling earth, during and after
placing. Concrete placed in ground containing any deleterious substances, shall be kept free
from contact with such ground or with water draining from such ground, during placing of
concrete and for a period of at least three days or as otherwise instructed by the Engineer.
b) The ground water around newly poured concrete shall be kept down to an approved level
by pumping or other approved means of drainage. Adequate steps shall be taken to prevent
floatation or flooding. Steps, as approved by the Engineer, shall be taken to protect immature
concrete from damage by debris, excessive loading, vibration, abrasion, mixing with earth or
other deleterious materials, etc. that may impair the strength and durability of the concrete.
c) As soon as the concrete had hardened sufficiently for the surface not to be marked, it
shall be kept in a damp or wet condition by ponding or by covering with a layer of sacking,
canvas, Hessian or similar materials and kept continuously wet for at least seven days or
twenty eight days after final setting. This period may be extended, at the discretion of the
Engineer, upto fourteen days. Curing of horizontal surfaces exposed to drying winds shall
begin immediately after the concrete has hardened. Concrete slabs and floors shall be cured
for the periods mentioned above by flooding with water of minimum 25mm depth. Quantity
of water applied shall be such as to prevent erosion of freshly placed concrete. Curing shall be
done with potable water free from sediments of any kind.
d) Approved curing compounds may be used in lieu of moist curing with the permission of
the Engineer. However, such permission may be granted only in specific cases. Such
compounds shall be applied to all exposed surfaces of the concrete, as soon as possible after
the concrete has set.
Curing compounds shall not be used on any surface which requires further finishing to be
applied. All construction joints shall be moist, cured and no curing compound will be
permitted in locations where concrete surfaces are required to be bonded together.
Curing compounds shall be continuously agitated during use. All concrete cured by this
method shall receive two applications of the curing compound. The first coat shall be applied
immediately after acceptance of concrete finish. If the surface is dry, the concrete shall be
saturated with water and curing compound applied as soon as the surface film of water
disappears. The second application shall be made after the first application has set.
Placement in more than two coats may be required to prevent streaking.
b) When work has to be interrupted, the concrete shall be rebated and/or keyed at the joint
to such shape and size as may be required by the Engineer or as shown on the drawings. All
vertical construction joints shall be made with stop boards, which are rigidly fixed and slotted
to allow for the passage of the reinforcing steel. In the case of water retaining structures,
basements, tunnels, etc. water stop of approved material shall be provided, if so specified on
the drawings or as directed by the Engineer.
i) In a column, the joints shall be formed about 75 mm below the lowest soffit of the beams
framing into it, including haunches, if any. In flat slab construction, the joint shall be 75 mm
below the soffit of the column capital.
ii) Concrete in a beam shall be placed throughout without a joint. If unavoidable, the joint
shall be vertical and within the middle-third of the span. When a beam intersects a girder, the
joints in the girder shall be given an offset equal to a distance twice the width of the beam and
additional reinforcement provided for shear. The joints shall be vertical throughout the full
thickness of the concrete member with suitable shear key wherever shown on the drawing.
iii) A joint in a suspended floor slab shall be vertical at one quarter points of the span and at
right angle of the principal reinforcement.
iv) Construction joints in equipment foundations shall not be provided without specific
concurrence of the Engineer.
v) Vertical construction joints in water retaining structures shall not be permitted unless
shown on the drawings.
However, if the Contractor desires any adjustments in the location of construction joints
(to suit site conditions) from those shown on drawings or from those explained above, he shall
obtain prior approval from the Engineer.
d) Before fresh concrete is placed, the cement skin of the partially hardened concrete which
was poured earlier shall be thoroughly removed and the surface made rough and aggregate
exposed, by wire brushing, hacking, water jetting, air jetting or any other method as directed
by the Engineer. The rough surface shall be thoroughly wetted for about 1/2 hour and shall be
dried and coated with 10 to 15 mm thick layer of 1:1 freshly mixed cement and sand slurry.

Special care shall be taken to see that the first layer of concrete placed after a construction
joint is thoroughly rammed against the existing layer.
e) In forming a joint, concrete shall not be allowed to slope away to a thin edge. The
locations of construction joints shall be planned by the Contractor well in advance of
pouring and they will have to be approved by the Engineer. The Contractor’s proposals shall
include atleast the location of construction joints, the sequence of pouring, formwork details
and their stripping times.
f) Where the concrete has not fully hardened, all laitance shall be removed by scrubbing the
wet surface with wire or bristle brushes. Care being taken to avoid dislodgement of particles
of aggregates. The surface shall be thoroughly wetted and all free water removed. The
surface, shall then be coated with neat cement slurry. On this surface, a layer of concrete not
exceeding 150 mm in thickness shall first be placed shall be well rammed against old work,
particular attention being taken to corners and close spots. Work, thereafter, shall proceed in
the now.
g) For multiple lift work, a suitable gap shall be maintained between setting of the earlier
placed concrete and the commencement of concrete pour. After depositing concrete in
columns, piers or walked time gap of minimum 4 hours, preferably 24 hours shall be
maintained before depositing concrete in beams, girders or slabs, supported there in order to
avoid cracking due to settlement.
a) All concrete surfaces shall have an even and clean finish free from honeycombs, air
bubbles, fins or other blemishes unmarred, reasonable smooth. The formwork joint marks on
concrete work exposed to view shall be rubbed with carborandum stone and defects patched
up with paste of cement sand mortar (1:1) and cured. The finish shall be made to the
satisfaction of the Engineer. Concrete surfaces to be subsequently plastered or where brick
work is to be built against them, shall be adequately hacked as soon as the form is stripped off
so that proper bond can develop.
b) Immediately after removal of forms, the concrete shall be inspected and defective areas
as pointed out by the Engineer shall be removed partially or entirely as directed. Holes, left
by form bolts, etc. shall be filled-up and made good with cement sand mortar of approved
mix. All superficial defects such as honeycombing, rough patches, etc. shall be similarly
made good. If the defective area is at a vulnerable location, e.g. at the ends of beams &

columns etc. then it may be necessary to cut out the member completely or in part and
reconstruct as directed by the Engineer. If epoxies have to be used, the same shall be subject
to the approval of the Engineer. Poured concrete affected by faulty formwork shall be
removed totally and replaced. If so directed, the Contractor shall have to resort to
grouting/shotcreting.
c) A smooth finish shall be obtained with the use of forms having smooth and even surfaces
and edges. Panels and form linings shall be of uniform size and be as large as practicable and
installed with closed joints. Upon removal of forms, the joint marks shall be smoothened off
and all blemishes, projections etc. removed leaving the surfaces reasonably smooth and
unmarred.
d) Where integral cement concrete finish is called for, the surface shall be compacted and
then floated and treated with a straight edge and any high and low spots eliminated. The work
shall be carried out as per IS:2571.
6.01 General
a) Concrete cubes for works tests shall be cured under laboratory conditions, except when in
the opinion of the Engineer, extreme weather conditions prevail at which time, these may
require curing under job conditions.
b) For the purposes of statistical analysis, any substandard cube result, which in the opinion
of the Engineer, is due to improper sampling, moulding or testing shall be discarded and a
dummy result shall be substituted. The value of a dummy result shall be equivalent to the
average value of the cubes from the same grade of concrete tested immediately before and
after the discarded result The number of such substandard cubes shall not exceed 5%.
c) If the ‘strength’ of the laboratory controlled cubes, for any portion of the concrete work,
falls below the compressive strength specified, the Engineer shall have the right to order a
change in the proportions or the water content for the remaining portion of the surface.
d) If the ‘strength’ of the works cured test cubes falls below the specified strength, the
Engineer shall have the right to require provisions for temperature and moisture control during
the period of curing as necessary to secure the required strength, and may require retests in
accordance with the standard method of securing, preparing and testing specimens from
hardened concrete for compressive and flexural strengths, or load tests to be made on the
portion of the building so affected. All such tests shall be made at the Contractor’s expense.
e) Unacceptable concrete work shall be dismantled by the Contractor and replaced by fresh
work, meeting the specification requirements. In the course of dismantling, if any damage is

done to the embedded items or adjacent structures, the same shall be made good, by the
Contractor, to the satisfaction of the Engineer, at no extra cost to the Owner.
f) Before placing concrete, the inside of forms shall be checked to ensure that they are clean
and thoroughly wetted or adequately treated. so as to prevent absorption of water from the
concrete.
g) Ultrasonic tests on the foundations of major equipment to ascertain the quality and grade
of concreting shall be carried out. The Owner shall arrange for the specialised agency for
conducting the test at his cost. The Contractor shall provide all the necessary facilities and
arrangement for conducting the test at site in terms of access, scaffolding etc. In case of any
defects, the Contractor shall rectify the same as directed by the Engineer.
h) Rebound hammer test shall be carried out for ascertaining the quality of concrete work,
as directed by the Engineer.
i) Test shall be conducted for the water tightness of the liquid retaining structures as per
IS:3370 and IS:6494. The details and sequence of tests shall be as given hereunder:
i) All arrangements, including supply of water for testing purposes, shall be kept ready
when the tank is nearing completion.
ii) Water supply to the tank shall be in stages of 300 to 450 mm height in order to check the
water tightness of the tank and location of leakage of various levels.
iii) The permissible drop in level in 24 hours shall be 6 mm in case of covered reservoir/tank
and 12 mm in the case of open reservoir/tank.
iv) The leakage points shall be marked and separately treated after dewatering.
2 Sampling of Concrete
Samples from fresh concrete shall be taken according to IS: 1199 and tested as per IS:
516.
a) Normally only compressive test shall be performed but the Engineer may require other
tests to be performed in accordance with IS: 516.

However, after getting continuous satisfactory results and in the case of voluminous concrete
works, the Engineer may at his discretion reduce the frequency of sampling as follows.
For each grade of concrete, and for each 8 hours (shift) of work or part thereof, at least one
sample consisting of six specimens shall be taken from each 150 cu.m. of concrete or part
thereof, 3 specimens shall be tested at 7 days and remaining 3 shall be tested at 28 days.
However, in all cases, the 28 days compressive strength shall alone be the criterion for
acceptance or rejection.
c) To control the consistency of concrete from every mixing, slump tests and compaction
factor tests in accordance with IS:1199 shall be carried out by the Contractor every two hours
or as directed by the Engineer. Slumps corresponding to the test specimens shall be recorded
for reference.
d) The strength of sample shall be the average of the strength of three specimens. The
individual variation should not be more than 15% of the average.
A. The concrete shall be deemed to comply with the strength requirements if:
a) Every sample has a test strength not less than the characteristic value or

b) The strength of one or more samples, though less than the characteristic value, in each
case is not less than the greater of :
i) The characteristic strength minus 1.35 times the Standard Deviation and

C. Concrete which does not meet the strength requirements as specified in para (A) but has
strength greater than that required by para (B) may be accepted as being structurally adequate
without further testing by the Engineer - in consultation with designer.
II. In the event that concrete tested in accordance with the requirements of the above
clauses, fails to meet the specification, the Engineer shall have the right to require any one or
all the following:
a) Changes in the concrete mix proportions for the remainder of the work.
b) Coring and testing of the concrete represented by the tests which failed as per IS
456/2000.
The Contractor shall carryout all such measures including dismantling and rework of the
rejected work as directed at his own expense, if the concrete cannot be accepted due to
reasons attributable to the Contractor.
The unit rate of concrete shall be inclusive of all tests and remedial measures.
If any work is found unacceptable whereupon the Engineer requires its removal and
reconstruction, the Contractor may request that it should be load tested in accordance with the
provision of clause no. 16.50 of IS:456-2000 as given below:
a) The test load shall be 125 percent of the maximum superimposed load for which the
structure or element was designed. This load shall not be applied earlier than 28 days after the
effective hardening of concrete. This test load shall be maintained for 24 hours and during the
entire duration of the test, struts, strong enough to take the whole superimposed, dead and
other loads shall be placed in position, leaving a small gap under the members.
b) The maximum deflection shall be measured after the test load is in position for 24 hours.
Thereafter, the test load shall be removed.
c) If 24 hours after the removal of the load, the structure does not show a recovery of at
least 75 percent of the maximum deflection, registered as in (b) above, the test shall be
repeated after a lapse of 72 hours. The structure shall be considered to have failed to pass the
test if the recovery after the second test is not at least 80 percent of the maximum deflection
during the second test.
d) If the maximum deflection in mm, shown during 24 hours under load, is less than 40 l sq
/ D, where I is the effective span in metres and D is overall depth of the section in mm, it is
not necessary for the recovery to be measured and the recovery position of the above
mentioned clause 6.05 (c) will not apply.

This section of specification deals with the requirement for encasement of steel work in
concrete with necessary formwork, placing, finishing and curing, complete as per drawings
and specifications.
All concrete work, reinforcement, formwork & staging work shall be done as per
specification.

member and held securely to it.

otherwise. In case of box type steel sections, encasement shall be done with cement, sand
mortar (1:4) with thickness of 50mm over 0.9 mm size wire netting conforming to IS:3150, or

c) In the case of encasement of beams with concrete, if the gap between the edge of the
shuttering and flange is hardly sufficient for placing the concrete, the workability of the
concrete shall be increased suitably by increasing the water-cement ratio.
8.00 MORTAR
8.01 IS : 2250 shall be followed as general guidance for preparation and use of mortar.
Mixing of mortar shall be done in a mechanical mixer. Cement and sand shall be mixed dry
in specified proportions thoroughly and then water shall be added gradually. Wet mixing
shall be continued till mortar of the consistency of a stiff paste and uniform colour is obtained.
Only the quantity of mortar which can be used within thirty minutes of its mixing shall be
prepared at a time. Hand mixing may be allowed by the Engineer on clean approved platform
in special cases only.
8.02 Mortar shall be used as soon as possible after mixing and before it has begun to set and in
any case within thirty minutes after the water is added to the dry mixture. Mortar left unused
for more than thirty minutes after mixing shall be rejected and removed from the site of work.
8.03 Surplus mortar droppings while laying masonry, if received on a surface free from dirt,
may be mixed with fresh mortar if permitted by the Engineer, where directed for addition of
extra cement and this shall be implemented.
9.01 Laying
IS: 2572 shall be followed as general guidance for construction of Hollow /Solid
Concrete block masonry. The Concrete Blocks shall be stacked on the ground preferably on
paved surface or planks and then covered with tarpaulins to keep them dry. Stacks shall be
delivered batch wise. all damaged blocks shall be sorted out at the time of stacking. Concrete
Blocks shall be used only after shrinkage has taken place. The moisture content must not
exceed the limit specified in IS: 2185. The blocks shall not be wetted before and during
placement. Unless otherwise specified composite mortar (1 cement: 1 lime: 6 sand) shall be
used.
Two types of mortar bedding are used, full mortar bedding and the face shell mortar
bedding. In full mortar bedding, the unit webs as well as face shells are bedded in mortar. In
face shell mortar bedding, only the face shell ends of the blocks are mortared. Normally, full

mortar bedding shall be used, however, face shell bedding may be provided for walls carrying
light loads. It will be preferable to butter both the blocks already laid and the block to be laid
to ensure well filled head joints. Regardless of the method used to apply mortar to vertical
edges, each block is brought over its final position and pushed downward into the mortar bed
and sideways against the previously laid block so that the mortar oozes out of the head and
bed joints on both sides of the face shell. In any case, mortar shall not be spread too far ahead
of the actual laying of units as it will tend to stiffen and loose its plasticity. For installing close
units, all edges of the opening and all vertical edges of the close unit shall be buttered before
carefully lowering the unit into place. If any mortar falls out leaving an open joint, the close
unit shall be removed and placed again after application of fresh mortar. Close unit locations
shall be staggered.
Where hexagonal wire netting is specified to be used between courses, it shall be ensured
that the netting does not remain exposed anywhere.
All mortar joints shall be of uniform thickness all through. For exposed block work, the
joints shall be struck flush, cleaned and finished immediately. Where pointing or plastering is
to be provided, the joints shall be raked to minimum 10mm depth using raking tools while the
mortar is still green to provide bond for plaster or pointing.
Requirements for curing as stated for brick masonry shall apply for hollow concrete
block masonry as well.
Where shown on drawings, the masonry shall be strengthened by providing RCC bands
(members) or reinforcement at suitable intervals along the height of the masonry. These
members shall be in the form of horizontal (Tansom) and/or vertical (mullion) members.
Vertical steel reinforcement at corners and junctions of wall shall also be provided, wherever
specified.
The band shall be made of reinforced concrete of grade M15 unless otherwise specified.
It shall be to the full width of the wall and not less than 75mm in depth and shall be reinforced
as shown on drawings.
Where steel reinforcing bars are provided, the bars shall be embedded in cement sand
mortar not leaner than 1:4 unless otherwise specified. The thickness of joints containing steel
bars shall be increased, so as to have a minimum mortar cover of 6 mm around the bar. Area
of steel provided shall be as specified on the drawings. Vertical steel reinforcing bars at
corners and junctions of walls, where specified, shall be embedded as shown on the drawings,
in cement-sand mortar not leaner than 1:4 unless otherwise specified.

10. SPECIFICATION FOR PLASTERING WORKS
1.00 SCOPE
1.01 This specification covers the general requirements for plastering and allied works for all
types of masonry and concrete surfaces.
2.01 The Contractor shall furnish all skilled and unskilled labour, plant, equipment,
scaffolding, materials, etc. required for complete execution of the work in accordance with
the drawings and as described herein and/or as directed by the Engineer.
2.02 IS: 1661 shall be followed as a general guidance for plastering work. All plaster work
and other wall finishes shall be executed by skilled workmen in a workmanlike manner and
shall be of the best workmanship and in strict accordance with the dimensions on drawings
subject to the approval of the Engineer.
2.03 The primary requirement of plaster work shall be to provide absolutely water tight
enclosure, dense, smooth and hard and devoid of any cracks on the interior and/or exterior.
The contractor shall do all that is necessary to ensure that this objective is achieved. All
plastering shall be finished to true plane, without any imperfections and shall be square with
adjoining work and form proper foundation for finishing materials such as paint etc.
2.04 Masonry and concrete surfaces which call for applications of plaster shall be clean, free
from efflorescence, damp and sufficiently rough and keyed to ensure proper bond, subject to
the approval of the Engineer.
2.05 Wherever directed by the Engineer, all joints between concrete frames and masonry in
filling shall be expressed by a groove cut in the plaster. The said groove shall coincide with
the joints beneath as directed. Where grooves are not called for, the joints between concrete
members and masonry in filling shall be covered by 24 gauge galvanized chicken mesh strips
400 mm wide or as called for on drawings / documents which shall be in position before
plastering.
2.06 The Contractor shall strictly follow, at all stages of work, the stipulations contained in the
Indian Standard Safety Code and the provisions of the Safety Rules as specified in the General
Conditions of the Contract for ensuring safety of men and materials.
2.07 Any approval, instructions, permission, checking, review etc. whatsoever by the Engineer
shall not relieve the Contractor of his responsibility and obligation regarding adequacy,
correctness, completeness, safety, strength, workmanship etc.
2.08 The surface to be plastered shall be washed with fresh clean water free from all dirt,
loose material grease, etc., and thoroughly wetted for 6 hours before plastering work is
commenced. Concrete surfaces to be plastered will however be kept dry. The wall should not

be too wet but only damp at the time of plastering. The damping shall be uniform to get
uniform bond between the plaster and the wall. The junction between the brick work and
RCC should be fixed with chicken wire mesh/PVC strip as directed before plaster.
2.09 The proportion of the mortar shall be as specified under the respective items of work.
Cement shall be mixed thoroughly in dry condition and then just enough water added to
obtain a workable consistency. The quality of water, sand and cement shall be as
mentioned in the Specifications for Concrete & allied works. The mortar thus mixed shall be
used immediately and in no case shall the mortar be allowed to stand for more than 30
minutes after mixing with water. The plaster shall be laid in a single coat. The mortar shall
be splashed on the prepared surface with a trowel and finished smooth by trowelling. The
plastered surface shall be rubbed with iron plate till the surface shows cement paste. The
work shall be in line and level. Curing of plaster shall be started as soon as the applied
plaster has hardened enough so as not to be damaged. Curing shall be done by continuously
applying water in a fine spray and shall be carried out for at least 7 days.
2.10 The plaster shall be carried out on jambs, lintel and sill faces top and undersides, etc., as
shown in the drawing or as directed by the engineer
10.03 Materials
The materials shall be in accordance with the relevant clauses of Technical Specification
of the respective works which shall be deemed to form the part of this specification.
Hexagonal wire netting shall be 0.9 mm dia and 19 mm aperture size, conforming to IS:
3150.
11.01 Scope
This section of the specification deals with the requirement of furnishing and installing of
joints including joint filler materials, water bars, resilient pads type vibration damping
material in an around the side of concrete works, etc.

From the point of view of utility, the joints as provided may be classified as below:
a) Construction Joints
Construction joints are produced by placing fresh concrete against surface of hardened
concrete. Construction joints are generally, but not necessarily, vertical or horizontal.
Requirements of construction joints shall be as per clause specified elsewhere.
b) Contraction Joints
These are provided to eliminate tensile stresses due to shrinkage and are commonly used
where temperature variations are small and where there is no likelihood of expansion, such as
spaces below water and earth levels and unexposed to atmosphere. At contraction joints, the
reinforcement is discontinued and bond is not allowed to develop between the joint faces,
thereby introducing a structural discontinuity. A contraction joint also serves as a
construction joint so far as break in the pouring of concrete is concerned.
c) Expansion Joints
d) Control Joints
At places where cracking is inevitable, places of weakness are introduced by the provision of
control joints so that the cracking takes place along these joints instead of allowing it to
develop in a haphazard manner. In this form of joint a groove is created in the concrete
member to act as a joint. The width and depth of joint and filling materials shall be as shown
on the drawings or as specified or as directed by the Engineer.
e) Separation Joints
The places where the expansion of the structure is not expected but they are required to be
kept structurally separate so that stresses, vibrations, etc. are not transferred, a separation joint
should be provided. Like expansion joint, a gap is provided in separation joint also, but this is
not expected to be used by the expansion of members. In case, no gap is required, the
separation joint can be obtained by using an approved alkathene sheet stuck on the surface
against which concrete shall be placed.
f) Settlement Joints

Structures, which are likely to settle with respect to the adjacent structures, shall be separated
by a settlement joint so that the adverse effects of differential settlement are obviated. It is
like an expansion joint but with a different sealing arrangement.
12.01 Formwork shall consist of all materials required for forming the boxing to pour
concrete, including steel/wood/plywood forms, ties, anchors, hangers, inserts, etc. Formwork
shall be so constructed that vertical and horizontal adjustments can be made as required. The
design and engineering of formwork including staging as well as its erection and dismantling
shall be the responsibility of the Contractor.
12.02 The staging shall be true and rigid and thoroughly braced in both directions as well
as cross braced, strutted and propped such that it will not deform unduly under weight of
concrete and other loads due to men, equipment, etc. Vertical member or props should not be
supported on an unpropped lower suspended floor or beam unless it is ensured by the
Contractor that the lower floor or beam can safely carry the loads. No propping shall take
place until the Engineer’s approval has been given to the Contractor’s scheme submitted along
with supporting calculations.
12.03 The forms and staging shall be sufficiently strong to carry without under
deformation, the dead weight of the concrete as liquid as well as anticipated working loads.
Where the concrete is vibrated, the formwork shall be strong enough to withstand the effects
of vibration, without appreciable deflection, bulging, distortion or loosening of its
components. The joints in the formwork shall be sufficiently tight to prevent any leakage of
mortar. The formwork shall be such as to ensure a smooth uniform surface free from
honeycombs, air bubbles, bulges, fins and other blemishes. Any blemish or defect found on
the surface of the concrete, must be brought to the notice of the Engineer immediately and
rectified as directed by him.
12.04 To achieve the desired rigidity, ample studs, braces, bolts, spacer blocks, wires,
clamps, ties, straps, shores, etc. Shall be used to hold the form in proper position without
undue distortion. These shall be approved by the Engineer but they must in no way impair the
strength of concrete or leave stains or marks on the finished surface. Where there are chances
of these fixtures being embedded, only mild steel or concrete of adequate strength shall be
used. Bolts passing completely through liquid and or earth retaining walls/slabs, basement
walls etc., for the purpose of securing and aligning the formwork, shall not be permitted.
12.05 For exposed interior and exterior concrete surfaces of beams and columns, plywood
or other approved forms thoroughly cleaned and tied together with approved corrosion
resistant devices shall be used. Great care shall be exercised ensuring that all column forms
are plumb and true and thoroughly cross braced to keep them so. Columns/beams out of
plumb/alignment, bulging or with honey combs as decided by the Engineer will be summarily
rejected and shall be dismantled immediately on giving notice and redone by the contractor
at his own cost

12.06 Beveled strips 25x25 mm shall be provided to form angles and in corners of
columns and beam boxes for chamfering of corners if shown on drawings or directed by the
Engineer. Temporary openings for cleaning, inspection and for pouring concrete shall be
provided at the base of vertical forms and at other places, where these are necessary and as
may be directed by the Engineer. The temporary openings shall be so formed that they can be
conveniently closed rigidly when required and must not leave any mark on the concrete.
12.07 The Contractor shall maintain necessary camber in centering for all floor slabs and
beams in all spanning directions, so as to offset the deflection and assume correct shape. The
camber shall have the crown of not less than 8 mm for every 5 metres span unless otherwise
shown on the drawings. For cantilever, camber at free end shall be 1 in 100.
12.08 The Contractor shall provide the shuttering for complete stretch of work up to
expansion joints for the structures like shell, folded plate etc. and/or as directed by the
Engineer.
12.09 Vertical props shall be supported on wedges or other measures shall be taken where
the props can be gently lowered vertically during removal of the formwork. Props for an
upper storey shall be placed directly over those in the storey immediately below and the
lowest props shall bear on a sufficiently strong area.
12.10 If formwork is held together by bolts or wires, these shall be so fixed that no iron
will be exposed on surface against which concrete is to be laid. In any case wires shall not be
used with exposed concrete formwork. The Engineer may at his discretion allow the
Contractor to use tie-bolts running through the concrete and the Contractor shall decide the
location and size of such tie-bolts in consultation with the Engineer. Holes left in the concrete
by these tie-bolts shall be filled as specified by the Engineer at no extra cost. No through tie
will be permitted in all cases where water is likely to be retained and gas tightness of the
structure is to be ensured.
12.11 Provision shall be made for traffic on formwork not to bear directly on reinforcing
steel.
12.12 The mould used for manufacturing precast components normally consist of two
parts, (a) bottom mould and (b) side moulds. the bottom mould can be made out of timber,
masonry, concrete, steel FRP, plastic or any other material acceptable to the Engineer. The
side moulds similarly can be of timber, steel RFP, or plastic. When using masonry or
concrete moulds, the top surface shall be finished to the required accuracy and made smooth.
In case of masonry moulds, the use of chicken mesh or fibre reinforcements in the top
surfaces will help in making the mould last longer for higher efficiency.
In the case of cored units, they can be created either by an extrusion process, by inflated
tubes, Mild steel tubes, timber, cardboard / hard paper or any other materials.

13.13 CLEANING AND TREATMENT OF FORMS
12.13.01 Forms shall be thoroughly cleaned of old concrete, wood shavings, saw dust, dirt
and dust sticking to them before these are fixed in position. All rubbish, loose concrete,
chippings, shavings, saw dust etc. shall be scrupulously removed from the interior of the
forms before concrete is poured. Wire brushes, brooms, compressed air jet and/or water jet
etc. shall be kept handy for cleaning, if directed by the Engineer.
12.13.02 Before formwork is placed in position, the form surfaces that will be in contact with
concrete shall be treated with approved non-staining oil or composition which is insoluble in
water and not injurious to concrete. Care shall be taken that the oil or composition does not
come in contact with reinforcing steel or stain the concrete surfaces. Burnt oil shall not be
allowed to be used specially where the concrete surface will require finishing and/or plaster.
12.14.01 The Contractor shall begin the removal of formwork only after the approval of the
Engineer. He shall place on record the dates on which the concrete is placed in different parts
of the work and the dates of the removal of formwork therefrom. This record shall be checked
and countersigned by the Engineer. The Contractor shall be responsible for the safe removal
of formwork but the Engineer may delay the time of removal if he considers it necessary.
Any work showing signs of damage through premature removal of formwork, shall be entirely
removed and reconstructed by the Contractor at no extra cost to the Owner.
12.14.02 The formwork shall be so designed and erected that the forms for slabs and the
sides of beams, columns and walls may be removed first, leaving the beam bottoms and their
supports in position. Repropping of beams shall not be done except with the approval of the
Engineer. Formwork for columns and walls at each stage of concreting shall be erected only
up to the particular lift of construction. Wedges, spacer bolts, clamps or other suitable means
shall be provided to allow accurate adjustment of the formwork and to allow it to be removed
gradually without jerking the concrete.
12.14.03 Forms of various types of structural components shall, under normal circumstances,
not be removed before the minimum periods specified in Cl. 11.3 of IS:456/2000, which shall
also be subject to the approval of the Engineer. However, in any case formwork shall not be
struck until the concrete has reached a strength, at least twice that of the stress to which the
concrete may be subjected to at the time of removal of forms.
In normal circumstances and where ordinary Portland cement is used, forms may
generally be removed after the expiry of the following periods, according to clause no. 11.3 of
IS:456/2000.

suitably modified.
The Engineer may vary the above period if he considers it necessary. Immediately after
the forms are removed, they shall be cleaned with a jet of water and a soft brush.
12.14.04 The number of props left under, their sizes and disposition shall be such as to be
able to safely carry the full dead load of the slab, beam or arch as the case may be together
with any live load likely to occur during curing or further construction.
12.14.05 Where the shape of the element is such that the formwork has reentrant angles, the
formwork shall be removed as soon as possible after the concrete has set, to avoid shrinkage
cracking occurring due to the restraint imposed.
12.14.06 In case of cantilever slabs, the removal of forms shall begin from the outer edge and
proceed towards the support, where as in the case of slabs supported on two/four sides, the
removal of forms shall begin from centre to supports.
12.14.07 The formwork shall be so made as to produce a finished concrete, true to shape,
lines, plumb and to dimensions as shown on the drawings. The Engineer may call for finished
work at any time to set standards of workmanship. Once approved, these will become the
accepted Sample.

12.14.08 In case PPC/PSC is used instead of OPC, the removal of shuttering/support shall be
after 50% more time from that being applied for OPC, unless otherwise permitted by the
Engineer. For concrete temperature above 40 C, stripping time shall be increased.
12.14.09 In case of special structures, such as shells, folded plates, etc., the sequence of
removal of forms shall be as per drawings or as directed by the Engineer.
12.14.10 Formwork shall be removed carefully without jerking the concrete and shall be
eased off carefully in order to allow the structure to take up its load gradually and curing of
the concrete shall be commenced immediately. Immediately after the shuttering is removed,
all the defective areas such as honeycombed surfaces, rough patches, holes left by form bolts,
etc., shall be brought to the notice of Engineer who may permit or patching of the defective
areas or reject the concrete work. Rejected concrete shall be removed then replaced by
Contractor at his own cost. After removing loose materials, the surface shall be prepared and
saturated with water for 24 hours before patching is done with 1:1.5 C.M. The use of epoxy
for bonding fresh concrete shall be carried out as directed by Engineer. Concrete surfaces to
be exposed shall where required by the Engineer, be rubbed down with carborandum stone to
obtain a smooth and even finish. Where the concrete requires plastering or other finish later
the concrete surface shall be immediately hacked lightly all over as directed by the Engineer.
No extra charge will be allowed to the Contractor for such work on concrete surfaces after
removal of forms.
In the case of folded plates and shall roofs the Contractors should take approval for
the pattern of centering and shuttering along with programme for deshuttering
12.15.00 REPROPPING
12.15.01 For multi-storied buildings the floors may need repropping to support the loads of
the upper floors under construction. The extent of such repropping shall be as directed by the
Engineer. Such repropping shall not be paid for separately and the cost of such repropping
shall be deemed to have been included in the Contractor’s rates.
12.16.01 The Contractor shall obtain permission for reusing of forms. Before reuse, all
forms shall be thoroughly scraped, cleaned, all nails and adhering substances removed, holes
and leaks satisfactorily plugged, joints examined and where necessary repaired and inside
surfaces treated as specified herein before. Formwork shall not be used/re-used, if declared
unfit or unserviceable by the Engineer.
12.17.00 HACKING
12.17.01 Immediately after removal of forms, the concrete surfaces to be plastered shall be
roughened with a brush hammer or with chisel and hammer as directed by the Engineer to
make the surfaces sufficiently coarse and rough to provide a key for plaster.

This shall not be paid for separately and shall be deemed to have been included in the
Contractor’s rates.
No payment shall be made for temporary formwork used in concreting, nor for formwork
required for joints or bulkheads, in floors, or elsewhere, whether such joints are to be covered
later with concrete or mastic or other materials.
13.01 General
Staging shall be checked for its soundness as a whole and for adequacy of the joints and
its foundations. All joints shall be either vertical or horizontal and shall be such as to avoid
loss of liquid through the formwork.

In case of inclined surfaces like track hopper wall, folded plates etc., the deviation in the
alignment of inclined surfaces, shall not exceed 3 mm with reference to the theoretical

1 FORMWORK
1.00 SCOPE
1.01 This specification deals with steel reinforcement for all reinforced concrete works and
covers the general requirement of materials, their properties, storage, handling, furnishing of
bar bending schedules and the cleaning, bending, binding and placing of reinforcement with
suitable cover blocks. This shall also include the supply of reinforcement, wherever
required. Chairs and spacer bars will not be measured and paid. The quoted rate shall be
considered to include expenses for providing these as required be design or as directed by the
Engineer. The bidder is expected to verify the BOQ quantity of steel reinforcement on the

basis of tender drawings .Advance planning for procurement of reinforcement shall be
planned by the selected bidder on the basis of tender document.
2.01 The Contractor shall prepare and furnish to the Engineer, bar bending schedules for all
RCC works for his review and approval prior to commencement of fabrication. No work
shall commence without the approval of bar bending schedule by the Engineer, in writing.
These shall indicate the accurate dimensions and bending bars as called for on the structural
drawings. On the basis of construction issue of reinforcement details the contractor shall
arrange procurement of the entire requirement of reinforcement steel for which drawings
have been issued and store at site. Non availability of steel in the local market/ stockists will
not be considered as reason for extension of time of construction
2.02 Fabrication shall be accurately done to the dimensions and placing in position to spacing
and ensuring minimum cover shall be as called for on the structural drawings.
2.03 All reinforcing steel within the limit of a day’s pour shall be in place and firmly wired at
least one day prior to the date of pour to permit inspection. The contractor shall also ensure
that all conduits embedments and inserts are in position before placing concrete.
2.04 The Contractor shall have to obtain prior written approval from the Engineer, if he
desires any adjustments in diameter or spacing of reinforcement. However, the Contractor
shall modify the bar bending schedule, when a particular type and size of reinforcement
would not be available, with the approval of the Engineer.
2.05 The Contractor shall furnish all skilled and unskilled labour plant, equipment, scaffolding
all materials etc. required for complete execution of the work in accordance with the drawings
and as described herein and / or as directed by the Engineer.
2.06 The Contractor shall strictly follow, at all stages of work, the stipulations contained in the
Indian Standard Safety Code and the provisions of the safety code and the provision of the
safety rules as specified in the General Conditions of the Contract for ensuring safety of men
and materials.
2.07 Any approval, instructions, permission, checking, review, etc. whatsoever by the
Engineer shall not relieve the Contractor of his responsibility and obligation regarding
adequacy, correctness, completeness, safety, strength, workmanship etc.

3.00 CODES AND STANDARDS
3.01 All applicable standards, specifications, etc. and codes of practice shall generally be
the latest editions, including all applicable official amendments and revisions. A complete set
of all these documents shall generally be available at site, with the Contractor.
3.02 All work shall be carried out as per the stipulations contained in various sections of these
specifications and the latest Indian Standards, Acts, Codes and best practices.
3.03 In case of conflict between the stipulations contained in various sections of these
specifications and stipulations of Indian Standards, Codes, etc. the requirements of
stipulations contained in various sections of these specifications, shall prevail over that of
Indian Standards, Codes, etc.
3.04 List of certain important Indian Standards, Acts and Codes applicable to this work is
given below. However, the applicable standards and codes shall be as per but not limited to
the list given below :
IS:816 Code of practice for use of metal arc welding for general
construction in mild steel.
IS:1786 High strength deformed steel bars (TMT) and wires for concrete
reinforcement
IS:2502 Code of practice for bending and fixing of bars for concrete
reinforcement.

4.00 MATERIALS
4.01 All steel for reinforcement shall be clean and free from loose mill scales, dust, loose rust,
oil, grease, paint or other harmful matters which may affect its bond with concrete. Mild steel
and medium tensile steel bars and hard drawn steel wire for concrete reinforcement shall
conform to grade-1 of IS: 432 (Part-1). High strength deformed steel bars shall conform to
grade Fe 500 of IS: 1786. All steel bars shall be of tested quality. Actual grade and type of
steel, to be used, shall be as specified or shown on drawings. Steel of TATA/Vizag / SAIL /
or make only shall be used on the works.
4.02 Hard drawn steel wire fabric shall conform to IS: 1566. Wire fabric shall be electrically
cross welded.
4.03 Reinforcement shall be stored consignment wise and size-wise, off the ground by at least
150mm and protected by the suitable cover, or as desired by the Engineer. The steel shall be
protected from rusting, oil, grease and distortions. The reinforcing steel shall be coated with
cement wash before stacking to prevent scale and rust, in areas having accelerating corrosion
effect like marine atmosphere. The stacks shall be easily measurable. Steel needed for
immediate use only shall be removed from storage. Fabricated steel shall be carefully stored
to prevent damage, distortion, corrosion and deterioration.
4.04 Reinforcement shall be stored according to the diameter, grade and length in such a place
as to permit easy approach for inspection and identification.
4.05 The area shall be such that water does not accumulate and reinforcement does not get
distorted or corroded. It shall not be stacked directly over ground or near any harmful
materials. It shall be cleaned of excessive rust before use.
4.06 All steel for reinforcement provided by the Contractor shall be tested for conformity of
the specification and the test results shall be submitted to the Engineer for acceptance. In
addition to above, the Contractor shall carry out the relevant tests at site as specified.
4.07 All bars shall be thoroughly cleaned before being fabricated. Pitted and defective bars
shall not be used.

5.00 BENDING
5.01 Reinforcing bars supplied bent or in coils, shall be straightened before these are cut to
size. Straightening of bars shall be done in cold and without damaging the bars. This is to be
considered as a part of reinforcement bending and fabrication work.
5.02 Unless otherwise specified, reinforcing steel shall be carefully and accurately bent in
accordance with procedure specified in IS:2502 and/or as approved by the Engineer. Bends,
depth of cranks and shapes shall comply strictly with the dimensions shown on the approved
bar bending schedules and they shall be rechecked by the Contractor before bending and he
shall be entirely responsible for their correctness. Bar shall be bent cold gradually by
machine or other approved means without the use of heat. Bars having cracks or splits on the
bends shall be rejected. Bars correctly bent, shall only be used. Bars incorrectly bent once
shall not be used without the approval of the Engineer. Unless specified otherwise or
directed by the Engineer, the detailing of reinforcement shall be in accordance with IS:5525
and SP:34.
5.03 Hooks where indicated shall be either a complete semi-circular turn with a radius of not
less than four and not more than six bars diameters, plus an extension of at least four bar
diameters at the free end, or a 90 degree bend having a radius of not less than 4 bar diameters
plus an extension of 12 bar diameters, as shown or implied on the drawings.
5.04 No reinforcement shall be bent, when in position in the work without approval of the
Engineer, whether or not it is partially embedded in concrete. Where the reinforcement bars
are bent aside, at construction taken to ensure that, at no time, the radius of the bend is less
than 4 times the bar diameters for plain mild steel or 6 times the bar diameters for deformed
bars. Care shall also be taken while bending back bars, to ensure that the concrete around the
bar is not damaged.
6.00 LAPPING
6.01 As far as possible bars of maximum length available shall be used. Reinforcement bars
shall not be lapped unless the length required exists the maximum available lengths of bars.
6.02 Unless otherwise specified or as shown on the drawings, all laps shall be 50 times the
diameter of bar. Laps shall be staggered as far as practicable and as directed by the Engineer
and not more than 33% of bars shall be lapped at a particular section.
6.03 Mechanical connections, for splicing reinforcement bars in congested locations, may be
used by the contractor, only if approved by the Engineer.
7.00 WELDING
7.01 Only where specifically shown on the drawings, reinforcement shall have welded joints.
7.02 Welding of bars to obtain continuity shall not be allowed, particularly for cold twisted
bars, unless specifically approved by the Engineer. If welding is approved, the work shall be

carried out as per IS: 2751 and IS: 9417, according to the best practice and as directed by the
Engineer. Only qualified welders shall be permitted to carry out welding. Tests shall be made
to prove the soundness of the welded joints.
8.01 All reinforcement shall be accurately fixed and maintained in position as shown on the
drawings by such approved means as steel chairs, and/or concrete spacer blocks as per
IS:2502. Bars intended to be in contact at crossing points by two numbers annealed steel wire
of 0.9 mm to 1.6 mm size conforming to IS:280 in such a manner that they do not slip over
each at the time of fixing & concreting. The tying of bars shall be in criss cross manner.
8.02 Binders shall tightly embrace the bars with which these are intended to be in contact and
shall be securely held. The vertical distance between successive layers of bars shall be
maintained by provision of spacer bars. These shall be so spaced that the main bars do not sag
perceptively between adjacent spacers.
8.03 Bundled bars shall be provided wherever shown on the drawing to facilitate concreting.
Location of laps and development lengths shall be as indicated on the drawings. Dowel bars
shall be provided where shown on the drawings or where required.
8.04 The placing of reinforcement shall be completed well in advance of concrete pouring.
All reinforcement shall be cleaned to remove loose mill scale, loose rust, oil and grease, or
any other harmful matter immediately before placing of concrete just prior to concrete
pouring, the reinforcement shall be checked by the Engineer, for accuracy of placement and
cleanliness. Necessary corrections, as directed by the Engineer shall be carried out. Care
shall be taken to ensure that projecting ends of ties and other embedded metal do not encroach
into the concrete cover. For ensuring the cover and positioning of reinforcement, concrete
cover blocks of same strength of concrete proposed for the structure shall be used. The sizes
and locations of the concrete blocks shall be approved by the Engineer. The 28 days crushing
strength of cover blocks shall be at least equal to the specified strength of concrete in which
the blocks will be embedded. All cover blocks shall be secured firmly so that they are
disturbed during compaction.
9.01 Unless shown otherwise on the drawings, minimum clear concrete cover for
reinforcement (exclusive of plaster or other finishes) shall be as follows:-
At each end of a reinforcing bar, not less than 25 mm, nor less than twice the bar diameter.

For a longitudinal reinforcing bar in a column, 40 mm or bar diameter whichever is more.
25 mm cover may be adopted for columns of minimum dimension 200 mm or under and with
longitudinal reinforcement diameter not exceeding 12 mm.
For longitudinal reinforcing bars in a beam, not less than 25 mm nor less than the bar
diameter.
For reinforcement in slabs and walls; not exposed to weather or ground not less than 15
mm nor less than the bar diameter.
For bottom reinforcement in footings: 75 mm, if concrete is laid against the ground or 40
mm if laid on a layer of lean concrete.
For retaining walls, grade beams, top and sides of footings and similar surfaces exposed to
weather or ground; 50 mm for bars larger than 16 mm and 40 mm for bars up to 16 mm.
For concrete members exposed to the action of harmful chemicals, acids, alkalies,
atmosphere, sulphurous smoke, sea water etc., the cover shall be as shown on the drawings.
For liquid retaining structures; 40 mm or diameter of main bars, whichever is larger. This
shall be increased to 50 mm in case of sea water or corrosive environment.
9.02 Clear distance between reinforcing bars shall be in accordance with IS:456/2000 or as
shown on drawings.
15.01 General
Sample bent bars shall be checked to ensure that they conform to the bar bending
schedules. Reinforcement in position shall be checked for proper positioning, and rigidity,
cover, spacing of bars, placement of chairs and spacers, etc. Also it shall be checked that all
bars at crossings are properly tied.
The following Indian Standard Codes, unless otherwise specified herein, shall be
applicable. In all cases, the latest revision of the codes shall be referred to.
16.2 General
16.2.1 The area to be excavated/filled shall be cleared of fences, trees, plants, logs, slumps,
bush, vegetation, rubbish slush, etc., and other objectionable matter. If any roots or stumps
of trees are found during excavation, they shall also be removed. The material so removed
shall be burnt or disposed off as directed by Engineer. Where earth fill is intended, the
area shall be stripped of all loose/soft patches, top soil containing deleterious
matter/materials before fill commences.
16.2.2 In firm soil if the excavation is deeper than 2 m and in loose, soft or slushy soil, the
width of the step shall be suitably increased or the sides sloped or shoring and
strutting may be done as per the Engineer’s instructions without any extra cost.

16.2.3 For excavation in trenches for pipes nothing extra shall be payable for the lift
irrespective of the depth unless specifically mentioned otherwise in the Schedule of
Quantities.
16.2.4 The trenches which are ready for concreting shall be got approved by the
Engineer.
16.2.5 The excavated stacked earth shall be refilled in the trenches and sides of foundation
in 200 mm layers and the balance surplus shall be first filled in layers in plinth and
the remaining surplus shall be disposed off by uniform spreading within the site /
outside the site as directed by the Engineer.
16.2.6 Adequate protective measures shall be taken by the Contractor to see that the
excavation for the building foundation does not affect the adjoining structure’s
stability and safety. Contractor will be responsible if he has not taken precaution
for the safety of the people, property or neighbor’s property caused by his
negligence during the constructional operations.
16.3 Classification
These shall include all kinds containing kankar, sand, silt, moorum and/or shingle,
gravel, clay, loam peat, ash, shale, etc., which can generally be excavated by spade,
pick-axe and shovel and which is not classified under soft and decomposed rock,
and hard rock defined below. This shall also include embedded rock boulders not
bigger than 1 meter in any dimension and not more than 200 mm in any one of the
other two dimensions. These shall also include rock, boulders, slag, chalk, slate,
hard mica schist, laterite etc., which are to be excavated with or without blasting or
could be excavated with picks, hammer, crow bars, wedges. This shall also include
excavation in macadam and tarred roads and pavements. This shall also include
rock boulders not bigger than 1metre in any dimension and not more than 500mm
in any one of the other two dimensions Rubble masonry to be dismantled will also
be measured under this item.
This shall include rock which cannot be easily excavated with pick-axes, hammer,
crow bars and wedges but has to be either heated where blasting is prohibited or
has to be blasted. They shall be stacked separately for measurement as directed by
the Engineer-in-charge.
16.3.3 Lead

Lead for disposal of excavated material inside the site and at convenient places in
the surrounding areas have been specified in the respective items of work and no
other extra lead is intended.
16.4.1 Unless otherwise stated herein, IS 4081, safety code for blasting and related
drilling operations shall be followed. After removal of over burden, if any,
excavation shall be continued in rock to such widths, lengths, depths and profiles as
are shown on the drawings or such other lines and grades as may be specified by
Engineer. As far as possible all blasting shall be completed prior to commencement
of construction. At all stages of excavation, precautions, shall be taken to preserve
the rock below and beyond the lines specified for the excavating, in the soundest
possible condition. The quantity and strength of explosive used shall be such as will
neither damage nor crack the rock outside the limits of excavation. All precautions,
as directed by Engineer shall be taken during the blasting operations and care shall
be taken that no damage is caused to adjoining buildings or structure as a result of
blasting operations. In case of damage to permanent or temporary structures,
Contractor shall repair the same to the satisfaction of Engineer at his cost. As
excavation approaches its final lines and levels, the depth of the charge holes
and amount of explosives used shall be progressively and suitably reduced.
16.4.2 Specific permission of Engineer will have to be taken by Contractor for blasting
rock and he shall also obtain a valid blasting license from the authorities concerned.
If permission for blasting is refused by Engineer, the rock shall be removed by
wedging, pick barring, heating and quenching or other approved means. All
loose/loosened rock in the sides shall be removed by barring wedging, etc. The unit
rates for excavation in hard rock shall include the cost of all these operations.
16.4.2.2 Before any blasting is carried out, Contractor shall intimate Engineer-in-
charge and obtain his approval in writing for resorting to such operations. He shall
intimate the hours of firing charges, the nature of explosive to be used and the
precautions taken for ensuring safety.
16.6.1 No earth fill shall commence until surface water discharges and streams have been
properly intercepted or otherwise dealt with as directed by Engineer-in-charge.
16.6.2 Filling shall be carried out as indicated in the drawings and as directed by Engineer-
in-charge. If no compaction is called for, the fill may be deposited to the full height
in one operation and leveled. If the fill has to be compacted, it shall be placed in
layers not exceeding 600mm and leveled uniformly and compacted before the next
layer is deposited.
16.6.3 Field compaction is called for, test shall be carried out at different stages of filling
and also after the fill to the entire height has been completed. This shall hold good
for embankments as well. The tests for field compaction shall be specified by the
Engineer and the Contractor shall arrange to carry out such tests to the satisfaction
of the Engineer-in- charge.
16.6.4 Contractor shall protect the earth fill from being washed away by rain or damaged
in any other way. Should any slip occur, Contractor shall remove the affected
material and make good the slip at his own cost.
16.6.5 The fill shall be carried out to such dimension and levels as indicated on the
drawings after the stipulated compaction. The fill shall be considered as incomplete
if the desired compaction has not been obtained.
16.7 Filling in plinth and ground with earth brought from outside
16.7.1 Filling shall be carried out with approved material. The material and source shall
be subject to prior approval of Engineer-in-charge. The approved area, from where
the fill material is to be dug, shall be cleared of all bushes, roots plants, rubbish,
etc., top soil containing salts, sulphate and other foreign material shall be removed.
The materials so removed shall be burnt or disposed off as directed by Engineer-in-
charge. The Contractor shall make necessary access roads to those areas and
maintain the same, if such access road does not exist, at his cost.
16.7.2 If any material is rejected by Engineer-in-charge, Contractor shall remove the same
forthwith from the site at no extra cost to the owner. Surplus fill material shall be

disposed of by uniform spreading within the site as instructed by the Engineer-in-
charge.
16.7.3 At places backfilling shall be carried out with local sand if directed by Engineer.
The sand used shall be kept flooded with water for 24 hours to ensure maximum
consolidation. Any temporary work required to contain sand under flooded
condition shall be to Contractor’s account. The surface of the consolidated sand
shall be dressed to require level or slope. Construction of floors or other structures
on sand fill shall not be started until Engineer has inspected and approved the fill.
1. All steel work shall conform to IS: 800-1962 and shall be free from defects impairing
strength, durability or appearance and shall be of the best quality for the purposes
specified, possessing structural properties to withstand safely stresses to which these
shall be normally subjected to.
2. All structural steel members brought to site shall be handled with care, stacked on edge
and supported evenly.
3. The structural steel and rivet bars shall conform to IS: 226. Before any fabrication work
is commenced all plates shall be flattened and all bars and sections straightened or
otherwise turned and made free from twists or other distortions. Method adopted for
the purpose shall be such as not to injure the material.
4. Cutting shall be affected by shearing, cropping or sawing and shall be clean, reasonably
square and free from distortion. If directed the edges shall be ground. Gas cutting by
mechanically controlled torch shall be permitted for mild steel only and only with the
approval of the structural consultant.
5. All shop drawings shall be prepared in advance of the actual fabrication and shall show
full size sections and all joints and connections, thickness of material used and details
of welds, bolts, rivets etc. They shall clearly distinguished between shop and field
rivets, bolts and welds. Drawing shall be made in conformily with the IS code for
shop drawings with due regard to speed and economy in fabrication and erection. A
marking diagram allotted distinct identification marks to each separate piece of steel,
sufficient to ensure convenient assembly and erection at site, shall be prepared. All
shop drawings also shall show temporary bracings and connections required during
fabrication and erection.
17.2 REVETTING:
1. All holes in plates or sections over 1 mm thick must be drilled (not punched) and
accurately gauged. All holes (except in purlins, runners, packing plates, lacing bars)
shall be drilled to required size. All matching holes for rivets or black bolts shall be
such that a gauge of 0.8 mm less in diameter than the hole can pass freely through
members assembled for riveting and bolting. All holes for turned and fitted bolts shall
be drilled and reamed, if necessary, to a tolerance of only 0.13 mm. When the

number of thickness to be riveted exceeds three or the total thickness is 90 mm or
more, the holes shall be firmly held together during such block drilling and taken
apart for removal of burrs, after drilling.
2. All parts assembled for riveting shall be in close contact and all bearing stiffeners shall
bear tightly at both top and bottom without being drawn or caulked. All parts of
riveted members shall be temporarily pinned or bolted while riveting. Drifting of
holes shall not be permitted except to draw the parts together and no drift used shall
be larger in any part than the nominal diameter of rivets when cold shall be of size
shown in the drawing and shall preferably fill the hole and from the head of standard
dimension unless otherwise stated. All riveting wherever practicable shall be done by
hydraulic or pneumatic process. All loose, burnt or badly formed rivets with eccentric
or deficient heads shall be cut and replaced by sound rivets. Counter sunk loads shall
be provided wherever required. Caulking and recouping shall not be permitted.
17.3 BOLTING:
1. All turned and fitted bolts shall be parallel throughout the barrel within the
tolerance of only minus 0.13 mm and faces of heads and nuts bearing on steel work
shall be machined. All such bolts shall be provided with washers of standard size so
that the nut when turned shall not bear the unthreaded body of the bolt. Heads and
nuts shall be hexagonal, of whit worth screws and shall be well formed. Where the
full bearing area of the rivet is to be developed, the threaded portions of the bolt shall
not be within the thickness of the parts bolted together. Threaded portion of each bolt
shall project beyond the nut at least by one thread. Tapers washers shall be provided
for all heads and nuts bearing on bevelled surfaces.
17.4 WELDING:
1. Welding wherever indicated on the drawings shall conform to IS: 814-1963 unless
otherwise specified. Welding shall be carried out by experienced welders, who if
necessary, shall produce testimonials about their work and if required undergo
qualifying tests as prescribed in IS: 1181. Welding work shall be carried out as per
IS: 816.
Welding shall be done in flat position wherever possible and adequate steps shall be
taken to maintain the correct arc length, rate of travel, current and polarity for the
type for electrode and nature of work. Steel shall not be painted or oiled and any
areas where welding is to be performed shall be well cleaned to remove any paint,
scale or rust immediately before welding for a distance of at least 2 cm (¾”) on either
side.
2. The work shall be securely held in position by means of tack welds, service bolts,
clamps or lugs before commencing the welding so as to prevent any relative
movements due to distortion, wind or other causes. When welding is liable to cause
distortion, the work shall be securely held in approved frame or jigs. Parts to fillet

welded shall be brought into contact as close as practicable and in no event shall be
separated more than 4.75 mm (3/16”). If the separation is 1.6 mm (1/16”) or greater,
the size of the fillet welds shall be increased by the amount of the separation.
3. The separation between the facing surfaces of lap joints shall not exceed 1.6 mm
(1/16”); The fit of joints at contact surfaces which are not completely sealed by
welds, shall be close enough to exclude water after painting.Abutting parts to be
butt-welded shall be carefully aligned. Misalignment greater than 3 mm (1/8”) shall
be corrected and in making the correction, the parts shall not be drawn into a
sharper slope than 2 degrees–(11mm in 30 cm or 7/16” in 12”).The sequence of
welding shall be such that when possible the members which offer the greatest
resistance to compression are welded first.
4. Welded joints showing slag inclusion or lack of proper penetration shall be cut and
welded again. Overlap of the toe of the weld and undercutting of the parent metal
should be avoided and where present to a serious extent shall be rectified. All slag
shall be removed from each run before another run is super-imposed. When cold the
final run shall be protected with clear boiled linseed oil and shall not be painted
until approved by a competent Authority.
5. Grinding of finished weld is permitted provided the weld is not reduced below the
prescribed section. All exposed welds shall be ground smooth. Welds, which have
not been ground, shall be scrubbed with a 10% solution of hydrochloric acid, which
shall be washed off with water before paint is applied unless an alkali
resisting paint is used.
2. The frames of steel skeleton buildings shall be carried up true and plumb and
temporary bracings shall be introduced wherever necessary to take care of all loads
to which the structure may be subjected including erection equipment and operation
of the same. Such bracing shall be kept in positions as long as required for safety or
as deemed necessary. As erection progresses, the work shall be securely bolted to
take care of all dead load, wind load and erection stresses. No riveting or welding
shall be done until the structure has been properly aligned. Rivets driven in field
shall be heated and driven with the same care as taken in the shop.

3. In the setting or erection of steel work the individual pieces shall be considered
plumb or level when the error does not exceed 1 to 500. For exterior columns the
error shall not exceed 1 to 1000. Slight bends in the members of fabricated structures
shall not be straightened unless strictly necessary on account of danger of
overstraining connections and rivets, welds or bolts, and connection plates. If
slightly bent or twisted, the member shall be straightened cold; if bent so sharply as
to require heating, the whole member thus heated shall be subsequently annealed. No
straightening whatsoever shall be carried out without the previous sanction of the
competent Authority.
1. Particular care must be taken to ensure free expansion and connection, wherever
provided for, in drawings or specifications.
17.7 PAINTING:
1. of all joints must be thoroughly scraped, cleaned and given the first coat of red
lead paint before joining up which should be done while the paint is still wet. This
procedure shall not apply to welded joints. All rivets, bolts, washers, etc., shall be
thoroughly cleaned and dipped in boiled linseed oil. All machined surfaces shall be
well coated with a mixture of white lead and tallow.
17.8 MEASUREMENTS:
1. The weights of all fabricated trusses, frames, gantry girders, crane rails, fish plates,
clamps, square or round bars etc., stanchions, built up girders and purlins shall be
calculated on the basis of standard net section weight according to IS code. Net
weight of cleats, brackets, packing pieces, rivets, bolts, distance pieces, separators,
gussets, holding down bolts, fish plates etc., shall be added to the respective items.
No deduction shall be made for holes, bolts or rivets and waste involved in cutting or
notching ends of sections of intermediate points for making connections. No
payments shall be made for butt welds. In the case of fillet welded joints, weight of
fillet welds shall be as under.

17.9 SPECIFICATION FOR PAINTING WORK
1. Lime for lime wash, dry distemper, oil bound distemper, cement primer, oil paint,
enamel paint, flat oil paint, plastic emulsion paint, acrylic emulsion paint, anti
corrosive primer, red lead, water proof cement paint shall be from an approved
manufacturer and shall conform to the latest Indian standards for various paints. Ready
mixed paints as received from the manufacturer without any admixture shall be used,
except for addition of thinner, if recommended by the manufacturer.
17.10. PREPARATION:
1. No painting work shall be carried out in wet and very humid weather. No painting or
any other process likely to be damaged by dust shall be carried out in windy weather.
2. Painting except the priming coat shall be taken in hand after all other builders work
is practically finished.
3. Thinners, such as mineral turpentine shall not be added to paints on the feeling that
the consistency of the paint supplied by the manufacturer is too thick. The paint
manufactured as per the specification shall have the correct consistency and shall not
require further dilution.
4. Surface on which the paint has to be applied must be thoroughly dry and clean. All
dust, dirt, rust, and grease shall be removed. Painting shall be started immediately
after the pre-cleaning or pre-treatments. Any contamination, which may occur in the
intervening period, shall be removed. Every individual coat shall be properly applied,
level, and smooth and free from runs.
6. For paint film to perform unison, each coat of paint shall be allowed to dry
sufficiently but not excessively before a subsequent coat is applied.
7. Painted surface shall have a clean uniformly colored appearance. No hair marks
from the brush or clogging of paint puddles in corner of panels, angles of moldings
etc. shall be left on the work

18.01 PAINTING WORK:
1. While painting doors and windows the putty around the glass panes shall also to be
painted. But care shall be taken to ensure that no paint, stain etc., mare left on the
glass. Tops and bottom of shutters (thickness) and surfaces in similar hidden locations
shall not be left out in painting. The bottom of door shutters shall be painted before
fixing it in position.
2. The surface to be painted shall be smoothed with abrasive paper used across the grain. If
the wood is to be left with its natural color the abrasive paper shall be used along the
grain.
3. Filler coat, if required, shall be applied with a putty knife and subsequently rubbed
down to a level surface with abrasive paper or pumice stone. As many layers of filler
as necessary shall be applied allowing each coat to harden and flatten before next coat
is applied.
4. Under coat shall be applied by brush after the surface has been primed, filled and rubbed
down to a smooth surface. After drying, the under coat shall be carefully rubbed down
and wiped clean before the next coat is applied.
1. The surface shall be thoroughly cleaned of dirt, fluxing material, other foreign matters
and scrapped thoroughly with hand scrapper and then with coarse wire brush and
secondly with fine wire brush and finally sand papering the surface to remove scale and
rust. The surface shall then wiped with mineral turpentine to remove oil and grease. If
temporary rest protective paint had applied to the surface to protect during transport and
storage. it shall be removed using suitable solvent as a preliminary to all other treatment
Immediately after the preparation of the surface, priming coat shall be applied by brush.
2. After the primer coat is hard and dry, the surface shall be rough sanded without
scratching or in any way damaging the primer coat, and the surface cleaned free from
rust, deep dents and scratches, if any, shall be filled with paste filler using a good putty
knife pressing firmly into the dents and applying in optimum layers. Each layer shall be
allowed to dry hard and then cut down by rubbing to a smooth finish.

3. Finishing coat shall be applied by brush. Special care shall be taken while painting over
bolts, nuts, rivets and over laps etc.
18.03 PAINTS:

I/We hereby declare that I/We have read and understood the above instructions and the
terms and conditions mentioned above are binding on me/us.
The trenches shall be excavated to such a depth that the pipes shall rest on concrete or
on firm bedding as described in the several clauses relating these to so that inverts may
beat the levels given in the sections. In bed ground, the Technopark may order the
contractor to excavate to a ground depth then that shown on the drawings and to fill up
the excavation to the level of the sewers with concrete, broken stone, gravel or other
materials. For such extra excavation and concrete, broken stone, gravel, or other
materials, the contractor shall be paid extra at rates laid down for such works in the
schedule, if the rates laid down for such works in the schedule, if the extra work was
ordered by the Technopark in writing , but if the contractor should excavate the trench
to a greater depth than is required without a specific order to that effect in writing of
the Architect the extra depth shall have to the filled up with concrete 1:5:10 mix at the

contractors own cost and changes to the requirements and satisfaction of the
Technopark
2. Re filling
After the pipes or other work has been laid and proved to be water tight, the trenches
or other excavation shall be refilled. Utmost care shall be taken in doing this, so that no
damage shall be caused to the sewer and other permanent work. The filling in the
trenches and upto 75 cm above the crown of the sewer shall consist of the finest
selected materials placed carefully in 15 cm layers and flooded and consolidated. After
this has been laid, the trench and other excavation shall be refilled carefully in 15 cm
layers with materials taken from the excavation, each layer being watered to assist in
the consolidation unless the Technopark shall otherwise direct.
3. Contractor to restore settlement and damages.
The contractor shall, at his own costs and changes, make good promptly during the
whole period of works are in hand, any settlement that may occur in the surface of
roads, beams, footpaths, gardens, open space etc. Whether public or private caused by
his trenches or by his other excavations and he shall be liable for any accidents caused
hereby. He shall also, at his own expenses and charges, repair and make good and
damage done to buildings and other property. If in the opinion of the Architect he fails
to make good such works with all practicable dispatch, the Architect shall be at liberty
to get the work done by the contractor or deducted from any money that may be or
become due to him or recovered from him in any other manner according to the law of
the land.
4. Opening out trenches
In excavation the trenches, etc. the solid road metaling, pavement, curbing etc. and turf
is to be placed on one side and preserved for reinstatement when the trenches or other
excavation shall be filled up. Before any road metal is replaced. It shall be carefully
shifted. The surface of the trenches and holes shall be restored and maintained to the
satisfaction of the Technopark and of the owners of the roads or other property
traversed and the contractor shall not cut or break down any live fence of trees in the
line of the proposed works but shall tunnel under them, unless the Technopark shall
order to the contrary. The contractor shall grub up and clear the surface over the
trenches and other excavations of all trees, stumps roots and all other encumbrances
affecting of the work and shall remove them from the site to the approval of the
Technopark.
5. Obstructions of Road
The contractor shall not occupy by his operation more the one half of the width of any
road or street and sufficient space shall then be left for public and private transit, he
shall remove the materials excavated and bring them back again when the trench is
required to be refilled. The contractor shall obtain the consent of the Technopark in
writing before closing any road to vehicular traffic and the foot walks must be clear at
all times.

6. Removal of Filth
All night soil, filth or any other offensive matter met with during the excavation of the
works, immediately after it is taken out of any trench, sewer or cess pool, shall not be
deposited onto the surface of any street or where it is likely to be a nuisance or passed
into any sewer ordain but shall be at once put into the carts and removed to a suitable
place to be provided by the contractor.
7. Disposal of Surplus soil
The contractor shall at his own cost and charges provide places for disposal of all
surplus materials not required to be used on the works. As each trench is refilled the
surplus soil shall be immediately removed, the surface properly restored and roadways
and sides left clear.
8. Timbering and Sewer and Trenches
The contractor shall at all times support efficiently and effectively the sides of
the sewer trenches and other excavations by suitable timbering, piling and
sheeting and they shall be close, timbered in loose or sandy strata and below
the surface of.
All timbering, sheeting and piling with their wallings and supports shall be of
adequate dimensions and strength and fully braced and strutted so that no risk
of collapse or subsidence of the walls of the trench shall take place.
The contractor shall be held responsible and will be accountable for the
sufficiency of all timbering, branches, sheeting and piling used as also for all
damage to persons and property resulting from improper quality, strength,
placing, maintaining or removing of the same.
9. Shoring of buildings
The contractor shall shore up all buildings, walls and other structures, the stability of
which is liable to be endangered by the execution of the work and shall be fully
responsible for all damages to persons or property resulting from any accident.
10. Removal of water from Sewer, Trench etc.
The contractor shall at all times during the progress of the work keep the trenches and
excavations free from water which shall be disposed of by him in manner as well
neither cause injury to the public health nor to the public or private property nor to the
work completed or in progress nor to the surface of any roads or streets, nor cause any
interference with the use of the same by the public
11. Width and depth of trench
The Technopark shall have power by giving an order in writing to the contractor to
increase the minimum width in respect of which payment will be allowed for
excavation in trenches for various classes of sewer, manholes, and other works in
certain lengths lengths to be specifically laid down by him, where on account of bad

ground or other unusual conditions, he considers that such increase widths are
necessary in view of the site condition.
12. Cement concrete and Masonry works (For Manholes and Chambers etc.)
Water: Water used for all the construction purposes shall be clear and free
from oil, acid, alkali, organic and other harmful materials, which deteriorate the
strength and/ or durability of the structure. In general, the water suitable for
drinking purposes shall be considered well enough for construction purposes.
Aggregate for concrete: The aggregate for concrete shall be in accordance
with I.S.383 and I.S.515 in general; these shall be free from all impurities that
may cause corrosion of the reinforcement. Before actual use these shall be
washed in water, if required as per the direction of Technopark. The size of the
coarse aggregate shall be done as per I.S.383.
Sand: Sand for various construction purposes shall comply in all respects with
I.S.650 and I.S.2116. It shall be clean coarse hard and strong, sharp, durable,
uncoated, free from any mixture of clay, dust, vegetable matters, mica, iron
impurities soft or flaky and elongated particles, alkali, organic matters, salt,
loam and other impurities which may be considered by Technopark as harmful
for the construction.
Cement: The cement used for all the constructional purposes shall be ordinary
Portland cement or rapid hardening Portland cement conforming to I.S.8112.
Mild Steel Reinforcement: The mild steel for the reinforcement bars shall be in
the form of twisted round bars conforming to all requirements of I.S.432
(Grade – l)
Other Materials: Other materials not fully specified in these specifications and
which may be required in the work shall conform to the latest I.S. All such
materials shall be approved by the Technopark before use.
13. Manholes and Chambers:
All manholes, chambers and other such works as specified shall be constructed
in the brick masonry in cement mortar as specified in the bill of quantities.
All manhole, chambers, etc. shall be supported on base of cement concrete of
such thickness and mix as given in the bill of quantities or shown on the
drawing.
Where not specified, manholes shall be constructed as follows:
Contractor shall connect the new sewer line to the existing manhole by cutting the
wall, benching and restoring them to the original condition. A new channel shall be cut
in the benching of the existing manhole for the new connection. Contractor shall
remove all sewage and water if encountered in making the connection without
additional cast.
15. Sanitary Fittings
Indian Water Closet
Indian W.C. pan shall be Orissa pattern of size as specified in the schedule of
quantities. Each W.C shall be provided with a 100 mm dia porcelain P or S trap
with or without vent arm.
W.C. shall be flushed by means of a C.I. high level flushing cistern or low level
cistern of polyethylene body complete with accessories on an concealed type
flesh valve or as specified in bill of quantities.
The W.C shall be fixed in level in a neat workmanlike manner. The W.C. and
trap shall beset in cement concrete 1:2:4 mix (1 cement: 2 coarse sand: 4 stone
aggregate 20 mm nominal size). Joints between W.C. and flesh pipe shall be
made with a putty or white lead and linseed oil and caulked well an approved
rubber J.
Anglo Indian W.C
Anglo Indian W.C shall be wash down type ‘P’ or ‘S’ trap set. Each Anglo
Indian W.C set shall be provided with a solid plastic seat with cover of color
given in the schedule of quantities, rubber buffers and chromium plated hinges.
Each Anglo Indian W.C. shall be flushed with a porcelain flushing cistern or an
exposed or concealed type flush valve. Flush pipe/bend shall be connected to
the W.C. by means of a suitable rubber adapter.
European W.C.
European W.C shall be wash down, single or double symphonic type, floor or
wall mounted set, flushed by means of porcelain low level flushing cistern, or
an exposed or concealed type flush valve, as specified in schedule of quantities.
Flush pipe/bend shall be connected to the W.C. by means of suitable rubber
adapter. Wall hung W.C. shall be supported by C.I floor mounted chair. Seat
shall be so fixed that it remains absolutely stationary in vertical position
without filling down on the W.C.

Urinals
Urinals shall be lipid type half shall white glazed vitreous china as specified in
bill of quantities. Half stall Urinals shall be provided with 15mm dia C.P.
spreader, 32 mm dia C.P. cast brass bottle trap with pipe and wall flange, and
shall be fixed to wall by one C.I. bracket and two C.I. wall clips as
recommended by manufacturers complete as directed by Technopark.
Half stall urinals shall be fixed with C.P. brass screw and shall be provided
with 32 mm dia domical waste leading to urinals trap. Urinal shall be fixed by
means of automatic porcelain flushing cistern or exposed or concealed type
urinal flush valve, as specified in schedule of quantities.
Flushing cistern for urinals shall be automatic type cast iron or vitreous china
as given in the schedule of quantities. Each flushing cistern shall have a copper
siphon and inlet noose cock to control the flow. Flushing cistern shall be fixed
to wall with R.S. or C.I. brackets. Cast iron cistern and brackets shall be
painted with two coats of white enamel paint. Cistern may be concealed in pipe
shafts or false ceilings where required as directed by Technopark
Flush pipe of flushing cistern with size of main and branch flush pipes shall be
as follows:
16. Clamps
G.I. pipe or P.V.C pipe in shafts and other locations shall be supported by M.S clamps
of design approved by Technopark. Pipe in wall chases shall be anchored by iron
hooks. Pipes at ceiling level shall be supported on structural clamps fabricated from
M.S. Structural as described in section II. Pipes in typical shafts shall be supported on
slotted angle / channels as specified elsewhere.
17. Flanges

Flanged connection shall be provided on pipes where shown on drawings, all
equipment connections as necessary and required or as directed by Technopark.
Connections shall be made with 3 mm thick insertion rubber washer. Where hot water
or steam connections are made insertion gasket shall be or suitable high temperature
grade and quality approval by Technopark. Bolt hole dia for flanges shall conform to
match the specification for C.I. sluice valve to I.S. 780.
20.05 ROLLING
Following the spreading of coarse aggregate rolling shall be started with power
roller of 8 to 10 tonnes capacity. Rolling shall be begin from the edges gradually
progressed towards the center. The edges shall be compacted with rollers running

forward and backward. The roller shall then move invert parallel to the center line
of the road in successive passes uniformly lapping preceding tracks by at least one
half width. Rolling shall be discontinued then the aggregate are partially compacted
with sufficient void space in them to permit application of screening. Materials
which get crushed excessively during compaction or become segregated shall be
removed and replaced with suitable aggregates.
20.06 HOT MIX AND PAVER USAGE
Gradation mixing shall be with mechanical means in hot mix plant of suitable
capacity of bach mix type and electronically controlled mixing to the specified
temperature.
Transportation and laying of mix shall be self-propelled paver finisher with electronic
sensor devise in full width and initial compaction with minimum 80-100 kN static
weight smooth wheeled roller followed by intermediate rolling with minimum 80-
100 kN static weight vibratory roller / pneumatic tyred roller having minimum 150-
250 kN weight having a tyre pressure of at least 0.7 Mpa and finished with
minimum 60-80 kN weight smooth wheeled smooth wheeled tandem roller to
achieve desired density

“Technopark” which expression shall include its successors and assignees of the third
part.
WHEREAS the Contractor has to pay to Technopark, the security deposit in respect of the
works tendered to be performed as per Tender document No: ETPK/___/___/__ & Work
Order No: ETPK/__/__/__ dated ____.
AND whereas the full value of Security Deposit is liable to be forfeited to TECHNOPARK
on the happening of the contingencies mentioned in the tender or in the contracts.
AND WHEREAS the Contractor desires to secure exemption from payment of security
deposit, has offered to furnish a guarantee of the bank for the sum of Rs.____/- (Rupees
________ only) to Technopark for the purpose of securing such exemption.

AND WHEREAS Technopark has agreed to accept the guarantee of the bank herein
provided in lieu of the Contractor depositing Security Deposit.
1. If the Contractor commits any breach of the terms and conditions of the tender or
contract in respect of which the contractor has been exempted from depositing the
Security Deposit because of this guarantee furnished by the bank to Technopark
and Technopark has become entitled to forfeit the security deposit or any part
thereof the Bank hereby unconditionally and irrevocably agrees and undertakes to
pay to Technopark on demand and without demur the amount of security deposit
required to be furnished by the contractor under the conditions of the tender or of
the contract in respect of which the breach is committed to the extent of Rs.______/-
(Rupees ______ only).
2. We, ____(name of the bank), further agree that the Technopark shall be sole judge
of and as to whether the said contractor has committed any breach or breaches of
any terms and conditions of the tender / contract and the extent of loss, damage,
costs, charges and expenses caused to or suffered by Technopark or account
thereof to the extent of security deposit required to be deposited by the contractor
in respect of the said tender or the contract and the decision of TECHNOPARK
that the said amount or amounts or loss, damage, costs, charges and expenses
caused to or suffered by Technopark shall be final and binding on us.
3. We, the said bank further agree that the guarantee herein contained shall remain in
full force and effect during the period that would be taken for the performance of
the contract in respect of which the contractor has been exempted from making a
deposit of the security by virtue of this guarantee and till all the dues of
Technopark under the said contract or by virtue of any of the terms and conditions
governing the said contract(s) have been fully and properly carried out the said
contractor.
4. Technopark shall have the fullest liberty without affecting in any way the liability
of the Bank under this guarantee or indemnity, from time to time vary any of the
terms and conditions of the said contract or to extend time and from time to time
any powers any of the powers exercisable by it against the said contractor and
either to enforce or forbear from enforcing any of the terms and conditions
governing the said contract or securities available to the Technopark and the said
bank shall not be released from its liability under these presents by any exercise
aforesaid or by reason or by reason of time being given to the said contractor or of

any other forbearance, act or omission on the part of the Technopark or any
indulgence by the Technopark to the said contractor or of any other matter or thing
whatsoever which under the law relating to sureties would but for this provision
have the effect of so releasing the bank from its such liability.
5. We, the said bank lastly undertake not to revoke this guarantee during its currency
except with the previous consent of the TECHNOPARK in writing and agree that
any change in the constitution of the said Contractor or the said bank shall not
discharge our liability hereunder.
1. Our liability under this Bank Guarantee shall not exceed Rs.____ (Rupees_____

3. We are liable to pay the guarantee amount or any part there of under this bank
guarantee only and only if you serve upon us a written claim or demand on or

ARTICLES OF AGREEMENT
AND WHEREAS the Contractor has offered to carry out the work and the
Technopark has agreed to award the work to the Contractor on certain terms and
conditions which the parties are desirous of recording.
1. The Technopark and the Contractor agree that The Letter of Intent / Work
order issued by Technopark and all correspondence between Technopark and the
contractor prior to issue of LOI/ Work order along with the Notice Inviting Tender,
Instructions to bidders Tender Form, General Conditions of Contract, Special
Conditions, Technical Specifications, Unit Specifications, Detailed Specifications,
Schedule/Bill of Quantities and Contract Drawings, etc. defined in greater detail as
“Contract Documents” in the General Conditions shall form an integral part of this
Agreement.
2. For the consideration hereinafter mentioned the Contractor shall, upon and
subject to the “Contract Documents” annexed hereto carry out the said Work.

4. The said Contract Documents hereto shall be read and construed as forming
part of this Agreement and the parties hereto shall respectively abide by and submit
themselves to the Contract Documents. The Contractor has no right to assign this
agreement without the consent of Technopark.
9. All disputes arising out of or in any way connected within this agreement shall
be deemed to have arisen in Thiruvananthapuram and only courts in
Thiruvananthapuram shall have jurisdiction to determine the same.
IN WITNESS WHEREOF the Technopark has set and subscribed its hands and
seals and the Contractor has caused its Common Seal to be affixed hereunto on the
Day and Year herein above written.
