REVISED DEPARTMENTAL STANDING OPERATING PROCEDURES FOR

PROCESSING NET METERING APPLICATIONS HAVING GENERATION


CAPACITY UPTO 250 KW

1. The applicant (eligible as per Net Metering Regulations), who intends / Installed DG facility up to 250 KW,
shall submit application, complete in all respect, in the office of his concerned SDO (Operation) IESCO.
2. The initial review of application shall be completed within three days. In case the initial review reveals that
the proposed facility is not technically feasible, the Office shall return the Application and communicate
the reasons to the Applicant.
3. If (after checking the required documents submitted by the Applicant, followed by visit of DG facility by
IESCO Technical Committee) the Office is satisfied that the Applicant qualifies as Distributed Generator,
then the Concerned SDO (Operation) and the Applicant shall enter into an Agreement as per schedule-I of
the Regulations duly witnessed by concerned LS within seven days of submission of application.
4. Then the SDO Office shall send a copy of the Agreement to the NEPRA Authority on the same day. The
office shall forward the Application for grant of License as specified in Schedule -III to the Authority along
with following:
(a) Agreement.
(b) Application for exemption from the requirement of section 24 of the Act as specified in Schedule-IV.
(c) Evidence of deposit of fee as may be specified by the Authority as specified in Schedule-V.
(d) Affidavit by Distributed Generator as specified in Schedule-VI.
5. Within three days of signing of Agreement, the Office shall issue the Connection Charge Estimate (Demand
Notice) to the Applicant for the proposed interconnection facility up to the Interconnection Point including
the metering installation.
6. The Applicant shall make the payment of Connection Charge Estimate within twenty days of its issuance.
7. The office shall install and commission the proposed interconnection facility within three days of payment
of demand notice by the Applicant. Provided that the Net Metering arrangement shall commence upon grant
of license to the Distributed Generator in accordance with Regulation 4 of these Regulations.
8. For checking the interconnection facility before parallel operation, the IESCO Technical Committee
(comprise of concerned SDO (Ops), Test Inspector (P&I) and Test Inspector (M&T)) shall carryout
necessary checking / testing.
9. The Connection Charge Estimate shall be issued by the office, which is competent as per the prevailing
Rules / Procedures.
10. Those Net Metering applications, having Distributed Generation capacities more than 250 KW shall be
processed in accordance with IESCO Departmental SOPs issued vide GM (CS) IESCO
letter No. 12091-12123 dated 10-12-2015.

Note:
i. All those applications having distributed generation capacity more than 250 KW, will
continue to be processed in accordance with the procedure laid down in IESCO
departmental SOP circulated vide GM (CS) IESCO letter No. 12091-12123 dt. 10-12-15.
ii. Each Operation Sub Division will communicate weekly progress in respect of Net
Metering applications to IESCO Head Office on [email protected].
iii. For any step / formality missing (inadvertently) in the Revised Departmental SOP, please
consult, NEPRA Net Metering Regulations (amended to date) and SOP issued by Ministry
of Energy vide letter No. 8(7)/2017 dated 06-11-2017 followed by CE (Distribution)
PEPCO letter No. 1189-1202 dated 08-01-2018.
