A School and Home Learning Collaboration
S.Y. 2020-2021

I. OVERVIEW OF DISTANCE EDUCATION

The SMCC Distance Education framework takes its perspective from the paper prepared
by the Academic Team of UIC, Davao city, an RVM University granted by the Commission on
Higher Education with autonomous status since 2017 up to this date. Practicing Quality
Assurance Management makes her one of the leading University amongst the Colleges and
Universities not only Davao but also in the country. all parts of this document are drawn
directly from the original text that was shared to all the RVM Schools by the RVM Education
Ministry Commission.

However, due to the different contexts where the schools are in terms of geography,
population, location, clientele, human and material resources and capacity, technical
infrastructure and others, some parts of this document were adapted and contextualized to suit
to the condition of the stakeholders (students/parents/guardians/tutors/teachers) of St. Mary’s
College of Catbalogan.

Degrees and processes of implementation will differ greatly due to the unique context
of the school with much consideration to the Regional, Provincial and Local Government Unit’s
Executive Orders relative to the COVID-19 crisis and how the Local Government promotes
general welfare, health and safety of the residents in their area of jurisdiction.

During this distance education period, which is the school’s response to the ‘New
Normal’ situation of the country, it is hoped that stakeholders adhere to these guidelines.
These guidelines expect an engaging interaction of all departments and areas in the
development and constant tweaking of learning designs, materials as well as the
implementation, monitoring and evaluation processes of deliverables until desired output are
created and transmitted effectively and efficiently.

In this light, the school is adopting the Flexible Learning Modality of Instruction (FLMI)
addressing the needs of learners in three (3) categories:

DEFINITION:

Distance Education

It is a learning delivery mode whereby teacher and learner are separated geographically,
and instruction is delivered through materials and methods using communication
technologies, either synchronously or asynchronously and supported by organizational
structures and arrangement. The delivery medium is typically online but can be by print-
based modules or by mobile phones and is also a flexible delivery of education to
students so they can learn at their own time and pace.

Synchronous Learning

Involves online studies that are conducted with the aid of chat rooms. It allows students
to ask their teacher or fellow student’s questions instantly through instant messaging

Asynchronous Approach

It is self-paced learning that involves course work delivered by web, email, message
boards that posted in online forums.

HOW ONLINE CLASSES WILL BE CONDUCTED


 
1. A demographic survey is made in the categorization of the learners whether online
and/or onsite during enrolment. The advisers will confirm the count of students who
will do online classes. Then, categorize them under 'with limited connectivity' and 'with
connectivity.' This will make the teaching flexible and the conduct of the online class
considerate in terms.

2. The school's subscription to G-Suite and use of Google classroom as its official LMS or
Learning Management System. Learners will be issued their official school account (e.g.
[email protected]) and will be tasked to activate the accounts monitored by
the adviser.
3. Orientations will be conducted for the general, classroom and subject areas. This will
cover the apps to use in the conduct of the online class, like the Google Classroom,
Facebook, Messenger, YouTube, Zoom and others (will vary depending on the teacher.)

4. All activities such as quiz, recitation, drills or exercises, lectures, and formative
assessments will be conducted online. Same is true with the attendance.
5. If in case for those under 'with limited connectivity' experience connection and
troubleshoot problems and were unable to attend class or submit the necessary files,
they have to show proof or evidence of the said problem with important details like
date, time and the case.
6. The allotted time for each class will be 40 minutes in all subjects, and to follow a regular
class schedule.
7. In video conferences, the Learners are asked to wear their school uniforms (for the new
students, wear a white T-shirt or blouse).
8. Classes will be conducted from Monday to Thursday, two shifts (Morning and
Afternoon), and Friday will serve as a day to follow-up, check, record and monitor the
feedbacks coming from the Learners and parents.

HOW MODULAR DISTANCE LEARNING WILL BE CONDUCTED:

do modular classes. Then, categorize them under 'offline distance learning' and 'digitized
distance learning.'

 
OFFLINE DISTANCE LEARNING
1. The modules are to be prepared by the subject teacher. The volume will vary and
depend on the topic or lesson.
2. Some of the modules might require their textbooks as reference.
3. The modules will be reproduced and to be purchased or claimed at the school's cashier
office.

4. For activities like recitation and practicum, the teacher could schedule a call to conduct
the session.

STEP 1. The Teacher-In-Charge (TIC) coordinates with the advisers as to the access of the
information such as Name, Contact Number, Home Address, and Brgy. Hall
Address.
STEP 2. The advisers will collect the modules from the subject teachers.
STEP 3. The advisers will submit the collected modules to the TIC for the distribution.
STEP 4. Day before the distribution, the TIC will contact the LGU (Brgy.
Captain/Secretary/Representative) that the TIC will be coming to distribute the
modules.

DIGITIZED DISTANCE LEARNING


1. The modules are to be prepared by the subject teacher. The volume will vary and
depend on the topic or lesson.
2. Some of the modules might require their textbooks as reference.
3. A soft copy of the module will be given to the Learner.
4. For the submission, only the worksheets are asked to be printed and to follow the
retrieval process.
5. For activities like recitation and practicum, the teacher could schedule a call to conduct
the session.

DISTRIBUTION PROCESS
STEP 7. The Teacher-In-Charge (TIC) coordinates with the advisers as to the access of the
information such as Name, Contact Number, Home Address, and Brgy. Hall Address.

through the flash drive of the students.

signed confirmation that the latter is received.
STEP 5. The TIC will submit to the advisers the Worksheets/Activity Sheets/Assessments &
Flash drives for distribution to the subject teachers.
STEP 6. The advisers will submit the collected Worksheets/Activity Sheets/Assessments &
Flash drives to the subject teachers for the checking.
ASSESSMENT
The learning outcomes in the form of knowledge, skills, attitudes, and values will be
assessed. Learners shall prepare their portfolio/e-portfolio to include written works, and
performances (and products), whether hardcopy, softcopy, or a combination of both. The
portfolio/e-portfolio content will be assessed using rubrics that capture the evidence of
learning. Testimonies of parents and other adults including community leaders aside from
teachers may also be considered in the assessment.

In the case that blended learning is possible, summative tests will be administered in
school. For learners who are on distance learning, summative tests may be administered when
physical classes shall be allowed in their respective areas.

For online learning:


Plan A
(If allowed by the LGU or IATF) we are going to follow the outline plan of school.
Part 7 “formative and authentic assessments will be used in all levels and department.
Summative, performance task, Comprehensive Examinations, and Laboratory activities will be
held in school observing strictly social distancing and wearing of face mask. Or courses with
laboratory classes shall also devise of virtual activity for the students and follow assessments, as
reflected in this policy.”

Plan B
(If not allowed by the LGU or IATF) we are going to follow the online assessment with the use of
google forms such as: Google Classroom, Google Docs, and Google Meet.
There would be a set of schedule per subject for the assessment as follows:

In case that their internet is unstable provided that they had to screenshot for the reason to be
valid. They will be given another set of exam provided that their reason is valid with evidence
and their exam will not be the same as the previous one.

For offline learning:


(Modular)
Delivering the assessment to the respective places or barangays. There would be assigned
authorized personnel who will deliver the assessments and the retrieval as well.
For summative and quarterly exam, the students will take their exam at their specific barangay
hall and there will be an assigned teacher to monitor the students.

II. Outline of School Plans

1. The government focused on education like CHED and DepEd have been working
diligently on their flexible learning plans.
2. SMCC will bridge the gap where it left off ensuring continuity of learning by setting up
plans and systems in place to support learners when they require assistance with their assigned
learning tasks.
3. SMCC will be adapting distance education as the mode of instruction delivery using
Flexible Learning Options (FLOs) like:
3.1 Synchronous and asynchronous approach in all Grade levels up to College to
facilitate learning better.
4. Learning packets of online materials/ printed materials/worksheets/handouts and
readings as well as USB drives with digital content like recorded video, PowerPoint, etc.
will be provided, which may be either picked up or delivered through courier.
Textbooks are used as references.
5. Flexible learning options shall be provided to the students with problems on
connectivity to ensure safety.
6. Students with good and/or limited connectivity are made to stay home, and flexible
learning options will be provided.
6.1 Students with no connectivity are still made to stay home, and flexible
learning will be provided through correspondence.
6.2 Class size in the K to 12 shall be adjusted to ensure efficiency and
effectiveness in the implementation of distance learning: A minimum of
35-40 learners per section.
7. Formative and authentic assessments will be used in all levels and departments.
Summative, Performance Tasks, Comprehensive Examinations, and Laboratory Activities will be
held in school observing strictly social distancing and wearing of masks. Or courses with

laboratory classes shall also devise a virtual activity for the students and follow assessment, as
reflected in this policy.
8. The current grading system based in the handbook shall be utilized, provided
modifications must be done to fit with the distance learning model. In the SHS and
College, the current grading system is applicable since competency-based or
performance-based and/or Output is already practiced.
8.1 Senior High School subjects will be clustered into two (2) every semester.
9. A comprehensive exam will be administered at the end of the semester to assess the
performance of the students in each subject.
10. Varied strategies shall be utilized in translating in-person curricular experience into
distance learning.
11. For subjects requiring immersion, particularly in the SHS, BSHM, BSBA, BSE/BEED, a
virtual immersion set of activities will be prepared like modular activities with simulation
or case studies. Courses with laboratory classes shall also devise a virtual activity for the
students and follow assessment, as reflected in this policy.
12. Health advisory, guidance, and counseling will continue to be provided as part of the
learning packets and through synchronous and asynchronous methods.
13. The learning resource center will:
13.1 Make the Library/AVR resources available online providing access to full-text
databases, including books and journals and other kinds of textual documents.
13.2 Start the working on the installation of World Book Online to make the library
more functional and relevant.
13.3. Utilize the internet connections in the Library/AVR, Computer Laboratories,
Faculty Room, an d other workstations.
13.4 Assist teachers and students in accessing the portals available in the library.
13.5 Gather materials online and share them with teachers via email.
14. Attendance as a tool shall be part of both synchronous and asynchronous approaches.
15. A friendly learning platform shall be utilized for easy access to both students and
teachers. However, the selection of a particular platform is still dependent on the
availability of resources such as a computer, internet connection with reasonable
bandwidth, and others.
16. A pre-determined policy that will specify the minimum communication requirements for
teachers and learners to ensure timely feedback and monitoring of student’s progress
and performance will be established.
17. Curriculum provided by the Department of Education (DepEd) with enhancement will be
utilized until further instruction will be given. However, a curriculum map shall be
revisited for possible clustering of competencies to be mastered in a particular quarter.
18. The schedule of the submission of outputs must be agreed upon by the learners and the
teacher. Ample time must be set for the completion, depending on the nature of the
activities given.
19. A structured schedule of classes is prepared to avoid confusion, particularly with the
synchronous approach. However, for purposes of flexibility, the schedule of classes may
be arranged depending upon the approach adopted.
20. On the other end, teachers will be available and overseeing the Learners learning
activities remotely.
21. Learners online activities will be monitored and given feedback carefully by teachers per

day/week.
22. In situations where Learners failed to complete or submit their assignments, teachers
are expected to make closely monitor submission and inform parents whenever
necessary.
23. Teachers encourage to ensure that Learners are completing their assignments
punctually and completely.
24. Parents will be advised to be proactive and engage in a productive dialogue with
teachers and school principal about their children’s concern on the school’s distance
learning mode of delivery, learning objectives, and daily distance learning timetables.
25. Step-by-step guidance on how to access and use the online learning tools and
curriculum will be provided.
26. For students who will be using correspondence and/or printed learning packages, a
schedule for pick-up and drop-off will be provided.
27. Weekly/Monthly communication with parents (BED) during the distance-learning period
will be provided to allow the best support for the learners especially on the first two
Quarters of implementation.
28. SMCC will apply quality assurance process to determine course quality and satisfaction
of learners.
29. Feedback will be gathered from the faculty, students, and parents. Evaluation results
will be utilized to improve the design and learning delivery model further. Evaluation
includes:
29.1 Evaluation during the developmental stage to improve instructional
courses.
Assessment and monitoring on the implementation of the distance
learning model in the second week and third week to determine progress
and correct deviations if observed.
29.2 Evaluation after the implementation stage to measure the effectiveness
of education training and learning via distance learning.

III. SMCC’S SUPPORT FOR PARENTS: What Support Parents Can Expect to Receive During
Distance Learning

To assist the parents, the following support will be provided:


1. During the (enhanced/general) community quarantine period and ensuing temporary
school closure, all lines of communication between parents and the school will remain
open.
2. The VP for Academics/College Dean, Principal and Academic Coordinator as well as the
teachers will be available to answer parents’ inquiries.
3. If parents are working, and it is difficult for them to monitor and support their children
during regular learning hours, they are encouraged to get permission from their school
to record live virtual lessons. Request the teachers or staff to be reached for support at
specific times in the evening if needed, so that distance learning is delivered at flexible
hours.

IV. SMCC’S PARENTAL ENGAGEMENT: How Can Parents Help their Children During Distance
Learning

Parental commitment plays a vital role in the success of the learner’s distance learning.
As learners engage in distance learning, parents can provide structure, support, and guidance at
home, which will have a noteworthy effective impact on the performance of their children.
Hence, their active interest in their online learning and providing the right learning environment
at home will be very vital in their child’s success during this distance education.

How would parents provide a safe learning environment?


Place child’s learning device in a common area at home for easy monitoring of their
online
activity and time spent online.
For older children, this strategy will allow parents to monitor them indirectly.
Ensure that the learning space is always clean and disinfected.
Place a hand sanitizer and disinfectant nearby and make sure the child washes his/her
hands frequently.
For the younger children who find it difficult to understand online safety or technical
issues, parents are advised to check-in with them from time to time and see if they are
having any problems. They are also asked to review the school’s ICT and internet usage
guidelines/policies and ensure that they are familiar with the necessary online safety
measures. Online safety measures will also be crafted, discussed, disseminated and
published in print and online platform.

V. LEARNING TIPS THAT PARENTS CAN USE WITH CHILDREN

Know your child’s daily/weekly learning schedule and learning objectives beforehand.
 Create a consistent daily schedule of learning and activities with your child
 Encourage and celebrate your child’s achievements and efforts. Give positive feedback
about how they are handling their learning.
 Have one-on-one positive conversations and interactions with your child, especially if
they are misbehaving.
 Talk about the importance of the activity at hand.
 Expose them to new learning experiences that will excite their interest, such as creating
small learning competitions among siblings or classmates.

VI. TIPS FOR WORKING PARENTS

 Understand the distance learning model and schedule of your school, including
submission deadlines, virtual classroom timings, and quiz or test dates.
 Maintain routine and create a consistent daily schedule of learning and activities that
suits you and your child.
 You may want to allocate some hours in the morning before going to work to learn with
your child.
 Ask your school if they can send activities and assignments ahead of time so parents can
know what to expect and to understand when assignments are due.
 Divide monitoring and support duty with your family members.

 Speak to your employer about how they can support during this challenging time.
Request your school for teacher and administrative support at flexible hours. Ask for
your school’s parent hotline, IT helpdesk contact information.
 Ensure that your child has not exhausted themselves physically early in the day, leaving
then unable to focus during learning hours.
 Create a schedule for device usage if you do not have enough devices.

VII. ENSURING CHILDREN’S ONLINE SAFETY: PARENTS’ ROLE

 Keeping your child safe online is essential. Existing ICT and online learning policies of
your school will continue to apply. We advise you to read the policies carefully and take
extra precautionary measures.
 As a parent, you need to be more vigilant to ensure your child is safe online. As
mentioned previously, we advise you to place the computer or laptop in a common area
in your home within your supervision. This will allow you to monitor your child
indirectly.
 Frequently check the information and materials being exchanged between your child,
their peers, and the school or a third entity. This will not only help you to stay up to date
on your child’s learning progress, but you can also monitor if the personal information,

 If you witness something inappropriate on an online platform, report it immediately to
the school. Have frequent conversations with your child to gauge if they may have
experienced inappropriate behavior online. We urge you to take immediate action by
reporting the matter to the school immediately.
 We also advise you to install parental control software, which will allow you to monitor
your child’s online activity, control the time spent online, and block content that is not
appropriate or required for distance learning. You will be provided the list of learning
applications, online resources, and platforms that your school will be using during this
time.
