EIA Notes 1 PDF

The document discusses the key aspects of an environmental impact assessment (EIA). It defines an EIA as a decision making tool that predicts and compares the environmental impacts of major projects and alternatives. An EIA studies both social and environmental impacts as required by most countries. The document outlines impact categories, the process for identifying environmental aspects and impacts, evaluating their significance, and the phases and steps of conducting an EIA including scoping, evaluation, mitigation, and post-monitoring.

The Environmental

Impact Assessment

Presented by Dr V Dookhun
What is an EIA ?
A decision making tool
Importance of an EIA
Improves planning of major projects by
predicting the environmental impacts
Required as part of the legal planning
process by most developed and
developing countries
Both social and env impacts are studied
Compares alternatives of the project
Definition of an Environmental
Impact

ISO : Any change to the env, whether

beneficial or adverse, wholly or partly
resulting from the organisation’s
activities products or services
Env Impact
A change to the env and the associated
consequences for both humans and
other ecosystem components, caused
directly by the activities of the product or
service development and/or production.
Impact categories
Resource depletion
 In energy production, material usage, water
consumption, land use.
Human health impacts
 Toxicological, non-toxicological excluding work
env, human health impacts in work env
Ecological impacts
 Global warming, depletion of stratosphere ozone,
acidification, eutrophication, photo-oxidant
formation, ecotoxicological impacts, habitat
alterations and impacts on biological diversity
Identification of
environmental aspect
Should consider
 Emissions to air
 Releases to water
 Waste management
 Contamination of land
 Use of raw materials and natural resources
 Other local env and community issues

Under normal operating conditions, shut down and start-up

cond, as well as realistic potential significant impacts associated
with foreseeable emergency situations.
Identification of
environmental aspect
Step A
 Identify an activity, product or service within a
boundary
 Draw process flow diagram
Step B
 Identify aspects of the activity, product or service
Step C
 Identify the impacts
Step D
 Shortlist the env impacts and include env costs to
it
Evaluation of environmental
aspect/impacts
Evaluation be made by considering
 Env concerns
 scale of the impact

 The severity of the impact

 Probability of occurrence

 Duration
Evaluation of environmental
aspect/impacts ( cont.)
 Business concerns
 Irreversibility

 Cost of reversibility

 Secondary/ tertiary effects

 Concerns of stakeholders/interested
parties
 Effect on public image
Phases of the EIA
Phase I Screening

Phase II Scoping

Phase III Evaluation

Phase IV
Communication
Steps of EIA
1. Preliminary activities
2. Impact Identification
3. Baseline Study
4. Impact analysis & assessment
of significance
1. Comparison of alternatives
2. Mitigation of impact
3. Communication
4. Post monitoring and auditing
EIA Steps
1. Preliminary activities
 Identify the decision maker
 Acquire info on the project

 Select the coordinator

 Decide on work allocation

 Review of legislation

 Write good description of the proposed pjt

EIA Steps
2. Impact Identification
 Decide whether a full fledge EIA is needed
 Prepare terms of reference of the EIA (LA &
PP)
 Drawing of an exhaustive list of impacts
EIA Steps
3. Baseline study
 Conduct background monitoring

4. Impact analysis and assessment of

significance (Evaluation)
 Selection of the most significant impact
 Prediction of impact
 Impact interpretation and evaluation
EIA Steps
5. Comparison of alternatives
 Environmental costs shall combine with economic
costs
> to produce a full picture of each project alternatives
6. Mitigation of impacts and identification of
indicators ( parameters of env concern)
>not possible to eliminate impacts totally however we
need to reduce its intensity by providing with end of
pipe if needed
EIA Steps
7. Communication
 Presenting the EIS in non technical terms
for the general public to follow
8.Post Monitoring
 To determine how close the predictions
were to the real impacts
 Valuable data needed by future EIA in
same field
