Chief Auditor’s Report Written According to Laws, Chief Auditor Responds

Upon Yangon Region finance minister’s statement that the chief auditor report gave the wrong impression
about Yangon Region Government, Yangon Region Chief Auditor Daw Khin Than Hla responded that the
report was not meant to be a political attack, but that it was written in accordance with existing laws.

The verbal exchange occurred during the discussion of members of Yangon Region Government over the
2017-18 fiscal year financial report and remarks on January 30, the eleventh day of the eleventh regular
hluttaw session of the second Yangon Region Hluttaw.

The winding up discussion over regional 2017-18 fiscal year audit was held on August 11, 2019. The
comments in the report included matters that was not mentioned in the winding up discussion, and they had
caused misunderstanding and drew criticism within the hluttaw as well as among the public over the regional
government, said Minister U Myint Thaung.

Auditors should know that their job is not to look for problems but to check and regulate financial matters
and audit whether these are in line with financial rules and regulations, Yangon governor criticised in the
hluttaw.

“I want to make it clear that the report was not a political attack on any ministries or organizations. It just
points out matters that are not in accordance with existing laws, by-laws, procedures, presidential orders and
directives, and it is meant to recommend ways to not waste public fund. Auditors mainly check whether
public funds are used appropriately,” said the chief auditor.

According to the directive 3/2018 of the President’s Office, rental fess of state-owned assets should not be
lower than the going rate, and that the report purportes to highlight that tax received by the state was less
than what it should get. An auditor cannot be biased, and that her duty was to write it in the report as it is
found. If she did not write as she found it on the ground, she was not doing her job, she continued.

She went on to say that she wanted the people to know the loss incurred to the country due to the term to re-
negotiate the rent only once in five years, below-the-going-rate leases of state-owned assets for long terms of
30 to 50 years and privileges given to companies.

“I’m just reporting whether selecting tenders was carried out in accordance with the directives of the
President’s Office,” said Daw Khin Than Hla.

Questions Asked Whether Government has Plans to Release Information and Collect Public Opinions
and Suggestions over Government’s Activities

U Zaw Moe Aung, an MP for Thayet Township, Constituency 2, raised a question on January 14 during the
fifteenth regular hluttaw session of the second Magwe Region Hluttaw whether the regional government has
plans to release information to public and collect public opinions and suggestions regarding government
activities and whether it planned to get the views of Community Based Organizations with regard to policy
amendments and collaborate with them.

U Myint Swe, Minister of Labour, responded to the question on behalf of Minister of Social Affairs, Dr Khin
Maung Aye, that led by chief minister and ministers, the Magwe Region Government visited the
constituencies weekly to tell the people of the government’s activities and hear people’s opinions. The
government also told the people that it had a website where people could access information on the
government’s activities, and that the government collected the people’s views in a timely manner, and that
the completed projects were made known to the people.

Changes in Yangon Region Hluttaw Finance, Planning and Economic Committee

A change in the position for secretary of Yangon Region Hluttaw Finance, Planning and Economic
Committee (FPEC) was made on January 30, the eleventh day of the eleventh regular hluttaw session of the
second Yangon Region Hluttaw.

The Hluttaw Speaker U Tin Maung Tun announced that Yangon Region MP U Hla Thein (Tamwe-1) was
appointed the secretary of FPEC in place of U Kyaw Zeya (Dagon-2).

When the speaker asked whether the hluttaw agreed with the appointment, Chairwoman of FPEC, MP Daw
Sanda Min, stood up in objection.

To that, the Speaker responded, “We are doing this according to the mandate of the Hluttaw Speaker, girl.
But if you disagree, then we’ll have to take the hluttaw’s vote. Those MPs who disagree, please stand up.”

Only three MPs stood up, and they were MPs Daw Sanda Min, U Kyaw Zeya and U San Kyaw. As the
supporters outnumbered the opponents, the appointment of U Hla Thein as secretary of FPEC was
confirmed.

Questioner MP Objected to the Answers of Minister of Security and Border Affairs

MP Daw Myint Myint San of Wakhema Township, who raised a question in the hluttaw regarding a liquor
licence, objected to Colonel Kyaw Swar Hlaing, the Minister for Security and Border Affairs, who answered
her question.

Daw Myint Myint San objected to the answer to the starred question raised in the twenty-first regular hluttaw
session of the second Ayeyawaddy Region Hluttaw regarding CS2A liquor licence in Tetkalar Village
which the villagers had requested to revoked.

“On what grounds did you accept this? If you say you have evidence in the letter, then you are responsible.
Do not just read the reports given to you by your subordinates. You should go and see for yourself what is
happening in Wakhema Township. Go and see the people there and learn what answer will come out from
there. So, I completely objected to your answer. I will continue doing what has to be done,” said Daw Myint
Myint San in objection.

She said that it was not acceptable that the regional government would not take any actions but would simply
monitor it because it involved some personal dissatisfaction although the village administrator and the
villagers had complained about this several times.

Motion Submitted to Abolish Entrance Fees to Townships
January 30, 2020

MP U Myint Soe of Pyawbwe Township (2) submitted a motion to abolish entrance fees to townships,
including Pyawbwe Township, in Mandalay Region on the first day of the fifteenth regular session of the
second Mandaly Region Hluttaw. An MP supported the motion, and the hluttaw agreed to discuss the motion
further.

U Myint Soe said that he had to propose this motion because in his meeting with people, the issue with
entrance fees collection in townships came up most often.

“Companies that have won the right to fee collection collect fees more than the rate that was set. People
don’t want to pay more than what was set. Although the case was brought to respective authorities, nothing
has been done. That’s why I have to propose this motion,” said U Myint Soe.

He said that he was not asking to abolish the collection of fees but the way fees are collected. The motion
will be discussed further on the fourth day.

Some regions and states have abolished collection of fees at the entrance of townships in 2019.
