1.0 Purpose
This document describes in detail the method statement to be adopted for testing of 33kV and
11kV power cables.
2.0 Scope
The purpose of this method statement is to set procedures to ensure that the above
activity is performed in strict accordance with the OES requirements and norms.
3.0 Testing Procedures
As per the OES 2 section 3.13, Page no.7 the following tests shall be conducted at site.
1. Continuity Test.
2. Insulation Resistance Test.
3. High Voltage Test.
During the testing, team should be divided as two and placed at either end of the Terminated
Power cable. Appropriate Communication system shall be established between the team
members.
The Check list and measurements shall be entered in the format enclosed with this statement.
1. Continuity Test (Phase identification):
The purpose of the test is to ensure that continuity of the installed cable. This test will be
performed in presence of client/consultant after completing all cable installation works as per
drawing and specification.
Equipment/Instruments:
- Multi meter
Testing procedures:
i) The continuity of the cable checked for end to end through Armour and conductors.
ii) The remote end of conductor of the cable under test is connected to Armour.
iii) The phase of tested cable connected properly at remote end and check whether the
phase identification mark is properly done at both ends.
iv) Repeat the test for other phases and verify the correctness of phase marking at both
ends.

2. Insulation Resistance Test:
The purpose of this test is to measure the insulation resistance of each Phase and accordingly
identify the efficiency of the cable insulation. The measured value can be used for future
reference and for cable profile. The insulation resistance shall be measured between
conductor and earth.
The test should be performed after completing all the cable installation works as per drawing
and specification.

Equipment/Instruments:
- Battery operated Insulation tester having a range of 5kV, 1 min
Procedure:
1. Test cable should be free from all system connection and earth
2. Connect the test leads of Instruments between conductor &earth
3 For injecting R ph other two phases (Y+B-E) are shorted and earth.
4 Measure the resistance at the required voltage and charging time.
5 Repeat the test procedure for remaining phases.

3. High Voltage Test:
The purpose of the test is to ensure and confirm that the cable installation including joints
and terminations have been installed properly and it is ready for system energization.
By using test instrument, apply DC high voltage between each cable conductor and insulation
shield (ground) for a period of time and observing that integrity of insulation. The voltage
level and application duration as per OES-2 (2times of line voltage 15mins) shall be applied.
For 33kV,
33/√3 = 19.05 kV
(2x19.05+1) x √2 = 55 kV
For 11kV,
11/√3 = 6.35 kV
(2x6.35+1) x √2 = 19 kV
The Hipot tester current trip level should be set high enough to avoid nuisance failure related
to leakage current and, at the same time, low enough not to overlook a true breakdown in
insulation.
Equipment/Instruments:
- DC high voltage Test set.

Test Procedure:
1. Connect the HV test equipment to the cable under test through test termination.
2. The far end of the cable must be isolated from the other parts of the system.
3. Assemble the test equipment as per the instruments manual near termination of the cable
under test.
4. The area around the test set to cable under test should be barricaded.
5. Connect HV DC test set to cable under test through test bushing and ground all other
phases.
6. Verify and cross check all the instrument connection & ground connections are done
properly and tighten.
7. Switch on instrument and gradually increase test voltage to required level and monitoring
the charging current and note it.
8. After completion of test duration without breakdown, reduce voltage to zero and allowed
to discharge the cable by discharge rod.
9. Repeat the test procedure on other phases and record the readings in approved format

1. Objective:
To ensure the installation of equipment’s and laying of cables are to be completed in a safe
and controlled manner.
2. Scope of work:
 Testing of cables.
3. Permit to Work system:
 All activities are to be carried out in accordance with OES and DCRP Standards.
4. Tool box meeting:
 Before starting the job, Site/Testing Engineer should conduct a toolbox meeting about
the scope of the work, hazards and control measures at work location.
5. PPE:
 All the persons should wear minimum PPEs like Coveralls, Safety shoes and Helmets
etc.
 Any others, depending on the requirement.
5.0 Emergency
In case of Emergency,
 Stop the work.
 Switch off the equipment’s/tools.
 Alert the nearby workers to reach to the nearest assembly point
 Do not to get panic and do not run.
 Inform the site HSE officer and other key personnel from the emergency
contacts numbers displayed in the site.
 Call emergency services if required.
 HSE officer shall make head count and report.
