SKILLS DEVELOPMENT DEPARTMENT

Dated Lahore the 17th May, 2020

ORDER

No. E&A(IC&SD)1-1/2008 (Vol-II): In pursuance of the order of the Government of the


Punjab, Primary & Secondary Healthcare Department No. SO(G)/P&SHD/4-1/2020 dated
09th May, 2020 and in consonance with the decision taken in the Cabinet meeting on
Corona on 16th May 2020 chaired by the Chief Minister, exemption is granted to the
following industry, including already covered vide Order No.SO(G)/P&SHD/4-1/2020
dated 09th May, 2020 and 24th April, 2020:

i. Defence related manufacturing industries and packing facilities


ii. Food items manufacturing industries and distribution offices including flour
mills, their supply chain and cash recovery mechanism
iii. Poultry and feed mills (including poultry/animal rat material, rice husk and
livestock feed mills)
iv. Manufacturing of Personal Protective Equipment (PPEs) and its supply
chain including transportation, distribution, storage, printing & packaging
v. Manufacturing of wheat packing materials and its supply chain including
transportation, distribution, storage, printing & packaging
vi. Milk and food processing and packaging industries and their supply chain
including transportation, distribution, storage, printing & packaging
vii. Manufacturing of personal hygiene / sanitizer and disinfection items e.g.
soaps, hand sanitizers, tissue papers, wipes, sprays, disinfectant liquids
etc. and their supply chain including transportation, distribution, storage,
printing & packaging
viii. Movement of all of oil and gas exploration and production companies
(OGDCL, PPL, UEPL, ENI, MOL, MPCL, KUFPEC, POGC, OPL, OPTL &
POL), sub-contractors, personnel, equipment and vehicles
ix. Pak Arab Refinery Company Limited (PARCO) and other such companies
and their supply chain
x. All operations of Fauji Fertilizer Company Ltd (FFCL) and Mari Petroleum
Company Ltd (MPCL) including production, transportation, distribution,
marketing, storage, labeling, packaging and movement of staff is also
allowed
xi. Movement of essential officer / staff of all fertilizer companies and its
marketing offices by verifying CNIC and official card

xii. Seeds, fertilizer, pesticides shops, animals feeds dealers and their
manufacturers and their supply chain
xiii. Tractor / harvester / thresher manufacturers, their dealers, spare parts
outlets and ancillary agriculture machinery workshops and all operations/
activities of vending industries manufacturing spare parts for tractor
industry, with essential staff
xiv. All allied industries linked with pharmaceutical industry including printing
press producing unit cartons / outer coves, bottle manufacturers, aluminum
foil importers, printing foil industry, bottle cap industry, master carton
industry, rubber stopper / vial ampoule importers, capsule shell
manufacturing industry & imports and its transport
xv. All activities relating to soda ash industries with minimum staff
xvi. All activities relating to cement manufacturing plants including its supply
chain with bare minimum staff
xvii. All activities relating to transformer manufacturing industries with bare
minimum staff
xviii. All activities related to match boxes industries
xix. LPG outlets, storage, filling plants and its supply chain including
transportation, distribution, storage
xx. Export oriented industries(subject to verification of export orders by TDAP)
may be exempted by Divisional Commissioners in consultation with
Secretary, Industries, Commerce and Investment Department, keeping in
view Ministry of Commerce letter dated 09th April, 2020 and ensuring all
SOPs issued by the Industries and Commerce Department, Government
of the Punjab
xxi. Following low risk sectors shall be exempted:
a. Chemical industries
b. Glass manufacturing units
c. Paper & packaging
d. Mines and Minerals
e. Concerns related to road sector grey structures / buildings
(construction sites, brick kilns, stone quarries, bitumen plants, Pre-
fab manufactures)
f. Road sector
g. Mobile phones assembly units
xxii. Phase-II of the Construction Sector i.e. business of steel and PVC pipes,
electric appliances, manufacturers of steel & aluminum equipment,
ceramic and paints industries, sanitary, paints, steel and aluminum works
and hardware stores subject to the adoption of SOPs / guidelines issued
for Industrial Units and sale points
xxiii. All industry/factories operating with in-house labour colonies
xxiv. Vehicle assembly plants, Motorcycle and Cycle industry
xxv. All vending/associated industry of export industry
xxvi. Power looms

2. All above industries will be exempted subject to Exemption Criteria at
Annex-A.

3. This order shall come into force with immediate effect.

9. Secretary, Information Department, Punjab with the request to give wider
publicity to this order in print and electronic media as news items.
10. All Divisional Commissioners in Punjab.
11. All Regional Police Officers in Punjab.
12. Capital City Police Officer, Lahore.
13. All Deputy Commissioners in Punjab.
14. All City/District Police Officers in Punjab.
15. Superintendent, Government Printing Press, Punjab, Lahore, with the request to
ensure publication of this order in Official Gazette.

Annex-A

CRITERIA FOR INDUSTRY EXEMPTIONS

i. Strict observance of SOPs issued by ICI&SDD and Provincial & Federal


Governments from time to time
ii. All exempted/operating industry will be subject to inspections by monitoring
and inspection teams constituted at each district
iii. Industry found violating SOPs shall be sealed immediately till further notice
iv. Any grievance pertaining to such exemptions arising henceforth shall be
referred to the respective Commissioners or Director General, Industries,
Prices, Weights and Measures, Lahore.
v. Vending industry of already exempted export industry will be exempted
through the following procedure:

 Already exempted export industry will identify their


vending/associated industry on its letter-head and send a copy to
concerned Commissioner and Deputy Commissioner. If
information regarding vending industry is found incorrect then it will
be liable to be sealed. The vending industry thus exempted will be
subject to observance of all SOPs.
