Terms of Reference – Negambo Tourism


and Recreation Development
Introduction
For centuries, Sri Lanka has been an important stop-over point for sailors, explorers and traders travelling
between East Asia and Europe. Therefore this small island can be identified as a popular place of attraction
for foreign travelers. According to the data from the Sri Lanka Tourism Development Authority, tourism
has increased rapidly after 2009. There are most beautiful and peaceful places in every city in this small
island. Therefore the tourists who want to spend their leisure time in a peacefully, are reaching to this
mesmerize island. Attraction of tourists can be related to the economy of the company. Because the
tourism in Sri Lanka is rapidly growing, that can be converted in to money by developing the areas which
are attracted by tourists. Government has already taken an action to develop the island in order to get
the attraction of tourists. And currently Sri Lanka Tourism Development Authority has classified, Sri Lanka
in to several number of resort regions suitable for tourism development such as Colombo and Greater
Colombo Resort Region, south coast resort region, East coast resort region, west coast resort region, high
country resort region, ancient cities resort region, and other resort regions.

Negambo Lagoon should be developed because that is an area in the Colombo and greater Colombo resort
region. Negambo Lagoon is closer to the Bandaranaike International Airport in Katunayake and
Kadawatha entrance in expressway. Therefore access to the areas near the Negambo lagoon is easier than
the other tourist development areas. The lagoon has higher diversity of in its flora and fauna. And there
are extensive mangrove swamps and attracts a wide variety of water birds including cormorants, herons,
egrets, gulls, terns and other shorebirds. And in the lagoon, there are boat ride services already. And
Negambo lagoon is more popular in fishery resource. And Muthurajawela swamp is near by the Negambo
Lagoon. That swamp is also a consistence of different types of plants and animals. Therefore it will be
more economical if that area can be developed for tourism and recreation.

But the most common problem in these days is the bad impact for the environment due to the new
developments. Therefore while doing the developments, the consideration should be gone to
conservation and improvements of environment by protecting the existing fauna and flora in that area.
There are some restriction for development because of the fisheries, Muthurajawela marshy land and
Katunayake airport. Unnecessary mankind activities and the structures affect negatively for the natural
beauty of the coastal area and the lagoon in Negambo.

Therefore the basic plan of the project is to mitigate the negative impacts on the coastal areas and
conserve and improve the environment by developing the area with some additional activities and
structures and existing structures in a way tourist and other people will get attracted and make the area
more pleasing.

Project objectives
1. Providing attractive accommodation facilities to improve tourism, varying from economic class
to luxury class
2. Increasing the current number of incoming tourists by promoting recreational and leisure
activities such as boat rides in Hamilton canal and golf grounds
3. Improve tourism through preservation and conservation of wet lands and Mangroves
4. Develop connection between ecology and tourism
5. Improving livelihood of the locals through creating job opportunities and increasing income
through improving tourism

Methodology
1. A suitable location for the development shall be selected and zoned based on the following
criteria
a. Stakeholder interviews
b. Land reclamation and CEA guidelines
2. Prevailing issues in the area selected for development shall be identified by visiting the site
3. Three alternative design shall be proposed for the achievement of defined objectives
4. Feasibility study shall be carried out in order to select a suitable design
5. Preliminary design shall be produced
6. Detailed design shall be done either with the aid of computer aided structural analysis software
or manually
7. Structural and MEP drawings shall be produced
8. BOQ, contract documents, project schedule shall be produced

Conceptual approach
1. Environmental consideration
1.1. Aquatic Ecological environment

Potential effects from proposed structures for aquatic ecological environment including coastal and
marine habitats such as grass beds, fishing grounds and breeding grounds in all mediums such as ocean,
lagoon and freshwater canals and streams, should be addressed.

1.2. Land based ecological environment

Effects for existing natural habitats, ecosystems and coastal vegetation (especially mangroves) should be
addressed. Also, rare, threatened, endemic flora and fauna within the project area should be ascertained
and addressed. Classification, mapping and distribution pattern of all flora and fauna should be
determined and reported.

1.3. Coastal features

Coastal features such as beach profile, sediment transportation, near shore bed characteristics and
relevant oceanographic information such as near shore wave height and direction, near shore current
velocities, tidal and current characteristics should be determined and possible effects for coastal features
from coastal erosion and coastal water quality should be addressed.

1.4. Noise

Existing noise sources and noise levels should be determined and noise standards should be considered
for the design.

1.5. Vibration

Vibration standard limit should be determined.

1.6. Air quality

Standard limits should be determined.

2. Infrastructure development
Current state of the infrastructures such as roads, electricity, telephone & broadband, drainage,
wastewater and structural designs should be considered and design will be done according to the
obtained information to develop infrastructure from current conditions.

3. Cultural and religious


Every locations with a cultural and religious importance and any location with an archeological importance
should be determined and considered for the design.

4. Traffic
Current traffic state should be determined and will be considered for the design.

Feasibility study
1. Economical
Total cost of building structures, infrastructure development and compensations for environmental and
social impacts should be estimated and feasibility should be addressed.

2. Social
Every social impacts such as land acquisitions should be determined or predicted and feasibility should be
addressed for the project.

3. Technical
For all constructions the technical feasibility should be addressed.

4. Environmental
Feasibility for all environmental considerations addressed in conceptual approach part should be
determined and addressed.

Infrastructure development
1. Road network
 Proper facilities shall be installed as accessible by disabled people
 Road network shall be designed to access various places within the project and
parking places shall be allocated accordingly
 To power appliances such as street lights, green energy solutions such as solar
power system shall be used

2. Drainage system
 Drainage system should be designed as it can harvest most of rain water to reuse
 To harvest rain water, systems such as green roof and permeable pavements shall
be installed
 Drainage water shall be used to various purposes such as gardening and flushing

3. Waste disposal
 A waste water treatment plant shall be installed to treat waste water before
disposal or reuse
 To collect material waste (card board, plastic and glass), a proper system (such as
German system of waste disposal) shall be installed
 The waste should be collected according to the material it consists and shall be
disposed/recycled according to a proper method

Structural design
Structural design shall be done to get more tourist attraction while having green concept. The
development is in a very sensitive area. So the development should be much less environment impact
while construction and service. So the design should blend with the environment.

Although the tourist attraction is the main objective, environment preservation must never be neglected
over any aspect of the development. So Green, Sustainable construction need to carry out. Green
energy and ecofriendly concepts need to be consider.

1. Structural design for major structure in the area


2. Detailed design for major structure elements while detailing building services
3. 3D model of the conceptual design using Revit
4. Detailed drawings for each floor
5. Structural analysis shall be done using SAP2000 or any appropriate software

6. Detailing will be done considering sustainable and ecofriendly materials


7. Green energy concepts shall be considered wherever possible and applicable

Environment Impact Assessment (EIA)


 The physical features of the existing environment shall be identified
o Topography and drainage systems
o Geology and soil
o Hydrology
o Coastal Features
 Impacts of noise and vibration on the area shall be considered
 Air quality of the area shall be studied
 A study on ecology environment based on land and aquatics shall be done
 Existing environmental issues and socio-economic aspects shall be considered
 The consideration shall be given to the constructional impacts such as land preparation
activities, natural drainage pattern and hydrology
 The study of operational impacts in that area, shall be classified and addressed into the
following three: Water, Wastewater, Solid waste. And study on impact on ecological resources
shall be done
 The identification of the impacts on biodiversity of the area during the construction period and
operational stage
 Finally, providing proper mitigation measures for environmental impacts assessed

Traffic Impact Assessment (TIA)


 Existing traffic conditions shall be studied
o Carry out traffic surveys
o Study existing road networks
o Estimating trip generation and distribution
o Study seasonal adjustment for traffic growth
 Study of road impact shall be done by estimating link capacity and junctional analysis
 Assess the impact of additional traffic on the existing and proposed network system
 Other road issues shall be identified
o Road safety
o Parking space
o Pedestrians and cyclists
o Public transportation
 Estimation of traffic to be generated by the proposed traffic development shall be
assessed
 The road way improvement and changes of site plan of proposed traffic plan shall be
identified to minimize traffic
 A proper and efficient traffic plan for the construction stage shall be provided

Business plan
A Business Plan is a written document that identifies the goals of the project and describes how these
goals can attain. If the proper business plan is implemented, the investors will be attracted. Business
plan makes more advantage to the project such as getting funds and loans from foreign countries and
attract the big spots in the community.

 Existing tourism spot shall be analyzed and new tourism spots shall be identified and developed
to increase the revenue

 Maintenance cost shall be minimized by the green building concepts and to be covered by the
revenue during the running cycle of the project

 Project evaluation tools which includes net present value, internal rate of return, payback
period, return on investment shall be used to develop and evaluate the business plan model

 Bill of quantities (BOQ) and tender documents shall be prepared to make advantage for this
plan.

 Well-organized maintenance plan shall be made to maximize the gross profit during the
operational period.
