CHAPTER 1

THE PROBLEM AND ITS SCOPE

INTRODUCTION

Rationale:
The Badjaos are a sea-dwelling tribe, often known as

the “Sea Nomads” or “Sea-Gypsies”, it signifies their way of

life that relates to movement and homelessness. The Badjaos

are one of the minority groups in the country which has

established a community in Barangay Totolan, Dauis. The

Badjaos in Totolan, Dauis are an oppressed tribe; they live

in extreme poverty and poor living conditions often beyond

the reach of state assistance due to their nomadic

existence. For several years, they have lived, fished and

dived for survival. Thus, the result, that many of them

joined the ranks of beggars in the Philippines’ urban

centers. In addition, due to their unmanaged solid waste and

lack of proper sanitation procedure, they are blamed or “pin

pointed” by authorities as among the causes of the

degradation of water conditions of the sea side. This study

aims to address and investigate deeper on the subject.

Moreover, report the findings of the research to establish

an understanding and analyze the possible solution garnered

from the study.

REVIEW OF RELATED LITERATURE

According to an article in Bohol Chronicles

titled, “SP approves P6.6 million budget to purchase land

for Badjaos in Dauis”, the Sangguniang Panlalawigan approved


a resolution allowing the provincial government presented by

Governor Edgar Chatto to execute the purchase of the

property for the Badjaos who have set up homes along the

coastline of Barangay Totolan, Dauis. Government authorities

is said to be purchasing a 9.7 square kilometer land owned

by one Cirilo Hontanosas in Barangay Bingag also in Dauis.

Board Member Abeleon Damalerio, chair of the SP’s Committee

on Finance, budget and appropriations, said that the 6.6

million budget for the relocation site will be sourced from

two funds. Around 20% of the allocation will be from

development fund while the rest of the amount was raised

through a supplemental budget approved by the SP, based on a

report submitted by Damalerio. In April, the Dauis Local

Government Unit through a resolution approved by the towns

Sangguniang Bayan appealed to Chatto to purchase the land

which will be used for the Badjaos’ housing and Day Care

Center. According to the Provincial Social Welfare and

Development Office, 189 Badjao Families have agreed to be

relocated to the resettlement area.

According to another article by the Bohol Chronicles

titled, “LGU responsible for relocation of the Badjaos in

Dauis, says DENR”. The DENR has called out the LGU of Dauis,

saying it is the municipality’s responsibility to execute

the relocation of Badjaos living along the town’s coastline.


Authorities pinpointed the Badjao Community particularly in

Barangay Totolan, Dauis as among the causes of the

degradation of water condition of the seaside village due to

the lack of garbage disposal areas and proper sanitation

procedures. Dauis Mayor Miriam Sumaylo for her part said

that the LGU has already allocated a relocation site for

Badjaos. However, the Badjos whose livelihood includes

fishing have not moved to the relocation site as the area is

further inland. Sumaylo said that they are wary of human

rights issues should they force the Badjaos to evacuate. The

Mayor also admitted that they are having problems with the

continued “balloning” of the Badjao Community’s population

which is at approximately 1,200. For now, the LGU has been

limited to only keep on urging the Badjaos to relocate as

part of the government’s bid to maintain cleanliness of

water surrounding the town.

According to an article in inquirer.net entitled “21

Badjao kids rushed to Bohol hospital; amoebiasis seen”, 21

children from the Badjao community in Barangay Totolan here

were rushed to the hospital after showing symptoms of

amoebiasis. According to the article the Badjao children

complained of stomach ache and were vomiting and suffering

from loose bowel movement. The cause might have been dirty

drinking water or contaminated food. According to the World


Health Organization, this disease is “transmitted via the

faecal-oral route, either directly by person-to-person or

indirectly by eating or drinking faecally contaminated food

and water.”

STATEMENT OF THE PROBLEM

The study on “The relocation of Badjaos in Totolan, Dauis.”

seeks to find the answer to these following questions:

1. Will the relocation be realized?

2. What are the risks factors if the relocation is

realized?
3. Will the Badjao community and the residence of

Bingag mutually approve on the relocation of the

Badjao’s to Bingag Dauis?

STATEMENT OF THE HYPOTHESIS

1. Yes, because the Badjao community need a new

environment where they could live comfortably.

2. The risk factors of the relocation include a change

in their livelihood and their cultural identity.

3. Yes, because they will understand the Badjao’s need

to relocate in Barangay Bingag.

SIGNIFICANCE OF THE STUDY

The results of the research will be of a great benefit to

the following:

Badjao community. They will be able to realize the possible

benefits and consequence of transferring to another

location.
Community. This study will provide them a better insight of the role of the society to

understand different cultures which form a basis for providing culture specific assistance.

Provincial Government. They will have an overview of the Badjao Community in

Barangay Totolan, Dauis and may utilize this study in assisting the Badjao Community

such as giving support, minimize the possible risk in relocating, and

provide inputs learned from the interviews conducted.

Health Care Providers. The study could be an important source of information that

could reinforce their knowledge and skills in assisting cultural minority group and as

guide in planning appropriate health care plan

Researcher. Future Researchers who would like to conduct similar study may find this

study contributive as they would be conferred with basal data about the Badjao

community and generate new knowledge and expand existing knowledge of their

culture origin, belief and health practice which would be used as basis or model of their

studies especially on the related field and use this as their reference, guide, and

literature review.

SCOPE AND LIMITATIONS

The study is conducted within Barangay Totolan and

Barangay Bingag, Dauis. The findings are limited to 40

respondents only and will focus on learning the advantages

and disadvantages of staying and relocating. The scope of


the study will not go further beyond the research

environment.

RESEARCH LOCAL/ENVIRONMENT

This study was conducted in Barangay Totolan, Dauis where

the Badjao Community is currently residing, and in Barangay

Bingag, Dauis where the Badjao community is to be relocated.

RESEARCH RESPONDENTS

The researchers selected the 40 residents of Barangay

Totolan and Bingag, Dauis as the respondents of the study.

RESEARCH INSTRUMENT

The researchers used questionnaires, recording devices to

gather information of the said topic. The researchers also

used internet and the library as their source of gathering

data.

DEFINITION OF TERMS:

To understand and clarify the terms used in the study, the

following are hereby defined:

Relocation. the action of moving to a new place and

establishing one’s home or business there.


Barangay. is the smallest administrative division in the

Philippines and is the native Filipino term for village,

district or ward.

Community. a group of people living in the same place or

having a particular characteristic in common.

Approved. officially agreed or accepted as satisfactory.

Execute. carry out or put into effect or action.

Budget. an estimate of income and expenditure for a set

period of time.

Risk. a situation involving exposure to danger.

Safety. the condition of being protected from or unlikely to

cause danger, risk, or injury.

Amoebiasis. occurs when the parasites or their eggs (cysts)

are taken in by mouth.


CHAPTER II

PRESENTATION, INTERPRETATION, AND ANALYSIS OF DATA

This chapter deals with the presentation, analysis and

interpretation of data that were collected through the

questionnaires given out to 40 respondents living in

Barangay Totolan and Bingag, Dauis in relation to “The study

on the relocation of Badjao community in Barangay Totolan,

Dauis.” Below are the results of the survey:

Idea”, and 0% answered “Yes”. This suggests that the

majority of the Badjao’s in Totolan Dauis believe that the

residence of Bingag, Dauis “does not agree”.

Jose Rey Bomediano and other respondents explained that the

relocation had not been realized due to the disagreement of

the residence of Bingag to the relocation.

CHAPTER III
SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

This chapter deals with the summary of the study, the

conclusion derived from the findings and recommendation to

shed light to the topic under study.

SUMMARY OF THE STUDY

The main objective of the researcher’s study entitled,

“A study about the relocation of Badjao community in

Barangay Totolan, Dauis” is to know their perspective,

comments or opinion regarding the relocation. The

researchers conducted this study at Totolan, Dauis with 40

respondents.

SUMMARY OF FINDINGS
The following findings were revealed from the survey, data

analyzed and interpreted to answer problems and test the

null hypothesis of the study.

Majority of residents in Totolan agree to the

relocation for the reason that the area in Totolan is

highly polluted and disagree to the relocation due to

the fact that the area is far from their livelihood

which is fishing.

3.Have the relocation been realised?

The relocation had not been realised due to the

disagreement of the residence of Bingag to the

relocation.

insignificant or a nuisance, and for the most part,
invisible. They are scoffed at and even banished.

All these can be attributed to their constant migration,


their incessant mobility, and their begging for alms and
imploring mercy of passersby in big cities.
RECOMMENDATIONS

Based on the foregoing findings, the following

recommendations are offered. It is recommended in this

study:

1) Badjaos need to learn the principle of solid waste

management. The ideas of sorting garbage, composting

wastes, and establishment of a Material Recovery

Facility (MRF) are suggested.

2) There should be a continuous information and

dissemination of concerned government agencies to

the rights of the Badjao to the other people.

3) The Badjaos should be able to have a voice in public

matters to give the community their perspective and

viewpoints and support their suggestions.

4) Correct the injustices committed against the Badjao

people by delivering social, educational, and

economic development actions to the group. This

would address their plight while engaging in the

community so that framework can be established to

resolve their current state.

5) Department of Education and the Commission on Higher

Education should undertake curriculum improvements


and corrections to inculcate among students that the

Badjao and other cultural minorities are all

Filipinos entitled to the same rights and to

eradicate the concept of marginalisation to the

Badjao Community.
