Introduction

Overview:
 With reference to Qatar Construction specifications QCS, Qatar legislative documents and
ASHGHAL vision this guideline document is keen to support and assist PWA Engineers.
This would improve the efforts and measures to maintain high standards of HSE at
construction projects in order to protect people, assets and environment.
 This guidance document contains the basic steps in order to handle and ensure that we
comply as client Engineers with the requirements of delivering safety assurance to our
projects.
 The guideline identifies 4 basic phases and defines the desirable process in each phase.

 To verify the implementation and maintenance of the Health ,Safety and Security
management systems by contractors
 To ensure that work practices comply with local safety legislation ,applicable regulations
and codes of practice.
 To ensure that the vision and mission of ASHGHAL is been fulfilled

1st Phase- Definition/Notification of the project


 Initial notification of the project

2nd phase- Planning of the Project


 Review of Health& Safety Management System (HSE plan, HSE arrangements, Risk
Assessments)
 Evaluation of safety team competency

3nd Phase-Implementation
 Monitoring the implementation of HSE management system
 Evaluating & Reviewing the HSE performance

4th Phase –Hand over to Operation


 Final Health& Safety file
 Final HSE performance evaluation

Responsibilities and roles at 1st Phase- Definition/Notification of the project

• Notify the PWA Safety Engineer for the project using Initial
PWA Project Notification Form
Manager

• Accepting the initial notification form by the PWA Project Engineer

PWA Safety • Inform Contractor for the safety requirements using HSE
Engineer Acknowledgement form

• Accepting the HSE Acknowledgement form

Responsibilities and roles at 2nd phase- Planning of the Project

• Submit the HSE Management system


• Submit Safety Organization Chart
Project • Submit Monthly reports
Contractor • Comply with local legislation and international safety standards

• Provide the PWA Safety Engineer the submittals in order to to review


them.
PWA Project • Coordinating with PWA Safety Engineer and Contractor for the proper
Manager HSE management system submittals .

• Review the HSE management system submittals.


• Advise accordingly the PWA project Engineer

Engineer
You know that..?:

 The Contractor shall prepare a Contract specific Occupational Health and Safety Plan (the
“Safety Plan”) and submit a Safety Plan to the Engineer for review and approval within thirty (30)
days of the award of the Contract.

 The Contractor is not permitted to Work on the Worksite until such time as the Plan has been
approved by Engineer.

 It will be a condition precedent to starting the works that the Contractor will have an approved
Health and Safety Plan, Traffic Management Plan, and an Emergency Response Plan.
Responsibilities and roles at 3nd Phase-Implementation

• Implement the HSE Management system


• Submit Monthly reports
Project • Comply with local legislation and international safety standards
Contractor

• Provide the PWA Safety Engineer the monthly reports in order to to


review them.
PWA Project • Coordinating with PWA Safety Engineer and Contractor for the
Manager proper HSE management system implementation.

• Review the HSE monthly reports.


• Monitoring the project implementation
• Evaluating & Reviewing the HSE performance
PWA Safety • Advise accordingly the PWA Project Engineer
Engineer
You know that..?:

• The Contractor shall produce and submit to the Engineer


monthly performance reports and incident reports

• Submit Final Health& Safety file


Project • Comply with local legislation and international safety standards
Contractor

• Provide the PWA Safety Engineer the Final Health& Safety file for
review
• Request from the PWA Safety Engineer the Contractor HSE
PWA Project performance evaluation.
Manager • Accept the PWA Safety Engineer Final HSE performance evaluation

• Review the Final Health& Safety file


• Implement the Final HSE performance evaluation
• Advise accordingly the PWA Project Engineer

Engineer
You know that..?:

 The Contractor shall note that Occupational Health and Safety (OHS)
shall be treated with high importance at all stages of the Contract.

 Contractor shall understand that the Contract Price includes the


Execution Program for provision and implementation of an
Occupational Health and Safety Policy and Plan to ensure the highest
standards are enforced throughout Construction, Pre-commissioning and
Commissioning.
