Introduction
Overview:
With reference to Qatar Construction specifications QCS, Qatar legislative documents and
ASHGHAL vision this guideline document is keen to support and assist PWA Engineers.
This would improve the efforts and measures to maintain high standards of HSE at
construction projects in order to protect people, assets and environment.
This guidance document contains the basic steps in order to handle and ensure that we
comply as client Engineers with the requirements of delivering safety assurance to our
projects.
The guideline identifies 4 basic phases and defines the desirable process in each phase.
Introduction
PWA scope :
To verify the implementation and maintenance of the Health ,Safety and Security
management systems by contractors
To ensure that work practices comply with local safety legislation ,applicable regulations
and codes of practice.
To ensure that the vision and mission of ASHGHAL is been fulfilled
3nd Phase-Implementation
Monitoring the implementation of HSE management system
Evaluating & Reviewing the HSE performance
• Notify the PWA Safety Engineer for the project using Initial
PWA Project Notification Form
Manager
PWA Safety • Inform Contractor for the safety requirements using HSE
Engineer Acknowledgement form
The Contractor shall prepare a Contract specific Occupational Health and Safety Plan (the
“Safety Plan”) and submit a Safety Plan to the Engineer for review and approval within thirty (30)
days of the award of the Contract.
The Contractor is not permitted to Work on the Worksite until such time as the Plan has been
approved by Engineer.
It will be a condition precedent to starting the works that the Contractor will have an approved
Health and Safety Plan, Traffic Management Plan, and an Emergency Response Plan.
Responsibilities and roles at 3nd Phase-Implementation
• Provide the PWA Safety Engineer the Final Health& Safety file for
review
• Request from the PWA Safety Engineer the Contractor HSE
PWA Project performance evaluation.
Manager • Accept the PWA Safety Engineer Final HSE performance evaluation
The Contractor shall note that Occupational Health and Safety (OHS)
shall be treated with high importance at all stages of the Contract.
