Proposal For Solar Powered Car Park: With Charging Points For Electric Cars

This proposal outlines plans for a solar-powered car park with electric vehicle charging points in Adelaide, Australia. The car park would be located next to an existing parking area near the city center. It would provide free parking and charging exclusively using on-site solar energy. Access would be controlled by cards provided to electric vehicle owners. The proposal covers site development, parking structure, amenities, electrical work for solar, charging and security. Battery storage and grid connections are excluded from initial scope.

Project Definition Statement.

EMG Pty Ltd. provides complete solutions to your engineering needs, from concept through to
delivery. The goal of this project is to create a plan for a dedicated car park within the Adelaide CBD
to cater for electric cars. Many of the European car manufacturer’s plan to cease production of
petrol / diesel cars in the near future, and it can be anticipated that electric cars will form a greater
percentage of cars in use. Additionally, even though there is no formal plan for restricting the use of
fossil fuels to combat climate change, it is highly likely that this may happen in the future, so this
dedicated car park will mark Adelaide CBD and the city council as a leader in this technology.

The proposed site for this car park is adjacent to Bonython Park in the parklands near Adelaide CBD.
This provides easy access to users, and transport links into the CBD. Part of this area already contains
a car park, as seen in the satellite view below so provides an ideal location. It is anticipated that the
new car park will utilise part of this area, but will have limited access to allow the availability of
spaces to be maintained for the intended users (electric car owners). An additional view of the
proposed area can be seen on the following page.

Project Scope:

Whilst current electric car usage does not form a high percentage of all vehicles, it can be
anticipated that this percentage will rise, with reference to action being undertaken by car
manufacturers. The distances travelled into the city by some commuters will mean that many
charging points will be necessary. This can put a burden on existing power infrastructure, and
demands. This proposal not only offers free car parking to the intended user, but the charging points
can be powered exclusively from solar energy generated at the site. This can be direct on sunny day,
or indirect with the use of battery storage.

To encourage the use of both electric cars, and the dedicated car park, car retailers will be able to
offer access cards to the car park with new cars sold in the region. It is not anticipated that there will
be out of state users at this time, due to distances involved. Existing owners of electric cars can apply
direct to Adelaide City Council for an access card. The generation and issue of access cards is for
discussion only, and outside the initial scope.

Works Covered:
 Development of site to include access, surfacing, etc
 Construction of parking structure
 Installation of access barriers, security cameras, general amenities (eg benches)
 All electrical works including solar connections, connection to the power network, charging
points, and associated cabling.

Works not Covered:

 The large surface area of both the structure and parking lot provide the opportunity for the
collection of rain water – this is not covered, but is an item for future consideration
 Battery storage – provision will be made for the improvement to battery storage, but this will
be outside the scope of the initial project whilst usage is evaluated.
 Connection to the power grid – it will be the responsibility of Adelaide City Council to agree
the provision of a grid connection with SA Power Networks, and also with energy retailers for
supply / feed in connections.
