THE Training & Development MANDATE
In the Basic Education Act of 2001, known as Republic Act
9155, one of the provisions indicated in the Implementing
Rules and Regulations (IRR, Dec. 2007) relevant to
education personnel's in-service capability building is "The
Regional level is responsible in implementing programs for
the professional development of all regional personnel, and
in implementing and managing region-wide staff
development programs pursuant to the national policies
and standards (Sec. 4.3, b16, c.18 – page 11)". This
provision serves as the basis in the creation of the Training
and Development Division (T&DD) in the new structure of
Regional Office. The T&DD personnel is responsible in
leading all the critical processes of providing professional
development for the personnel of DepED which aimed at
improving competencies and work performance through
the provision of a wide variety of opportunities for
individual growth in knowledge, skills and attitudes.
Moreover, the T&D Operation Manuals, in five volumes,
are cited in the DepEd Order No 30, s 2009, National
Adoption and Implementation of the Training and
Development (T&D) System and designating the NEAP as
the Interim Agency responsible for the operationalization
of the T&D System, as the basis in the implementation of
the Training and Development Systems. It is noteworthy
that Region VIII contributed greatly to the pioneering
works of development, pilot testing and national
implementation of the T&D subsystems across the country.
The goal of T&D is to establish a transforming and
integrated set of operations that includes standards,
structures, processes, and tools for the provision of quality
professional development for educational leaders,
teachers and non-teaching personnel that is functional at
the regional, division and school levels.

STRENGTHS and CHALLENGES
Very High Level of Readiness for Region-wide T&D Operations
It is significant to note that the T&D System has been in place in the region as a pilot implementer
via Project STRIVE 2, and the Readiness of the Region T&D for region-wide implementation has
been assessed through the NEAP-R Inventory of Resources for T&D as a service area. Results
are found in the Appendix A and are briefly discussed below.
- New Regional T&D Structure and Capacitated Personnel
Region VIII has been involved in the DepED-STRIVE development work in Training and
Development for the last three years. During this period, members of the Regional T&D
and Field Division Teams were designated and capacitated on-the job and through
formal face-to-face programs, to develop, manage and implement the operations of the
T&D System. The new regional organizational structure in the Region paved the way for
the creation of a separate Division for Training & Development and a T&D Chief was
assigned in the region to spearhead T&D activities. The designated members of the
team are all fulltime educational supervisors of the region. The Regional office is now
oriented with the need to establish T&D as a significant structure in the regional
operations with organic personnel who are working fulltime for the professional
development of all personnel within the region.
The newly designated personnel have been capacitated as soon as they moved into the
T&D through team coaching and through an intensive four-day Capability-Building
Program for Managers and Implementers on the TDNA and PDP Systems, that were the
most urgent of the systems since these were already being rolled out in a wider scale by
the Central office.

- Established T&D Center with Equipment and Furniture
A Training and Development Center has been constructed and established in the Region
located in the DepED Complex, Palo, Leyte to support the operations of the T&D System.
Furniture was provided (e.g. office tables, chairs, filing cabinets, conference table,
whiteboard), along with ICT equipment (e.g. photocopier, computers, laptop, LCD, fax
machine) to support the day to day operations of the T&D Division. The T&D Center
provides the T & D personnel space for planning, designing and developing resource
packages and conducting other essential activities to support the implementation of the
T&D System. The equipment and materials have facilitated the efficient day-to-day
operational process of the T & D personnel. The T&D Center also serve as a venue for
other regional personnel in terms of small group meetings/conferences, trainings and
workshops. With the emerging plan of NEAP to expand its services to the regions, the
refurbished facility is a great benefit in the realization of its scheme.
- Available Technology (Programs and Products)
The Training and Development (T&D) System Operations Manual are available in five
volumes. These were developed, piloted and were reported to have provided the T&D
Teams and other implementers the needed directions in the providing the T&D
technology and in the implementation of the critical processes of the system. The
Operations Manuals inform the T&D Teams of the criteria in establishing the various
Working Groups (WGs) and the structural flow for each system. It guides the WGs in
performing their specified tasks, adhering to the principles and critical processes for the
programs and products offered by the T&D through the T&D Needs Assessment (TDNA),
Professional Development Planning (PDP), Program Designing and Resource
Development (PDRD), and the Program Delivery (PDy) Systems. It provides logical
information and instructions to support the accomplishment of desired outputs. The
templates and M&E tools are also available for use in assessing whether the standards
and guiding principles are observed in the course of the T&D operations.

Challenges
Presently, the Regional T & D Division is
facing great challenges that are perceived as
blocking boulders in its systematic operation
that include the need to add fulltime
personnel in the Region and the need to
enhance the capability of all the division
implementers. Additionally, the directive for
the full operationalization of the system, the
big task of the core team to manage the
Training and Development as service area of
the NEAP-region VIII-Eastern Visayas and the
very much needed support from both
external and internal stakeholders to sustain
the continued operations of the system are
also big challenges to be concerned about.
It is along this premise that this document has
anchored its context with the strategic
directions, goals, objectives and the respective
strategies which serves as the roadmap that
leads to reach the desired future of the
organization envisaged to be a progressive
and transformative provider of professional
development committed to produce a high
quality educational learning outcomes.
