What’s New:

A. #IndiaFightsCorona: Saving Lives through CEI’s Empowerment

Initiatives based in Resiliency Solutions

One of the core aspects of CEI’s resiliency solutions is based on principles of ‘Lift
Economy’ as given by Param Poojaniya Gurudev ji Rashtra Rishi Shri Lahiri Guruji.
Simply put, it is based on Holistically Empowering a backward area or disadvantaged
community in a way that ensures the fundamental requirements are met while
simultaneously, leveraging the inherent strengths of the said area/community to
facilitate upward mobility in socio-economic scale.

This Empowerment Process is driven by Entrepreneurial Initiatives and Empowerment

Institutions at appropriate stages of development.

When CEI began its Empowerment Process in the rural & tribal areas of Raigad
(Maharashtra) a year ago, we implemented initiatives fulfilling most fundamental &
urgent requirements at the outset. Our field research highlighted that one of the most
socially disenfranchised and economically backward sections of the Raigad Populace is
Katkari tribe.

Majority of them are landless with mode of occupation as manual laborers earning far
below minimum wage.

There are 705 Scheduled tribes in India, out of which there are 47 Scheduled tribes in
state of Maharashtra. Out of this only 3 are categorized as PVTG (Particularly Vulnerable
Tribal Group) and one of them is Katkari Tribal group. This just goes on to underline the
extreme poverty and deprivation that Katkari tribes are facing.

CEI began with ensuring Katkari tribe has secured access to food to meet their
sustenance. CEI collaborated with Tehsildar office of Raigad District and implemented
Last-Mile Delivery of Yellow Colour Ration Cards to the tribals, yellow colour signifies
that they are Below Poverty Line (BPL). List of Tribal Beneficiaries of this CEI’s Last-
Mile Delivery initiative is present in Appendix 2. Thus, this guarantees them access to
subsidised ration. (CEI also facilitated distribution of other important Government
Documents such as Tribal caste certificates, Aadhar cards etc.)

In the wake of the Coronavirus Pandemic, the Nationwide lockdown that has been
announced was followed by state government assuring three months of ration to these
Ration Card holders. Tribals, themselves acknowledged role of CEI’s Holistic
Empowerment Solution that helped rescue their lives in the face of this unprecedented
Nationwide Health Hazard.

CEI Activity Report Page | 4

However, still, there are many tribal families in Sudhagad, Khalapur, Karjat tehsils of
Raigad District who are without Ration cards. Without Ration cards, they cannot avail
the subsidised ration being provided by the government. CEI after taking permission
from local administration is running an initiative to supply necessary Ration and other
urgent supply for survival. Please do donate as this is a matter of urgent survival of
thousands of tribal families.

a. CEI’s Awareness Campaigns in the most backward regions to prevent

Coronavirus

CEI conducted 15 Awareness Campaigns in the most interior villages of Maharashtra

and Madhya Pradesh to give the most important information regarding prevention and
control this disease. CEI was ahead of the curve and organized these campaigns when
Coronavirus infection hadn’t yet spread to these areas, far before situation got to this
point that government had to announce lockdown and restriction of movement.

Awareness
Campaigns

Malanwasa Madhya Pradesh 2

Nanora Madhya Pradesh 2

Katkarvadi Maharashtra 2

CEI covered rural and tribal communities comprising of socio-economically

disenfranchised sections of society who do not have access to internet, mobile phone,
etc.

For details of this initiative please refer to Section 3.2 – under SDG 3 – Good Health and
Well Being.

youth.

CEI team showcased the Rural and Tribal Market-Linked Entrepreneurship Initiatives
that CEI has facilitated which has helped turn Tribal men and women into successful
entrepreneurs in villages of Raigad Maharashtra.

CEI team highlighted the importance of developing Rural Economy in India and how
Entrepreneurship can bring in Social Change and Development.

The Seminar was conducted by Industry Experts, Senior Technology Leaders,

Management Graduates, Economists forming CEI’s Core Team – Trupti Lahiri (Founder

CEI Activity Report Page | 7

C. CEI Internship Program with JBIMS (Mumbai), SIIB (Pune) and
NITIE (Mumbai)

CEI continued the internship program of over 60 Students from Jamnalal Bajaj Institute
of Management Studies (JBIMS), Symbiosis Institute of International Business (SIIB) and
National Institute of Industrial Engineering (NITIE).

Objective of these Internship Programmes is to leverage the skill set of the students,
mentoring them to come up with Entrepreneurial Solutions to various Complex Socio-
Economic Challenges faced by the disenfranchised society such as Rural and Tribal
Populace.

These students collaborated with the CEI’s ongoing Rural and Tribal Entrepreneurship
Initiatives of Organic Farming and Horticulture Initiative, Ayurvedic Vanaspati
Initiative, CEI Culture & Art initiative, Narmadeshwari initiative etc. They are coming up
with innovative marketing, logistics solutions to help scale up Tribal and Rural
Entrepreneurship Initiatives.

Most of these Entrepreneurship initiatives are based in villages of Sudhagad, Khalapur,

Karjat towns of Raigad District (Maharashtra). Raigad District being not far-off from
Mumbai also has its own other unique Geographic, cultural advantages. Through
initiatives like Walk-for Empowerment (mentioned on Page 15)

CEI’s long term objective is to provide Market access to these Entrepreneurship

Initiatives in a way that helps business expansion for these tribals with substantial
increase in their revenue.

This is in continuation to CEI’s successfully concluded Internship Program for IIT

Bombay Students (mentioned in previous CEI Activity Report) whose details area given
in section 4.3.

D. CEI’s continuing push towards Rural & Tribal Entrepreneurship –
Brick Kiln Initiatives

CEI’s continues its thrust towards sustainable livelihoods and creation of Market-Linked
Entrepreneurship Program.

CEI Inaugurating Brick Making initiative at Avandhe village (Sudhagad Town,

Maharashtra)

CEI Activity Report Page | 9

CEI’s Brick Making initiative at Nandgaon village (Raigad, Maharashtra)

CEI facilitated creation of two separate Brick-Making Initiatives in 2 tribal villages –

Avandhe and Nandgaon villages of Sudhagad town of Raigad District. CEI had already
completed successfully a Brick Makers initiative in Avandhe village last year.

Katkari tribe categorized as PVTG tribe (Particularly vulnerable tribal group) due to
extremely disadvantaged position in all the development indicators like education
levels, employment levels, etc. The Katkari tribe form the most populous tribe in Raigad
(Maharashtra) where they are worst affected by forced migration due to lack of formal
sector opportunities in any kind of employment.

The success of both of these Brick Making initiatives is in the fact that both of them are
owned by Self-Help Groups consisting entirely of people from Katkari Tribe.

CEI was successful to expand this entrepreneurship initiative into the abovementioned
two villages resulting in increase in the number of Katkari tribes who are self-employed
by 50%.

The Detailed List of Beneficiaries from CEI’s Brick Making Entrepreneurship

Initiatives is given in Appendix 2.

c. Walk for Empowerment

The poor, backward and marginalised sections face a plethora of challenges as they
remain outside the realm of social, educational and economic inclusion. These
communities often find themselves stuck in the vicious cycle of Illiteracy –
Resourcelessness – Malnutrition – Poverty. An Integrated, Holistic Approach to
Empowerment is required to strengthen these communities and closely involve them
with the entire process of their upliftment, subsequently allowing for the
disenfranchised population to escape the poverty cycle that is ever-more present in
various pockets of the international community.

CEI’s Walk for Empowerment is manifestation of a Resiliency Program that will

facilitate:

• Creation of Market-linked Entrepreneurship in Rural & Tribal areas, through

establishing various Rural Entrepreneurial Stalls along the route of Walk for
Empowerment. Urban Populace from diverse backgrounds of industry, academia
etc who are participating in this Walk for Empowerment will purchase their
products, support Rural & Tribal Entrepreneurship and will facilitate making it
sustainable
• CEI will implement creation and promotion of various kinds of Tourism for eg.
Rural Tourism, Tribal Tourism, Eco-Tourism, Cultural Tourism, Stress-Relieving
Spiritual Tourism, as well as Adventure Activities like Trekking, Hiking etc.
• Bridging Rural-Urban Divide by creating a Holistic Ecology where Urban
Populace can experience Rural life, Participate and Empower the Rural
Populace.

CEI Activity Report Page | 15

India is home to a vast number of ancient tribes who live in harmony with wildlife and
the ecosystem. This vast tribal population of our country adds another feather to the
colourful, diverse culture it adorns!

Where history waits to be discovered at every turn, mysteries unfold at every step –
such is the beauty of these unexplored Tribal Hamlets of Maharashtra where
Confederation of Empowerment Initiatives (CEI) shall be holding a Massive “Walk for
Empowerment”.

On 4th February 2020, CEI organised a Splendid Rural Immersion Programme for
students of Symbiosis College of Management & Human Resource Development
(SCMHRD), Pune!

A Massive success, this Rural Immersion Programme cum Walk for Empowerment was
facilitated as part of SCMHRD’s Experiential Learning Programme (15 hours course) –
conducted by CEI.

A joyous yet profoundly inspiring carnival, this Walk for Empowerment saw the most
vulnerable tribes find their voice, their agency and showcase their Entrepreneurial
Ventures that CEI helped them set up!

Stalls of Tribal Warli Paintings, Fresh Lemonade, Cucumbers, Kachura Fruits were set
up at several points for students to enjoy. Students also tested their aim by challenging
the tribals to games of archery & catapult!

Additionally, Students saw firsthand how the tribals conducted their ventures,
interacted with customers and planned to diversify!

CEI has been organizing #WalkforEmpowerment initiatives where we invite people to

experience lesser-known serene landscapes while showcasing the Rural & Tribal
Entrepreneurship Initiatives that CEI has implemented among the socio-economically
disadvantaged people of those regions.

CEI Activity Report Page | 16

The ‘Walk for Empowerment’ aims to bring the urban and the rural sections of society
closer in order to build sustainable synergies between the two. The purpose is to build a
connect between well-settled individuals and the marginalised sections of society living
in highly deplorable conditions – so as to create virtuous cycle of Market-Linked
Entrepreneurship and Cluster Based Development. This is linked to the ‘Lift-Economy’
Principles of Samagra Samriddhi MahaSadhana where in through step-by-step
implementation of Empowerment Initiatives, upward mobility is achieved across socio-
economic scale.

CEI Activity Report Page | 17

Through its Poverty Alleviation Programme – “Samriddhi Sadhana”, CEI reaches out to
the poorest, most destitute tribal communities with the simple vision to alleviate
poverty. This is done through Holistic Intervention in the key areas of:

✓ Market Linked Entrepreneurship Development among the Poor Sections of

Society
✓ Access to the very basic constitutional safeguards through acquisition of

1.2 Testimony to success: CEIs Market-Linked
Entrepreneurship and Resiliency Solutions
CEI enabling a 360 degree transformation of the most vulnerable
groups.

Mr. Shashikant is a living example of how CEI’s Market-Linked

Entrepreneurship Development Program is enabling poverty
alleviation, food security and thus the creation of a resilient
livelihood and the successful integration into the market.

Mr. Shashikant is a youth belonging to a Particularly Vulnerable

Tribal Group (PVTG) within the most backward Scheduled Tribe of
India (ST) living in a village within Chavani, Maharashtra. One year
back, he belonged to a community living in abject poverty with no
access to drinking water, housing or electricity.

Initially as a wage labourer, Mr. Shashikant used to earn Rs.

100/day - out of which he used to save only Rs. 50 (0.7 $). With the
help of CEI resources and CEI Training, Mr. Shashikant has opened his very own Agri-
Business (CEI PURE Vegetable Shop) in Village Chavani, Sudhagad (Raigad,
Maharashtra) that has enabled him to triple his earnings

Under CEI's Agro-Entrepreneurship Initiative, CEI helped Shashikant Ji and many other
tribals to develop and implement Sustainable Entrepreneurship Models through which
tribals could develop profitable small businesses selling locally grown Organic
Vegetables.

CEI achieved this by:

• Providing Logistical Support, Sales, Marketing and Distribution Infrastructure

• Access to Retail and Wholesale Agricultural Market to the Tribals.
• Bringing about Positive Behavioural Transformation amongst the Youth enabling
wage labourers to gain the confidence and support required to open up businesses
of their own!

CEI Activity Report Page | 20

CEI helped Mr. Shashikant get Market Access in Kalyan, Maharashtra and took care of
the Transport, Logistics et al. as well. Mr. Shashikant today is the proud owner of a
flourishing Agri-Business and earns Rs. 9000/month, as opposed to the previous figure
of Rs. 1,500/month - 6 fold increment!

2 SDG 2: ZERO HUNGER

2.1 CEI Solving Hunger through its Horticulture and Organic Farming
Initiatives

CEI continued with its ongoing Tribal and Rural Entrepreneurial Initiative providing
Small Agro Business to tribals, expanding it to 10 more villages of Raigad District
(Maharashtra). CEI conducted market research and distributed plants (with financial
support from Shri Sanjay Purandare ji) to tribals, plants of fruits and vegetables which

have best market price. CEI also provided best organic farming technique and training

to tribal farmers of Dubewadi, Kamtekarvadi, Avandhe, Chavani, Vikaswada etc.

Various Vegetables and Ayurvedic (Medicinal) Plants through CEI’s Ayurvedic & Organic
Farming Entrepreneurship Initiatives in Rural & Tribal Areas of Raigad (Maharashtra)

Through simple solutions like Kitchen Gardens in Tribal areas, Horticulture initiatives
supplemented through Organic Farming methods, CEI has successfully solved the food
shortage problems among Tribal and Rural people of various villages of Sudhagad town
of Raigad District of Maharashtra.

This initiative will play an important role in providing food security to tribals in the
time of food shortage.

Testimony to Success: CEI Wins Award for Holistic Empowerment
Model

CEI has implemented a Market-linked Entrepreneurship Program in tribal and rural

areas of Raigad, Maharashtra, that has resulted into income generation, sustainable
livelihood and rise in standard of living for tribals of Raigad.

To efficiently and effectively facilitate the Entrepreneurship program, CEI places a great
priority on the Last-Mile Delivery Programs. The Last-Mile Delivery Programs involve
collaboration between CEI with various Government Departments and Institutions.

As a result, CEI has been able to facilitate Last Mile Delivery of Welfare Programs such
as the Government Identity Documents, allowing for Tribals to procure subsidized food
grains, ensuring food security. The Identity documents have also allowed for tribals to
own bank accounts and receive financial assistance through “Direct-Benefit Transfer”
(Transferring Financial Assistance, Subsidies, Benefits directly into the Bank Account of
the Beneficiary)

CEI have been able to distribute Ration Cards to 117 Tribals (See Appendix 3, Table 1)
and Tribal Caste Certificates to 71 Tribals (See Appendix 3, Table 2).

These essential documents have enabled Tribals to become eligible for Welfare
programmes that aim to bring support in food and financial inclusion. Further to this,
CEI have also contributed towards granting rightful Land Ownership to Tribals,
ensuring the population is legally protected and secure in equity.

3 SDG 3: GOOD HEALTH AND WELLBEING
3.1 Medical Outreach Programmes

CEI Activity Report Page | 26

CEI has been conducting several Medical Outreach Programmes across the Raigad
District of Maharashtra; providing healthcare services and devolving Health
Empowerment Initiatives into communities that had previously lacked access to the
most basic healthcare services.

In Maharashtra, CEI surveyed the Raigad District Hospitals, interacted with the tribal
communities and held meetings with several government officials. This includes the
Collector of Raigad District - Shri Vijay Suryavanshi, the Deputy Collector of Raigad
District - Shri Ravindra Mathpati, the Civil Surgeon of Raigad Hospital - Dr. Ajit Gawli
and the Director General of Health Services - Maharashtra, Dr. Sanjeev Kambli. Through
extensive field visits and a number of follow-up meetings, CEI has been able to grasp a
comprehensive understanding over the Medical Assistance that is required from the
whole chain of command, beginning with Medical necessities and infrastructure, to the
core-work of the Medical Professionals.

CEI have formed a team of Medical Professionals from India and abroad who will be
able to provide complete assistance to the local medical staff in these remote areas over
all aspects.

3.2 CEI’s Health Awareness Campaigns in the most backward regions to

prevent Coronavirus

CEI team had understood the need of making most vulnerable sections of the rural and
tribal society aware of the precautionary measures w.r.t the Novel Coronavirus
infection at the earliest. We conducted 15 Awareness campaigns, pre-emptively, well
before the time when Novel-Coronavirus infection had spread to these areas and also
before government had announced any kind of restriction or lockdown was announced
by government.

These rural communities belong to socio-economically disenfranchised sections/
disadvantaged geographies without access to communication, internet, mobile etc. The
risk of spread of infection is high in these areas due to lack of adequate healthcare
facilities.

Hence, general guidelines regarding cautioning them to avoid crowded places, washing
hands frequently, avoid touching the face, using masks especially if the person is
coughing or sneezing (along with check-up at hospital), replace the mask with a new
one as soon as it is damp and do not re-use single-use masks, clean hands with alcohol-
based hand rub or soap and water, as effectiveness of mask is enhanced if person is also
washing the hands etc. and various simple information regarding nearest healthcare
facility available to the respective Tehsil (in which the village is located), were provided
in these campaigns.

3.3 Youth & Tribal Empowerment & Entrepreneurship Development

through Sports:

“Be strong, my young friends; that is my advice to you. You will be nearer to Heaven
through football than through the study of the Gita. These are bold words; but I have to
say them, for I love you. I know where the shoe pinches.” - Swami Vivekananda

Sports is the greatest unifier our society has seen. It builds character, determination and
teamwork. it gives us the tools to survive the hardships of life and emerge victorious.

Sportsmen and women from the rural and tribal parts of India have won many national
and international accolades and have made India proud. We have immense raw sporting
talent hidden amongst the tribal communities, they just need the proper set of guidance,
resources and motivation to spring forth their true calibre.

This guidance or “incubation” for vulnerable populations can be simply enough for what
is needed to help spur the next generation of successful innovators, entrepreneurs,
doctors and professionals in their own field of passion.

more than 14 teams from interior tribal areas of Maharashtra participate with great
enthusiasm and sportsmanship.

This is one of the many CEIs initiatives to integrate the tribal population with the
mainstream activities of the world, so that their true potential can be realised.

The CEI, through its various sports initiatives is developing the virtues of leadership,
teamwork, sportsmanship and discipline amongst the tribal youth of India. This will
make strong strides in reducing the privilege gap and enhancing both the wellbeing and
human capital potentials of the participants.

3.3.2 Tribal Khel Mahotsav (Khel Mahotsav) in Village
Nandgaon, Pali (Raigad, Maharashtra) – 27th October
2019

Teamwork is the key to all success...Every venture, every endeavour, every business
initiative cannot survive if it is not supported and nourished by the right team. Choosing
the correct team that complements each other's strengths and capabilities, is the sign of
a true visionary and leader.

Sports is an excellent equalizer… it has the power to bring not only people but even
worlds together! On 27th October 2019, CEI organised a Mega Tribal Khel Mahotsav in
Village Nandgaon, Pali (Raigad, Maharashtra) in association with the Shri Bhairavnath
Krida Mandal (Pali).

This Tribal Sports Festival was attended by over 350 PVTG

Katkari Tribals who competed in teams of ten members in the
game of Kabaddi! Thus, Sports became the means for 350 Men,
Women and Children to come together with a singular purpose
and in team spirit.

"Sports has always taught me to push beyond my boundaries and

made me believe in myself!" said Shri Lakshman Pawar ji who
specialises in the Kabaddi sport.

CEI through its various sports initiatives is inculcating the virtues

of leadership, teamwork, sportsmanship, and discipline amongst
the tribal youth of our country so that the privilege gap can be
reduced and their true potential can be enhanced.

4.5 Education Camps for Primary Level Students

On extensive survey and field-visits to various Government Schools of the Raigad

District of Maharashtra, the CEI team found that high dropout rates and a low
enrolment ratio are among the most prevalent issues that Government Schools are
facing.

Through various Education and Meditation Camps, CEI has been able to enhance
attention spans of students and motivating them to adopt smarter learning techniques.
CEI is attempting to transform the learning experience for students, while also building
a sensitive ecology to allow the children to develop a stronger and more intimate sense
of belonging to their selves and their surrounding environment.

Apart from this, CEI also gives an opportunity to the students to meet successful leaders
from fields of Technology, Finance, Civil Service, and Business.

4.7 CEI Empowerment Centres

CEI is specifically geared towards boosting tribal entrepreneurship and innovation. CEI are
making actions to switch the mindset of hard labour and hand-to-mouth living to more
efficient and out of the conventional box ideas and visions.

A very pertinent reason for the backward, marginalised sections remaining deprived of
Skill Development to this day is their lack to access to:

• Educational Institutes
• Vocational Training Institutes
• Guidance regarding the appropriate Career Paths
• The right human-ecology that helps to cultivate innovative market & industry-
oriented education and skills

By building Empowerment Centres, CEI aims to provide access to Educational Institutes

with special emphasis on the education of the Youth for the deprived sections of society.

These Empowerment Centres will aim to provide Institutional Education, including:

CEI Activity Report Page | 48

6 SDG 6: CLEAN WATER AND SANITATION
6.1 Jalshakti Sadhana: The CEI Water Project

Access to safe water for consumption, sanitation and hygiene is a basic right for all
individuals. However, there is an ongoing water crisis that threatens the water security
of over 2 billion of our world inhabitants. India is no exception, with certain parts of the
oft-times marginalised and isolated village communities that wrestle daily with the
struggles ensued from the lack of availability of something that serves as a basic
element to human survival.

Through surveys and empirical field-based examinations, CEI have first-hand identified
the catastrophic risk that poor quality water can place on the physical wellbeing of
children; Water Supply and Sanitation issues are one of the focal harms that continue to
plague many children across India and the international scale.

The lack of access to safe water leads to illness and disease, which in itself causes a
multitude of cyclical impacts that bring the perpetuation of the poverty cycle towards a
continuous loop for the emerging generations.

CEI Rural Resilience Programmes are all imparted under the vision to bring villages
and rural communities the abilities to avoid, resist, recover and accommodate from the
effects of chronic and acute stresses. In this instance, the Rural Resilience Programme
targets the stresses brought upon from the vulnerable environment.

CEI is committed to employing sustainable solutions to alleviate the water crisis and
ensuring access to clean, safe and reliable water for all basic and sanitary purposes.

CEI achieves this through installation of Borewells and Handpumps. CEI also conducts
regular awareness camps detailing the importance of Water Conservation. CEI
recognises the importance of carrying across sustainability and environmental
responsibility to all walks of life.

6.2 Testimony to CEI: The Development of Entrepreneurial Ecology In

Tribal Village Gram Avandhe, Maharashtra, that lead to the aversion
of an Impending Water Crisis!

Gram Avandhe is a small village situated in the Sudhagad Taluka of the Raigad District,
Maharashtra. Inhabited by over 100 tribals, the villagers had traditionally been
dependent on forest resources for subsistence. But as traditional skills weren’t passed
down to the future generations, they were out of employment.

CEI Activity Report Page | 49

Additionally, the impact of the on-going water crisis in Maharashtra was felt even
harder as the village had struggled with access to water for decades.

During CEI’s Interactions with the villagers, Tribal women shared that not a day had
gone by when they hadn’t had to travel inhumanly long distances just to be able to wash
clothes and fetch water for sustenance.

Tribal village Avandhe (Sudhagad, Maharashtra) was one of the thousands of villages
facing severe drought-like situations. Through the assistance of tribal leaders
(Sangathaks), CEI has been able to successfully set up a Borewell and a Hand Pump Unit
in Gram Avandhe – bringing its water availability crisis to an end.

CEI is keen on forward thinking and innovative technology to improve the prospects of
the 800 million inhabitants of India whom currently subside in both rural communities,
that suffer from water scarcity and waste management as an every-day situation.

7 SDG 7: AFFORDABLE AND CLEAN ENERGY

CEI is working on developing a Bio-Gas Project in Tribal Village Potlaj in Sudhagad

Tehsil, in Raigad District (Maharashtra) which is in preliminary stage. CEI team
completed the preliminary field work and as a result, found Dubewadi Hamlet in Potlaj
Village in Sudhagad Tehsil, in Raigad District (Maharashtra).

CEI preliminary field work also found that enough Biogas can be produced for
Dubewadi Hamlet from Agricultural Waste and Cattle-Dung from 50 Cattle available in
the village.

CEI is now working on completing the remaining Village Profile report and arranging
required Infrastructural and Financial Resources for the Biogas project accordingly.

8 SDG 8: DECENT WORK / ECONOMIC GROWTH

8.1 CEI Market-Linked Entrepreneurship Initiatives

CEI have recently carried out the Agro-Entrepreneurship Initiative that spans 10 Tribal
Villages in Raigad and Thane Districts of Maharashtra, and works to enable the creation
of viable Agri-Business by Tribals.

CEI have helped tribals to develop and implement the CEI Sustainable Entrepreneurship
Model, through which aims to create a circular economic system with tribals developing
profitable small business that sell locally grown Organic Vegetables. The CEI contributes
in:

▪ Providing Logistical Support, Sales, Marketing and Distribution Infrastructure,

Access to Retail and Wholesale Agriculture Market to the Tribals
▪ Facilitating increased participation of tribal women in the Agro-
Entrepreneurship Initiative ensuring substantial income generation and social
empowerment.
▪ Giving access to various platforms to the traditional way of preparing these
vegetables belonging to the tribals and their indigenous cuisine. This also served
to enhance Tribal Cultural Space and tourism potential of Tribal Hamlets.

In utilizing specialization-economics principles CEI have helped to bring innovation

that has proved to be a first of its kind in the socio economic and cultural development
for the Tribal Villages. Villages that benefited from these initiatives are Avandhe,
Dahigaon, Chavani, Pali, Nere, Ghodpapadvadi, Khandpoli, Jambhulpada, Vikaspada and
Parali in Indian State of Maharashtra.

CEI facilitated the tribal population to develop an Integrated Supply Chain to this Tribal
Agro-Entrepreneurship Initiative, resulting in empowerment of multiple nearby villages
and communities as reflected in following case study.

CEI Activity Report Page | 52

8.1.1 CEI Commercial Organic Farming Initiative

Through the abovementioned Tribal Agro- Entrepreneurship Initiative, CEI worked to

enable the villages to gain competitive advantages in organic vegetable crop production.

CEI engaged with village populations to help identify which vegetable crops would be
the most profitable to grow. These Villages were mostly engaged in Subsistence
Farming. However, with the CEI Organic Agri-Business Initiative entire rural
demographics have been granted with the tools needed to shift towards profitable
commercial farming.

In implementing the basic specialization-economics principles, CEI worked with

villagers to identify vegetable crops that would be the most efficient. These vegetable
crops required both relatively smaller patches of land and less water in comparison to
their previously grown counterparts. For farmers whom are used to living on
sustenance and little trade, this initiative brings hope and growth prospects that have
yet to have been experienced. Further to this, the model serves as the next step to
empowering a large demographic of farmers in both the rural demographic of India and
the rest of the world.

Moreover, CEI Advisor Milind Shauche brought with him a team of experts in Practice of
Zero Budget Natural Farming (ZBNF) that greatly increases the Crop Yield and reduces
Cost. Thus, CEI helped them achieve upward migration in Productivity with respect to
their present level of Economic Activity resulting in upward Socio-Economic Mobility.

8.1.2 Ayurvedic Vanaspati Rural Entrepreneurship Initiative:

Project Duration : 21st January 2019 – Present

Project Status : On-going: Phase 1

Project Location : Gram Chavani, Taluka: Khalapur, Raigad District, Maharashtra

Ayurvedic Vanaspati Rural Entrepreneurship Initiative is CEI’s pilot project in the

Raigad District of Maharashtra. This includes the districts of Karjat, Sudhagad (Village
Chavani) Talukas, in addition to the Thane District of Maharashtra.

Villagers in these districts suffered from the poverty vicious cycle of Seasonal
Unemployment-Debt-Poverty. In order to initiate Livelihood Opportunities, CEIs team

CEI Activity Report Page | 54

surveyed the villages and found that in the nearby Forest Areas of Raigad District, there
are many Medicinal & Herbal Plants growing in the Forest.

Using experienced and well established market research, CEI confirmed that there is a
substantial opportunity for developing small businesses’ of Ayurvedic-Herbal plants.
CEI designed a business model where Villagers will have complete ownership of this
business, and will thus stand to incur all the profits.

By using specialisation economics, CEI were able to leverage the innate strength of this
unique rural ecology.

CEI also strived to provide Entrepreneurship Training to the villagers alongside giving
the necessary Business Support , such as the formation of Self-Help Groups, Financial
Inclusion & Financial Literacy Programmes. This all enabled CEI to complete the initial
wave of our vision to generating financial empowerment and generational employment
to otherwise disenfranchised villagers.

8.2 Marketing Local Produce of Farmers in Markets

The Tribal farmers of Raigad district seldom get the right avenues to market their local
produce. Through regular field visits, CEI discovered that the tribal farmers of the
Raigad District grew a variety of foodgrains, such as ragi. However, these farmers
struggled with sales as they lacked both marketing mechanisms and an access to a
supply chain & the right market to operate within.

Therefore, CEI aimed at enabling these vulnerable tribal communities with full value of
their produce and routed the foodgrains to a more aptly situated market, called the
Raigad Bazaar.

Sl. No. Activities

1. CEI Conducted mapping of the local produce / foodgrains grown by the tribal
farmers in Gram Chavani, Khalapur (Taluka), Maharashtra and determined
demand.

2. Aiding the farmers in marketing the local produce and creating demand.

3. Routing the foodgrains to the Raigad Bazaar and Local Produce of 9 Farmers
was successfully sold off to Raigad Bazaar.

4. CEI Team also ensured that farmers were given a fair price for the goods they
were selling.

5. Conducted monitoring visits to oversee the implementation of the project.

6. CEI is in the process of expanding to 5 more villages of the Sudhagad Taluka

and 3 more villages of the Karjat Taluka.

8.3 Employment Generation for Rural Youth: Inauguration of Cattle Feed

Units in the Beed district of Maharashtra

India has a vast resource of livestock and poultry, which if put towards use efficiently
can play a vital role in improving the socio-economic conditions for the rural masses.

CEI Activity Report Page | 58

On 24th May 2019, CEI inaugurated a Cattle Feed Unit in Ashti, Maharashtra, in
collaboration with the Office of the Block Development Officer. CEI’s Empowerment
Centre situated in Ashti facilitated the Entrepreneurship training of local youth and
using simple & organic raw material like the outer covering of dal, created a Cattle Feed
Enterprise.

The market potential for the feed industry is tremendous and primarily stems from its
shortage and high demand. Thus, CEI is committed towards the creation of an ecology of
Economic and Aspirational Security for the Holistic Empowerment of our Society.

CEI Activity Report Page | 59

9 SDG 9: INDUSTRY INNOVATION AND INFRASTRUCTURE

9.1 LED Light Manufacturing Entrepreneurial Project – Beed District,

Maharashtra

CEI successfully set up an LED Light Manufacturing Unit as a successful Entrepreneurial

Project in the Beed District of Maharashtra.

Combating the very roots of unemployment and inadequate training, CEI prepared
Training Manuals for the youth and provided incubation support. Through these
Training Manuals, Skill-Training was imparted to unemployed youth belonging to the
backward sections of society – in an Empowerment Centre (EC) set up by CEI in Ashti
district of Maharashtra.

The standard incandescent bulbs are becoming obsolete, with the manufacturing of LED
lights becoming all the more significant.

In this day and age of increased financials and exhausting energies, Solar Energy
consumption is the most efficient solution for both the mentioned problems. Therefore,
solar lights in the form of portable fixtures of LED Lamps are becoming increasingly
popular.

CEI is helping tribal and rural youth bypass the vicious cycle of Unemployment –
Resourcelessness – Poverty.

9.2 Digitizing the Tribal Youth: Computer Training Programmes

With the winds of technological growth and advancement blowing towards an era of
digitalisation, CEI is ensuring that the tribal societies aren’t being left to lag behind.

By strategically connecting all operations through a digital medium, CEI is introducing

technology to the tribal communities.

Further to this, CEI is actively warming the tribal communities to the idea of
Technological Advancement by starting Computer Training Programmes in the Ashram
Shalas of Raigad District.

CEI Activity Report Page | 60

No. Activities

1. Identified the key stakeholders to be empowered by this initiative – First batch

of 6 tribal members finalised.

2. Met with the Teacher of the Computer Coaching Course and discussed syllabus
and other details.

3. Next Batch of 15 more students to be introduced by the month of August, 2019.

9.3 TRIBAL BRICK-MAKERS ENTRENEURSHIP INITIATIVE:

On survey, the Confederation of Empowerment Initiatives team discovered that the

Katkari tribal community suffered from livelihood insecurity. Their lack of knowledge,
awareness and access to the optimum resources is to a significant extent why they
remain economically and educationally stagnant to this day.

CEI thus started a Tribal Brick-Makers Entrepreneurship Initiative in the Avandhe

Village (Taluka: Sudhagad) as a means of Economic Empowerment of the Katkari tribal
community. This project was undertaken in January 2019 in collaboration with local
NGOs working in the region and the District Administration of Raigad, Maharashtra.

CEI Activity Report Page | 61

Under this initiative, members of the tribes are trained in making bricks in the brick-
kilns independently, market them and sell them off. This ensures that the poorest, most
vulnerable and backward sections of society acquires Entrepreneurial Acumen,
Leadership & Management Skills to help develop a desire to innovate.

The construction sector is an important part of the Indian economy with a contribution
of 10% in GDP and registering an annual growth of 9%. The Indian brick industry is the
second largest producer of bricks in the world after China.

Several entrepreneurs and workers in the brick community cite the lack of financial
support and access to credit from financial institutions. Brick clusters also face
shortages of trained manpower at every level of production. There is a void of
competent consultants and qualified masons for planning & supervision of kiln
improvements and kiln construction / renovations respectively.

CEI effectively tackles these problems by offering Central Management Services in the
nature of Funding, Legal Aid, Central Logistics Management and Manpower.

CEI is in the process of inaugurating more brick-kiln units in the Raigad District of
Maharashtra.

Sl. No. Activities

1. CEI Conducted Preliminary Study – collected information related to kiln

operating and energy use to get an overview of energy resources, raw materials,
and other processes involved with respect to units within the cluster.

2. 22nd June 2019:

CEI inaugurated the Tribal Brick-Makers Entrepreneurship Initiative in Gram

Avandhe, Sudhagad Taluka.

3. CEI also conducted Awareness Camps to educate the tribal community

regarding their Basic Fundamental Constitutional and Human Rights.

CEI Activity Report Page | 62

10 SDG 10: REDUCED INEQUALITY
10.1 CEI Last-Mile Delivery in Reducing Inequality

CEI collaborated with District Administration Raigad (Maharashtra, India) and facilitated
access to Food Security, Financial Inclusion, Access to Land, Work, Justice etc. in line with
SDG 1 (No poverty), SDG 2 (Zero hunger), ), SDG 5 (Gender Equality) , SDG 8 (Decent work
and economic growth), SDG 16 (Peace, justice and strong institutions)

CEI strives to build an Ecology of Safety & Security for the poor, tribal communities all
over India and the world. Branching out to Maharashtra, CEI discovered that there are
numerous Tribal Blocks in the Raigad District, particularly the Karjat and Sudhagad
Talukas.

Under “Samriddhi Sadhana”, one of CEI’s main focus areas is providing them with basic
necessities they’ve been deprived of even after years of Independence.

CEI Team has further prepared “Family Survey Forms” that will help derive solid data
regarding the tribal communities’ current situation and requirements. Furthermore,
Trainers and Sangathaks have been trained in conducting such detailed surveys.

CEI Activity Report Page | 63

CEI has also developed a “Needs Assessment Survey” for information that will help it
determine the nature of Training Courses it needs to implement in that particular
district.

These Tribal Blocks consist of predominantly the Katkari Tribal Community. CEI has
conducted Training of over 150 Katkari Tribal Youth and thus has first-hand knowledge
of their lack of access to very basic necessities such as identity, food, water, shelter,
sanitation, and education.

CEI has been achieving this through the following Initiatives:

1. Aadhar Card Camps

Confederation of Empowerment Initiatives conducts Aadhar Card Camps in the interior-
most villages of Maharashtra, in collaboration with the UIDAI, Ministry of Electronics
and Information Technology. On 20th March 2019 – CEI conducted one such camp for 50
tribal villagers of a village in the Sudhagad Taluka, belonging to the BPL category.

Through such initiatives, CEI is ensuring that:

➢ These rural communities get access to government services and programmes –

by providing them with a proof of identity that they hitherto have been deprived
of.

CEI Activity Report Page | 64

➢ These tribals are able to receive the LPG subsidy directly in the respective Bank
Accounts.

➢ Tribal men and women are able to open Bank Accounts using Aadhar as identity
proof under schemes like Jan Dhan Yojana.

➢ For the first time since Independence, the constitutional right of an identity and
numerous safeguards associated with it are being provided to these tribal
villagers.

2. Tribal Caste Certificate Distribution Programme

CEI strives to build an Ecology of Safety & Security for the poor, tribal communities all
over India and Worldwide. Branching out to Maharashtra, CEI discovered that there are
numerous Tribal Blocks in the Raigad District, particularly the Karjat and Sudhagad
Talukas.

These Tribal Blocks consist of predominantly the Katkari Tribal Community.

CEI has conducted Training of 400 Tribal Youth and thus has first-hand knowledge of
their lack of access to very basic necessities such as identity.

CEI Activity Report Page | 65

3. Creating Voter-ID Cards

One of the most vital fundamental rights of every citizen is the Right to Vote. Voting is at
the foundation of a Democratic Nation as it enables individuals to vote for their
representatives and ensure their voices are heard – in other words, voting is crucial to
activating the democratic system our Nation is based on.

CEI, in collaboration with the Office of the Tehsildar, Election Branch, Raigad District, is
working towards providing the rural, tribal communities of the Raigad District with
Voter-ID Cards.

The tribal communities of Raigad District have only recently obtained Aadhar Cards and
Ration Cards through CEI Empowerment Initiatives. For centuries they have remained
deprived of a Fundamental Right so apparent and salient to you and I.

Sl. No. Activities

1. Took stock of eligible voters in 3 padas (villages) of Karjat Taluka,

Maharashtra.

2. Conducted Awareness Camps regarding the importance of voting and the

concept of Universal Adult Franchise.

3. Spread awareness about various mobile applications designed to aid voters

and Voter Helpline Numbers.

4. Held meetings with Officers of the Tehsildar (Election Branch), Raigad

District.

5. Held Meetings with Officers of the Election Branch, Raigad District to

expedite the process of preparing voter ID cards as per guidelines of Election
Commission of India

6. Prepared “Family Survey Form” and “Needs Assessment Survey” to help

determine the impact of the Aadhar Camps and to find out whether
individuals who still require Aadhar Cards.

4. Ration Card Distribution Programmes

When the CEI team surveyed the tribal areas of Sudhagad, Raigad (Maharashtra) we
found that the local tribes like Katkari tribe, Thakar tribe didn’t even possess basic
Government Identification Cards.

CEI Activity Report Page | 66

These Identification Cards are a must to avail any Government Welfare Program
intended for the Socio-Economically constricted sections of the society. Thus, without
these Identification Cards, problem of Social Exclusion of these tribes worsened over
the years.

In a symbiotic collaboration between CEI and the Raigad District Administration – on

29th December 2018, over 500 Tribal Women belonging to 500 below the poverty line
tribal families were provided with Yellow Ration Cards.

These Yellow BPL Cards empowered the community as politically wise decision makers,
recognised them as citizens of India (as Ration Cards are an accepted means of
Identification). CEI enabled Aadhar Camps become even more pivotal as Ration Cards
are linked to Aadhar Cards to prevent corruption, leakage and diversion of PDS Ration.

Sl. No. Activities

1. 1st Phase of Field Survey: CEI Team conducted extensive field visits and
surveyed the tribal districts of Sudhagad, (Raigad).

2. Brought eligible households under the cognizance of the State Government

and determined the type of Ration Card to be distributed to the tribals.

3. 29th December 2019: Conducted a Massive Ration Card Distribution Camp for
Tribals belonging to over 500 BPL Tribal Families

4. CEI Conducts periodic reviewal workshops aimed at explaining the

importance and benefits associated with possessing a Ration Card.

5. Prepared “Family Survey Form” and “Needs Assessment Survey” to help

determine the impact of the Ration Card Distribution Camps and to ensure
that every single tribal has received his / her ration card.

6. CEI Sangathaks (Tribal Leaders) carried out house-to-house analysis

gathering information and filling-out CEI “Family Survey Forms” and CEI
“Needs Assessment Survey”.

10.1.1 Testimony to Success: Holistic Empowerment of 6 Below
Poverty Line Katkari tribals in the Raigad District of
Maharashtra

SHORT SUMMARY: REFORM in Action

– Alleviating Poverty through
Social, Economic, Political,
Physical, and Intellectual
Empowerment!

CEI successfully brought 6 Katkari

Tribals out of the cycle of
Resourcelessness – Malnutrition –
Poverty, by providing them agency
access to Tribal Welfare
Government Schemes. Also, in
providing them financial literacy,
legal aid and a constitutional safeguard against exploitation and discrimination, CEI has
empowered them with a sustainable means of Employment Generation through Skill
Development and Tribal Entrepreneurial Initiatives.

PEOPLE EMPOWERED:

1. Soma Mahadu Waghmare

2. Baliram Guna Waghmare
3. Ram Babu Waghmare
4. Dehu Ambaji Waghmare
5. Babu Kamalya Waghmare
6. Jani Lakshman Pawar

I. Identification of the Key Issues faced by Tribals:

Through a series of Baseline & Field Surveys and Interactive Sessions with the Katkari
community, CEI discovered that they were one of India’s particularly vulnerable tribal
groups (PVTGs). It was found that they had been living in a state of abject poverty for
decades, unable to exit the vicious cycle of Resourcelessness-Malnutrition-Poverty.
Furthermore, cut off from the rest of society, the Katkari Tribal Community wasn’t
aware of any Government Tribal Welfare Scheme in force, nor did they know how to
achieve access to them.

CEI Activity Report Page | 69

II. Holistic Empowerment Strategies:

CEI adopted Strategic Empowerment Initiatives and a Participative Approach, CEI

ensured:

✓ Ownership of Land: In collaboration with the District Administration, CEI made

sure that all 6 Tribals received occupancy rights over the land they had been
allotted in 2011, but could not get ownership due to bureaucratic procedural
delay – thus ensuring Last Mile Delivery of land they rightfully deserved but
didn’t have access to.
✓ Possession of Ration Cards and Caste Certificates: CEI educated tribal groups
about the importance and need for a Ration Card and Caste Certificate in helping
the government identify them to allow them access to Government Schemes. The
Ration Cards also allowed them access to subsidized food items and LPG
subsidies.
✓ Bank Accounts and Deposit in Bank Accounts: CEI ensured these tribals’
inclusion into the Financial Ecosystem by facilitating opening of SBI Bank
Accounts and holding Awareness Camps on Healthy Financial Management.
✓ Access to Legal Aid against Discrimination & Exploitation: This ensured that
these tribal groups became a part of the Safe and Empowering Ecology created
by CEI. A robust team of legal professionals ensure that these tribal communities
are provided their right to Equal Opportunity and Justice, combating Exploitation
or Discrimination of any kind.
✓ Membership of Self-Help Groups: Several defunct SHGs in Raigad were
brought back into operation, keeping in mind the tribal communities’ active
involvement in their growth process.

After creation of this requisite base, CEI focused on the next key issue, that was tackling
the issue of livelihood insecurity and non-existent Employment Generation. This was
achieved through several Tribal Entrepreneurial Projects like the Ayurvedic Vanaspati
Tribal Empowerment Initiative, the Bee-Keeping & Honey-Extraction Project,
Installation of Cattle-Feed Units and the Inauguration of the Raan Bhaji crop cultivation

Initiative.

CEI Activity Report Page | 70

10.2 Financial Inclusion Initiative:

The CEI team, jointly along with the State Bank of India, has been regularly conducting
Financial Inclusion & Financial Literacy Programmes for the tribal blocks of Raigad
District. This seeks to integrate them with the financial ecosystem and ensure that they
have access to Banking Facilities and Development Programmes that specifically cater
to Tribal Development.

No. Activities

1. 5th March, 2019:

CEI organised a Mega Holistic Financial Inclusion Camp in Jambhulpada (Taluka:

Sudhagad, Raigad District). The programme was a Joint Programme between
CEI, the SVT College, SNDT University and the State Bank of India.

2. SBI Bank Accounts are in the process of being opened for over 250 Tribals – thus
bringing Financial Services to their doorstep.

3. Formation of several Tribal Self-Help Groups took place and CEI is thus
facilitating their access to Bank Facilities

CEI Activity Report Page | 71

10.3 Social Inclusion of Tribal Communities

Tribal communities are often misled and exploited by Maoist leaders who recruit from
the tribal areas, exploiting the poor socio-economic status of tribals, which then causes
further alienation to the tribals against the mainstream population.

To prevent this continuous exploitation of tribals by Maoists/Naxals, it is important that

tribals are integrated and made stakeholders in the mainstream of development and
empowerment. CEI has been engaged in creating an ecology of holistic empowerment
for the tribals so that they don’t get victimized by perpetrated groups.

CEI has been continuously integrating tribal communities with the mainstream of
development. It has successfully enabled an Immensely Strong and Massive Ecosystem
within merely 3 months; ensuring that the tribals are provided with the basic necessity
of Identity in addition to Health Empowerment, Strategic Empowerment through
Entrepreneurship Development, Spiritual Empowerment through Meditation Camps
and Women Empowerment through Financial Inclusion Initiatives.

Tribals are now being integrated in mainstream society as they currently work to
empower themselves to become leaders in the nation’s development and progress.

Thus, CEI is successfully annihilating anti-humanitarian ecosystems.

CEI Activity Report Page | 72

11 SDG 11: SUSTAINABLE CITIES AND COMMUNITIES

11.1 CEI “Smart Village” Initiative:

In an attempt to bring Sustainable Development and Holistic Empowerment to each and

every village in India, CEI plans to start a ‘Smart Village’ Project under its Poverty
Alleviation Programme known as the “Samriddhi Sadhana”.

CEI has already instituted Entrepreneurial Initiatives in 20 villages of the Raigad

District; bringing the rural, tribal population into confidence and ensuring they are a
part of all processes.

Under this Smart Village initiative, the villages will gain access to sustainable energy
services. This will act as a catalyst of development in assuring access to clean water,
sanitation, nutrition, groundwater recharge, as well as the growth of productive
enterprises to boost income and generate employment.

As per the model, the following micro-projects will be implemented in every village:

• Gaushala-Homeless Project
• Biogas Project
• Manufacturing Compost Manure
• Solar Power Project
• Wind Pump
• Water from air project
• Water recycling project

CEI Activity Report Page | 73

The projects aim to build on the vision of achieving holistic empowerment and
resiliency solutions to disenfranchised communities and villages, of which can be simply
implemented onto new territories across both India and the rest of the world.

11.2 Sustainable Livelihoods: Bee Keeping and Honey Extraction Project

CEI Activity Report Page | 74

CEI is developing a Honey-Extraction Project in Gram Chavani, Sudhagad Taluka,
Maharashtra, in an initiative that aims to use honey extraction as a feasible way to bring
the tribal communities out of the poverty cycle of resourceless-ness into malnutrition.
The project aims to do so while maintaining natural sensitivities in the aim of not cause
any harm to the biodiversity and ecosystem.

This method of strengthening livelihood is giving the villagers access to the right
resources and providing them with the skills required for a sustainable means of living.

CEI’s aim of this project is to give these socially and economically disadvantaged tribal
communities an opportunity to harvest commodities of international quality and value
to aid the Capacity Augmentation of the India as a macroeconomic entity.

CEI Activity Report Page | 75

12 SDG 13: CLIMATE ACTION

12.1 CEI MAKES MASSIVE STRIDES IN REHABILITATION AND

RECONSTRUCTION WORK

Incessant rainfall over several months had wreaked havoc in several districts of
Maharashtra. One such region was Tribal Village Velatwadi, within the Raigad District of
Maharashtra, which had been severely ravaged by heavy rainfall leading to landslides.
As many as 104 Katkari tribals had become displaced from the destruction caused to
their houses, leaving many tribals without a roof over their heads, food, water or
electricity!

CEI, in association with the Raigad Administration, initiated a Crowdfunding Campaign

to first help build temporary sheds to house the displaced temporarily and
then rebuild their permanent homes.

CEI has been working determinedly for the Sustainable and Holistic Empowerment of
the 104 destitute, displaced tribals. With the first set of funds collected, CEI successfully
facilitated the building of one temporary shed to house the 104 Tribals for a brief period
of time.

On the 29th August 2019, CEI Completed the Review of the First Phase of Velatwadi
Reconstruction Project (as under CEI Samagra Samriddhi Sadhana). CEI distributed the
Cheques to all Vendors involved in Construction of the Temporary Shed for the
Rehabilitation of Tribal Community affected by Flood.

CEI Team also had detailed Interaction with Raigad District Administration, especially
Shri Ravindra Mathpati ji, Raigad Deputy Collector (GAD), who highly appreciated The
Empowerment Initiatives of CEI.

CEI Activity Report Page | 76

Shri Ravindra Mathapati ji thanked CEI for this Historic Initiative and extended all
possible support to CEI for all their Empowerment Initiatives!

12.2 Testimony of Success: CEI Resilience Solutions

The Niche Resiliency Solutions & Development Initiatives implemented by CEI,

facilitating reliable & resilient infrastructure development and resilience to climate-
related hazards received Special Recognition and Praise in the Letter of Appreciation
received by CEI from Panchayat Samiti Karyalaya, Govt. of Maharashtra (District
Administration of Raigad).

CEI’s work in in providing Relief and Rehabilitation to the displaced Tribals of the
Velatwadi village received commendation from the Raigad administration. Working
closely with the government can prove to be instrumental in bringing effective and
much needed support for these vulnerable communities and villages.

Below is the letter of Appreciation given to CEI by Panchayat Samiti Karyalaya, Govt. of
Maharashtra (District Administration of Raigad).

13 SDG 16: PEACE, JUSTICE AND STRONG INSTITUTIONS

13.1 The Mahatma Gandhi Gaon Ghar Yojana (MGGGY): A Facilitator of

Last Mile Delivery of Socio-Economic Development Programmes

The CEI has endeavoured to conceptualise the Mahatma Gandhi Gaon Ghar Yojana
(MGGGY) – a Scheme that aims to bring a centre of Holistic Empowerment in every
village. The MGGGY acts as the benchmark for the standard of all Socio-Economic
Development Programmes and Empowerment Initiatives, both government and non-
government, that will be implemented in the village.

The activities that are carried out through these centres are done through participation
of each and every stakeholder, from the organisers to the beneficiaries.

13.1.1 Components:

There are three components of the MGGGY:

1) Establish a Nodal Centre for Holistic Empowerment in every village

Different projects are done through various government departments. Under MGGGY,
instead of one villager going to all these different departments, all the yojanas (leaders
of the initiative) will be made available centrally in the village itself through the nodal
centres. This decentralisation is done to promote community mobilisation, and to allow
for various empowerment initiatives to be selectively chosen with an experienced and
well understanding decision-maker at hand. Only the population that live in these
geographical locations will be confident in knowing what ways to move it forward.

2) Implement various government schemes through this Nodal Centre

Scientific Research and Analysis of the grassroots situation is imperative before we

begin the three components. This R&A has to be done for all the verticals that form the
sustenance of that particular village. For example:

• Agriculture: Scientific study of crop patterns, soil health, income from agriculture
and allied fields etc. to be done. Based on the outcome of the study, we figure out
the possibilities of various programmes of sustainable income generation for the
farmers, such as improvising farm technologies, honey farming, sericulture,
fisheries and animal husbandry. CEI proceed to map various government
schemes to the assessed needs. Through the MGGGY, CEI will facilitate the

CEI Activity Report Page | 81

implementation of these schemes in the village by means of stakeholder
engagement.

• Similarly, if the village is considered to be extremely backward socially and

economically, then we do a detailed study of the Human Development Index of
that place. Indicators include public health, education, level and quality of
education, malnutrition, employment opportunities, cottage industry, availability
of clean drinking water, electricity, social harmony and other factors. Based on
these indicators, CEI will chart out various programmes for health & hygiene,
civic issues, youth empowerment, women empowerment, employment,
education, entrepreneurship development, innovation and technology projects.
Related government schemes will then be identified and implemented through
the MGGGY Nodal Centre.

Through regular Meetings & Workshops, these initiatives can be facilitated with swift
prose and efficiency. CEI will implement its 3E MahaSadhana of Empowerment,
Entrepreneurship and Employment Generation through the MGGGY Nodal Centres.

3) Impact Assessment and Evaluation

Continuous assessment and evaluation of all the programmes is a standard procedure

for CEI. CEI plan to assess the social, economic and cultural impact of the programmes
being implemented under the MGGGY. The programmes and their implementation
strategies will be modified accordingly from the evaluation, in increasing CEI’s efforts
towards attaining the ultimate goal of Holistic Empowerment.

CEI will play a crucial role in identifying and then filling in the gaps of the requirements
of the village, subsequent to the implementation of the government schemes available.
CEI will ensure effective last mile delivery of all the government schemes within their
scope and requirement based on scientific analysis.

Successful and sustainable implementation of these empowerment programmes can be

possible only through full participation of the local people and all other stakeholders.

13.2 Institutionalising the CEI Holistic Empowerment Model in Gram

Nandgaon, Pali, Maharashtra:

Establishing the Temple of Empowerment!

CEI Activity Report Page | 82

As with the MGGGY explained above, CEI looks to creating a centre of holistic
empowerment in every village to act as the centre point for socio-economic
development programmes and other empowerment initiatives formed by both
government and non-govnerment organisations to be implemented and carried out. The
centre would hence-force enable itself to act as a common ground for all village efforts
to be carried out in a way that is synergic to the singular aim of bringing empowerment
and resiliency solutions.

On the auspicious occasion of Deepavali, the Tribal society of Nandgaon, Pali (Raigad,
Maharashtra), under the guild of CEI inaugurated a CEI Temple of Empowerment in
Village Nandgaon, Pali (Raigad, Maharashtra).

This Temple of Empowerment will serve as the nodal centre for all Empowerment
Initiatives CEI implements in Nandgaon (Pali, Maharashtra).

CEI has facilitated Last-Mile Delivery of Welfare Programs, Government Identity

Documents through which Tribals have been able to procure Subsidized Food Grains,
Bank Accounts and Financial Assistance.

CEI has further enabled major Leadership

Development and Entrepreneurship
Development in several States of India that
serve successfully as confidence builders in
bringing positive attitude changes amongst the
youth.

CEI intend on bringing empowerment towards

all scale of human life; from the micro-scale of
each villager, to improving the community as a
world-wide endeavour.
