STAKEHOLDERS, SEAFARERS, AND ALL CONCERNED

SUBJECT : IMPLEMENTING GUIDELINES IN VIEW OF THE DECLARATION


OF CODE RED SUBLEVEL TWO (2) FOR THE COVID-19

In view of the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID)


Resolution No. 11 series of 2020 declaring Code Red Sublevel Two (2) for the
Coronavirus Disease 2019 (COVID-19) public health and imposing stringent social
distancing measures in the National Capital Region (NCR) thereby placing the latter
under community quarantine for a period of thirty (30) days or from 15 March 2020 to
14 April 2020, the following guidelines shall govern Filipino seafarers, Philippine-
flagged ships, seagoing passengers and other maritime stakeholders.

A. SYSTEM

1. The MARINA shall decentralize its operations to the MARINA Regional Offices
(MROs) with the appropriate use of online systems.

2. Alternative work arrangements, particularly the work-from-home scheme and


the formation of skeletal forces, shall be adopted to maintain unimpeded
delivery of services.

3. The MARINA Central Office (MCO) shall focus on policymaking and


development. The MROs and MARINA Processing Centers shall cater all
regulatory transactions.

B. SEAFARERS

1. Conduct of all maritime training courses prescribed by the MARINA as well as


theoretical and practical assessments in the NCR shall be suspended until 12
April 2020, subject to change upon the lifting of community quarantine.

2. Conduct of training courses and practical assessment outside NCR shall be at


the discretion of the accredited Maritime Training Institutions (MTIs) and
Assessment Centers (ACs), taking into account precautionary measures.

3. The validity of STCW certificates for Filipino seafarers currently onboard
flagged ships that are affected by the pandemic is extended for two (2) months
from the date of expiry of the certificate, subject to prescribed requirements.

4. Seafarer’s Record Book (SRB) shall be provisionally extended for six (6)
months as warranted.

5. Final evaluation for theoretical examination is temporarily suspended.

6. Schedule of MBE Examination (old system) in the MROs shall proceed as


scheduled. However, MCAS Examination (new system) is temporarily
suspended.

7. Deadlines to complete and pass the theoretical and practical assessments


under the old system shall be extended to a later date, subject to the evaluation
of the Examination and Assessment Division.

8. Applications for seafarer-related certificates and licenses shall be made


electronically. Issuance of the same shall be made through private courier or
pick-up at their chosen MRO or processing center in NCR.

9. MARINA NCR Processing Centers located in Parañaque Integrated Terminal


Exchange (PITX) and SM Manila shall operate subject to social distancing and
hygienic measures.

10. Considering the community quarantine procedures in NCR, seafarers living


outside the Region can proceed to the nearest available MRO to process their
applications.

11. Only STCW-related applications processed through Liaison Officers shall be


catered at the MCO.

12. All manning agencies, MTIs, and ACs are enjoined to provide the necessary
assistance to affected Filipino seafarers.

C. SHIPS

1. Passenger travel via sea in and out of NCR shall be suspended beginning 15
March 2020 until the community quarantine period is lifted. Sea passengers
may opt to choose the Batangas route and travel via land to reach their
provincial destinations.

2. Cargo transport via sea shall remain to facilitate ease of movement of basic
commodities and goods in and out of NCR.

3. Social distancing measures shall be observed on board passenger ships by


reducing the authorized passenger capacity to 50%. At least one seat or bunk
apart must be observed.

4. All applications pertaining to the Shipyards Regulation Service (SRS),
Domestic Shipping Service (DSS), and Maritime Safety Service (MSS) shall be
filed with the nearest available MRO or processed through electronic mail.

5. All applications filed with the Overseas Shipping Service (OSS) shall be
processed through electronic mail.

6. All applications for issuance and amendment of Certificate of Public


Convenience (CPC) or issuance of Special Permit (SP) or Provisional Authority
(PA), petition for approval and confirmation of the sale and transfer of ships
shall be filed by the applicants/petitioners with the MRO where the ship is
homeported. However, for ships homeported in MCO, applications maybe filed
with the nearest MRO where the shipping company/operator is having a branch
office.

7. All applications already filed with the MSS and SRS requiring inspection or audit
shall be delegated to the nearest MRO where the vessel is located.

The above guidelines shall take effect immediately and shall remain valid and
subsisting until otherwise revoked/amended or until the pandemic situation ceases,
whichever comes earlier.
