9 The ACC interim vice-chairperson Mr. Philip Ruga called the meeting to order at 10:15 in the
10 morning. Before starting the meeting, Mr. Ruga asked the secretariat if the committee has the
11 quorum to proceed with the meeting due to the absence of one member, Mr. Roderick
12 Tamacay, who was attending important work-related matters in Bongabong.

14 Thereafter, Ms. Jumanoy, the secretariat, confirmed that the committee had a quorum of
15 participants.

17 Based on the previous proceedings and interviews gathered, Mr. Ruga asked the members on
18 their view about the allegations hurled against Ms. Elnie Iligan. He then asked if the members
19 of the committee are convinced by the statements of Mr. Bocala and if they are enough to
20 prove the allegations of falsification, graft and corruption, bribery, abuse of authority and
21 conflict of interest against Ms. Iligan.

23 After delving and discussing deeper the details and the statements gathered on the
24 anonymous complaints, the body decided that initially, there was no solid evidence to support
25 the allegations of conflict of interest, bribery, falsification, and abuse of authority against Ms.
26 Iligan. However, she might be liable for submitting alleged falsified payroll used for liquidation.
27 Ruga pointed out that as recorded in the previous minutes, it was Mr. Bocala who admitted that
28 he falsified some of the signatures of beneficiaries for Ms. Iligan to liquidate it. He denied that
29 he heard directly nor indirectly the instruction coming from Ms. Iligan. It was likewise made
30 clear by Bocala that it was Ms. Angel Berueda who personally told him to sign under the name
31 of some beneficiaries for Ms. Iligan to liquidate it immediately. The situation did not point
32 directly to Ms. Iligan as the perpetrator of the act of falsification. The members also were one in
33 the idea that in fact, it was Mr. Bocala who committed the falsification act by admitting that he
34 was the one who signed opposite the names of a number of beneficiaries.

36 However, it appeared that based on the preliminary investigation, an irregularity on the process
37 of liquidation was observed alluding to the admission of Mr. Bocala that he signed on the
38 payroll of some beneficiaries in compliance with Ms. Berueda’s order.
