MEMORANDUM CIRCULAR
No. 2020-_42)
1. Background
With the increasing incidence of Coronavirus Disease 2019 (COVID-19) worldwide, the World
Health Organization (WHO) declared the outbreak as a Public Health Emergency of International
Concern (PHEIC) last January 30, 2020. Due to the continued spread of the disease, the WHO
classified COVID-19 as a pandemic last March 11, 2020.
During the pandemic, it has been reported that bodies of deceased Overseas Filipinos (OFs) who
died of various causes in Saudi Arabia have accumulated. Thus the government deemed it
necessary to transport them back to the Philippines for proper interment. In addition, there are
remains of deceased Filipinos from other countries that would have to be repatriated as well.
This Memorandum Circular shall provide the guidelines for the admission of the remains of OFs
who have died of various causes, especially COVID-19, back into the Philippines.
n . General Guidelines
A. Pre-Arrival
1. The Philippine Embassy or Consulate and the Philippine Overseas Labor Office (POLO)
shall ensure the completion of the following documentary requirements (with English
translation) for the remains of the deceased Overseas Filipino (OF):
a. Death Certificate issued by the Register Office or, in its absence, a Coroner's Certificate
of the Fact of Death;
b. Embalming Certificate issued by the funeral parlor, if allowed in country of origin;
c. Certificate to the effect that the human remains have been properly placed in a
hermetically sealed container or casket (Funeral Director's Declaration stating that the
remains have been properly prepared and packed for shipment);
d. A certificate detailing the date, time and manner of disinfection must be issued by the
undertaker or funeral director and submitted to the freight forwarder (For instances
where cremation or embalming is not allowed or not possible);
e. Passport of the deceased;
f. Passport of the authorized person who will be carrying the cremated remains to the
Philippines (For cremated remains);
g- Flight Itinerary; and,
h. Full repatriation details including name and address of next of kin or consignee
