Rental Holiday; Deferment of Lease/Rental Payment

✈ “Rental holiday” has been extended until 15 May 2020.

✈ One-year deferment of the collection of landing/take-


off and parking fees for domestic and international
flights has been implemented in all CAAP-operated
airports until 12 March 2021.

✈ Collection of aeronautical fees of local air carriers in


MIAA has also been deferred for a period of one (1)
year effective on 01 March 2020 billings. Rental
charges of all concessionaires operating at the
terminals, including check-in counter charges are
waived for two (2) months effective 15 March 2020
or until the scheduled end of the ECQ.

✈ MIAA is also not imposing interest on the deferred


collection of May 2020 rental.

PPA issued Memorandum Circular No. 17-2020 on April 23, 2020 granting all qualified PPA lessees and
port terminal operators a minimum of 30-day grace period on rental dues and concessions fees
falling within the period of ECQ, without recurring interest, penalties, fees and other charges.

Unhampered Movement of Cargoes in Ports

DOTr-PPA has institutionalized the following policies to ensure the unhampered movement of
cargoes in ports:

PPA facilitated the unhampered flow of trucks by adopting a policy that cargo documents such
as Bill of Lading and Delivery Order are sufficient for the purpose of movement of trucks to and
from the ports, inland container depot or warehouse.

Issued PPA Memorandum Circular (MC) No. 13-2020 dated April 3, 2020, amending MC No. 10-
2020 by providing that trucks carrying cargoes from one port to another port in the country,
regardless of whether they will be traversing a body or bodies of water shall be allowed
continuous access to and from said ports.

On April 7, 2020, Issued PPA MC No. 14-2020 amending PPA MC No. 13-2020 by further relaxing
the requirements for trucks and drivers and helpers passing through the ports. It states that truck
drivers and helpers shall be allowed unhampered access to and from the ports to enable them
to proceed to their final destination, subject only to safety and health measures being
implemented by PPA.

Unhampered Movement of Cargoes in Ports

DOTr-PPA has institutionalized the following policies to ensure the unhampered movement of
cargoes in ports:

On April 8, Issued MC No. 15-2020 entitled “Guidelines in the Processing of PPA Permits During the
Enhanced Community Quarantine (ECQ) Due to COVID-19 Pandemic”. It provides, among
others, for Emergency Approval and Extensions and Approvals. The validity of all permits that
expired before March 17, 2020 and will expire during the effectivity of ECQ are deemed
extended until June 30, 2020 or until the lifting of the ECQ implementation whichever comes
later.

Signed and issued Joint Administrative Order (JAO) No. 20-01 entitled “Adoption of Processes for
the Expeditious Release of Refrigerated Containers and Dry Vans During the Period of Enhanced
Community Quarantine” jointly with the DTI, DA and BOC.

DOTr and PPA continued the call for cargo owners and consignees to withdraw overstaying
cargoes and help free needed space inside the Manila International Container Terminal (MICT),
to make way for incoming cargoes needed by the government in its campaign against the
coronavirus pandemic such as food items, protective equipment and medicine.

Extended Application for Renewal Of Licenses,
Franchise, Accreditation and Registration Of PUVs
and Other Documents
ü The LTO and LTFRB extended the application for renewal of PUV franchises,
licenses, accreditation, and PUV registration until 31 July 2020.

ü LTO regional heads were directed not to collect fines or penalties for late
registration of motor vehicles and for renewal of driver’s licenses expiring
during the period of ECQ.

ü Validity of student permits have also been extended and the temporary
operator’s permit which expired on 13 March 2020 can be settled without
suspension.

ü Extended validity of STCW Certificates to all Filipino Seafarers onboard ships

ü Extended the statutory certificates issued to Philippine flagged vessels in the


international trade until 31 May 2020.

ü Extended Certification of Aviation Security (Avsec) and Maritime Security


(Marsec) Staff/ Personnel and Accreditation of Training Institution, Center,
and School (ICS) for 90 days after the ECQ.
