NOTICE INVITING TENDER

7. Pre-qualification Criteria

(a) For MES enlisted supplier

(i) Supplier shall be enlisted with concerned authority as per supplier policy.

Note: Bidders not enlisted as supplier in MES with concerned authority may also apply, however, they can
be considered if they meet eligibility criteria for selection as given for un-enlisted suppliers.

(ii) Documents to be uploaded by MES enlisted suppliers are as under

(aa) Scanned copy of application letter requesting issue of quotation.

(ab) Scanned copy of enlistment letter in MES along with its enclosures

8. Online participation in bidding process does not constitute any guarantee for allowing the applicant in bidding
process.

9. All supporting documents as mentioned at para 7 should be provided in hard copy before the bid opening date
and time.

10. In the event of rejection of application/participation in bidding process, the applicant/bidder will be
communicated via system generated SMS/email. The applicant/bidder can also access his user account on MES portal
to find out admission/rejection of his bid. The applicant/bidder, if he so desires may appeal to the NHEA with a copy to
the AO. No appeal/representation will be entertained after due date of receipt of financial bid. The decision of NHEA
will be final and binding. No applicant/bidder will be entitled for any compensation whatsoever for rejection of his
application.

11. Please quote your lowest rate for the job given in the enclosed quotation form as Appendix ‘A’, which is
forwarded herewith for completion and return.

12. The Terms and Condition of the job work will be governed by the following: -

(a) Rate should be quoted inclusive of Central/State GST, Service charges, Octroi charges or any
other taxes as applicable and will be indicated separately in BOQ sheet.

(b) Job work order should be carried out within 45 days on receipt of job order.
(c) Consultant shall be associated with the work till completion of execution for giving
clarification on the Architecture & Structural drawings during execution.
(d) The department reserves the rights to use this design and drawings in other similar projects and
the consultant shall not have any claim on it and released after execution of project.
(e) The consultant shall not share any details pertaining to this project to any body and all relevant
Govt Security provision shall apply.
(f) Design details, design parameters, specification, layout and schematic diagram shall be
confirming to BIS and TI No 03/2010 issued by E-in-C’s branch, New Delhi.
(g) The consultant should get design verified at each page stage from Dir (Des) of this HQ. The
design shall be vetted once all points pertaining to design are clarified and corrected by the consultant.
(h) The following details are to be obtained from Garrison Engineer (Project), Kochi before
carry out the design work: -
(i) Details of site and accessibility.
(ii) Soil investigation report at site.
(iii) Any other ground date required by consultant.
13. (a) The department reserves the right to call the firm any time during the execution of the work for any
clarification arising on the design and structural drawings.
(b) The rates shall include cost of additional drawings and other design date required if any due to
changes at site or technical aspects noted during execution of the work.
(c) Garrison Engineer (P), Kochi shall be coordinating officer at site on behalf of CE (NW), Kochi.
(d) Compensation for delay @1% of the quoted amount per week shall be levied after the date
stipulated.
(e) Consultants are advised to visit the site at Garrison Engineer, Fort Kochi before quoting rates.
14. The job shall be deemed completed only after Dir (Des) & Dir (Arch) verifies the various aspects of the job
and then finally approved by the Chief Engineer.
15. Payment Instruction.
(a) 90% payment will be released immediately after completion of work and 10% payment will be
released after physical completion of project.
(b) Prescribed pre-stamped pre-receipted bills in triplicate will be submitted to the paying authority after
fulfilling conditions mentioned above.
(c) Original copy of Job Work Order will be attached along with the bill.
(d) The bills along with the connected documents will be subjected to pre-audit by associated finance audit
department prior to releasing payment.
(e) Payment will be made by Garrison Engineer (P), Kochi through bank.

BRIEF DESCRIPTION OF WORK

1. To carry out the structural design of Provision of deficient married accommodation (74 Job 01
DUs) for DSC JCOs & ORs at Naval Base Kochi based on architecture drawings
provided by the department and other data like soil investigation report and report on
fire and safety arrangements etc: -
(a) Consultancy firm has to submit structural drawings calculation sheet one
original set on auto cad (soft copy as well as hard copy). The drawing has to be got
approved from HQ CE (NW) E-2 Design, Kochi before getting it vetted from
IIT/NIT/IISC Bangalore/CUSAT/REC/Govt. Engineering College. The approximate
plinth area of married accommodation is 6912.53 Sqm (G+5) in two blocks including
stilt for parking, overhead RCC water tanks 25000 Ltr 02 Nos for fire fighting & 50000
Ltr 01 No for domestic use, pump house is 48 Sqm and UG sump of 1,00,000 Ltrs and
the tentative floor plan is enclosed. The structural engineers of the consultant should
discuss drawings and all the design parameters with Dir (Des) and Dir (Arch) or any
other officer detailed for the purpose before proceeding with the actual work. Stage
wise checking of design shall be got done from E-2 Design.
. (b) The design of the building shall be scientifically designed using latest codal
provision/Engineering practices and should be economically efficient and grade of
concrete shall be M-30 and steel FE-500D as per relevant IS. Load combination shall
be as per IS-875, IS-1893, IS-4326, IS-13920 and IS-456:2000 (latest version).
Importance factor shall be as per relevant IS clause pertaining to seismic provisions.
The design shall be done preferably on STAAD Pro. Or latest version of ETABS. The
confirmation for use of software shall be obtained from Dir (Des) of HQ CE (NW),
Kochi.
(c) The consultant should be available at any mid-term review of design
requirement during currency of works due to site requirements. In case of any defect /
damage detected in the designed infrastructure during its design life and if the same is
attributed to faulty drawing/design, the consultant will be held responsible and
financially liable for the same.
(d) The vetting of designs and drawings and its report should be from the
designated institute (duly signed by authorized signatory on behalf of the institute) and
not from a professor/individual of the institute in his personal capacity. The third party,
vetting the designs, drawings shall also be liable for ensuring that the designs and
drawings are in compliance as per sound engineering practices, adherence to NBC
norms, statutory orders and regulations and relevant IS codes etc. for which consultant
shall be equally responsible. The vetting agency will also be liable and answerable for
any design deficiencies detected during design life of the building and may be called
upon to address such issues if any.
(e) A certificate in which all details have been thoroughly checked and are in
compliance to standards, codes, regulations in respect of safety, soundness and
economy should be obtained from the vetting agencies and submitted.

(f) The consultant shall submit the following documents in proper presentable form
in soft and hard copies to CE (NW), Kochi: - (i) Input date file of
STAAD/ETABS. (ii) Design philosophy and list of codes and BIS
publication followed. (iii) Design calculation, detailed load calculation and final
report in soft and hard copy. (iv) Structural drawings in auto CAD. (v) All
structural drawings ( one original set in tracing along with 3 copies including
foundation plan, floor plan and roof plan. The position of grid beams details of
staircase and all relevant drawings). (vi) The above said certificate shall be
submitted from vetting authority. (vii) Quote should be on rate per square on
plinth area basis. (viii) Architectural drawing attached is indicative. (ix)
Report ad all drawings are to be prepared as for lump sum contract. (x) Report
will be deemed complete only on submission of all items as per scope and formal
approval of accepting officer
NOTES:- (a) The cost involving in visiting to CE (NW), Kochi / work site in
connection with consultant work is deemed to be included in lump sum quoted by the
firm till final completion of the construction work. The lump sum quoting shall also
include cost towards vetting by IIT/NIIT/IISC/CUSAT/REC/Govt. Engineering
College. (b) Consultant may be required to give clarification / site visit on required
basis during execution. Nothing extra shall be admissible on this account.
(c) All drawings and other related details are to be made as for lump sum contract
and submitted along with the report no delayed submission is permitted.
(d) 90% payment shall be made on completion of structural drawings and balance
10% will be paid on physical completion of entire work by main contractor.
