Prime Health Response Initiative Formerly known as Hygeia Foundation is implementing Global Fund to fight AIDS,
TB and Malaria, (GFATM) Project under the New Funding Model implementation in 5 states as Sub-recipient (SR)
under the Family Health International (FHI360) who is the Principal Recipient (PR) for HIV/AIDS component of the
Global Fund.
PHRI is charged with the responsibility to provide Treatment Adherence, Care and Support services to clients in all
Global Fund supported facilities in 5 States which are Osun, Ondo, Oyo, Ekiti and Ogun states.
To strengthen our operations and interventions in the country, we are seeking qualified candidates for the position
below:
Job Title: Senior Program Officer, Technical
Project: Optimizing HIV Investment for Impact

Job Summary:
This Senior Program Officer, Technical role will facilitate the planning, implementation, monitoring and evaluation
of high quality KP program component in PHRI/FHI 360 GF Optimizing Investments for Impact Project in supported
States.
Relationship: National Office team and Zonal officers.
Job Description:
• Provide technical leadership in developing strategies and interventions to improve the quality and
responsiveness of HIV prevention programming, service delivery for KP and all key technical thematic areas
such as ART and PMTCT enrolments
• Provide technical support to all national/zonal technical teams (prevention, Laboratory, Logistics and
Community services) to implement high quality care and support activities with primary focus on clinical
management of HIV/AIDS and Prevention of Mother to Child Transmission of HIV/AIDS.
• Provide ongoing technical assistance in HIV/AIDS clinical management including management of opportunistic
infections and PMTCT capacity building to all facilities benefiting from the program.
• Provide technical support to SRs on Key Population Programming such as coordination of the HIV treatment
services at the KP OSS facilities, support the STA on the conduct and documentation of all OSS trainings
• Provision of technical assistance and mentorship to other project team members and facilitate technical
capacity assessments in efficacious, evidence-based HIV prevention for key populations.
• Assist in the selection and training of ART sites to be designated as KP friendly sites, conduct periodic oversight
to monitor service delivery at the OSS and KP friendly sites.
• Manage the case management teams in ART centres
• Prepare key PCT strategic work plans and budgets.
• Coordinate to ensure optimum provision of quality care and support of PLHAs in the project. Ensure all typified
meetings such as the Cluster and Program Management Team meetings are held in each facility.
• Make regular visits to all ART/PMTCT sites to assess and verify existing beneficiary case files, care of clients,
ARV dispensing, Laboratory monitoring, referrals and other quality care component of the ART program and
advises the parties concerned accordingly.
• Ensure the TB/HIV program is well implemented. Work with the Laboratory services to log all samples to the
gene experts’ labs or otherwise.
• Design and review Patient Management and Monitoring tools in conjunction with the Programme Manager
and M&E team to check and report on the progress and quality of completed and on-going activities; review
and update the organization on SOPs and job Aids needed for the ART program in both the secondary facilities
and PHCs.
• Organize and carry out field research in collaboration with the M&E manager involving data collection for
statistical analysis on section operations, activities and related issues, facilitates monitoring and assessment
of project impact on beneficiaries and makes recommendation for appropriate action.
• Prepare and submit reports such as the weekly, monthly and quarterly reports, with others such as trip and
field reports as required.
• Liaise with the Zonal Manager, to review and redesign strategies to address changing needs, and submit
proposals as required for possible funding
• Performs any other official duties that may be assigned to you from time to time by the Zonal Manager
Key Performance Indicators/ Performance Goals:
• Ensure ART clinics provide Quality care and support services in the management of HIV and AIDS daily
• Ensure adequate support for key population activities
• Ensure adequate Tools and other job aids are available at each clinic day
• Ensure quality assessment exercise for the ART program monthly
• Ensure complete EID and other samples are sent and returned from the reference Labs weekly (this is in
collaboration with the Lab unit.)
• Conduct basic HIV training where needed monthly
• Ensure data fields are well filled and complete by clinicians and health workers onsite with accuracy of
utilization data reports daily.
• Conduct monthly visit to ART sites for technical assistance.
• Make sure data filling by the clinicians are complete with accuracy of utilization data reports
• Error free, timely requests and retirements
• Achieving designated quality targets/standards (associated income)
Qualification
• MBBS
• Minimum of 10 years Post graduation Experience in providing technical leadership in HIV Prevention at
national or zonal level
• Master’s degree in Public health or any social sciences and/or any other relevant degree
• Good knowledge in HIV data management
• Ability to carry out data analysis.
• Willingness to travel at least 70% of the time and at short notices

• Ability to use data analytical software packages for data analysis such as Excel, SPSS, EPI Info and any
